The Rise of Blockchain Technology: Overcoming Theoretical Poverty and Its Implications for Developing Countries

  • The blockchain is still new and unfamiliar. But blockchain appears to shake an entire technology innovation system. Blockchain is rapidly drawing attention in that it will be able to fundamentally revolutionize industry ecosystem. While cryptocurrency transactions and market capitalization have been popular in mass media, several platform operators in non-cryptocurrency areas such as jewelry, social networks, and entertainment, are also moving to introduce blockchain technology in full swing. In this brief note, we intend to present integrated theoretical strands to summarize various prospects for blockchain technology. Further, we want to provide a reflection as to whether this new technology gives opportunities, challenges, or risks to future society. Particularly, we point out one of its alternative and promising adoption that gives way to new forms of decentralized and autonomous organizations (DAOs).

  • 본 논문은 VR산업 발전에 따라 2-3년제 대학에 VR관련 학과의 교육과정에 대한 고찰이다. 현재와 미래의 VR산업 동향을 사회적요구로 인식하고 지자체의 VR 단기 교육과정과 여러 대학의 교육과정을 살펴보았다. VR콘텐츠에 대한 수요가 장비 산업에 비해서 2020년에 3배 이상의 성장이 예상된다. 따라서 실무 중심의 2-3년제 대학의 VR학과는 콘텐츠 중심의 교육과정이 많이 신설되어야 한다.

Public Diplomacy, Soft Power and Language: The Case of the Korean Language in Mexico City

  • Public Diplomacy (PD) is the third pillar of South Korean foreign policy. According to the Ministry of Foreign Affairs, PD aims to attract foreign audiences by means of art, knowledge transmission, media, language and foreign aid. When it comes to the Korean language, its global profile has seen an especially marked increase in recent years (Kim, 2009). Thus, this paper's objective is to explain the relevance of the Korean language in the generation of South Korea's soft power. I draw from $C{\acute{e}}sar$ Villanueva's reflections in order to problematize how language promotion can be translated into soft power at five different levels: the empathetic, the sympathetic, the geopolitical, the diplomatic and the utilitarian. I observe that in the case of the Korean language in Mexico City, soft power has the potential to be generated on three levels: it helps to increase knowledge of Korean culture (empathetic); it exercises symbolic persuasion (geopolitical), since the products of cultural industries are mostly in Korean; and it is used as a tool for economic transactions in Mexico City (utilitarian).

Coping with Violence in the Thai-Cambodian Border: The Silence of the Border

  • The recent listing of Preah Vihear Temple as a World Heritage Site has awakened a longtime simmering border dispute between Thailand and Cambodia over a few square kilometers surrounding the ancient Khmer Temple. While the listing of the site by UNESCO was expected to revive the economy of the impoverished border towns near the temple due to the increased tourism and funding for the preservation of the archeological site, it has had the opposite effect due to the sharp increase in violent conflict carried out by the armed forces and nationalist activists from both sides. Military skirmishes and violent protests have brought the local economy to a halt in addition to causing considerable physical damage to the local infrastructure and to the local transnational network of ethnic Kui, local business owners, Khmer and Thai villagers. This paper shows how the dispute is viewed and undertaken by three distinct communities involved in the conflict, the militaries, the metropolitan political elites and activists, and the local villagers. The three communities represent three different cultures of conflict with different interests and most importantly with differential access to the media and official representations of the dispute.

The Influence of SNS and Podcasts on the Political Participation of Korean Youth: A Case Study of the Candle Light Rallies and the 2017 Impeachment of the Korean President

  • This study investigates the influence of social network services (SNS) and political podcasts on youth participation in candlelight rallies leading up to the impeachment of the Korean president. It also examines the effect of SNS and podcasts on online participation through SNSs. It was found that engaging in political discussions with friends or parents and news media use, including TV and Internet newspapers, exerted a major positive influence on participation in the rallies. However, SNS had a negative influence, while podcasts did not have a significant effect. On the other hand, SNS and podcasts had a positive influence on online participation. The results of structural equation modeling showed that SNS and podcasts affected SNS participation in the mediation of political discussion and political efficacy.

  • Thomas L. Friedman's "Our New Historic Divide: B.C. and A.C. ― The World Before Corona and the World After" column is becoming the talk of the times. Whoever talks about the post-Corona world mentions "BC/AC" as a new concept. However, people seem to be overusing the term "BC/AC" while overlooking the specific context that Friedman emphasized. So, taking into account the cultural differences and contexts of the East and the West highlighted in Friedman's column, we devised the "BC/AC" ten-paradigm hypothesis. We hope these ten cultural shifts will be the first step in examining the post-Corona world.

Agenda Setting between the Public and Government on Weibo: The Case of Shanghai Lockdown during the COVID-19 Epidemic

  • This study examined China's public and government agenda setting in response to the Shanghai lockdown due to the COVID-19 pandemic. It employed content analysis, correlation, and Granger's causality tests to analyze 1,717 Weibo posts published by the public and the Shanghai Municipal Government from March 12 to June 1, 2022. The results showed that (1) pandemic statistics were the central attribute in the government agenda, while civil life, community management, and government and policies were the central attributes in the public agenda; (2) the government's agenda unidirectionally influenced the public agenda in terms of government policy attributes; and (3) the government and public agendas reciprocally influenced each other in terms of economic attributes. This study contributed to the existing literature by examining agenda-setting dynamics in a city closure event during the COVID-19 epidemic. It also extended existing methods by modeling implicit relationships between attributes in the public and government agendas.

Examining Public Responses to Transgressions of CEOs on YouTube: Social and Semantic Network Analysis

  • In what was labeled the "nut rage" incident, the vice president of Korean Air, Hyun-Ah Cho (Heather Cho), demonstrated behavior that exemplifies corporate transgression and deviation from societal moral standards toward a flight attendant aboard a flight. Such behavior instigated the public to express negative sentiment on various social media platforms. This study investigates word-of-mouth network on YouTube in response to the crisis, patterns of co-commenting activities across selected YouTube videos, as well as public responses to the incident by employing social and semantic network analysis. A total of 512 YouTube videos featuring the crisis from December 8, 2014 through November 11, 2018, and 52,772 public comments to the videos were collected. The central videos in the network successfully attracted the public's attention and engagements. The results suggest that the video network was decentralized, with multiple videos acting as hubs in the network. The public commented on various videos instead of focusing on a few. The contents of influential videos uploaded by popular news organizations revealed not only Cho's behaviors related to the nut rage crisis but also unrelated illegal behaviors and the moral violations committed by the family members of Korean Air. The public attached derogatory remarks to Cho and her family, and the comments also addressed ethical concerns, management issues of the company, and boycott intentions. The results imply that adverse public reaction was related to the long-standing problem caused by family ownership and governance in large Korean corporations. This Korean Air scandal illustrates backlash toward a leadership breakdown by the family business conglomerate prevalent in the Korean society. This study provides insights for effective handling of similar crises.

다수의 Kinect 카메라를 이용한 3차원 객체 복원 구현 (implementation of 3D Reconstruction using Multiple Kinect Cameras)

  • 3차원 복원은 실세계에 존재하는 물체를 가상의 공간에 재건하고 자유로운 시점을 선택하여 물체를 관찰할 수 있게 한다. 이러한 3차원 복원 기술은 교육, 문화, 예술 등 분야를 막론하고 다양한 곳에서 사용되고 있다. 3차원 복원 시스템을 구현하기 위해 본 논문에서는 Microsoft사에서 출시된 Kinect를 이용하여 다시점 시스템을 구성해서 고품질의 3차원 객체를 복원하는 방법을 제안한다. 먼저 3대의 Kinect를 객체의 전면에 수렴형으로 설치하여 색상 영상과 깊이 영상을 획득한다. 그런데 원본의 깊이 영상은 깊이 값을 가지지 않는 부분이 존재한다. 따라서 본 논문에서는 이 부분을 적절한 깊이 값으로 채워 넣기 위해서 깊이 가중치를 추가한 결합형 양방향 필터를 적용한다. 또한 다시점 시스템에서 얻은 원본의 색상 영상은 서로 색상이 일치하지 않는 문제가 존재하는데 이를 그대로 이용하여 3차원 모델 정합을 하면 색상이 부자연스럽게 연결된 3차원 모델을 얻게 된다. 따라서 이러한 색상 불일치의 문제를 해결하기 위해서 본 논문에서는 다시점 시스템에서의 3차원 기하학적 정보를 이용한 색상 보정 방법을 사용한다. 실험을 통해 제안한 방법을 이용하여 획득한 3차원 모델이 원본 3차원 모델보다 색상과 형태 관점에서 자연스럽게 표현된 것을 확인할 수 있었다.

Does the Use of Social Network Sites and Mobile Phones Promote the Acquisition of Job-Related Information, Job Mobility and Entrepreneurship in Asia?

  • This study examines how different uses of social network sites (SNS) and mobile phones (MP) to communicate with friends and business associates are related to the acquisition of job-related information, job mobility, and entrepreneurial intentions, using social capital as its main theoretical lens. To this end, a nationally representative, random digit dialing (RDD) survey was conducted in Singapore. Path analyses show that SNS interactions with friends are positively related to both bonding and bridging social capital. The former is linked with greater job mobility, the latter with entrepreneurship, and both are associated with more job-related information. SNS interactions with business contacts are directly positively related to job-related information and entrepreneurship. For mobile phones, interactions with friends are positively related to social capital, job information and entrepreneurship. Professional networking is associated with more bridging social capital, job information and job mobility. Bonding capital is found to be linked with greater job mobility, while bridging capital has a positive relationship with both entrepreneurship and job mobility.
