Small Business Innovation Research Program in the United States: A Political Review and Implications for East Asian Countries

  • The study examines the U.S. Small Business Innovation Research (SBIR) program, with a focus on the recent Reauthorization, and compares, in the political context, the U.S. and East Asian countries-Japan, Korea and Taiwan-that adopted the U.S. SBIR program. For the systematic analysis and cross-country comparison, the study employs Kingdon (2003)'s framework-his political theory and Garbage Can Model-to identify political participants and processes underlying the SBIR Reauthorization and to analyze the differences in problem, policy, and politics streams between the U.S. and East Asian countries. For the cross-country comparison, specifically, the study uses various data sources such as OECD, Global Entrepreneurship Monitor, Hofstede's Cultural Dimensions, and World Value Survey. Based on the analysis outcomes, implications of U.S. practices on East Asian countries are extracted as follows. East Asian countries tend to: Have higher entrepreneurial aspiration while lower entrepreneurial activity and attitude than the U.S.; bear higher long term orientation and uncertainty avoidance while lower individualism than the U.S.; and have greater expectations of technology development and higher confidence in political parties while participating less in political action than the U.S. Drawing on the differences, the following policy recommendations are suggested. East Asian countries should: Improve entrepreneurs' access to resources (in particular, financial resource) in order to link their high entrepreneurial aspiration to actual entrepreneurial activities; cultivate failure-tolerating culture and risk-taking entrepreneurs, for instance, by providing a second chance to SBIR-participating businesses that failed to materialize their innovative ideas; and leverage their high expectations of new technology in order to take bold actions regarding their SBIR programs, and update the programs by drawing out constructive dialogues between SBIR stakeholders.

  • Un globalization unfolds, concerns and research toward the differnces international cultures has increased. However, there is a dearth of research regarding how to nature culture align orgainzational performance with leadership style. Accordingly, this study aims to identify the relationship between leadership style and the orgainzational performance with mediating effect of national culture. Understanding the cultures of other countries is not as fast as the speed of internationalization. As globalization advances, interest and research on the characteristics of national culture differences have been increasing. One of the important challenges for business leaders is the ability to understand and deal with cross-cultural management. But there is a lack of research on cross-cultural management. In order to achieve this objective, this study, adopts Hofstede cultural dimensions, and finds the mediating effect on these transformational and transactional leadership on organizational performance.Feminism, collectivism, power distance, and uncertainty avoidance were classified into four factors of national culture has differnct mediating effect on leadership style and performance. This research has concentrated on leadership-styles and organizational performance with mediating effect of national culture.

Cultural Differences of Choice on Interaction Problem (인터랙션 문제에 대한 선택의 문화적 차이)

  • This study is aimed to compare choices on interaction problems, and to consider the reason of the choices. It was expected that the interaction problems are influenced from national culture, age, gender and so on. The first interaction problem in this study is default answer button when user operates to delete all messages on SMS in-box. Second one is action when pop-p window warning dangerousness of install showed on web browsing. The third one is type(analog/digital) and information expression of control panel on soup maker. 639 Korean data and 784 data from China, Japan and the Netherlands are analyzed through cross-tabulation and chi-square test. In the results, many Japanese choose 'No' answer at SMS delete problem, while many Dutch choose 'Yes'. The result suggests that uncertainty avoidance effect on interaction problems. On warning pop-up, Younger generation and men choose actively 'install' than older one and women. On type of control panel, Dutch subjects preferred analog type than other countries' subjects. On expression of control panel, older generation and individualistic subjects relatively preferred text style than other style.

Comparison of Adolescents' Temperament and Character Inventory (TCI) Profile between Traumatized Group and Non-Traumatized Group, and between PTSD Symptom Group and Non-PTSD Symptom Group among the Traumatized Group (외상 경험군과 비경험군 및 외상 후 스트레스 장애 증상 발생군과 비발생군 청소년에서 기질 성격 특성 비교연구)

  • Objective : The aim of this study was to investigate how trauma and personality system was related by comparing TCI profiles of the trauma versus non-trauma groups and PTSD symptom positive (PTSD symptom [+] group) and PTSD symptom negative groups (PTSD symptom [-] group). Methods : We compared the difference of Temperament and Character Inventory (TCI) profiles between the trauma (n=61) and the non-trauma (n=61) groups, and between the PTSD symptom [+] group (n=40) and PTSD symptom [-] group (n=21). Results : Comparison of the TCI's seven higher dimensions between the PTSD symptom [+] and [-] groups showed significant differences only in C (Cooperativeness). And in the analysis of TCI's lower dimensions the significant differences were observed in the HA1 (Worry and pessimism), HA2 (Tension regarding uncertainty), and C4 (Compassion) subscales. However, significant differences in the higher dimensions appeared more clearly between the non-traumatized group and the traumatized group. Compared to the non-traumatized group, the traumatized group scored significantly higher in HA (Harm avoidance) and RD (Reward dependence), while lower in SD (Self-directedness). Conclusion : Overall, present results suggest that traumatic experiences may affect personality systems regardless of the development and of PTSD symptoms.

An Empirical Study on the Effects of Empowerment on International Marriage Migrant Women -focusing the Feasibility Approach with the Case of Korea - (국제결혼이주여성의 임파워먼트 효과 타당성에 관한 실증 연구 - 한국 사례를 중심으로 -)

  • This paper examined the effects of empowerment on international marriage migrant women. The assimilation, integration, separation, and marginality were as proxy for the cultural adaptiveness. The power distance, uncertainty avoidance, individualism, masculinity, long term orientation were as proxy for the cultural distance. The self-image, real power, the extent of social participation were as proxy for the empowerment. Based on the analysis of two hundred cases, the following results were found. First, international marriage migrant women's cultural adaptiveness have a positively significant influence on their empowerment. Second, international marriage migrant women's cultural distance have a positively significant influence on their empowerment. Third, international marriage migrant women's cultural adaptiveness and cultural distance have a positively significant influence on their empowerment. This study suggests that cultural adaptiveness and cultural distance are main factors for the empowerment of international marriage migrant women.

  • The purpose of this study is to analyze the relationship between the two factors and the influence of Chinese cultural orientation on the change of physical dry environment in the domestic Chinese residential area. To this end, Hofsted's cultural dimension theory, which can quantitatively define and compare the national culture, is used to investigate the cultural orientation of China. The association was analyzed. Through this study, it was confirmed that the collectivist and uncertainty-avoidance tendency of the Chinese influenced the formation and change of the dry environment of the Chinese residential area in Daelim 2-dong. This study is meaningful in confirming that the cultural orientation of the migrant community affects the formation and change of collective residences, and through this, it can be used as basic data in preparing policies suitable for various migrant communities including Chinatown.

It Doesn't Taste the same from Someone Else's Plate: The Influence of Culture in Interpersonal Retail Service Evaluations (별인적반자적미도불일양(别人的盘子的味道不一样): 문화대인제령수복무평개적영향(文化对人际零售服务评价的影响))

  • This study reviews the influence of culture in interpersonal servicescapes by examining the restaurant retail setting. Two cultures (Canada and France) are surveyed in order to better understand their retail expectations towards interpersonal servicescapes. Using Hofstede's (1991) cultural dimensions to explain some of the differences between Canadian and French restaurant patrons, this study demonstrates a potentially interesting research avenue in the field of cross-cultural interpersonal services marketing. It demonstrates that cultural dimensions do not operate independently but interdependently. Understanding this can help retailers better explain complex service interactions between countries that may appear similar in terms of various socio-demographic features. In this exploratory research, a measure via exploratory factor analysis was developed, one that encompasses both the physical and service aspects common to interpersonal servicescape by using personality traits. This measure was tested in order to better understand the service expectations between two cultures, Canada and France. Five dimensional structures were uncovered in both cultures but with different traits and groupings. The differences between the traits uncovered and the overall Canadian and French personality structures find some explanation using Hofstede's (1991) cultural dimensions. The results of this survey point to a possible explanation as to why when services are transferred between cultures, the perceptions of them can be different and sometimes even lead to service failure. There are clearly some cultural differences between the Canadian and French consumers and their overall expectations regarding their consumption experience. Reviewing the first factor of the French and Canadian personality structures shows that the individualist/collectivist differences are apparent between the Canadian and the French cultures. The second dimension also has quite a few traits in common, five, all of which have the personal treatment aspect of the restaurant experience that a service provider would be responsible for: polite, respectful, and dedicated. Notable is that the French dimension does not include the authenticity or the hospitable aspect of the experience but includes even more features that are inherent to the personal interaction, such as charming and courteous. The third dimension of the Canadian and French structures reflects completely different expectations. Whereas the French dimension centers around energy and enthusiasm, the Canadian version is more laid-back and relaxed. There is extroversion in the French dimension to introversion in the Canadian dimension. This could be explained by differences on the Uncertainty Avoidance dimension as outlined by Hofstede (1991). The fourth dimension seems to confirm previously outlined cultural differences. Whereas Canadians, being a bit lower on uncertainty avoidance and power distance, prefer an intimate and private experience, the French continue to expect extraversion and inclusive features to their experience. The fifth dimension is in the French personality structure a clear expression of the high power distance society, where the roles of the players in the restaurant experience are clearly defined and the rules of engagement preserved. This study demonstrates that different cultures clearly do relate to different expectations regarding interpersonal services. This is apparent in the dimensions that come up in both the French and the Canadian personality structures, not only in terms of how different they are but also in with which cultural dimensions these can be explained. For interpersonal servicescapes, the use of personality traits is interesting as it allows for both physical and service features to be accounted for. Furthermore, the social component inherent to interpersonal servicescapes surfaces in most of the dimensions of the service personality structures. The quality of social exchanges is extremely important, and this even more so in cross-cultural situations, where the expec tations regarding the service experience may vary. As demonstrated by this research and using Hofstede's (1991) paradigm, not all societies will have the same expectations pertaining to the interpersonal services. Furthermore, the traditions surrounding the type of service can also have an impact on the service evaluations and differ between countries and cultures. However, using personality traits may also allow for retailers to see which service traits are common to two or more cultures where they seek to be present, and focus on these in the offering. The findings demonstrate the importance of the individualist and collectivist dimension for interpersonal servicescapes. This difference between the French and the Canadian personality structure is apparent in the most dominant dimension as well as within others. The findings are a step in explaining how retailers can transfer and then measure interpersonal services across cultures.

The Effects of Individual Characteristics and Entrepreneurship on Entrepreneurial Intentions: Moderating effect of Hofstede's Cultures Dimensions (개인 특성 및 기업가정신이 창업의도에 미치는 영향: 홉스테드 문화특성의 조절 효과를 중심으로)

  • Individual characteristics and entrepreneurship are important factors to determine entrepreneurial intentions. Despite this, little attention has been given to external factors, which effects to venture start-up decision. This study examines the relationship between individual characteristics and entrepreneurship by moderating effect of Hofstede's cultures dimensions theory. For this, 244 copies of the questionnaire were empirically analyzed. According to the results of analysis, internal locus of control, self-efficacy were found to have positive effects on autonomy, innovativeness, pro-activeness. In addition, uncertainty avoidance of Hofstede's cultures dimensions theory were found the moderating effects on entrepreneurship and entrepreneurial intentions. Therefore, this study suggests theoretical and practical implications, as below, according to the results. Firstly, pro-activeness take a important part on venture start-up. Thus, venture start-up institution and venture managers need to develop "venture education curriculum" that fostering the pro-activeness mind of entrepreneur. Secondly, In order to anticipate entrepreneurial intentions more precisely, analyzing the interaction between environmental variables and individual variables is desirable. Lastly, in the future study of entrepreneurship, the comprehensive analysis of correlation between the factors that including three factors of entrepreneurship is need to be conducted and more effective way of readdressing the entrepreneurship is necessary.

Understanding Personal and Cultural Factors on the Level of UCC Participation: Centered on Korea and U.S.A (UCC 사용자 참여수준과 개인적 및 문화적 특성 요인과의 관계 - 한국과 미국을 중심으로 -)

  • The purpose of this paper is to examine the ethical implications in UCC participation. This paper aimed at examining the advent of UCC as a critical media tool in interactive two-way communication and the effect of ethical questions on the level of UCC participation. The findings show that uncertainty avoidance gives an positive and significant effect on privacy concern and regulatory preference, but it is not related to copyright invasion in Korea and U.S.A. It is shown that privacy concern does not influence on UCC retrieval in Korea whereas it is positively related to UCC retrieval in the United States. Also, privacy concern has not relationship with UCC production(modification, recreation, generation) in both nations. In the case of regulatory preference, it posits an significant and positive effect on UCC retrieval in Korea while it is not related to UCC retrieval in the United States. Also, regulatory preference does not affect on UCC production in Korea whereas it influences on UCC generation without impacting UCC modification and recreation in U.S.A. Finally, the results show that copyright invasion has stronger relationship with UCC recreation and generation than UCC modification, and it is positively related to UCC retrieval in both nations.

Energy-Efficient Routing Protocol based on Interference Awareness for Transmission of Delay-Sensitive Data in Multi-Hop RF Energy Harvesting Networks (다중 홉 RF 에너지 하베스팅 네트워크에서 지연에 민감한 데이터 전송을 위한 간섭 인지 기반 에너지 효율적인 라우팅 프로토콜)

  • With innovative advances in wireless communication technology, many researches for extending network lifetime in maximum by using energy harvesting have been actively performed on the area of network resource optimization, QoS-guaranteed transmission, energy-intelligent routing and etc. As known well, it is very hard to guarantee end-to-end network delay due to uncertainty of the amount of harvested energy in multi-hop RF(radio frequency) energy harvesting wireless networks. To minimize end-to-end delay in multi-hop RF energy harvesting networks, this paper proposes an energy efficient routing metric based on interference aware and protocol which takes account of various delays caused by co-channel interference, energy harvesting time and queuing in a relay node. The proposed method maximizes end-to-end throughput by performing avoidance of packet congestion causing load unbalance, reduction of waiting time due to exhaustion of energy and restraint of delay time from co-channel interference. Finally simulation results using ns-3 simulator show that the proposed method outperforms existing methods in respect of throughput, end-to-end delay and energy consumption.
