The Study on the CAO Dangerous Goods and the Cargo Compartment Classification (항공운송용 위험물과 화물실 등급에 대한 연구)

  • In this study, we surveyed the CAO Dangerous Goods, the Cargo Compartment Classification, IATA DGR(Dangerous Goods Regulations), ICAO Doc. 9284 and the regulation for the Air Transport of Dangerous Goods by Ministry of land Infrastructure and Transport of Korea. We found that the differences between these regulations. Applied according to the type of dangerous goods cargo compartment Class is determined. These regulations have caused confusion was due to the difference, because of the need for revision and amendment regulations were analyzed.

Improvement Plan for Safety Management of the Transport of Railway Dangerous Goods (철도 위험물 수송 안전관리제도 개선 방안)

  • As the lack of management for HAZMAT transportation leads to fatal accidents, the interest in the problem is rapidly increasing in the world. Thus UN-RTDG recommends to establish regulations for HAZMAT transportation, and related ministries in Korea make rules and policies according to the regulations. However, there are few researches carried out on railway HAZMAT transportation. In this paper, issues such as present condition of laws and policies related to railway HAZMAT transportation, HAZMAT transportation procedure and regulations, HAZMAT signs of railway etc. are analyzed. Through analyzing these issues the problems and improvements of railway HAZMAT transportation are drawn. These results are respected to help to establish regulations and policies for HAZMAT transportation management. In the future, more detailed plan is needed for putting these improvements to practices.

  • The traditional safety management method starts with the misconception that similar accidents will recur if the inappropriate behavior of the person who caused the accident is investigated and punishment is not judged. However, in modern safety management, incidents or situations occur when negative conditions latent in the system are mutually influenced and triggered. The precedent for revoking the disposition of suspension of first officer A of Eastar Jet, which won a legal lawsuit against the administrative regulatory authority, is a representative example that will serve as an opportunity for the administrative regulatory authority to break away from the punishment-oriented safety management method of the past. On the other hand, airmans and air carriers also need to have a clear understanding of flight regulations, and when judicial judgment is required, predictable and effective legal effects can be obtained by preparing clear standards for flight regulations. In addition, administrative regulatory authorities expect a change from the punishment-oriented safety management policy of the past to a systematic safety management policy.

The Influence of Personality Traits on Airline Untact Check-in: Focusing on Mobile Check-in User

  • Purpose: Year of 2020, COVID-19 has been changing the people's everyday life to ways never been thought of before all over the world. The IT and electronic industry, the methods of supplying goods and services have been changed from contact to un-tact environments based on un-tact systems very rapidly. COVID-19 has been striking the tourism and the travel industry, especially the airline and hotel industry of which services are provided by human. For the passenger service of airliner, automation has been propelled and un-tact style of service has become mainstreams except cabin service since 2000's. For passenger transportation, due to traffic regulations and exclusions etc., switching to new ways is not easy. However, under the new environment made by COVID-19, kiosk check-in, web check-in and mobile check-in has become more important. In this study, the characteristics of airline customers using mobile goods are investigated to find ways to raise the rate of utilizing mobile check-in and to increase the efficiency of boarding process. Research design, data, and methodology: Considering the COVID-19 environment, survey was done by online research company. The research model is designed to integrate the user characteristics and usage/purchase motive and technology acceptance theory. Especially considering infectious diseases prevention, concern of safety is adopted as one of the usage motive variable. Results: Extraversion or conscientiousness characteristics prefers counter check-in(contact service), while openness characteristics prefers mobile check-in(un-tact service). Concern of safety for infectious disease shows strong non-preference on counter check-in. Conclusions: Regarding service type regardless of type of the industry, automation and un-tact have been mainstreams due to high costs of labor, efficiency and standardization issue, etc., and COVID-19 has given impetus to them. For airliner, un-tact service including boarding process service has been more and more important. To raise the rate of un-tact service use, the characteristics of the user should be analyzed first. The study results indicate that for extraversion or conscientiousness, some kinds of methods to induce them to use un-tact service more are needed.

  • Recently, the electronic control unit (ECU) has been integrating several functions into one beyond simple convenience functions. Accordingly, ECUs have more functions and external interfaces than before, and various cybersecurity problems are arising. The United Nations Economic Commission for Europe (UNECE) World Forum for Harmonization of Vehicle Regulations (WP.29) issued UN Regulation No.155 to establish international standards for vehicle cybersecurity management systems in light of the growing threats to vehicle cybersecurity. According to international standards, vehicle manufacturers are required to establish a Cybersecurity Management System (CSMS) and receive a Vehicle Type Approval (VTA). However, opinions were raised that the implementation period should be adjusted because domestic preparations for this are insufficient. Therefore, in this paper, we propose a web-based solution that maps a checklist to check the status of CSMS in the requirement and various vehicle security companies and solutions to mitigate the identified gap.

Evaluation and Improvement Directions of Laws and Regulations Related to Space and Environmental Planning Toward Extended Application of LID in Korea (저영향 개발(LID) 확대 적용을 위한 공간·환경 계획 관련 법·제도 평가 및 개선방향)

  • To restore urban water cycle, it is necessary to improve domestic laws and regulations related to LID(Low Impact Development), which has been successfully applied to foreign countries. Thus, this study has intended to evaluate domestic legal systems related to space and environmental planning and to suggest directions to improve laws and regulations related to space and environmental planning toward extended application of LID in Korea. To reach this goal, this study has analyze the legal and institutional status of the foreign countries where LID has currently been applied, to derive the factors that laws and institutions are required to support LID based on the above analysis, to evaluate domestic laws and regulations related to space and environmental planning, and to suggest directions to improve the laws and regulations. After the evaluation, this study has found the following results. First, it was found that the concept and basic principles of LID and LID planning and associated methods were no longer mirrored in the space planning-related laws and regulations. However, these problems are not confined to LID, and result from thefailurein applying environmental planning to space planning overall. Second, it was revealed that the environmental planning-related laws and regulations defined the terminologies and targets of LID and suggested different measures to improve LID-related policies differently depending on the backgrounds ofenforcing thelaws and regulations and on environmental properties. Finally, this study has suggested the directions to improve laws and regulations related to space and environmental planning as follows. First, it is necessary to enact a law to support the extended application of LID. Second, the law to be enacted should be connected to laws, enforcement ordinances and regulations, and guidelines related to space planning. Third, environmental benefits provided by both structural and non-structural techniques of LID should be quantitatively measured.

A Study on Functions and Characteristics of Level 4 Autonomous Vehicles (레벨 4 자율주행자동차의 기능과 특성 연구)

  • As a sales volume of autonomous vehicle continually grows up, regulations on this new technology are being introduced around the world. For example, safety standards for the Level 3 automated driving system was promulgated in December 2019 by the Ministry of Land, Infrastructure and Transport of Korean government. In order to promote the development of autonomous vehicle technology and ensure its safety simultaneously, the regulations on the automated driving systems should be phased in to keep pace with technology progress and market expansion. However, according to SAE J3016, which is well known to classify the level of the autonomous vehicle technologies, the description for classification is rather abstract. Therefore it is necessary to describe the automated driving system in more detail in terms of the 'Level.' In this study, the functions and characteristics of automated driving system are carefully classified at each level based on the commentary in the Informal Working Group (IWG) of the UN WP29. In particular, regarding the Level 4, technical issues are characterized with respect to vehicle tasks, driver tasks, system performance and regulations. The important features of the autonomous vehicles to meet Level 4 are explored on the viewpoints of driver replacement, emergency response and connected driving performance.

Study on the Harmonization of Health and Environmental Hazard Classification Criteria and Its Results Based on the UN GHS (UN GHS 기준에 의한 국내 건강.환경유해성 분류기준 및 분류결과의 통일화 방안 연구)

  • Objectives: This study was performed to provide harmonized guidelines on health and environmental classification criteria and its results of chemicals in Korea. Methods: Firstly, The history of GHS implementation in UN and Korea was reviewed. Secondly, the differences in classification criteria on health and environmental hazards among UN GHS and two Korean government agencies, Korea Ministry of Employment and Labour (KMoEL) and Korea Ministry of Environmental (KMoE). The classification results were compared between classifications of Korea Occupational Safety and Health Agency (KOSHA) based on KMoEL and classifications of Korea National Institute of Environmental Research (KNIER) based on KMoE. Finally, an inter-agency harmonization on the classification criteria and the results was suggested by comparing the classification results of 5 chemicals; Benzene, carbon disulfide, formaldehyde, toluene-2,4-diisocyanate, and trichloroethylene. Results: KMoEL and KMoE revised regulations on chemical management and published a Notices on GHS classification criteria according to UN GHS document. However, the hazard to the ozone layer contained in the latest edition of UN GHS document published in 2011 was not included yet. The differences in classifications of 5 chemicals between KOSHA and KNIER were 36.2% in health hazards and 23.4% in environmental hazards, respectively. In conclusion, we suggested that a new revision be needed to include newly contained hazard and inter-agency working party be organized to harmonize classification results.

On wind stability requirements for emergency car warning triangles

  • This work discusses the wind stability requirements specified by UN Reg. 27 on emergency car warning triangles, which are of mandatory use in many countries. Wind tunnel experiments have been carried out in order to determine aerodynamic coefficients of commercial warning triangles and the friction coefficients between the triangle legs and an asphalt base that fulfils the roughness requirements stated by Reg. 27 for wind stability certification. The wind stability specifications for warning triangles are reviewed, compared with pressure field measurements and discussed. Results of wind tunnel tests and comparison with field measurements reported in the literature show that the requirements could be excessively conservative.

  • Air pollution problem has been one of the most urgent global environmental problems since UN Framework Convention on Climate Change accepted in Rio Conference, 1992. International environmental regulations of global community to reduce the green house gases have influenced the domestic environmental policies. International trends of environmental regulation are introduced in this paper.
