철도종합안전심사제도 발전을 위한 국가 항공안전감독체계 고찰 (A Study on the State's Aviation Safety Audit Systems for the Improvement of the Integrated Railroad Safety Audit System)

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)'. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

  • A comparative study on the turbulent flaw simulation and the potential flaw analysis has been performed. A law Mach number preconditioned Navier-Stokes solver, using the multi-block grid method and a panel method based on the velocity potential, have been developed and validated by comparison to the experimental data. The present numerical analysis methods are applied to the ground effect problem around the NACA 4412 airfoil. It has been confirmed that the potential flaw analysis on the ground effect, using the image method, is consistent, to some degree, with the viscous calculations for high Reynolds number flows.

  • Safety of railway systems is made by understanding causes and process of railway accidents and grasping contents of a many of accidents. Now, Being carried out a research and analysis about an extensive areas(the whole country, the metropolitan area, the five metropolitan cities, the city of three hundred thousands and over of people) and field, thereafter the National Transportation (Railway) Database has been constructed and developed to prepare the base that reduced an overlapping survey using a standardized-material offer. A purpose of this research is to derive plans to apply National transport DB including information in the field of transportation systems to domestic railway safety management. The research analyses the present conditions of establishing national transport DB, and reviews problems when that use to railway system. As being based in this, the research derived definitions and using plans of layers available to use, and plans of establishing and systematizing information for desirable railway network.

  • As the silver population rapidly increased, it became more urgent to establish a scheme of the traffic safety for the old. As part of the scheme, a polity to apply 'designation of the silver zone' was legislated into law. However, the standard quoting 'the silver zone should be within 300m - radius of the relevant facility' was considered homogeneous and even limited to apply its original objective. This study was to introduce a new standard to select the silver zone reflecting the actual scale. Consequently, I hope that this study would be useful reference for further development and the approach in the research could be legislated into law for more efficient designation and operation of the silver zone.

  • Transportation in the logistics, many business organizations are engaged in monitoring and tracking the vehicles in order to improve logistics services, reduce expenses and secure security in cargo transportation. It is saving time and money by tracking and monitoring vehicles which transport cargo in supply chain of logistics. Therefore the main issue of delivery flow is to improve services, and ensure the safety in transportation system. This article suggests the tracking and monitoring model to keep safety transports on ICT network. It focuses on precise delivery control by monitoring and tracking vehicles to save time and costs. The status of product movement is analyzed for proper decision making. The vehicle embedded with RFID is automatically tracked in the movement process by tracking and monitoring model. The main role keeps safety tracking to reduce costs and to deliver products at proper time and location.

  • 기존 경로 탐색 알고리즘은 최단거리, 최단시간 등 교통지표를 계수로 활용한 최단경로탐색 알고리즘에 국한되어 있다. 본 연구에서는 이용자 선호도에 따른 안전, 환경 비용을 추가한 대중교통 경로 탐색 알고리즘을 도출하였다. 알고리즘 적용 및 평가 방안으로 Macro Simulation인 VISUM으로 분석을 시행하였다. 안전, 환경 저항값에 따라 버스보다 지하철을 이용한 경로를 더 선호하였으며, 우회하더라도 안전하고 환경적인 경로를 선택하는 것으로 분석되었다. 본 연구는 안전, 환경을 고려한 타 경로탐색 알고리즘 검증 시 활용이 가능하며, 향후 스마트폰 Application에 이용자 선호에 따른 경로탐색 알고리즘을 도입할 시 안전, 환경에 대한 경로를 선택하여 이용자들에게 매우 유용한 정보를 제공할 수 있으며, 이를 통해 이용자 친화적인 측면의 정보제공 질 향상을 도모할 수 있다.

장대터널의 사례에 기반한 대심도 지하도로 교통시설 및 운영 개선방안 (Study on the Ways to Improve Deep Underground Road Facilities and Operation Based on the Cases of Longitudinal Tunnel)

  • Recently, starting with the deep underground road construction plan in Seobu Expressway, Korea, there area many studies on deep underground roads to be newly built. However, there is an extreme lack of safety standards, which does not consider traffic conditions and road driving characteristics. Therefore, this study reviewed safety elements to reflect in the deep underground road planning by analyzing driving stability of longitudinal tunnels with road environments, which resemble deep underground roads. For comprehensive analysis, the characteristics and causes of the accidents that have occurred in seven longitudinal tunnels with a length of 2km or over in Gangwon area, were collected. Specifically, geometric structures and facilities of each tunnel were investigated. Also, the present state of facility installation and the changes in driving speed of vehicles passing through each tunnel were observed to analyze the causes for the traffic accidents in each tunnel and accident reduction alternatives. It was revealed that the most frequent accidents in the tunnels resulted from the changes of traffic flow due to the abrupt speed reduction of forward vehicles, or the failure in speed control of following vehicles during the traffic congestion situation. Moreover, installing facilities such as plane and longitudinal curves, median strips and marginal strips seem to induce consistent driving speed. These results mean that for accident prevention, speed management must be preceded and there is a need to develop and introduce safety facilities actively to control the driving flow of forward and following vehicles.

자율주행차 평가 시나리오 구성요소 도출: 고속도로 본선구간을 중심으로 (Derivation of Assessment Scenario Elements for Automated Vehicles in the Expressway Mainline Section)

  • 자율주행차의 안전성을 실효성 있게 평가하기 위해서는 기하구조, 교통안전시설, 혼잡도, 기상 등 다양한 항목들이 평가 시나리오 내에 고려될 필요가 있다. 이에 본 연구에서는 자율주행차 평가 시나리오에 반영되어야 하는 구성요소들을 도출하기 위해 먼저 평가 시나리오의 체계를 수립한 후 반영될 구성요소를 계층별로 범주화하였다. 이후 계층별로 관련 문헌을 검토하여 자율주행차 평가에 영향을 줄 수 있는 모든 평가 구성요소 후보를 도출한 후, 전문가 설문조사 결과를 바탕으로 총 77개의 자율주행차 평가 시나리오 구성요소들을 선정하였다. 선정된 자율주행차 평가 구성요소들은 시뮬레이션 평가, 주행시험장 평가, 실도로 평가 등에서 자율주행차의 안전성 평가를 위한 시나리오 개발에 많이 활용될 것으로 기대된다.

  • In terms of accessibility and time the tram rail and bus transportation system is equipped with all the benefits of. In this study, in Korea as a way to introduce a tram tram to enhance the safety and reliability challenges for the advancement and promotion of foreign tram with the safety regulations and accident cases learn safety measures to strengthen the domestic transportation. The expected introduction of the tram fits the matter at issue and the perception of citizens and the passengers can make changes to present policies, the successful national introduction of trams and safety study aims to review.

  • 최근 우리나라는 육지와 도서 및 도서간을 연결하는 해상교량을 건설하는 공사가 활발히 이뤄지고 있다. 이러한 교량은 보통 그 하부를 통해 선박이 통항하기 때문에 건설에 앞서 통항교통의 안전성에 관한 충분한 검토가 필요하다. 따라서, 본 연구는 건설예정에 있는 목포대교를 사례로 하여 교량통항의 안전성을 검증한 것으로 이를 위해 인접 수로의 특성을 분석하고 문헌적 검토를 거쳐 선박운항 시뮬레이터를 이용, 그 타당성과 안전성을 평가한 것이다.
