This article examines the historical and general characteristics of science and technology policy in Korea. Historical characteristics are analyzed through formation period, growth period, and transition period. Korea institutional sis for the promotion of science and technology was made from the initial stage of industrialization. As national R&D programs were launched, technological activities in the private sector were rapidly increased from the 1980s. Korea pursued new directions of science and technology policy with the formation of related laws and Plans from the late 1990s. General characteristics are analyzed by the concept of 'policy regime'. The prime policy goal of science and technology policy in Korea has been related to industrial development so far. In the policy means, input element has been increased focusing on the external aspects. Bureaucratic policy culture has dominated other cultures including economic culture, academic culture, and civic culture.
The objective of this study was to investigate the effects of an oral drench of propylene glycol (PG) on milk production, serum metabolites and reproductive performance during the transition period of animals. Twenty-four 2-3 multiparous Holstein cows (average body weight 565 kg, body condition score about 3.6, at the $9^{th}$ month of gestation) were selected, blocked, and then randomly assigned into a PG and a control group. The control and the PG group cows were orally drenched with water or 50 ml sugarcane molasses mixed with 500 ml PG from 7 days pre-partum to 30 days post-partum, respectively. Experimental results indicated that the oral drench PG had no effect on dry matter intake (DMI). The milk yield of the PG group was significantly higher than that of the control group (p<0.05), whereas milk fat content, milk protein and somatic cell counts (SCC) were not significantly different between groups. Concentration of plasma glucose in the PG group was significantly higher than that of the control group (p<0.05). Conversely, the concentrations of non-esterified fatty acids (NEFA), and blood urea nitrogen (BUN) in the PG group were lower than those of the control group (p<0.05). Concentrations of insulin and ketone bodies were not significantly difference between groups. Body condition score (BCS) in the PG group was significantly higher than that of the control group (p<0.05). In reproductive performance there was no difference between groups. The experimental results indicate that supplementation of PG during the transition period of dairy cows can supply energy rapidly, resulting in reduced catabolism of body tissue and increased milk yield.
Major objective was to evaluate three doses of bST (POSILAC(R)) injected into Holstein cows during the transition period and through 56 d of lactation for potential to improve DMI, BCS, BW, metabolites, hormones, IGF-I and milk production. Biweekly injections of bST (0, 5.1, 10.2, or 15.3 mg bST/d) began 28 d before expected parturition and continued through 56 d postpartum. Twenty-three of the 25 multiparous Holstein cows assigned randomly to four groups completed experiment (7, 5, 6 and 5 cows/group, respectively). The DMI, BW and BCS were recorded weekly throughout the prepartum and postpartum periods and blood samples were collected thrice weekly for analyses of ST, insulin, $T_{4}$, $T_{3}$, IGF-I, glucose and NEFA. Milk yields were recorded daily through 60 d postpartum and milk components measured once weekly. Mathematical model for data analyses for prepartum and postpartum periods included treatment, calving month, and the two-factor interaction. Cows injected with 10.2 and 15.3 mg bST prepartum had greater mean prepartum concentrations of ST and IGF-I. Prepartum injections of bST did not affect prepartum BW or BCS. On average, cows injected postpartum better maintained their BCS during first 60 d of lactation (3.15$\pm$0.06, 3.12$\pm$0.007, 3.20$\pm$0.006 and 3.58$\pm$0.009). Treatments did not affect mean prepartum DMI but cows injected with 15.3 mg bST/d had greatest DMI and greatest mean daily MY during the first 3 wk and tended to be greater during first 60 d of lactation. Cows injected with two highest bST doses (10.1 and 15.2 mg/d) had greater mean postpartum concentrations of ST and $T_{3}$, but IGF-I, $T_{4}$, glucose and NEFA did not differ across groups. No adverse effects of bST treatment were observed.
Objective: An experiment was conducted to determine the effect of reduced energy density of close-up diets on metabolites, lipolysis and gluconeogenesis in cows during the transition period. Methods: Thirty-nine Holstein dry cows were blocked and assigned randomly to three groups, fed a high energy density diet (HD, 1.62 Mcal of net energy for lactation $[NE_L]/kg$ dry matter [DM]), a medium energy density diet (MD, $1.47Mcal\;NE_L/kg\;DM$), or a low energy density diet (LD, $1.30Mcal\;NE_L/kg\;DM$) prepartum; they were fed the same lactation diet to 28 days in milk (DIM). All the cows were housed in a free-stall barn and fed ad libitum. Results: The reduced energy density diets decreased the blood insulin concentration and increased nonesterified fatty acids (NEFA) concentration in the prepartum period (p<0.05). They also increased the concentrations of glucose, insulin and glucagon, and decreased the concentrations of NEFA and ${\beta}-hydroxybutyrate$ during the first 2 weeks of lactation (p<0.05). The plasma urea nitrogen concentration of both prepartum and postpartum was not affected by dietary energy density (p>0.05). The dietary energy density had no effect on mRNA abundance of insulin receptors, leptin and peroxisome proliferator-activated $receptor-{\gamma}$ in adipose tissue, and phosphoenolpyruvate carboxykinase, carnitine palmitoyltransferase-1 and peroxisome proliferator-activated $receptor-{\alpha}$ in liver during the transition period (p>0.05). The HD cows had higher mRNA abundance of hormone-sensitive lipase at 3 DIM compared with the MD cows and LD cows (p = 0.001). The mRNA abundance of hepatic pyruvate carboxy-kinase at 3 DIM tended to be increased by the reduced energy density of the close-up diets (p = 0.08). Conclusion: The reduced energy density diet prepartum was effective in controlling adipose tissue mobilization and improving the capacity of hepatic gluconeogenesis postpartum.

This study analyzed the factors related to labor market transition of job injured workers. The Workers' Compensation Insurance Panel data ver.1, which that was surveyed by the Korean Workers' Compensation & Welfare Service in 2013, was used. Four key findings were made: first, the economically inactive populations are 7.2% and unemployed is 22.3% of occupational accident workers who finished the treatment period; second, 31.5% of laborers who returned to a new workplace went into another type of occupation; third, the results showed that socio-demographic factors, such as gender, age and education years, injury-related factors, such as the treatment period and work limitation, and workplace factors, such as company size and employment status, were associated with the return to work; and fourth, a relatively higher proportion of people who has received occupational training could not return to work and the disability grade was not associated with the return to work. These results suggest that policy makers need to understand the characteristics of labor market transition of job injured workers and develop efficient intervention programs based on the transitional labor market.
The redox property of oxide materials of the 3rd period transition metals(Cr~Zn), V, Mo, and W was studied with temperature-programmed reduction/temperature-programmed oxidation(TPR/TPO) experiment. The peak temperatures of TPO spectra were equal to or lower than those of TPR spectra. And the peak shapes of TPO spectra were broader than those of TPR ones. The activation energies of TPR/TPO for the oxides of the 3rd period transition metals showed in the range of 33~149 kJ/mol, while for the oxides of V, Mo, and W, they showed relatively higher values. The change of activation energies of TPR/TPO with various metal oxides showed a similar trend to the change of their metal-oxygen bond strengths. The change of activation energies of o-xylene oxidation for various metal oxides was proportional to the difference (${\Delta}E_a$) between the activation energy of TPR and that of TPO. From these results, we concluded that the oxidation of o-xylene over various metal oxide catalysts follows the Mars-van Krevelen mechanism including the surface reduction-oxidation of the metal oxide itself.
This paper presents grid connected photovoltaic inverter system using a new Zero-Current-Transition(ZCT) technique. The main switches of the proposed grid connected inverter are turned off under the zero current condition by operating the auxiliary circuit and also all semiconductor devices, switches and diodes, are applied to low rated voltage regardless of the load condition. In additionally, the proposed ZCT scheme has advantages, which are without the additional current stresses and the conduction losses on the main switches during the resonance period of the auxiliary circuit. The simulation was performed to verify the validity of the proposed grid connected photovoltaic ZCT inverter system.

An 1200-day time-dependent fuel-management for the transition from 37-element fuel to CANFLEX-NU fuel in a CANDU 6 reactor has been simulated to show the compatibility of the CANFLEX-NU fuel with the reactor operation. The simulation calculation were carried out with the RFSP code, provided by cell averaged hel properties obtained from the POWDERPUFS-V code. The refueling scheme for both fuels was an eight bundle shift art a time. The simulation results show that the maximum channel and bundle powers were maintained below the licence limit of the CANDU 6. This indicates that the CANFLEX-NU fuel bundle is compatible with the CANDU 6 reactor operation during the transition period.
In speech signal processing, it Is very important to detect the pitch exactly in speech recognition, synthesis and analysis. but, it is very difficult to pitch detection from speech signal because of formant and transition amplitude affect. therefore, in this paper, we proposed a pitch detection using the spectrum flattening techniques. Spectrum flattening is to eliminate the formant and transition amplitude affect. In time domain, positive center clipping is process in order to emphasize pitch period with a glottal component of removed vocal tract characteristic. And rough formant envelope is computed through peak-fitting spectrum of original speech signal in frequency domain. As a results, well get the flattened harmonics waveform with the algebra difference between spectrum of original speech signal and smoothed formant envelope. After all, we obtain residual signal which is removed vocal tract element The performance was compared with LPC and Cepstrum, ACF 0wing to this algorithm, we have obtained the pitch information improved the accuracy of pitch detection and gross error rate is reduced in voice speech region and in transition region of changing the phoneme.
The changes in activities of glyoxysomal and peroxisomal enzymes during the transition from fat degradation to photosynthesis were investigated with the cotyledns of rape (Brassica napus L.) seedlings. The development and disappearance of glyoxysomal enzyme (isocitrate lyase, EC 4.1.3.1; malate dehydrogenase, EC 1.1.1.37; catalase, EC 1.11.1.6) activities took place independently of light. It is concluded that the mobilization of storage fat is independent of photomorphogenesis. During early periods of development in the dark of light (days 1 through 3), the glyoxysomal enzyme activities were relatively high and the enzyme activities rose to a peak at 3rd day after sowing. Thereafter, the activities decreased gradually. While glyoxysomal enzyme activities were dropping, the peroxisomal enzyme (glycolate oxidase, EC 1.1.3.1) activities were increasing rapidly during the transition period in the light. Moreover, the changes of enzyme activities of the common microbody marker, catalase, indicated both functional patterns. The enzyme patterns in rape cotyledons indicate that the glyoxysomal function of microbodies is replaced by the peroxisomal function of these organelles during the transition from fat degradation to photosynthesis.
