농촌 복지·문화 서비스 및 인프라 진단체계 개발 (Development of Diagnosis System about Services and Infrastructure for Rural Welfare and Culture)

  • This study developed diagnostic system to understand the level of welfare cultural service and infrastructure in rural areas. The applicability was reviewed through the Delphi survey and the sample survey of 60 villages. The diagnostic indicators consist of three areas: the demand area, supply area, and delivery area. The demand area consists of 8 indicators, 25 indicators for welfare services and infrastructure (healthcare, social welfare) and 32 indicators for cultural services and infrastructure (culture, education, leisure sports). The service delivery area was divided into service supply area access and traffic accessibility (public transport use status and rural transport model status) by each indicator. A diagnostic system was applied to 60 villages. Services and infrastructure for rural welfare and culture were supplied more in the Si area than Gun area. The delivery area was easier to access the Gun area than Si area. In the case of traffic access, public transportation was more frequently used in the Si area than Gun area, and the rural transportation model was found to have a relatively large amount in the Gun area compared to Si area. The diagnosis system about services and infrastructure for rural welfare and culture will provide information necessary for establishment and decision making of regional development policy taking into account characteristics of rural areas in the future.

부산항 물동량 처리를 위한 광역배후수송도로의 건설계획과 시행실태 분석 (Analysis of the Construction Plan and Enforcement Condition of the Port Circular Highway for Cargo Transportation of the Pusan Port)

  • Pusan the principal port of South Korea, has opened its door since 1876. Currently, the four-stage port construction project is under way to handle ever-growing marine transportation volume. While the port unloading capabilities are increasing the infrastructure to deal with all the transportation volume failed to catch up with them. Accordingly the city had to suffer from worst traffic congestion on due to the increasing container traffic volume causing logistical costs to rise. This study was designed to inspect the enforcement of infrastructure construction plan and suggest systematical and effective ways to improve the plan. The study focused on :\circled1The decision-making procedure, \circled2Financial resource for the plan, \circled3Effectiveness of the project enforcement, and \circled4Who will be in charge of the project. As a result from the study, these followings were suggested to improve the plan. First, Pusan Port Infrastructure consisting of (Inter-city Free way, Belt Highway and Outer Highway) should be immediately legally-regulation project. Second, the method to finance the project should be deter-mined and investment consultation among the central government the city government and private sector should be also made. Measures to make the central government budget allocation for the project mandatory should be discussed. Third, Effectiveness of the project can be doubled by gradually or partialyl opening the routes based on long-term or short-term operating plans. Fourth, The organizer of the project should be appointed, or a special task-force team in charge of the plan can be formed.

釜山市 小規模工業의 立地와 意思決定에 關한 硏究 (A Study on the Locational Factors of Small Industry in Pusan, Korea)

  • 본 연구는 우리나라 都市內 小規模 工業의 立地決定要因을 규명하기 위한 行態的 硏究의 일환으로, 부산시의 소규모 工業經營者들이 都市內部에 공장임지를 결정함에 있어서 실제로 고려하눈 立地要因이 무엇이며, 또한 그 요인은 기업특성, 경영자특성, 입지장소의 용도지역상 성격에 따라 차이가 있는가를 밝히는 데 목적이 있다. 이를 위해 부산시내 소규모 공업경영자들을 대상으로 설문지에 의한 면접조사를 실시하였다. 그 결과, 소규모 공업의 입지결정에 영향을 미치는 요인이 기업의 특성은 물론 경영자 및 용도지역의 특성에 따라 많은 차이가 있음을 확인하였다. 이는 도시내부의 비공업지역에 소규모 공장이 입지함에 있어서 토지를 비롯한 경제적 요인과 더불어 비경제적 요인이 상당한 영향을 미치고 있음은 입지정책에 시사하는 바가 크다고 볼 수 있다.

Development of Radar-enabled AI Convergence Transportation Entities Detection System for Lv.4 Connected Autonomous Driving in Adverse Weather

  • Securing transportation safety infrastructure technology for Lv.4 connected autonomous driving is very important for the spread of autonomous vehicles, and the safe operation of level 4 autonomous vehicles in adverse weather has limitations due to the development of vehicle-only technology. We developed the radar-enabled AI convergence transportation entities detection system. This system is mounted on fixed and mobile supports on the road, and provides excellent autonomous driving situation recognition/determination results by converging transportation entities information collected from various monitoring sensors such as 60GHz radar and EO/IR based on artificial intelligence. By installing such a radar-enabled AI convergence transportation entities detection system on an autonomous road, it is possible to increase driving efficiency and ensure safety in adverse weather. To secure competitive technologies in the global market, the development of four key technologies such as ① AI-enabled transportation situation recognition/determination algorithm, ② 60GHz radar development technology, ③ multi-sensor data convergence technology, and ④ AI data framework technology is required.

Identification of Critical Success Factors (CSFs) for Public-Private Partnerships Across Infrastructure Sectors

  • Public-private partnerships (PPP) projects are becoming popular in both developed and developing countries due to their ability to access new financing sources and transfer certain project risks to the private sector. PPP has been an active research area where the concept of Critical Success Factors (CSF) is often discussed by researchers. This study aims to identify the CSFs for various PPP infrastructure projects that have been explored in previous CSF studies. This article reviewed the literature about CSF in PPP projects from the years 2002 to 2021, compared the findings of studies regarding the identified CSFs, and consolidated the CSFs that can be applied to various PPP infrastructure projects. The results showed that dominant research focused on general infrastructure, where CSFs can be applied to all infrastructure sectors rather than any specific sector. The most identified CSFs from the study are favorable and efficient legal frameworks, appropriate risk allocation and sharing, a robust and reliable private consortium, a competitive and transparent procurement process, and political support and stability. The findings from the study can provide an overview of CSFs that are relevant to specific PPP infrastructure sectors like building infrastructure, transportation, water, etc. as well as for general infrastructure. In addition, the results can also be used for further empirical analysis.

광역교통시설 건설계획이 주택시장에 미치는 영향 -수도권 광역급행철도, 주택소비심리지수 및 실거래가 분석을 중심으로- (Impact of Large-scale Transportation Infrastructure Plan on the Housing Markets -Focus on GTX, Housing Consumer Confidence Index and Sales Prices-)

  • 수도권광역급행철도(이하 GTX) 노선의 확정은 인근지역의 주택에 대한 소비자의 심리와 매매 가격에 영향을 미칠 수 있다. 본 연구는 GTX B 노선이 확정됨에 따라 소비자의 심리, 주택가격이 어떻게 변화하는지 살펴보고, 소비자 심리와 주택가격 간의 관계를 살펴 새로운 교통시설 유입이 어떠한 영향력이 있는지 분석하고자 하였다. 본 연구는 상관분석을 이용해 소비자심리지수와 아파트 실거래가 간의 관계를 파악하고, 이중차분법을 이용하여 GTX가 소비자심리지수와 아파트 실거래가에 끼치는 영향을 살펴보았다. 분석 결과, 본 연구에서는 GTX로 대상을 한정하였지만 수도권의 대규모 교통인프라의 건설 계획은 주택소비심리와 실거래에 영향을 미친다는 점을 검증할 수 있었다. 정부가 '서울 도심까지 30분 내 출퇴근 가능 도시'를 목표로 GTX 등 광역교통망 구축에 속도를 올리고 있는 상황에 인프라에 대한 집중적 투자뿐만 아니라 이에 의해 영향을 받을 수 있는 교통거점지역 내 주택시장의 안정성을 확보할 수 있는 복합적 정책 대안이 제시되어야 한다.

  • 세계적 기후변화 대응 관련하여, 도로분야에서는 국토교통부의 국가 R&D인 '탄소중립형 도로 기술개발' 연구단 과제가 수행되었고, 최근에는 지속가능한 발전이 다시 논의되고 있다. 연구단에서는 녹색도로 인증제 (안), 탄소저감형의 친환경 도로를 만들기 위한 녹색도로 설계와 시공 기술 개발, 도로에서의 탄소배출량을 산정하고 관리하기 위한 녹색도로기술 투자평가 시스템(G-TIES) 등이 개발되었다. 앞으로는 이들 기술의 적용 확대와 함께, 그 내용의 범위를 보다 확대한 지속가능의 개념을 고려하여 지속가능도로 시스템을 구축해 나가야 하며, 본 논문에서는 그 방안을 제안하였다.

  • 우리 사회는 전력의 생산 및 배전 시스템, 통신기술, 텔레커뮤니케이션, 금융시스템, 수송시스템 등의 효율적이고 정상적으로 운영 됨으로써 국가의 중대한 인프라로 구성이 된다. 이런 중대한 인프라 및 그 응용분야는 P.N.T(Positioning, Navigation, Timing) 시스템에 의존하고 있는데 이 P.N.T가 텔레커뮤니케이션(시각동기), 금융시장(시각동기), 물류관리(위치, 항법, 시각동기), 수송(위치, 항법, 시각동기) 등의 버팀목이 된다. 국가적으로 P.N.T 서비스를 지속적으로 사용할 수 있도록 GPS 시스템과 별도의 항법시스템 구축이 필요하여 안정적으로 PNT 서비스를 할 수 있는 시스템 구축에 대한 연구를 하였다.

Evaluation of existing bridges using neural networks

  • The infrastructure system in the United States has been aging faster than the resource available to restore them. Therefore decision for allocating the resources is based in part on the condition of the structural system. This paper proposes to use neural network to predict the overall rating of the structural system because of the successful applications of neural network to other fields which require a "symptom-diagnostic" type relationship. The goal of this paper is to illustrate the potential of using neural network in civil engineering applications and, particularly, in bridge evaluations. Data collected by the Tennessee Department of Transportation were used as "test bed" for the study. Multi-layer feed forward networks were developed using the Levenberg-Marquardt training algorithm. All the neural networks consisted of at least one hidden layer of neurons. Hyperbolic tangent transfer functions were used in the first hidden layer and log-sigmoid transfer functions were used in the subsequent hidden and output layers. The best performing neural network consisted of three hidden layers. This network contained three neurons in the first hidden layer, two neurons in the second hidden layer and one neuron in the third hidden layer. The neural network performed well based on a target error of 10%. The results of this study indicate that the potential for using neural networks for the evaluation of infrastructure systems is very good.

Comparison of Asset Management Approaches to Optimize Navigable Waterway Infrastructure

  • An estimated investment gap of $176 billion needs to be filled over the next ten years to improve America's inland waterway transportation systems. Many of these infrastructure systems are now beyond their original 50-year design life and are often behind in maintenance due to funding constraints. Therefore, long-term maintenance strategies (i.e., asset management (AM) strategies) are needed to optimize investments across these waterway systems to improve their condition. Two common AM strategies include policy-driven maintenance and performance-driven maintenance. Currently, limited research exists on selecting the optimal AM approach for managing inland waterway transportation assets. Therefore, the goal of this study is to provide a decision model that can be used to select the optimal alternative between the two AM approaches by considering key uncertainties such as asset condition, asset test results, and asset failure. We achieve this goal by addressing the decision problem as a single-criterion problem, which calculates each alternative's expected value and certain equivalence using allocated monetary values to determine the recommended alternative for optimally maintaining navigable waterways. The decision model considers estimated and predicted values based on the current state of the infrastructure. This research concludes that the performance-based approach is the optimal alternative based on the expected value obtained from the analysis. This research sets the stage for further studies on fiscal constraints that will effectively optimize these assets condition.
