History and Current Situation of River Management using Physical Habitat Models in the U.S. and Japan

  • History of Instream Flow Incremental Methodology (IFIM) Following the large reservoir and water development era of the mid-twentieth century in North America, resource agencies became concerned over the loss of many miles of riverine fish and wildlife resources in the arid western United States. Consequently, several western states began issuing rules for protecting existing stream resources from future depletions caused by accelerated water development. Many assessment methods appeared during the 1960's and early 1970's. These techniques were based on hydrologic analysis of the water supply and hydraulic considerations of critical stream channel segments, coupled with empirical observations of habitat quality and an understanding of riverine fish ecology. Following enactment of the National Environmental Policy Act (NEPA) of 1970, attention was shifted from minimum flows to the evaluation of alternative designs and operations of federally funded water projects. Methods capable of quantifying the effect of incremental changes in stream flow to evaluate a series of possible alternative development schemes were needed. This need led to the development of habitat versus discharge functions developed from life stage-specific relations for selected species, that is, fish passage, spawning, and rearing habitat versus flow for trout or salmon. During the late 1970's and early 1980's, an era of small hydropower development began. Hundreds of proposed hydropower sites in the Pacific Northwest and New England regions of the United States came under intensive examination by state and federal fishery management interests. During this transition period from evaluating large federal reservoirs to evaluating license applications for small hydropower, the Instream Flow Incremental Methodology (IFIM) was developed under the guidance of the U.S. Fish and Wildlife Service (USFWS).

Flow of Non-Newtonian Fluids in an Annulus with Rotation of the Inner Cylinder (안쪽축이 회전하는 환형관내 비뉴튼유체 유동 연구)

  • This experimental study concerns the characteristics of a helical flow in a concentric annulus with a diameter ratio of 0.52, whose outer cylinder is stationary and inner one is rotating. The pressure losses and skin friction coefficients have been measured for the fully developed flow of Non-Newtonian fluid, aqueous solution of sodium carbomethyl cellulose (CMC) and bentonite with inner cylinder rotational speed of 0~400 prm. Also, the visualization of helical flows has been performed to observe the unstable waves. The results of present study reveal the relation of the Reynolds number Re and Rossby number Ro with respect to the skin friction coefficients. In somehow, they show the existence of flow instability mechanism. The pressure losses increase as the rotational speed increases, but the gradient of pressure losses decreases as the Reynolds number increases in the regime of transition and turbulence. And the increase of flow disturbance by Taylor vortex in a concentric annulus with rotating inner cylinder results in the decrease of the critical Reynolds number with the increase of skin friction coefficient.

The Basalts and Volcanic Process in the Seondol Cinder Cone, Seobjikoji Area, Jeju Island (제주도 섭지코지 선돌 분석구의 화산작용과 현무암)

  • The purpose of this study is to determine the petrology of basalt and the volcanic process in the Seondol cinder cone, Seobjikoji area, eastern Jeju Island. The Seondol cinder cone is mainly composed of spatters in the lower part, pyroclastic deposits including reddish brown blocks, ashes with volcanic bombs in the middle part, and dark black scoria deposits in the upper part. The volcanic sequences suggest volcanic processes that progress through Strombolian eruption and end with Hawaiian lava effusion which breached the cinder cone northwestward and extended over northwestward as lava delta and basalt emplaced as a volcanic neck in the central part of crater in the cinder cone. The age of basalt lava flows is about $95\;{\pm}\;3\;ka$. The basalts belong to transitional basalt and show products of fractional crystallization of clinopyroxene and olivine from a parental basalt magma on the basis of variation diagram of major, trace and rare earth elements. Basalts in the region of this study are plotted at the region of within plate basalt.

EUV Imaging Spectroscopic Study of a CME Source Region by HINODE EIS

  • The Extreme ultraviolet Imaging Spectrometer (EIS) on board Hinode provide us with excellent imaging spectroscopic data with very good spatial and spectral resolutions, which can be used for detecting Doppler flows in transition region and coronal lines as well as diagnosing plasma properties such as temperature, density, and non-thermal velocity. In this study we have made an EUV-imaging spectroscopic study of the source region of a partial halo coronal mass ejection (CME) that occurred on 2007 July 9 in NOAA 10961. Dopplergrams are obtained before and after the CME eruption using 12 EIS spectral lines (Log T= 4.9~7.2). Major results are summarized as follows. First, it is noted that either red shifts disappeared or blue shifts newly appeared for all spectral lines lower than Log T =6.0. Second, there were significant intensity increases for all wavelengths. Third, there were no significant variations in non-thermal motions for all wavelengths. We found one interesting bright point that newly appeared after the CME eruption. We discuss the implication on the results in terms of the CME eruption.

A Study on Transport Characteristics of Organic and Inorganic Carbons in the Open Estuary of the Tamjin River, Korea (탐진강 열린하구에서 탄소물질의 성상별 이동 특성 연구)

  • This paper represents an investigation into the pattern of carbon transportation and composition on an open estuary in the transition zone between the river and marine environment in Tamjin River where stream water flows into the Gangjin Bay. To conduct the study, seven plots were established along an environmental gradient from river and estuary to the ocean. Surface water samples were collected thrice during the summer rainfalls and non-flooding seasons in 2017. The samples were then measured for the concentrations of dissolved organic carbon ([DOC]), particulate organic carbon ([POC]) and dissolved inorganic carbon ([DIC]). An analysis of the results showed that [POC] did not increase in the river even during the summer rainfall. However, [DOC] increased resulting in a higher [DOC]:[POC] ratios for the non-flooding season compared to summer rainfall events. On the other hand, the marine site of the estuary bay showed the highest [DIC] which was stable relative to those of river sites. The results suggest that in an open estuary zone, river and ocean supplied the open estuary zone with different types of carbon materials; mainly DOC supplied from the river and DIC sourced from the ocean.

Separated Control Signaling Protocol for WDM Optical Networks (파장 분할 다중화 방식을 사용하는 광 전송망을 위한 분리 제어 신호 방식)

  • In this paper, we propose a novel control signaling protocol that efficiently controls connection setup and increases the utilization of network resources. The proposed protocol, Separated Control Signaling Protocol(SCSP), separates bearer control from call control lot WDM optical networks. The main function of call control is to check the availability of network resources such as wavelengths and receivers at destination node. Bearer control is to reserve and assign wavelengths. The signaling architecture of this protocol consists of call controller and hearer controller The call controller handles call setup and release, activates the beater controller, and manages the status of call and bearer. The bearer controller reserves wavelengths, sets up bearer, tears down bearer. and notifies the status of beater to call controller. The state transition diagrams of each controller are designed. Using control messages and related primitives, the information flows for call setup and bearer setup, hearer teardown and call release, and reaction for setup failures are described to evaluate the performance. The simulation results show that the separated control signaling protocol is superior to conventional one in terms of call blocking probability and resource utilization.

  • This paper proposes and analyzes the MAC(Message Authentication Code) algorithm that is used for the transition integrity and the entity authentication of message. The MAC algorithm uses the DES algorithm which has 64-bit block and 56-bit key and we compare the security according to 64-bit and 32-bit length of MAC value. Moreover, we use the SEED algorithm which has 128-bit block and 128-bit key and compare the security according to 128-bit and 64-bit length of MAC value. We analyze the security the forgery attack according to length of message and length of MAC value. this paper, a coarse-to-fine optical flow detection method is proposed. Provided that optical flow gives reliable approximation to two-dimensional image motion, it can be used to recover the three-dimensional motion. but usually to get the reliable optical flows are difficult. The proposed algorithm uses Horn's algorithm (or detecting initial optical flow, then Thin Plate Spline is introduced to warp a image frame of the initial optical flow to the next image frame. The optical flow for the warped image frame is again used iteratively until the mean square error between two image sequence frames is lowered. The proposed method is experimented for the real moving Picture image sequence. The proposed algorithm gives dense optical flow vectors.

A Numerical Study on Mixed Convection in Boundary Layer Flows over Inclined Surfaces (경사진 평판 주위에서 경계층유동의 혼합대류에 관한 연구)

  • An analysis of laminar mixed convection flow adjacent to the inclined flat surface which is subjected to a uniform temperature in a uniform free stream is performed. Nonsimilar boundary layed equation are derived by using the mixed convection parameters such that smooth transition from the purely forced convection limit to the purely free convection limit is possible. The governing equations are solved by a finite difference method using the coupled box scheme of sixth order. Numerical results are presented for prandtl numbers of 0.7 and 7 with the angle of inclination ranging from 0 to 90 degree from the vertical. The velocity distributions for the buoyancy assisting flow exhibit a significant overshoot above the free stream value in the region of intense mixed convection and the velocity field is found to be more sensitive to the buoyancy effect than the temperature field. The separation point near the wall was obtained for the buoyancy opposing flow. The local Nusselt number increases for buoyancy assisting flow and decreases for opposing flow with increasing value of the local Grashoff number in the mixed convection parameter. For large Prandtl number, the Nusselt number and the friction factor decrease significantly near the separation point. Present numerical predictions are in good agreement with recent experimental results by Ramachandran.

Flow Resistance Analysis for Lower Naesung Stream Considering Grain and Bedform Roughness (사립조도와 하상형상조도를 고려한 내성천 하류의 흐름저항 분석)

  • Roughness coefficients calibrated by flow modeling using the 1-dimensional numerical model were analyzed for the downstream section of Naesung Stream in this study. Also, the bedform configuration at the Hyangseok Station was predicted for measured and simulated hydraulic conditions of flows and total flow roughness was estimated with the coefficient of grain roughness. The Manning's n coefficients calibrated by numerical modeling and estimated by considering of grain and bedform roughness were compared and examined. As a result, the Manning's n by numerical modeling was greater than the coefficient range estimated by grain and bedform roughness at the low flow regime due to the other factors such as vegetation, sinuosity, and sand bar. However, the Manning's n by numerical modeling was included in the coefficient range by grain and bedform roughness at the transition and high flow regime over $500m^3/s$ of flow discharge.

Impacts of Fresh and Saline Groundwater Development in Sungsan Watershed, Jeju Island (제주도 성산유역의 담수와 염수 지하수 개발의 영향)

  • Saline groundwater, in addition to fresh groundwater, is actively developed for inland aqua culture in Jeju Island where groundwater is practically the only source of freshwater. In this work we analyzed impacts of saline and fresh groundwater development on groundwater systems in Sungsan subwatershed in Jeju. A sharp-interface model was used to simulate fresh and saline groundwater flows. Withdrawal of freshwater imparted adverse impacts by lowering groundwater level and inducing saltwater encroachment. Withdrawal of saline water imparted mixed results: on one hand it lowered groundwater level, on the other hand it reduced saltwater encroachments. However, freshwater development lowered groundwater level much more than salinewater development did. Modified Ghyben-Herzberg ratio was developed for a transition zone with finite width. Comparison against observed data resulted in fair agreement.
