임대주택단지의 생활안전 위해요인 해소방안 (Resolution Method of Hazard Factor for Life Safety in Rental Housing Complex)

  • The government has been constructing and supplying public rental housing to ordinary people in order to stabilize housing since 1989. However, the public rental houses initially supplied to ordinary people are at high risk for safety accidents due to the deterioration of the facilities. Therefore, this study is aimed to propose a solution to solve the life safety hazards of the old rental housing complex as a follow-up study of Analysis of Accident Patterns and Hazard Factor for Life Safety in Rental Housing Complex. Types of life safety accidents that occur in public rental housing complexes are sliding, falling, crash, falling objects, breakage, fire accidents, traffic accidents and criminal accidents. The types of safety accidents that occur in rental housing complexes analyzed in this study are sliding, crashes, falling objects, and fire accidents. Although the incidence of safety accidents such as falling, breakage, traffic accidents and crime accidents in public rental housing complexes is low, these types are likely to cause safety accidents. The method of this study utilized interviews and seminar results, and it suggested ways to solve the life safety hazards in rental housing complexes. Interviews were conducted with residents and managers of rental housing complexes. Seminars were conducted twice with experts in construction, maintenance, asset management, housing welfare and safety. Through interviews and seminars, this study categorizes the life safety hazards that occur in rental housing complexes by types of accidents and suggests ways to resolve them as follows. (1) sliding ; use of flooring materials with high friction coefficient, installation of safety devices such as safety handles, implementation of maintenance, safety inspections and safety education, etc. (2) falling ; supplementation of safety facilities, Improvement of the design method of the falling parts, Safety education, etc. (3) crash ; increase the effective width of the elevator door, increase the effective width of the lamp, improve the lamp type (U type ${\rightarrow}$ I type), etc. (4) falling objects and breakage ; design of furniture considering the usability of residents, replacement of old facilities, enhancement of safety consciousness of residents, safety education, etc. (5) fire accidents ; installation of fire safety equipment, improvement by emergency evacuation, safety inspection and safety education, etc. (6) traffic accidents ; securing parking spaces, installing safety facilities, conducting safety education, etc. (7) criminal accidents; improvement of CCTV pixels, installation of street lights, removal of blind spots in the complex, securing of security, etc. The roles of suppliers, administrators and users of public rental housing proposed in this study are summarized as follows. Suppliers of rental housing should take into consideration the risk factors that may arise not only in the design and construction but also in the maintenance phase and should consider the possibility of easily repairing old facilities considering the life cycle of rental housing. Next, Administrators of rental housing should consider the safety of the users of the rental housing, conduct safety checks from time to time, and immediately remove any hazardous elements within the apartment complex. Finally, the users of the rental housing needs to form a sense of ownership of all the facilities in the rental housing complex, and efforts should be made not to cause safety accidents caused by the user's carelessness. The results of this study can provide the necessary information to enable residents of rental housing complexes to live a safe and comfortable residential life. It is also expected that this information will be used to reduce the incidence of safety accidents in rental housing complexes.

초등학생의 안전의식 및 실천정도와 안전사고 발생 실태 (Safety-awareness, Safety-practice and Accident Occurrence among Elementary Students)

  • The purpose of this study was to measure safety-awareness among elementary students, identify their safety-practices and actual status of accidents. The study was also done to acquire basic information on safety education to help students be more aware of safety, and more active in accident-prevention activities. A random sample was taken of 763 5th and 6th grade students in 4 different elementary schools in Seoul. Of the 735 questionnaires collected, 684 were complete and were used in the analysis. SPSS was used to analyze the questionnaires. The results are summarized as follows. First, the overall safety-awareness score was relatively high at 139.06 of a maximum of 164. and respondents were most conscious of the section on Home Safety. Second, the safety-practices of the respondents was at the middle level with a mean score of 56.01 of a maximum of 80. The factors affecting the safety-practice of the respondents were education of their parents, recognized learning proficiency, awareness of need for safety education, and level of safety-education conducted by parents. Third, $53.4\%$ of the respondents had experienced one or more accidents during the past year. Most of the accidents occurred during play and recreation and home accidents were the most frequently reported accidents. The risk factors related to the occurrence of accidents were gender, relationship with friends, recognized learning proficiency, and awareness of traffic safety. Forth, higher safety-awareness was found to be directly related to higher safety-practices. Respondents with lower safety-awareness reported higher rate of accidents. In view of the results so far achieved, habituation and formation of safety-oriented actions among students are highly required to prevent accidents. In order to do that, development of safety-awareness and in-life enforcement of safety-practice need to come first.

결혼이주여성의 안전의식과 안전실천에 관한 연구 : 김해시와 창원시를 중심으로 (A Study on the Safety Awareness and Safety Practice of International Marriage Woman : Focused on Kimhae and Changwon City)

  • The purpose of this study was to examine the relationship between the safety awareness and safety practice of international marriage woman in Kimhae and Changwon city. We carried out a questionnaire survey that was targeted at 138 subjects. Data collected were analyzed with SPSS 21.0 statistical program. Analysis methods were t-test, one way ANOVA, Scheffe test, Perarsons correlation coefficient, and multiple linear regression. The results were as follows. First, safety awareness point was an average of 4.10 point which was higher level. Safety practice point was an over intermediate level of an average of 3.23 point. Second, safety awareness had statistically significant difference according to age, year of Korea residence, born Nation, whether or not Korean citizenshilp, monthly income, temper, satisfaction of marriage. Third, safety practice had statistically significant difference according to housing, monthly income, health state, satisfaction of marriage. Fourth, safety Practice had a positive correlation with home safety awareness, traffic safety awareness, fire safety awareness, and emergency care awareness. Therefore, a higher safety awareness results in having a very well safety practice. Fifth, International Marriage Women from Japan had the highest the level in the Safety Awareness and Safety Practice. From now on, two cities should have a major concern for safety education of fire and emergency care. And the safety education based on learning need analysis need to be done substantially.

  • 미국의 가인(GAIN)은 Pilot/Controller Collaboration Initiatives 보고서에서 "조종사와 항공교통관제사는 하루 종일 서로 이야기하지만 거의 의사소통하지 않는다."라고 기술하였다. 조종사-항공교통관제사 간의 안전 운항에 대한 인식과 문화, 또는 다른 요인에서 오는 차이점이 절차와 지시에 대하여 서로 간의 오해가 있는가라는 의문이 연구의 시발점이 되었다. 촉박한 시간 내에 해결해야 하는 많은 과정은 James Reason의 Swiss Cheese Theory와 같이 연쇄적인 위험요인을 거쳐 사고를 유발할 가능성을 높인다. 비행의 주체가 되는 조종사-항공교통관제사 간의 복합 요소가 상당 부분 차지하고 있는데 불구하고 두 집단 간의 안전 운항을 위한 통합적인 관리는 이루어지고 있지 않다. 본 연구는 조종사-항공교통관제사 간의 안전 운항을 위한 안전 및 교육의 통합적인 관리를 JCRM을 통해서 이루고자 기술하였다.

  • '안전한 생활' 교과는 초등학교 1·2학년 학생들의 안전 의식 함양을 위하여 64시간의 시수로 2015개정 교육과정에서 처음 등장했다. 이 연구에서는 표준 교재에 해당하는 교육부 '안전한 생활' 교과서에 제시되는 키워드에 대하여 네트워크 분석을 실시했다. 키워드 네트워크 분석은 '안전한 생활' 교과서에서 중요하게 다루어지는 개념과 개념간의 관계를 파악하고 빈도와 중요도를 객관적으로 표현할 수 있다. 연구 결과 '안전한 생활' 교과서는 주제 측면에서 '생활안전', '교통안전', '재난안전' 영역이 강조되고 있다. 방법 측면에서는 '체험' 및 '연습' 등이 많이 나오고 있으며, 교구 측면에서는 '카드놀이' 및 '붙임딱지'가 많이 나오고 있음을 알 수 있다. 이상의 결과를 바탕으로 체험중심의 안전교육의 기조를 유지하되 다양한 안전교육 영역 반영과 교수학습자료·방법의 다양화를 시사점으로 제언한다.

The Effects of Personality and Attitude on Risky Driving Behavior Among Public van Drivers: Hierarchical Modeling

  • Background: Traffic injuries have become a significant public health problem in low- and middle-income countries. Several studies have examined the role of personality and attitude toward traffic safety in predicting driving behaviors in diverse types of drivers. Few studies have investigated risky behavior among public passenger van drivers. This study aims to identify the predictors of self-reported risky driving behavior among public van drivers. Method: A total of 410 public van drivers were interviewed at terminal stations in Bangkok. Hierarchical regression models were applied to determine the effects of demographics, personality traits, and attitude on self-reported risky driving behaviors. Results: The results indicated that drivers with a high education level, more working days, and high scores for normlessness and anger were more likely to report risky driving behaviors (p < 0.05). Conclusion: The personality traits and attitude toward speeding account for aberrant self-reported risky driving behavior in passenger van drivers. This could be another empirical basis for evidence-based road safety interventions in the context of public transport.

Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

  • Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.

VR 기반 선원 안전교육용 콘텐츠 개발 (Development of VR-Based Safety Education Content for Sailors)

  • 매년 해양사고를 줄이고자 선원들에게 정기적인 안전교육이 제공된다. 그러나 물리적인 교육 공간의 한계로 일부 피교육자는 피교육자가 원하는 시점에 안전교육을 받지 못하는 문제가 발생한다. 최근 기존 교육방식의 문제점을 극복할 수 있는 기술로 VR 기술이 주목받고 있다. 몰입감의 향상을 위하여 가상환경과 사용자의 상호작용의 제공이 가능하고, 비대면 교육을 수행할 수 있기 때문이다. 본 논문에서는 야간 등화식별 교육, 소형 및 중형 화제 교육, 컨테이너 퇴선 교육으로 구성된 VR 기반 선원 안전교육용 콘텐츠 개발을 수행하였다. 또한, 교육 효과를 정량적 평가하기 위하여 각 교육 콘텐츠의 체험 후 몰입감, 용이성, 기존 교육방식과의 비교 그리고 VR 교육 콘텐츠의 만족도에 대한 설문조사를 수행하였다. 설문조사 결과 몰입감은 53.83%의 긍정 평가를 받을 수 있었으며, 용이성은 65.38%의 긍정 평가를 받을 수 있었다. 그리고 기존 교육방식과의 비교 항목은 69.23%의 긍정 평가를 받을 수 있었다. 마지막으로 VR 교육 콘텐츠의 만족도 항목은 항목에선 약 46%의 긍정 평가를 얻었으며, 중립은 34%의 결과를 얻을 수 있었다.

교통문화지수 영향요인에 의한 유형화와 영향정도에 관한 연구 (A Study on Patterning and Grading by the Impact of Traffic Culture Index)

  • 본 연구는 교통안전공단과 사단법인 녹색교통운동이 공동으로 개발한 교통문화지수와 관련한 2002년과 2003년의 전국 81개 도시 자료를 토대로 통계적 분석을 행하여 이들 대상도시들을 유형화하고, 집단별 영향요인에 근거하여 교통사고 예방대책들을 제시하고자 하였다. 먼저 교통문화지수와 영향요인들에 대한 주성분분석 결과로는 4개의 주성분으로 구분 지울 수 있었으며, 도시 특성별 최적 집단 수는 4개가 적합한 것으로 나타났다. 또한 이들 유형화된 집단별 교통문화지수에의 영향요인을 단계별 다중 회귀분석법을 이용하여 분석한 결과, 4개 집단 모두 높은 설명력을 갖는 회귀모형을 구축할 수 있었다. 이에 따라 각 집단별 교통사고 예방대책들을 구체적으로 제시할 수 있었으며, 아울러 투자된 시설이 얼마나 교통사고 예방에 효과적이었는가를 분석할 필요성이 있음을 향후의 연구 과제로 제시하였다.

한국인의 안전 의식에 내재된 문화인지 구조 연구 - 교통문화를 중심으로 - (An Exploratory Study on Cultural Cognition Structure of Korean Traffic Culture)

  • 최근 교통안전규제 영역에서 문화이론에 대한 논의가 있다. 이는 운전자들의 문화적 편향이 어떻게 형성되어있는가에 따라서 운전자들의 법규의 해석, 법규 위반행위의 위험인식, 규제 불응에 따른 비난의 대상 등이 달라진다는 입장을 가지고 있다. 문화이론에 의하면 개인을 둘러싼 특정한 사회적 관계에서 세계를 바라보는 근본적인 시각인 세계관(world view) 또는 우주관(cosmology)이 형성되며, 이러한 세계관이 개인의 행동과 태도에 영향을 미친다는 것이다. 이러한 맥락에서 볼 때 Ch. Wulf의 역사문화적 인간학 연구에서 제안하는 문화인지와 문화적 학습 이론은 이러한 현상에 대한 새로운 접근을 제공한다. 그에 의하면 문화인지와 문화적 학습을 설명할 수 있는 핵심기제는 신체성, 미메시스, 연행성, 의례, 이미지 다섯 가지로 체계화된다. 본 연구는 Ch. Wulf의 다섯가지 핵심기제를 분석틀로 하여 교통법규에 대해 한국인들이 문화적으로 인지하는 방식과 교통법규 위반 경험을 통해 어떻게 변화되고 있는지를 밝히고자 한다. 이를 위해 교통법규를 위반으로 인해 교육받은 경험이 있는 운전자들을 대상으로 교통문화인지에 대한 심층인터뷰를 하였고, 그 결과를 해석학적 현상학으로 분석하였다.
