An Estimation of Extreme Wind Speed of Typhoon Affecting the Damage of Public and Industrial Facilities (공공 및 산업시설 피해에 영향을 미치는 태풍의 최대풍속 도출)

  • There were 35 typhoons affecting Korean Peninsula from 1999 to 2009(The average annual number of typhoon is 3.18). Among these typhoons, the number of typhoon passing through the Yellow sea, the Southern sea and the East sea were 14, 6 and 15 respectively. Wind speed on the height of 10 m can be finally estimated using the surface roughness after we calculate wind speed on the height of 300 m from the data on the surface of 700 hPa. From the wind speeds on the height of 10 m, we can understand the regional distributions of strong wind speed are very different according to the typhoon tracks. Wind speed range showing the highest frequency is 10~20 m/s(45.69%), below 10 m/s(30.72%) and 20~30 m/s(17.31%) in high order. From the analysis of the wind speed on the hight of 80 m, we can know the number of occurrence of wind speed between 50 and 60 m/s that can affect wind power generation are 104(0.57%) and those of between 60 and 70 m/s that can be considered as extreme wind speed are even 8(0.04%).

  • The floods of Korea happens periodically during summer. The cause of heavy rain that provokes floods can be classified into typhoon and localized downpour. The typhoon happens in the tropical region. It causes one of the worst damage to Korea by extreme rainfall and strong wind. Usually, it is known that the flood damage by the typhoon is larger than that by the localized downpour. Therefore, this study classified rainfall events into typhoon events and localized downpour events based on the cause. Through statistical analyses of the rainfall data, this study investigated special quality of the rainfall during the time of typhoon. In analysis results, probability Precipitation calculated by the typhoon events were exposed bigger than that calculated by all rainfall events.

  • Typhoons were known by contributing to transporting plus heat or kinetic energy from equatorial region to midlatitude region. Due to the strong damage from typhoon, we acknowledged the theoretical study and the importance of accurate forecast about typhoon. In this study, typhoon forecasting system was developed to search the tracks of past typhoons or to display similar track of past typhoon in comparison with the path of current forecasting typhoon. It was programmed using Interactive Data Language(IDL), which was a complete computing environment for the interactive analysis and visualization of data. Typhoon forecasting system was also included satellite image and auxiliary chart. IR, Water Vapor, Visible satellite images helped users analyze an accurate forecast of typhoon. They were further refined the procedures for generating water vapor winds and gave an initial indication of their utility for numerical weather prediction(NWP), in particular for typhoon track forecasting where they could provide important information. They were also available for its utility in typhoon tracer or intensity.

  • The east coast of Kangwon province has been suffering from natural disaster like wildfire and flooding. In April 2000, there has been a great wildfire in this area. Many forest was burnt out, the mountain was bared. Furthermore, on 31st August,2002 typhoon RUSA attacked the area with heavy rainfall of about 315 mm/day, which resulted in 178 deaths and extensive damage to the property, In this regard, our study was focused on the assessment of the factors of flooding damage considering wildfire disaster. Most of results for our study are derived from practical investigation in the east coast of Kangwon province.

  • In addition the typhoon 'Lusa' of year 2002 has resulted 5,400 billion won of property damage and the damages for roads and railroads were approximated to be 2,860 billion won at 12,377 locations holding 53% damage of total. It was reported that the property damage due to the 2003 typhoon, 'Maemi' was 4,200 billion won. The recent typhoon, 'Aewinia', caused the 1,400 billion-won property damage including sweeping and flooding of 127 roads and 65 rivers, respectively.   • This study is to present a method of flood damaged area detection by the typhoon RUSA (August 31 - September 1, 2002) using Landsat 7 ETM+ and Landsat 5 TM images. Two images of Sept. 29, 2000 and Sept. 11, 2002 (path 115, row 34) were prepared for Gangreung, To identify the damaged areas, firstly, the NDVI (Normalized Difference Vegetation Index) of each image was computed, secondly, the NDVI values were reclassified as two categories that the negative index values including zero are the one and the positive index values are the other, thirdly the reclassified image before typhoon is subtracted from the reclassified image after typhoon to get DNDVI (Differential NDVI). Some part of urban and agricultural were classified into damaged area due to typhoon RUSA in Gangreung, $18.8km^2$ and $17.7km^2$ respectively.

Characteristics of tropical cyclones over the western North Pacific in 2007 (2007년 태풍 특징)

  • The purpose of this study is to summarize tropical cyclone activity in 2007. 24 tropical cyclones of tropical storm (TS) intensity or higher formed in the western North Pacific and the South China Sea in 2007. The total number is less than the thirty-year (1971~2000) average frequency of 26.7. Out of twenty four tropical cyclones, 14 TCs reached typhoon (TY) intensity, while the rest 10 only reached severe tropical storm (STS) and tropical storm (TS) intensity - four STS and six TS storms. The tropical cyclone season in 2007 began in April with the formation of KONG-REY (0701). From April to May, two TCs formed in the western North Pacific in response to enhanced convective activity there. From June to July, convective activity turned inactive over the sea around the Philippines and in the South China Sea, and the subtropical high was weak over the south of Japan. MAN-YI (0704) and USAGI (0705) moved northwestward and hit Japan, bringing serious damage to the country. After August, convective activity became enhanced over the sea east of the Philippines, and the subtropical high turned strong over the sea south of Japan. Many TCs, which formed over the sea east of the Philippines and in the South China Sea, moved westward and hit China and Vietnam. PABUK (0706), WUTIP (0707), SEPAT (0708), WIPHA (0712), LEKIMA (0714) and KROSA (0715) brought serious damage to some countries including China, the Philippines and Vietnam. On the other hand, FITOW (0709) and NARI (0711) moved northward, bringing serious damage to Japan and Korea. After HAIYAN (0716), all four TCs except FAXAI (0720) formed over the sea east of $140^{\circ}E$. Three typhoons among them affected Republic of Korea, MAN-YI (0704), USAGI (0705) and NARI (0711). Particularly, NARI (0711) moved northward and made landfall at Goheng Peninsula ($34.5^{\circ}N$, $127.4^{\circ}E$) in 1815 KST 16 September. Due to $11^{th}$ typhoon NARI, strong wind and record-breaking rainfall amount was observed in Jeju Island. It was reported that the daily precipitation was 420.0 mm at Jeju city, Jeju Island on 16 September the highest daily rainfall since Jeju began keeping records in 1927. This typhoon hit the southern part of the Korean peninsula and Jeju Island. 18 people lost their lives, 14,170 people were evacuated and US$ 1.6 billion property damage was occurred.

  • The natural disasters such as typhoon, earthquake, flood, heavy rain, drought, sweltering heat, wind wave, tsunami and so on, are difficult to estimate the scale of damage and spot. Also, these disasters were being damaged to human life. However, if based on the disaster statistics the past damage cases are analyzed and the estimated damages can be calculated, the initial damage action can be taken immediately and based on the estimated damage scale the damage can be mitigated. In the present study, therefore, we proposed the functions of wind wave damage estimation for the southern coast. The functions are developed based on Disaster Report('91~'14) for wind wave and typhoon disaster statistics, regional characteristics and observed sea weather.
