As interest in urban safety has increased since COVID-19, various institutions have developed and used indicators that evaluate the safety city model. Yongsan-gu was ranked No. 1 in 2021 by Social Safety Index evaluation and was selected as the safest city in Korea. However, the Itaewon disaster in Yongsan-gu in 2022 caused many casualties. The study of indicators for evaluating cities' safety was necessary. This study aims to examine domestic and foreign safe city models and review the differences between each model and the indicators used to evaluate safe cities. As a result of collecting 11 safe city models and analyzing each evaluation index, safe city models can be classified into program-based safe city models, such as the World Health Organization's International safe community and the UN Office for Disaster Risk Reduction's International Safe city. Considering the diversification of threats to safety, it is reasonable to comprehensively consider digital security, health safety, infrastructure safety, personal safety, environmental safety, traffic safety, fire safety, crime safety, life safety, suicide, and infectious diseases when evaluating safe cities as evaluation parameters.

Presently, the level of service(LOS) of the domestic roads are evaluated by using average speed of passing by vehicles. However, this method has been designed by considering the degree of congestion on the road only, without considering the reality of traffic safety. Therefore, for the LOS to serve as an index evaluating proper road design and operation, it should be able to deal with wider coverage than known factors which directly affects road users. Therefore the study wants to explore the concept of user cost, as a factor that covers traffic safety and flow, for evaluating roads. Also, the study wants to develop UML based user-centric design, not a one-time development method, for evaluating risk order of roads.
Where an interchange is located just after a tunnel not only it is impossible to install the traffic signs in tunnel sections but also sufficient sight distance to identify the interchange can't be provided. The objective of this study is to suggest the safety based spacing between tunnel and interchange. For this study accident rate was used as an index representing characteristics for vehicle operation to suggest the appropriate spacing. Traffic volume and the number of accidents on freeway from 1992 to 1997 were analyzed. The relationship between accident rate and spacing represents negative logarithm function such that shorter spacing increases accident rate. An appropriate safety based spacing between tunnel and interchange for four lane freeway with the design speed of 100kph was found as 2.6km.
A two-lane highway has a high rate of head-on collisions, sideswipe collisions, crashes with an fixed object. This study was to analyze the weakness of a cross section and a horizontal curve in a two-lane highway and find countermeasures to improve the traffic operations and safety. This study evaluated the effectiveness of widening, curve flattening and superelevation, verified it with a case study and assessed the economical efficiency. This study selected the difference between tangent section operating speeds and curve section operating speeds as an evaluation index of horizontal curve section in a two-lane highway. The results indicated that curve flattening is the best way to improve the traffic safety in a two-lane highway. This study has implication that it provides the quantitative effects of curve flattening. Also directions for future study were discussed.

The purpose of this study was two-fold. Firstly, it investigated the current state of the 34 specific policies of school safety-accident prevention that were implemented at K-12 public schools in accordance with the $1^{st}$ School Safety-Accident Prevention Plan established in December 2015. Secondly, it prioritized the policies based on the outcomes from the investigation to make policy recommendations for future improvement. For this purpose, we surveyed 614 school teachers and staff from 24 school-safety research schools across the nation on their perception of the current policies for preventing school safety accidents. Specifically, they were asked about the degree of realization and the necessity of expansion of the policies. Based on the survey results, the Borich index as a needs measure was computed for each policy and a list of policies prioritized in descending order of the index was presented. The results of the study showed that school teachers and staff's perception of the improvement of school safety since the policies took effect was highly positive in general. It was also shown that the policies perceived as best-implemented were, in descending order, "first-aid education for teachers and staff", "safety management of school meals", "prevention activity of student traffic safety-accident", and so on. The majority of survey respondents said that the policies were being implemented well and that they should be expanded and enhanced. As a result of the Borich's needs analysis, it was found that "more collegial collaboration between the Office of Education and other relevant organizations in the community for school safety", "prevention education activity for water safety", and so forth should be more actively implemented.

This study analyzed the causal relationship among operating characteristics of commercial freight vehicles, dangerous driving behaviors, and traffic accident risk. The study applied the existing accident cause and prevention theory to arrive at this relationship. Data related to working characteristics of driver, driving experience, driving ability, driving psychology, vehicle characteristics (size), dangerous driving behavior, and traffic accidents were collected from 303 commercial freight vehicle drivers. Working characteristics and dangerous driving behavior data are based on the driver's digital driving record. The traffic accident data is based on the insurance accident data reflecting actual traffic accidents. First, a structural equation model was built and verified using the model fitness index. Then, the developed model was used to analyze the causal relationship between multiple independent and dependent variables simultaneously. Four dangerous driving behaviors (sudden deceleration, sudden acceleration, sudden passing, and sudden stop) were found to be highly related to traffic accidents. The results further indicate that it is necessary to establish a safety management policy and intensive management for small-sized freight vehicles, drivers with insufficient driving ability, and drivers with dangerous driving behaviors. Such policy and management are expected to reduce traffic accidents effectively.

Kenya is a sovereign country with a vast potential in maritime industry. Though Kenya is known to have made it in IMO white list on $14^{TH}$ May 2010, she is making huge investments in maritime industry in an effort to have a share of booming world maritime industry and sea trade. Statistics has it that 90% of trade volume is carried on the sea, which is strong indication that for any country inspiring to be an economic powerhouse it has to have a lion share of sea trade volume, and one of the proven ways in gaining economic success is by investing heavily in maritime infrastructure. The purpose of this paper is to give a brief description of marine traffic status in port of Mombasa which is the largest port in Kenya, highlight vital features of multi-billion Lamu port investment under taken by the Kenyan government and finally discuss the future of maritime industry and Kenyan seafarer.
Road traffic accidents (RTAs) are the leading cause of accidental death among children. RTA reduction is becoming an increasingly important social issue among children. Municipalities aim to resolve this issue by introducing "Smart Pedestrian Crosswalks" that help prevent traffic accidents near children's facilities. Nonetheless such facilities tend to be installed in relatively limited number of areas, such as the school zone. In order for budget allocation to be efficient and policy effects maximized, optimal location selection based on machine learning is needed. In this paper, we employ machine learning models to select the optimal locations for smart pedestrian crosswalks to reduce the RTAs of children. This study develops an optimal location index using variable importance measures. By using k-means clustering method, the authors classified the crosswalks into three types after the optimal location selection. This study has broadened the scope of research in relation to smart crosswalks and traffic safety. Also, the study serves as a unique contribution by integrating policy design decisions based on public and open data.
The rolling contact fatigue of wheels for high speed trains is a matter of increasing importance. The wheel damages from fatigue crack makes noise up and safety down. RCF-casued accidents cause traffic congestion and economical costs as well as personal injuries. In this study, we examine the rolling contact fatigue of wheels for power car running at 300km/h. Using the results of multi-body dynamic analysis and the proposed procedure of Ekberg, we calculate the fatigue index of surface-initiated fatigue, subsurface-initiated fatigue and fatigue initiated at deep material defects. As a result. the fatigue index shows us whether fatigue will appear and in which form. In addition, we present Shakedown map on surface-initiated fatigue.
With the rapid development of highways and railways, series of traffic safety issues emerged because of mudstone disintegration. To research on the mechanism and further guarantee the stability and safety of transportation infrastructure built on or near mudstone formations, the mudstone disintegration test of mudstone was carried out based on mudstone and sandy mudstone. The element types, cementation characteristics and pore characteristics of the tested specimens were studied by means of Scanning Electron Microscopy (SEM), X-ray Diffraction (XRD) and Image Pro Plus (IPP). The disintegration index of mudstone was approximately 1%, and even some specimens were difficult to be calculated, while the disintegration index of sandy mudstone is approximately 8.7%. According to the results, the two mudstones belong to grade II and III disintegration respectively, of which the sandy stone presents more extensive disintegration than mudstone. This phenomenon was distinguished that, the clay minerals of mudstone are approximately 25% more abundant than those of sandy mudstone, and the unit pore area is 20 ㎛2 larger, which result in different microstructure and water absorption capacities. In the liquid phase, the ions in the mudstone specimens were exchanged and combined with water molecules in the environment during the whole disintegration process. This results in continuous spalling and fragmentation of clay minerals, the emergence of secondary fractures, and the deepening of primary fractures.
