Slum Areas in Battambang and Climate Resilience

  • As the second most populous province in Cambodia, Battambang also exhibits an increasing number of urban poor areas. This research focuses on the economic situation of slum areas in Battambang and how people in slum areas are affected by climate change. This research report describes socioeconomics of people living in slum areas in 4 villages in Battambang City. An investigation will be made on motivation of moving to slum areas, access to water, access to sanitation, access to electricity, transport and delivery, access to health care, access to education, security of tenure, cost of living in slum, literacy, and access to finance. We also explore the policy of the public sector toward climate change in Cambodia.

  • Owing to the need to establish a cooperative-intelligent transport system (C-ITS) environment in the transportation sector locally and abroad, various research and development efforts such as high-tech road infrastructure, connection technology between road components, and traffic information systems are currently underway. However, the current central control center-oriented information collection and provision service structure and the insufficient road infrastructure limit the realization of the C-ITS, which requires a diversity of traffic information, real-time data, advanced traffic safety management, and transportation convenience services. In this study, a network construction method based on the existing received signal strength indicator (RSSI) selected as a comparison target, and the experimental target and the proposed intelligent edge network compared and analyzed. The result of the analysis showed that the data transmission rate in the intelligent edge network was 97.48%, the data transmission time was 215 ms, and the recovery time of network failure was 49,983 ms.

  • The main purpose of the study is to determine the features of state regulation of the hotel and restaurant business in the digital economy. Particularly relevant are the processes of digitalization of the service sector. Trade and transport companies, enterprises in the hotel and restaurant industry, catering got the opportunity to expand the target audience, improve the quality of service, develop at an accelerated pace, take into account that in the global digital economy, victory will go to those whose arsenal will involve a large number of high-quality digital platforms. As a result of the study, key aspects of state regulation of the hotel and restaurant business in the digital economy were identified.

  • Recent concerns about rising fuel prices and greenhouse gas emissions have focused attention on alternative energy sources, particularly in the transport sector. Transportation consumes 40% of overall fuel usage. As a result, a growing majority of researches on Electric Vehicles (EVs) and their Energy Management Systems (EMS) have been done. In order to enhance the performance and to meet the needs of drivers, more information regarding the EMS is needed. A new Energy Management System is proposed using a FOPID controller. To put the concept into practice, state equations are utilised. The fifth-order state-space model under study is a linked model with several inputs and outputs and the transfer matrices are calculated for decoupling the system. Utilizing these transfer matrices to decouple the system and FOPID controller is used to tune the system. The tuned parameters are minimized using a Particle Swarm Optimization (PSO) approach with Integral Time Absolute Error (ITAE) as the goal. When the suggested FOPID system's results are compared to those of PID-controlled systems, a sizable improvement is observed, which is explained by the results.

  • Electric vehicles (EVs) have recently been in the spotlight and have been rapidly developed to reduce the carbon emission with respect to the transport sector. Most EVs currently employ lithium-ion batteries (LIBs) as power sources because they have a higher energy density and a lower self-discharge than other batteries. However, the LIBs cannot respond to high power demands when the state of health (SOH) falls below 80%. Therefore, the SOH of the LIBs must be accurately measured or estimated. To date, many methods have been studied and proposed for measuring or estimating the SOH. In this paper, representative methods among them are reclassified and introduced.

Region-wide Road Transport CO2 Emission Inventory (지역단위 도로교통 탄소배출 인벤토리구축 방법론)

  • Due to its excessive $CO_2$ emissions, road transport sector becomes a target for emission reduction strategies. Although precise and reliable emissions inventories are necessary for evaluating plans and strategies, developing the region-wide inventory is a difficult task mainly because of a lack of data including travel patterns and modal volumes in the reginonal context. Most existing inventory methodologies employ fuel sale data within the target region, which ignores actual regional traffic patterns and thus not suited to its geographical context. To overcome these problems, this study develops region-wide $CO_2$ emissions inventory methodology by utilizing the Korea Transport DB (KTDB). KTDB provides a number of useful information and data, such as road network with which one can identify in and out trips over the entire region, traffic volumes of various modes, distance of travel, travel speed and so on. A model of equations that allow the computation of volume of $CO_2$ emitting from the road transport activities within the target region is developed. Using the model, numerical analyses are performed for the case of Busan Metropolitan City to demonstrate the applicability of the developed model. This study is indeed exploratory in the sense that using the existing data, it develops the $CO_2$ emissions inventory methodology which can produce better results than those from conventional fuel sales methodology. This study also suggests further reresarch directions to develop more refined methodologies in region-wide basis.

  • Seoul metropolitan public transport reform results in the introduction of the semi-public operation and distance-based fare policies. With implementation of these policies, public transport revenue allocation has been (will be) evolved very complicated because the existing revenue allocation issues have not only been clearly solved, which is generated by the combined relationship among Korea Railroad Corporation (KRC). Seoul Metropolitan Subway Corporation (SMSC). Seoul Metropolitan Rapid Transit Corporation (SMRTC), and Incheon Rapid Transit Corporation (IRTC), but also the revenue allocation problem between bus and urban railroad-related organizations need to be considered in this combined framework. On top of that. based on the future plans such as the private sector's railroad construction plan(s), the light rail transit construction plans of several local governments and the join of remained bus lines of Seoul metropolitan areas, it is understood that the revenue allocation among public transport operating organization will become one of main issues of operation organization as well as local and central governments. As a basic approach for revenue allocation of public transport operation organizations, the purpose of this paper is to propose an integrated model applicable to estimate degree of service contribution in passenger carriage in the combined public transport network. With a hypothesis that the complete electronic card system is deployed, this paper supposes every passenger's loading and alighting stations is recordable. Thereby, this paper limits research scope as to Seoul metropolitan railroad area since used route(s) between origin and destination stations can not be traceded because transfer stations each passenger path through is not recorded. Each model proposed in the paper is as follows: 1. a generalized cost reflecting passenger's transfer behavior; 2.a K path model for determining similar routes between O-D; 3.an assignment model for loading O-D trips onto the detected similar routes using Logit Model.

  • Automobile-oriented urban transport system, continued from the past in Korea, is giving rise to inefficiency and social costs in transport sector. With revitalizing usage of bicycle, human-powered transport mode, it is possible to enhance sustainable green growth, improvement of the city-competitiveness, and the quality of life. In this study, the possibility of bicycle usage promotion in Korean cities is examined at 7 points of views. As a result, though the bicycle usage is low now, we figured that there are many positive signs to increase bicycle usage in Korea. Also, we draw a diverse key policies for building green urban transport system that bicycle have a most important role on transport system. So policies to promote bicycle usage are reviewed to analyze on bicycle-oriented 5 cities, in which have high bicycle mode share. By this review, this study could draw 41 key effective policies to 3 aspects (bicycle infrastructure, safety and promotion, and policy sustainability). In addition to, importance of 21 key effective policies about bicycle infrastructure is suggested as considering city's characteristics.

An Exploratory Study on Logistics Infrastructures in Cambodia : Current Issues and Future Solutions (캄보디아의 물류 기반시설에 관한 탐색적 연구 : 그 쟁점과 해결방안)

  • This study uncovered some issues that have constrained the development of logistics performance in Cambodia. Firstly, literature review was narrowed down to include studies involving the relationship between Logistics and transportation, the relationship between the infrastructure and economic growth and the important role of logistics on economic growth and poverty reduction. Then the next step the study identified some issues related to transport infrastructure that were assumed to cause the enhancement of logistics sector. Moreover, a case study about cost and time analysis was used to address some issues of logistics cost in Cambodia comparing to its neighboring countries: Thailand and Vietnam. Based on the time and cost analysis, it revealed that the logistics cost in Cambodia is much high than Thailand and Vietnam. In addition, some logistics issues were found through other two case studies about the export and trade facilitation. The participants raised some issues related to issuance of certificate of origin, the availability of information about agreements, laws, rules, and regulations, checkpoints along the corridor and opening hours of logistics service providers and slow processes. Then the authors suggested some appropriate solutions to answer to the current issues related to transport infrastructure and logistics sector in Cambodia.

Deficiencies of China's General Aviation Law and its Improvement (중국 일반항공법의 법적 흠결과 개선방향)

  • General aviation is an integral part of civil aviation and involves the widest range of aviation segments except commercial aviation. Featured with different operational procedures and practices to satisfy the economic needs and safety requirements of a sovereign state, general aviation tends to be regulated by an individual state. The last three decades have seen exponential growth of commercial air transport in China, but its general aviation sector has remained disproportionally underdeveloped. With the deepening of the reform of low-altitude airspace, the sector is poised for a radical change and rapid growth. However, legislation governing general aviation activities in China is distorted causing inconsistency and confusions in their application and implementation. This paper aims to analyse China's prevailing legislation regulating general aviation activities. It first discusses the various definitions adopted by ICAO and its member states and reviews the development of general aviation in the US, EU, Australia and China. It then examines the sources of China's general aviation laws, e.g. Chicago Convention and its annexes, and Chinese domestic legislature which covers legislation, laws, directives, rules and procedures. The paper continues to analyse and establish the deficiencies of its prevailing legal framework by pointing out the following: variation of definitions in different regulations, inconsistency of principles in existing laws and regulations, legal vacuum concerning government subsidy, environment protection, safety and security, and other operational areas such as aerial club, sightseeing, and search and rescue. In this process, the paper argues that a coherent, consistent and systematic legal framework is required in order to ensure fair competition and safety for a healthy, progressive and sustainable general aviation growth. Suggestions for rectification and improvement are proposed.
