The Analysis of Future Promising Industries of Busan and Marine Policy in the Era of the Northern Sea Route (북극항로 시대에 대비한 부산지역의 미래성장 유망산업 및 정책 평가에 관한 연구)

  • Because the thawing of the Arctic ocean is slowly accelerating due to global warming, recently exploring resources in Arctic ocean and transporting resources by using the North Pole route have been getting spotlight. Since the original route transported by the Suez Canal from Korea to Europe could be shorten about 8,000km in distance(decreased about 38% compared to the original route), which means shortening about 10 voyage dates, it is expected to bring huge logistics cost reduction. Once the North Pole route is commercialized successfully, it would be one of the most important variables that affects future of Busan port and guides for economic development of Busan. Therefore, the purpose of this study is to analyze Busan port and the economic growth of Busan area by researching promising industry, based on the effect of freight transporting by the Northern sea route on the economy of Busan. For this study, questionnaire surveys and interviews were conducted for 64 people of experts in the shipping and port industry, relevant government, and academics. The survey finding shows that port logistics industry is a promising business in Busan in terms of its growth and competitiveness. It is necessary to develop feeder network facilities that prepare for commercialization of the Northern sea route as a short and medium term plan and provide professional manpower training in polar regions. Ship supply business would also play an important role. It is identified that revitalization of shipbuilding and ocean plant industry should be done in terms of Arctic business. With regard to the fishery industry it is found that modernization of fishery ship and development of fishery equipment used in polar areas should be carried out.

  • Korean Peninsula is surrounded by ocean on three sides. Because of this geographical quality over 97% of export and import volumes are exchange by sea. Foreign ship and international passenger vessels carries foreign tourist and globalization and internationalization increases this trends. Leisure population grows with national income increase and interest of ocean. And accidents and incidents rates are also increases. Korea Coast Guard's jurisdiction area is 4.5 times bigger than our country. The length of coastline is 14,963km including islands. One patrol vessel is responsible for 24,068km and one coast guard substation is responsible for 94km. Efficient patrol activities can not be provided. This research focus on this problem. Analyze the status and trends of maritime crime and suggest efficient patrol activities. To deal with increasing maritime crime rate this study suggest to use geographical profile method which developed early 1900s in USA. This geographical profile analyse the spatial characteristic and mapping this result. With this result potential crime zone can be predicted. One of the result is hot spot management which gives data about habitual crime zone. In Korea National Police Agency adopt this method in 2008 and apply on patrol and crime prevention activity by analysis of different criteria. Korea National Police Agency analyse the crime rate with crime type, crime zone and potential crime zone, and hourly, regionally criteria. Korea Coast Guard need to adopt this method and apply on maritime to make maritime crime map, which shows type of crime with regional, periodical result. With this geographical profiling we can set a Criminal Point which shows the place where the crime often occurs. The Criminal Points are set with the data of numerous rates such as homicide, robbery, burglary, missing, collision which happened in ocean. Set this crime as the major crime and manage the data more thoroughly. I expect to enhance the reinforcement of marine crime using this Criminal Points. Because this points will give us efficient way to prevent the maritime crime by placing the patrol vessel where they needed most.

Investigation of Demersal Fisheries Resources of the East China Sea - 1 . Fishing Experiment by Trawl - (동지나해 저서어류의 자원조사 연구 - 1 . 트로올에 의한 어획시험 -)

  • For the purpose of investigation of demersal fisheries resources of the East China Sea, joint research between Hokkaido University and National Fisheries University of Pusan was carried out during the period from November 5 to November 12 in 1989. This joint research is due to continue for the next three years. In this report, the authors analyzed the catch of 24 draughts of trawl operating by the Oshorumaru of the training ship of Hokkaido University in the north area of the East China Sea, in order to hold the present condition of the demersal resources. The specimens collected were composed of 76 species of fishes, 6 of mollusca and 7 of crustacea. And the main species of the large catch were Raja kenojei, Zeus faber, Miichthys miiuy, Collichthys lucidus, Dentex tumifrons, Carangoides caeruleopinnatus, Trachurus japonicus, Parastromateus niger, Trichiurus leptulus, Scomberomorus niphonius, Pampus argenteus, Pampus echinogaster, Psenopsis anonala, Liparis tanakai, Thammaconus modestus, Tadarodes pacificus, Loligo edulis, and Portunus trituberculatus. Especially, Trichiurus leptulus, Pampus agrenteus and Thammaconus modestus had different modes of classes of body size individually, with changing of fishing ground. But, Tadarodes pacificus, Loligo edulis and Portunus trituberculatus were caught the maxed sizes of body individually in the same ground.

  • A Macroscopic combination of two or more distinct materials is commonly referred to as a "Composite Material", having been designed mechanically and chemically superior in function and characteristic than its individual constituent materials. Composite materials are used not only for aerospace and military, but also heavily used in boat/ship building and general composite industries which we are seeing increasingly more. Regardless of the various applications for composite materials, the industry is still limited and requires better fabrication technology and methodology in order to expand and grow. An example of this is that the majority of fabrication facilities nearby still use an antiquated wet lay-up process where fabrication still requires manual hand labor in a 3D environment impeding productivity of composite product design advancement. As an expert in the advanced composites field, I have developed fabrication skills with the use of machinery based on my past composite experience. In autumn 2011, the Korea government confirmed to fund my project. It is the development of a composite sanding machine. I began development of this semi-robotic prototype beginning in 2009. It has possibilities of replacing or augmenting the exhaustive and difficult jobs performed by human hands, such as sanding, grinding, blasting, and polishing in most often, very awkward conditions, and is also will boost productivity, improve surface quality, cut abrasive costs, eliminate vibration injuries, and protect workers from exposure to dust and airborne contamination. Ease of control and operation of the equipment in or outside of the sanding room is a key benefit to end-users. It will prove to be much more economical than normal robotics and minimize errors that commonly occur in factories. The key components and their technologies are a 360 degree rotational shoulder and a wrist that is controlled under PLC controller and joystick manual mode. Development on both of the key modules is complete and are now operational. The Korean government fund boosted my development and I expect to complete full scale development no later than 3rd quarter 2012. Even with the advantages of composite materials, there is still the need to repair or to maintain composite products with a higher level of technology. I have learned many composite repair skills on composite airframe since many composite fabrication skills including repair, requires training for non aerospace applications. The wind energy market is now requiring much larger blades in order to generate more electrical energy for wind farms. One single blade is commonly 50 meters or longer now. When a wind blade becomes damaged from external forces, on-site repair is required on the columns even under strong wind and freezing temperature conditions. In order to correctly obtain polymerization, the repair must be performed on the damaged area within a very limited time. The use of pre-impregnated glass fabric and heating silicone pad and a hot bonder acting precise heating control are surely required.

A Study on Korea Coast Guard Intelligence Centered on legal and Institutional comparison to other organizations, domestic and international (해양경비안전본부 정보활동의 법적·제도적 측면의 문제점 분석 및 개선방안 연구)

  • Found in 23 Dec 1953 to cope with illegal fishing of foreign ships and coastal guard duty, Korea Coast Guard was re-organized as an office under Ministry of Public Safety since the outbreak of sinking of passenger ship "Sewolho". In the course of re-organization, intelligence and investigation duty were transferred to Police Department except "Cases happened on the sea". But the definition of intelligence duty is vague and there are lots of disputes over the jurisdiction and range of activities. With this situation in consideration, the object of this study is to analyse legal and institutional characteristic of KCG Intelligence, to compare them to that of Police Department, foreign agencies like Japan Coast Guard and US Coast Guard, to expose the limit and to suggest solution. To summarize the conclusion, firstly, in the legal side, there is no legal basis on intelligence in [The Government Organization Act], no regulation for mission, weak basis in application act. Secondly, in the institutional side, stated in the minor chapter of [The Government Organization Act], 'the cases happened on sea' is a quite vague definition, while guard, safety, maritime pollution duty falls under 'on the sea' category, intelligence fell to 'Cases happened on the sea' causing coast guard duty and intelligence have different range. In addition, reduced organization and it's manpower led to ineffective intelligence activities. In the case of Police Department, there is definite lines on 'administration concerning public security' in [The Government Organization Act], specified the range of intelligence activities as 'collect, make and distribute information concerning public security' which made the range of main duty and intelligence identical. Japanese and US coast guards also have intelligence branch and performing activities appropriate for the main missions of the organizations. To have superiority in the regional sea, neighboring countries Japan and China are strengthening on maritime power, China has launched new coast guard bureau, Japan has given the coast guard officers to have police authority in the regional islands, and to support the objectives, specialized intelligence is organized and under development. To secure maritime sovereignty and enhance mission capability in maritime safety duty, it is strongly recommended that the KCG intelligence should have concrete legal basis, strengthen the organization and mission, reinforce manpower, and ensure specialized training administrative system.

Investigations of the Potential Fisheries Resources in the Southern Waters of Korea - Biological Composition of Demersal Trawl Catches - (한국 남해안의 잠재어업자원 조사연구 - 저층크롤 어획량의 생물학적 조성 -)

  • The experimental demersal trawl surveys to provide the essential information for the assessment, management and utilization of commercially important fish stocks in the southern waters of Korea were carried out during five research cruises between October 1996 and October 1997 by the training ship “KAYA” of Pukyong National University. The biological sampling was conducted by using the trawl net with a cover net of 36 mm in mesh size at 64 planned trawl stations during daylight to identify the biological characteristics of fish. Each catch was standardized into catch per unit of time and the catches at each trawl station were sorted, weighed and counted by species. The changes in catches of each fish species and the shifts in dominant species by seasions and sampling regions in the research area were analyzed, and the abundance of fish was estimated from the relationship between the trawl catches and the volume of the water column sampled by demersal trawls. The results obtained can be summarized as follows : 1. During the 64 demersal trawls conducted in the southern waters of Korea, 129 species including 112 species of fishes, 8 species of Cephalopoda and 7 species of Crustacea, were identified Also, during the 1996 and 1997 trawl surveys in the reseach area, a large number of commercially important species with small differences in proportion was found. me proportion of Japanese horse mackerel which comprised 19.8% of the total catch by weight was highest, followed by chub mackerel(15.0%), swordtip squid(9.0%), redwing searobin(6.2%), konoshiro gizzard shad(6.1%), Japanese flying squid(5.8%), silver pomfet(5.1%), blackmouth goosefish(5.1%), etc. Swordtip squid, Japanese flying squid, blackmouth goosefish and blackthroat seaperch were among the dominant species in all seasons with a relatively high and stab1e proportion(3.6~9.0%), and were widely distributed in the entire southern water of Korea. 2. The catch rates by cover net varied at 0.7~91.9% by weight of the total trawl catch by codend and cover net at 64 planned trawl stations and the mean catch rate was 44.4%. Species comprising a major portion of the catches by cover net mainly were swordtip squid, konoshiro gizzard shad, the juveniles of Japanese horse mackerel, blackthroat seaperch and chub mackerel, etc. 3. The distribution density of fish in terms of biomass per unit volume which derived from the catch data by 63 bottom trawl hauls in the southern waters of Korea ranged from 17.9 $\times$ 10-6 to 1,440.9 $\times$ 10-6kg/m3 with the mean value of 153.8 $\times$ 10-6 kg/m3. These fish densities varied between seasons, location of sampling stations and sea conditions. From these results, it is worth noting that the catch composition of multispecies and the increased occurrence of small fish in the southern waters of Korea may also result in new problems in determining the total allowable catch(TAC) levels for economically important species.

The Mesh Selectivity of Trawl Cod-end for the Compressed From Fishes (측편형어류에 대한 트롤 끝자루의 망목선택성)

  • The fishing experiment was carried out by the training ship Saebada in order to analyse the mesh selectivity for trawl cod-end, in the Southern Korea Sea and the East China Sea from June. 1991 through August, 1992. The trawl cod-end used in this experiment has the trouser type of cod-end with cover net. and the mesh selectivity was examined for the five kinds of the opening of mesh in its cod-end part. A total of 163 hauls, of which having mesh size 51.2mm ; A 89, 70.2mm ; B 54, 77.6mm ; C 55, 88.0mm ; D 52 and 111.3mm ; E 20 were used respectively. Selection curves and selection parameters were calculated by using a logistic function, S=1/(1+exp super(-(aL+b)) ). The mesh election master curves were estimated by S=1/(1+exp super(-[a(L/M)+$\beta$]) ). and the optimum mesh size were calculated with (L/M) sub(50) of master curve. In these cases 'a' and '$\alpha$' are slope, 'b' and '$\beta$' are intercept. 'L' is body length of the target species of fishes, 'M' is the mesh size, and 'S' denotes mesh selectivity. In this report, the four species of compressed form fishes were taken analized according to fish shape, and 'S' denotes mesh selectivity. Red seabream Pagrus major(Temminct et Schlegel) and yellow porgy Dentex tumifrons(Temminct et Schlegel) ; Selection rate in each mesh size of A, B, C, D and E were 99.7%, 97.5%, 91.4%, 76.7% and 57.8% respectively. Selection parameters 'a' and 'b' of mesh sizes C, D and E were 2.65 and -28.62, 4.40 and -77.73, 2.31 and -46.99, and their selection factors were 1.39, 2.10, 1.83 respectively. Selection parameters of master curve '$\alpha$' and '$\beta$' were 3.05 and -5.65 respectively, and (L/M) sub(50) was 1.85. The optimum mesh size of Red seabream was 141mm. 2. Filefish Thamnaconus modestus (Gunther) ; Selection rate in each mesh size of A, B, C, D and E were 99.6%, 98.3%, 91.2%, 80.0% and 48.6% respectively. Selection parameters 'a' and 'b' of mesh sizes C, D and E were 5.82 and -55.10, 2.92 and -36.90, 3.91 and -63.09, and their selection factors were 1.35, 1.44, 1.45 respectively. Selection parameters of master curve '$\alpha$' and '$\beta$' were 3.02 and -4.32 respectively, and (L/M) sub(50) was 1.43. The optimum mesh size was 129mm. 3. Target dory Zeus faber Valenciennes ; Selection rate in each mesh size of A, B, C, D and E were 99.7%, 100%, 83.2%, 91.6% and 65.0% respectively. Selection parameters 'a' and 'b' of mesh sizes C, D and E were 3.85 and -32.46, 4.19 and -57.38, 2.45 and -40.03, and their selection factors were 1.09, 1.56, 1.47 respectively. Selection parameters of master curve '$\alpha$' and '$\beta$' were 2.64 and -3.53 respectively, and (L/M) sub(50) was 1.34. The optimum mesh size was 127mm. 4. Butterfish Psenopsis anomala (Temminct et Schlegel) ; Selection rate in each mesh size of A, B, C, D and E were 99.2%, 34.1%, 46.5%, 14.3% and 2.4% respectively. Selection parameters 'a' and 'b' of mesh sizes B, C and D were 5.35 and -71.70, 5.07 and -69.25, 3.31 and -62.06 and their selection factors were 1.91, 1.75, 2.13 respectively. Selection parameters of master curve '$\alpha$' and '$\beta$' were 3.16 and -6.24 respectively, and (L/M) sub(50) was 1.98. The optimum mesh size was 71mm.

A Study on Collection and Usage of Panel Data on On-board Job Taking and Separation of Korean Seafarers (한국선원의 승선과 이직에 대한 패널자료 구축과 활용방안)

  • Seafarers are an essential resource in maritime industries, which provide navigation skills, vessel maneuvering skills and fishing skills in the fishery industry. They also work as a driving force in pilotage, port operation, vessel traffic service, and marine safety. Other areas in maritime services, which rely on seafarer include safety management of ships, supervisory activities, and maritime accident assessment. In these ways, Korean seafarers have contributed to the growth of Korean economy. However, there have been issues of high separation rate, shortage of supply, multi-nationality, multiplicity of culture caused by employment of foreign seafarers, and aging. The present paper finds that maritime officers and fishery officers demonstrate differences in the statistics of on-board job taking and separation: the separation rate of fishery officers is higher than that of maritime officers. The existing data and statistics by the Korea Seafarer's Welfare & Employment Center could be improved by changing its structure from time series to panel data. The Korea Seafarer's Welfare & Employment Center is the ideal institution for collecting the panel data, as it has already accumulated and published relevant statistics regarding seafarer. The basic design method of the panel data is to adopt and improve it by including the information on ratings of maritime and fishery industries, ranks in a ship, personal information, family life, and career goal. Panel data are useful in short- and long-term forecasts of supply of Korean seafarers; demand evaluation of education, training, and reeducation of the seafarers; demographical dynamic analysis on Korean seafarers; inducement policy of long-term on board job taking in harmony with man-power demands in marine industries such as pilotage service; implementation of job attractiveness policy on Korean seafarers; and employment stabilization of Korean seafarers.

Development of Rope Winding Device for Safety Fishing Operation of Small Trap Fishing Vessel (소형 통발어선의 안전조업을 위한 로프 권양장치 연구)

  • The result of a questionnaire survey conducted on fishermen using coastal fish traps shows that fall accidents during trap dropping and pulling constitute the highest proportion of accidents at 42.1 %, whereas slipping accidents on the deck or stricture accidents to the body due to the trap winding device constitute 21.1 % each. In addition, 53.2 % of all surveyed subjects responded that trap pulling is the most dangerous task, followed by fish sorting 33.8 %, and trap dropping 9.1 %. As for the main items requested by fishermen for improving the trap winding device, 36.8 % indicated a method to easily lift the trap from the water to the work deck, and 31.6 % indicated a method to overcome the rope tension and prevent slip when pulling the trap to reduce the accidents. The small trap fishing vessel winding device proposed herein can increase the winding force by strengthening the rope contact area and friction coefficient via an appropriate contact angle between the driving roller of the winding device and the rope. When the contact angles between the driving roller and the rope are 1°, 5°, 9°, 14° and 19°, the rope tension showed a difference according to each contact angle. When the contact angle is 9°, the rope tension is the highest at 392.62 kgf. Based on these experimental results, a prototype winding device is manufactured, and 25 traps are installed on a rope with a total length of 100 m at 4 m intervals in the sea, and then the rope tension is measured during trap pulling. As a result, the rope tension increases rapidly at the initial stage of trap pulling and shows the highest value of 31.89 kgf, which subsequently decreases significantly. Therefore, it is appropriate to design the winding force of a small trap fishing vessel winding device based on the maximum tension value of the rope specified at the beginning of the trap pulling operation.
