  • As the Kyoto protocol and Bali road-map, our country is expected to be included to the emission reduction controlled country of greenhouse gas, so we are now urgent situation to take an action in the level of government. In this research, environment friendly rail logistics and combined transport were treated to meet with the green growth policy of our government. Major problems of Ui-wang ICD suggested in this research are short of yards, unutilized public CY, inconvenience use by non-share holders. It is necessary to improve rail logistic infrastructure, that is, additional expansion of yard, direct operation by KORAIL and regular unloading system are needed. such improvement can not be solved just by the endeavor of business body. Rail logistic infra & Integrated freight terminal has a tendency of SOC, which require tremendous amount of investment, so there are some limit in doing by private sector itself, now it's time to do by the government level. The improvement of rail logistic infrastructure in the level of government is possible by the policy of environment friendly green logistic support which is related with Logistic Policy Basic Law, so government should prepare detailed directives to activate Integrated freight terminal.

A Study on Enhancing VMS Services by FM Car Radio (차량 내 FM라디오를 이용한 VMS서비스 개선 연구)

  • Increasingly advanced Information Technology (IT) has changed the operator so as to create more diversified and advanced traffic information demand. To deal with the changing demand in private sector, a concept of on-demand traffic information has been rapidly introduced. However VMS, a product of the first generation of ITS, which was designed to provide the unspecified individuals during driving the car with the basic level of traffic information by the public failed to actively change itself in such a changing pattern. This study was intended to describe the VMS system (tentatively, FM-VMS) which was further developed to accommodate the needs favoring the sophisticated PDA with the public role of providing the unspecified individuals with the equal information. FM-VMS introduced in this study is the device designed to transmit the voice and message to the drivers through the radio information device mounted on a car. A core technology is, unlike FM-DARC and RDS, the Water Making technology which directly inserts the digital signal into FM frequency in use. It's been currently used for broadcasting and security purpose. A detection rate as a result of testing FM-VMS system using Water Making technology was 90% or more in voice and message within 20m from test VMS. When a public-developed VMS information could be transmitted using FM frequency to the relatively vulnerable users (vulnerable to traffic information) in voice on a real-time basis to provide the regional traffic information, and furthermore, VMS message could be received through radio liquid using FM frequency only, it would obviously bring about the innovation in ITS as well as pave the way for creating the new added value down the road.

A Comparative Study for Estimation of Greenhouse Gas for Local Government`s Sustainable Transport (지속가능교통 평가를 위한 온실가스 배출량 산정 방법론의 지자체 적용 및 비교 연구)

  • In effort to estimate sustainability of the transportation sector, this study conducts a comparative analysis of methodology suggested for measuring greenhouse gas emission. There are two approaches proposed by the UN IPCC: 1) top-down approach (TDA) based on the amount oil sales, and 2) bottom-up approach (BUA) utilizing the velocity of moving source and traffic volume data. The subject areas for analysis were selected based on research results by the Korea Transportation Institute that evaluate traffic sustainability of each local government. Gwacheon-si being one of the top ranked areas in sustainability, and Anseong-si being ranked at the 7th level were analyzed. By the tier 1 methodology, Gwacheon-si and Anseong-si are estimated to create 74,813ton/yr, and 584,125ton/yr of the greenhouse gas emission, respectively. The tier 3 methodology, however, estimates Gwacheon-si and Anseong-si to create 91,462ton/yr, and 163,801ton/yr of the emission, respectively. Comparison of the two estimated emissions shows considerable differences; i.e., the tier 3 method over estimates Gwacheon-si's emission by 22.3% whereas it underestimates Anseong-si's greenhouse gas emission by the factor of about 3.5 compared to the emissions obtained from the tier 1 method. The result from this study implies that the traffic-sustainability-index based grade of each local government can be evaluated differently by the method adopted for measuring greenhouse gas emission.

Driving Methology for Smart Transportation under Longitudinal and Curved Section of Freeway (스마트교통시대의 종단 및 횡단 복합도로선형 구간에서의 가감속 시나리오별 최적주행 방법론)

  • As of December 2016, the number of registered automobiles in Korea exceeds 21million. As a result, greenhouse gas emission by transportation sector are increasing every year. It was concluded that the development of the driving strategy considering the driving behavior and the road conditions, which are known to affect the fuel efficiency and the greenhouse gas emissions, could be the most effective fuel economy improvement. Therefore, this study aims to develop a fuel efficient driving strategy in a complex linear section with uphill and curved sections. The road topography was designed according to 'Rules about the Road Structure & Facilities Standards'. Various scenarios were selected. After generating the speed profile, it was applied to the Comprehensive Modal Emission Model and fuel consumption was calculated. The scenarios with the lowest fuel consumption were selected. After that, the fuel consumption of the manual driver's driving record and the selected optimal driving strategy were compared and analyzed for verification. As a result of the analysis, the developed optimal driving strategy reduces fuel consumption by 21.2% on average compared to driving by manual drivers.

  • Most of the drone (Unmanned Aerial Vehicle) research in terms of traffic management involves detecting and tracking roads or vehicles. The purpose of analyzing image footage in the transportation sector is to overcome the limitations of the existing traffic data collection system (vehicle detectors, DSRC, etc.). With regards to this, drones are the good alternatives. However, due to limitation in their maximum flight time, they are appropriate to use as a complementary rather than replacing the existing collection system. Therefore, further research is needed for utilizing drones for transportation analysis purpose. Traffic problems often arise from one particular section or a point that expands to the whole road network and drones can be fully utilized to analyze these particular sections. Based on the study on the uses of traffic survey analysis, this study is conducted by extracting traffic flow parameters from video images(range 800~1000m) of highway unit segments that were taken by drones. In addition, video images were taken at a high altitude with the development of imaging technologies.

Characterization of Greenhouse Gas by Emission Regions and Sectors using GHG-CAPSS(2006) (GHG-CAPSS를 이용한 지역별, 부문별 온실가스 배출 특성 분석(2006))

  • While increased use of energy and fossil fuel in the recent years could worsen air quality and climate change, only few studies have been conducted on estimation of greenhouse gas emissions and characterization of emission types by sectors and regions in Korea. In this study, greenhouse gases emissions based on resions(Si, Gun, Gu) and emitted sectors(industry, transport, cemmercial and institutional, residential, waste, agriculture, others) were investigated using GHG-CAPSS(Greenhouse GasClean Air Policy Support System) developed to support to national and regional greenhouse gases reduction strategies. GHG-CAPSS follows IPCC(Intergovernmental Panel on Climate Change) Guideline methodology to categorize the emission sources and estimation of greenhouse gases using bottom-up approach. Estimated total greenhouse gases emissions were 588,011 thousand tons as $CO_2$ equivalent. Industry(50.1%) sector exhibited the highest portion followed by transport(17.6%), commercial and institutional(12.6%), residential(12.6%), waste(2.6%), agriculture(2.5%). Based on regional estimation, Gyeonggi(14.9%) demonstrated the highest emitted greenhouse gases among big cities followed by Jeonnam(12.4%), Gyeongbuk(11.0%), Ulsan(9.2%) and Seoul(8.9%).

  • The number of drones used in various fields expected to 50,000 commercial drones by 2026. is to purchase business liability insurance only for commercial drones, as the scope of use of drones expands, it necessary to improve the drone insurance system, which imposes legal obligations aircraft duties. In particular, due to the diversification of aircraft characteristics of drones, an insurance system according to the degree of risk is required. To this end, a survey on the current status of drone operation in Korea, a review of documents related to drone insurance at home and abroad, collection and analysis of drone-related data, insurance systems for each transportation method, and analysis of data on overseas drone insurance products. o derive an improvement plan for the drone insurance system for drone insurance by aircraft characteristics and operation missions, and establish insurance standards by aircraft characteristics and operation missions, derive implications through required insurance surveys by sector such as users, users, and insurance companies. Detailed insurance standards were established by calculating the degree of risk according to the physical characteristics of the aircraft, and the liability for damage according to the operation mission was specified.

Optimal Supply Calculation of Electric Vehicle Slow Chargers Considering Charging Demand Based on Driving Distance (주행거리 기반 충전 수요를 고려한 전기자동차 완속 충전기 최적 공급량 산출)

  • The transition to electric vehicles is a crucial step toward achieving carbon neutrality in the transportation sector. Adequate charging infrastructure at residential locations is essential. In South Korea, the predominant form of housing is multifamily dwellings, necessitating the provision of public charging stations for numerous residents. Although the government mandates the availability of charging facilities and designated parking areas for electric vehicles, it bases the supply of charging stations solely on the number of parking spaces. Slow chargers, mainly 3.5kW charging outlets and 7kW slow chargers, are commonly used. While the former is advantageous for installation and use, its slower charging speed necessitates the coexistence of both types of chargers. This study presents an optimization model that allocates chargers capable of meeting charging demands based on daily driving distances. Furthermore, using the metaheuristic algorithm Tabu Search, this model satisfies the optimization requirements and minimizes the costs associated with charger supply and usage. To conduct a case study, data from personal travel surveys were used to estimate the driving distances, and a hypothetical charging scenario and environment were set up to determine the optimal supply of 22 units of 3.5kW charging outlets for the charging demands of 100 BEVs.

Integrated Data Safe Zone Prototype for Efficient Processing and Utilization of Pseudonymous Information in the Transportation Sector (교통분야 가명정보의 효율적 처리 및 활용을 위한 통합데이터안심구역 프로토타입)

  • According to the three amended Laws of the Data Economy and the Data Industry Act of Korea, systems for pseudonymous data integration and Data Safe Zones have been operated separately by selected agencies, eventually causing a burden of use in SMEs, startups, and general users because of complicated and ineffective procedures. An over-stringent pseudonymization policy to prevent data breaches has also compromised data quality. Such trials should be improved to ensure the convenience of use and data quality. This paper proposes a prototype system of the Integrated Data Safe Zone based on redesigned and optimized pseudonymization workflows. Conventional workflows of pseudonymization were redesigned by applying the amended guidelines and selectively revising existing guidelines for business process redesign. The proposed prototype has been shown quantitatively to outperform the conventional one: 6-fold increase in time efficiency, 1.28-fold in cost reduction, and 1.3-fold improvement in data quality.

A Study on the Policies Evaluation Framework for Environmentally Friendly City (환경친화적 도시 조성을 위한 정책평가체계에 관한 연구 - 저부하형 도시 조성을 중심으로 -)

  • In terms of climate change communities have only during the 1990s begun to recognize that all greenhouse gas(GHG) emissions are directly or indirectly generated locally, through acts of agency, production or consumption. This has provided a boost to the role of local places in the debate since GHGs can be allocated and made understood locally and hence form the basis for specific policies, programs, plans and projects. The objectives of this study are to define a framework for making Environmentally Friendly City through enhancing integrated energy-urban policies and present framework to do comprehensive evaluation on energy related policies response and also explore the interrelation between energy related activities in each sector and policy and applies to Seoul mega city in Korea. Despite the growing recognition of the seriousness of urban environmental problems and their contribution to global environmental and social concerns, most analysts continue to study cities in parts rather than as a whole; we study sectoral sub-systems such as transport, air pollution or energy. While specialization is useful for detailed thinking, we also need to see each issue in the context of how each city works environmentally, economically, socially and politically. We therefore need integrative approaches to study of cities and need to understand how they function as systems. These framework presented in this study allows an organized and systematic analysis. These research results can provide useful, credible and timely input into the urban planning process. This study will be a helpful exercise to draw some policy implications of other cities in Korea and also East Asia that are in a similar stage with the these cities and developing plans on how to address them.
