This paper analyzed articles of u-City Construction Law, which has been enacted on 29th of September last year, and evaluated their appropriateness and other laws associated with u-city services for better provision of u-cities and u-city services. The enacted law established the concept of u-city in Korea and provided relating industries with construction procedures, technology developments, and standards. These efforts have substantial implications as the first stepping stone, but also raised several problems. Hence, this paper suggested that the u-City Construction Law should be amended as follows. First, The minimum size of u-cities, that is required by the law, should be decreased. Second, various kinds of incentives should be provided to the u-city project companies. Third, new organizations such as u-City commission and National or Regional Control and Management Center will be necessary. Fourth, technology standards and inter-operability among cities should be provided in the areas of the control and management centers. And Finally, more measures of and focuses on project financing issues should be made.

The ubiquitous city construction act worked as an institutional basis for the U-City projects which were actively driven in the new urban areas until 2010. However, the country's urban policies which were recently changed focusing on revitalization of the existing towns and urban regeneration led to the increased demand for revision of the u-City law with a strong character of procedural law mainly for the new urban areas. Therefore, this study, taking into account the changes of the country's urban policies and the conditions related to u-City, established the direction of revision on the u-City law as the diversification of the u-City projects, reinforcement of u-City management operation and the supports for the u-City projects, and presented the consequent action plans. This study aims to review the problems with the current u-City law and the improvement plan from the practical point of view for reflecting the country's urban policy flow and demand. It is expected that the result of this study will be able to be utilized as a basic material for supporting the continuous development and expansion of u-City by law and system.

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. In spite of its crucial position for u-City, the legal arrangement of its basis concept, physical/systematic structures, and managerial finance sources and their standardizations are very immature. Therefore, the purpose of this study is to analyse its overall problem issues and then to suggest the basic directions and enforcement strategies to form its legal basis.

Recently, a lot of nations are establish and researches the u-City which ubiquitous technology based city, and u-City Management Center(UMC) is also establish and researches. Technical researches of UMC are increasing. However, administrator privilege management researches for UMC is not enough. If we don't manage to administrator privilege who can access and control all of information in UMC, security problems will be occurs. Therefore, in this paper, analyses of administrator privilege management security problems, and proposed administrator privilege management system classification.

u-city의 구축에는 정보통신관련 전문가가 주도적으로 참여하고 있으며, u-city는 정보통신 인프라 설치, 도시정보관제센터 건립 및 시스템 구축 운영, 디지털 컨텐츠서비스 제공으로 구성된다. 디지털 컨텐츠의 주요구성요소는 서비스생활환경컨텐츠, 도시관리컨텐츠, 상거래컨텐츠로서 공공포탈서비스를 통해 지역 사회에 제공된다. 본고는 디지털 컨텐츠에 추가될 수 있는 컨텐츠로서 건설교통부와 한국토지공사에서 추진하고 있는 국토정보화사업의 개요와 장점을 소개하고 u-city와 연계하며, 향후 u-city의 구축에서 도시계획가 참여의 필요성을 제시한다.

본고에서는 u-City 인프라구축에 필요한 기술들을 살펴본다. 먼저 U-city인프라 구축에 필요한 핵심기술 구성요소와 각 기술에 대한 내용을 소개한다. 이를 위해 먼저 통합운영 센터의 개념 및 역할에 대해 소개하고 u-City 인프라 통합망의 구성과 u-City통합망 인프라에 포함되는 다양한 통신망 기술의 특징을 소개한다. 또한 본고는 U-city 도입을 원하는 지자체 담당자들에게 정보기술측면에서 고려할 내용을 포함한다.

U-City 공간계획 및 설계기술개발연구는 그 동안 서비스와 정보통신기술(ICTs)을 중심으로 다루어졌던 U-City추진의 한계를 극복하고 도시공간에 기반한 U-City 구축과 실증을 통해 저비용 고효율의 미래 도시공간을 구현하고, 기존 도시의 문제 해결과 도시의 효율적 운영관리의 필요성 등에 따라 공간적 측면에서의 U-City 구축을 통해 국내 대표의 건설브랜드인 U-City선도화와 종주국으로서의 위상을 강화하기 위한 U-City 창조공간 계획 및 설계 기법을 연구하고자 한다. 본 연구를 위해서는 국내외 관련 문헌조사, 사례조사를 중심으로 연구를 진행하고 있으며, 도시 공간단위별로Prototype을 구축하고 실제 사례도시(Test Bed)를 선정하여 연구결과를 적용해 보고 효과를 검증하는 방법으로 연구 내용의 내실화를 기하고 있다. 본 연구개발사업을 통해서 도출된 결과물을 통해서는 도시민이 체감할 수 있는 U-City 구현을 통해 시민이 체감할 수 있는 U-City 보급과 확산으로 국내 고유의 대표건설브랜드로서 U-City의 대내외적 경쟁력을 확보하고, 침체된 건설경기 활성화 등에 기여할 수 있을 것이라 판단된다.

U-City means the high-tech city that applied ubiquitous technology and information communication technology. U-City aims to intensify urban competitiveness and to improve the quality of residents' life through efficient management of the urban. Currently, 77 U-City projects is underway. The each project cost and scale estimate is not clear in the absence of the U-Service Standardization Model. So, many of the project are trouble about making a production the proper number of U-Service or the cost of project. The excessive service construction is reflected on the construction costs, which leads to the rise of sales price and passes onto the executor of a project as a burden of the project costs, and the problem of the delay of the change-over occurs due to supporting the operation costs for the operation of the constructed service and the demand for additional installation of facilities between a local autonomous entity and the executor of a project. In this paper, we suggested the U-Services Construction Standardization Methods and proposed the standardization services guideline of crime prevention services. U-City services in the future are able to maintain the consistency of the system through the utilization of the proposed standard model. As a result, the U-City project's pre-estimated cost and scale can be extracted.

The purpose of this study is to suggest development directions and elicit future research themes of U-City and future city by identifying the research trends of U-City theses. For this, meta-keywords were elicited based on the theses of U-City and future city published from mid 1990s to 2010. Centered on the meta-keywords, temporal keyword analysis was performed to compare the research trends of U-City and future city theses in Korea and oversea. The results show that most of U-City and future theses in Korea and oversea mainly dealt with technology. U-City theses in Korea have a tendency to research technology, methodology, service, planning and management in order from the early beginning. However, the U-City and future theses in oversea have a tendency to continuously study U-City applications to city through the model based on the technology and methodology. Therefore, the U-City research in Korea should focus on aspects of urban regeneration, urban scale, and so on. That is to say, the research in near future is required to apply the U-City to various urban themes.

Last February, $\ulcorner$The Act on Ubiquitous City Construction and etc.$\lrcorner$ was approved by the National Assembly. The law stipulates the regulations on the planning, construction and management of the Ubiquitous City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet ubiquitous city requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new planning approaches to realize the u-City in reality. It is also to supply with the framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the purpose of the establishment of comprehensive planning system, the theoretical bases were sought in relation to planning u-City, pre-existing u-City development cases and regarding regulations were analyzed, and then basic concepts, features, and constituent factors were set up.
