This study, developed a dynamic hard shoulder running(HSR) algorithm that includes ending speed and minimum operation time in addition to the starting speed for HSR, and presented an operation plan. The first stage of the algorithm was red, which means vehicles are prohibited from HSR. The second stage is red/amber, in which drivers are notified of HSR, and operators are given time to check whether there is any obstacle to HSR. Stage 3 is green, which vehicles are permitted for HSR. Stage 4 is amber, in which a signal is given to drivers that the end of HSR is imminent. In addition, a minimum time is applied to green and red, but if congestion is severe, red is terminated early to prevent congestion from worsening. The upstream and downstream traffic flow is managed stably through main line ramp metering and lane number matching. The operating standard speed reflects the characteristics of vehicles and drivers, and based on simulation results, 7090 was selected as the optimal operating standard speed considering traffic flow and safety aspects. Therefore it is desirable to apply the travel time divided by the minimum speed of the HSR link as the minimum operating time in order to ensure continuity of traffic flow
An earlier study of the effect of rain found that the capacity of freeway systems was reduced, but did not address the effects of rain on the nature of traffic flows. Indeed, the substantial variation due to the intensity of adverse weather conditions is entirely rational so that its effects must be considered in freeway facility design. However, all of the data in Highway Capacity Manual(HCM) have come from ideal conditions. The primary objective of this study is to investigate the effect of rain on urban freeway traffic flows in Seoul. To do so, the relations between three key traffic variables(flow rates, speed, occupancy), their threshold values between congested and uncontested traffic flow regimes, and speed distribution were investigated. The traffic data from Olympic Expressway in Seoul were obtained from Imagine Detection System (Autoscope) with 30 seconds and 1 minute time periods. The slope of the regression line relating flow to occupancy in the uncongested regime decreases when it is raining. In essence, this result indicates that the average service flow rate (it may be interpreted as a capacity of freeway) is reduced as weather conditions deteriorate. The reduction is in the range between 10 and 20%, which agrees with the range proposed by 1994 US HCM. It is noteworthy that the service flow rates of inner lanes are relatively higher than those of other lanes. The average speed is also reduced in rainy day, but the flow-speed relationship and the threshold values of speed and occupancy (these are called critical speed and critical occupancy) are not very sensitive to the weather conditions.
The concept of denied boarding is defined in Article 2(j) of Regulation 261/2004 thus: "denied boarding means a refusal to carry passengers on a flight, although they have presented themselves for boarding under the conditions laid down in Article 3(2), except where there are reasonable grounds to deny them boarding, such as reasons of health, safety or security, or inadequate travel documentation." So far as relevant to this case, to be entitled to compensation, if denied boarding, Article 3(2) provides a passenger must first come within the scope of the protection of the Regulation, which applies under the following conditions: "${\cdots}$.that passengers (a) have a confirmed reservation on the flight concerned and, except in the case of cancellation referred to in Article 5, present themselves for check-in, as stipulated and at the time indicated in advance and in writing (including by electronic means) by the air carrier, the tour operator or an authorised travel agent, or, if no time is indicated, not later than 45 minutes before the published departure time." This paper reviews the EU Cases such as Rodríguez Cachafeiro v. Iberia [2012] Case C-321/11; Finnair Oyj v. Timy Lassooy [2012] Case C-22/11; Caldwell v. easyJet Airline Co. Ltd. [2015] ScotSC 64. ECJ and Sheriff court of Scotland held that the concept of denied boarding, within the meaning of Articles 2(j) and 4 of Regulation No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights, and repealing Regulation No 295/91, must be interpreted as relating not only to cases where boarding is denied because of overbooking but also to those where boarding is denied on other grounds, such as operational reasons. Also, ECJ ruled that Articles 2(j) and 4(3) must be interpreted as meaning that the occurrence of extraordinary circumstances resulting in an air carrier rescheduling flights after those circumstances arose cannot give grounds for denying boarding on those later flights or for exempting that carrier from its obligation, under Article 4(3) of that regulation, to compensate a passenger to whom it denies boarding on such a flight.
The most urgent requirement in the event of disaster and fire in a skyscraper is to establish a system that enables people inside to evacuate safely. Hence, a practical direction needs to give evacuees confidence in the evacuation by reducing the psychological anxiety caused by the relatively large number of people inside and at the same time, the physically prolonged evacuation travel line. Evacuation tests with large numbers of people were conducted three times to solve these challenges and identify phenomena and issues that occurred during the experiment. The results revealed the factors that could cause a delay in evacuation and suggested improvements. The study results of this paper are as follows. First, a recent fire at a multipurpose high-rise resulted in a number of casualties due to a lack of experience with the disaster prevention system. To prevent such cases from occurring in advance, adaptability was achieved by conducting evacuation tests. Second, the data collected in the evacuation simulation statistics and the actual escape drills were compared and analyzed. Third, in the evacuation experiment, a large number of people could not participate in the experiment. The reasons for not participating were analyzed and their impact on the actual evacuation time was confirmed. Fourth, equipment aids were purchased to establish the optimal response measure to the causes of a delay in escape time and the standards for ensuring the safety of the evacuee were specified by developing improvements to minimize the evacuation delay time through comparative before and after analysis of the experiment. These results can be used for fire safety control of skyscrapers to improve the efficiency of evacuation.

This study suggests a method to construct large scale dynamic O/D reflecting the characteristic that the passengers' travel patterns change according to the land use patterns of the destination. There are limitations in the existing research about dynamic O/D estimation method, such as the difficulty of collecting data, which can be applied only to a small area, or limiting to a specific transportation network such as highway networks or public transportation networks. In this paper, we propose a method to estimate dynamic O/D without limitation of analysis area based on transportation resources that can be easily collected and used according to the big data era. Clustering analysis was used to calculate the departure time trip distribution ratio based on arrival time and departure time trip distribution function was estimated by each cluster. As a result of the comparison test with the survey data, the estimated distribution function was statistically significant.

It is very challenging to analyze the traffic flow in the city because there are lots of traffic accidents, intersections, and pedestrians etc. Now, even in mid-size cities Bus Information Systems(BIS) have been deployed, which have offered the forecast of arriving times at the stations to passengers. BIS also provides more informations such as the current locations, departure-arrival times of buses. In this paper, we perform the time-series analysis of the traffic flow using the data of the average trvel time and the average speed between stations extracted from the BIS. In the mid size cities, the data from BIS will have a important role on prediction and analysis of the traffic flow. We used the Dynamic Linear Model(DLM) for how to make the time series forecasting model to analyze and predict the average speeds at the given locations, which seem to show the representative of traffics in the city. Especially, we analysis travel times for weekdays and weekends separately. We think this study can help forecast the traffic jams, congestion areas and more accurate arrival times of buses.

This paper presents the investigation results of a research on how engineers can analyze the economic effect of the ETCS(Electronic Toll Collection System) installed to minimize the vehicle delays on freeway tollgates during toll payments. This research considered this economic effect to occur in the form of vehicle passing time reductions at the ETCS, and the multi-service queuing theory was applied to estimate these values. This research found: 1) When vehicles approaching tollgates show Poisson distribution and the service time of the ETCS shows Exponential distribution, the multi-service queuing theory would be applicable for estimating vehicle passing times at toll-gates, 2) Despite the ETCS placement, exit sections of tollgates give a greater reduction of vehicle passing times than entering sections due to more delays at conventional toll payments, and 3)The ETCS would not guarantee vehicle passing time reductions all the time, because in such a case as many vehicles were queuing at the ETCS, the total delay level for a toll gate would increase greatly. In addition, in order to examine the accuracy of the estimated vehicle passing values, this research compared the values from the multi-service queuing theory with the observed values from a set of field survey values at freeway toll-gates, and found that the two values were in a good agreement with a very low error range of 1-3 seconds per vehicle. Based on this result, the multi-service queuing theory was recommended for practice.
The domestic tourism industry mostly relies on quantitative surveys for customer satisfaction. However, customer participation of the questionnaires is extremely low and the improvement of the dissatisfactory factors is not being performed promptly. In this paper, we propose a new topic map system and prove its empirical effectiveness to improve the accuracy of customer feedback information and the efficiency of the analysis process. The topic map system is a system for analyzing large amounts of customer feedback data in real time. It uses text mining and ontology techniques by integrating data collected over a certain period from real-time SNS and quantitative data obtained from existing survey systems. The effect after improving the analyzed factors of dissatisfaction is also a new and innovative evaluation system for monitoring customer satisfaction in real time. The classification based on this integrated data is a classification system that is specific to the product or the customer. According to this classification, it is possible to measure the effect of the recognition and improvement of the complaint factor in real time on the topic map system. This provides a sophisticated prioritization of the improvement factors and enables customer satisfaction quality control as a PDCA feedback system. In addition, the survey period and costs are greatly shortened, and responses can be more precise to the existing survey method. As a practical application, this system is applied to the largest H travel agency in Korea to prove the accuracy and efficiency of the proposed system.
There are many limitations in dealing with rapidly changing traffic demand in urban cities. Thus recently, traffic operation and management skills are more emphasized rather than the expansion of traffic facilities. In particular, in the interrupted flow formed by signalized intersections, it is quite important to give optimal signal timing to each intersection with consideration of progression. However, as fixed signal times per direction can affect passing capacity in signalized intersections, the present four-signal phase including a left-turn signal has many limitations, including reduction of directional road capacity when traffic demand is increases dramatically during peak hours. Because of this problem, lots of studies about internal metering techniques for oversaturated signal control skills have progressed but these techniques are not used widely due to the absence of detectors for queue sensing in real-time signal control systems. In this research, a new methodology called the "restrictive left-turn signal control", which is already used at the intersection above Samsung subway station, is suggested in order to reduce control delay of urban arterial roads. The restrictive left-turn signal control allows a driver to make a U-turn and then a right turn instead of turning left in that intersection. With this change, the restrictive left-turn signal control can contribute to increased intersection capacity by reducing the number of signal phases and maximizing the through phase time. However, road structure and traffic conditions at the target intersections should be considered before the adoption of the proposed signal control.

Recently, the city railway in the Seoul Metropolitan Area (SMA) has offered a low quality of service as a passage time, because it was operated slowly. So, the people who live in modern society are not satisfied about passage time, therefore, this study tried to make that the subway in the SMA becomes a more functional and effective wide-area-transportation-network through an express train introduction's method which examined cases from abroad and current system. and then presented how express train could be applied to current system. In a case study, We used the An-San Line and Su-In Line as a examples and developed a schedule which can minimize the delaying time of subway by using Branch & Bound Algorithm. The train operational plan was loaded to consider a railroad siding, Obtained site, and the dispatch interval(three to ten minutes) for the express and local lines and finally, We presented an alternative operational plan which made by those factors.
