한국선원의 승선과 이직에 대한 패널자료 구축과 활용방안 (A Study on Collection and Usage of Panel Data on On-board Job Taking and Separation of Korean Seafarers)

  • 선원은 해운업과 수산업에서는 선박의 조종과 항행안전을 담당하고 있는 한편, 어로작업도 도맡아 하고 있다. 항만운송에서 선원들은 도선사 양성의 기반이 되며, 항만운영과 해양사고 예방을 지원하고 있다. 선원은 선박의 안전관리, 안전 항행감독, 내항해운 분야의 여객선 안전운항 관리, 해양사고 심판 등 많은 분야에서 전문적 지식과 경험을 제공하고 있다. 이 같은 경제적 기여에도 불구하고 선원들의 장기적 공급 부족에 따른 외국인 선원의 한국적 선박에서 승선확대, 급속히 진행되고 있는 고령화는 선원 수급에 경고음을 울려왔다. 본 연구는 (1) 선원들의 승선과 이직에 대한 추이와 특성을 분석하여 선원 패널자료가 필요함을 명시하고 (2) 선원 패널자료의 구축시 그 내용과 자료관리 방안에 대한 대안을 설정하고, 대안별 장단점을 검토한 후 (3) 선원 패널자료를 이용한 선원공급의 장단기 예측 모형 개발 등 활용방안을 제시하였다. 선원 패널자료의 구축은 한국 노동패널(한국노동연구원, 2016)과 같이 수 십년 간의 자료 축적을 통해, 선원의 이직과 승선에 대해 체계적이고 다양한 분석을 할 수 있게 한다. 패널자료의 구축 추진기관으로서는 이미 선원통계를 축적하고 있는 한국선원복지고용센터가 1차적으로 적합하다. 패널자료의 구축방안으로 한국선원복지고용센터의 기존자료를 활용하고 패널기준(졸업연도와 학과)을 명확히 하고 생애주기를 관측하는 것을 제안한다. 선원 패널자료는 과거 시계열 자료를 재입력하고 부원에 대한 자료추가, 선원 경력과 직책 등 승하선 경력, 개인특성, 가정생활, 향후 진로와 의견 등을 포함한 자료와 정보들을 추가해 구축될 수 있다. 선원 패널자료 활용방안으로는 1) 선원공급에 대한 장단기 예측, 2) 선원의 일생 이력주기인 교육 훈련 재교육 등의 수요산정, 3) 선원의 승선과 이직, 자격재취득에 대한 체계적 자료의 축적을 통해 선원에 대한 인구동태적 분석, 4) 도선사 등 고급 해기사 인력을 필요로 하는 해양산업과 연계된 선원경력 관리를 통해, 선원의 장기승선을 유도, 5) 실효성이 있는 선원직 매력화 정책을 수립, 6) 선원직업의 안정화를 위한 정책수립에 이용을 예로 들 수 있다.

지능형 클라우드 환경에서 지각된 가치 및 행동의도를 적용한 딥러닝 기반의 관광추천시스템 설계 (Design of Deep Learning-based Tourism Recommendation System Based on Perceived Value and Behavior in Intelligent Cloud Environment)

  • 본 논문은 지각된 가치가 적용된 관광 행동의도 정보를 이용한 지능형 클라우드 환경에서의 관광추천시스템을 제안한다. 이 제안 시스템은 관광정보와 관광객의 지각적 가치가 행동의도에 반영되는 실증적 분석 정보를 와이드 앤 딥러닝 기술을 이용하여 관광추천시스템에 적용하였다. 본 제안 시스템은 다양하게 수집할 수 있는 관광 정보와 관광객이 평소에 지각하고 있던 가치와 사람의 행동에서 나타나는 의도를 수집 분석하여 관광 추천시스템에 적용하였다. 이는 기존에 활용되던 다양한 분야의 관광플랫폼에 관광 정보, 지각된 가치 및 행동의도에 대한 연관성을 분석하고 매핑하여, 실증적 정보를 제공한다. 그리고 관광정보와 관광객의 지각적 가치가 행동의도에 반영되는 실증적 분석 정보를 선형 모형 구성요소와 신경만 구성요소를 합께 학습하여 한 모형에서 암기 및 일반화 모두를 달성할 수 있는 와이드 앤 딥러닝 기술을 이용한 관광추천 시스템을 제시하였고, 파이프라인 동작 방법을 제시하였다. 본 논문에서 제시한 추천시스템은 와이드 앤 딥러닝 모형을 적용한 결과 관광관련 앱 스토어 방문 페이지 상의 앱 가입률이 대조군 대비 3.9% 향상했고, 다른 1% 그룹에 변수는 동일하고 신경망 구조의 깊은 쪽만 사용한 모형을 적용하여 결과 와이드 앤 딥러닝 모형은 깊은 쪽만 사용한 모형 대비해서 가입률을 1% 증가하였다. 또한, 데이터셋에 대해 수신자 조작 특성 곡선 아래 면적(AUC)을 측정하여, 오프라인 AUC 또한 와이드 앤 딥러닝 모형이 다소 높지만 온라인 트래픽에서 영향력이 더 강하다는 것을 도출하였다.

조기퇴원 수술환자의 병원중심 가정간호 효과 및 비용분석에 관한 연구 (A Study on Effectiveness of the Hospital-based Home Nursing Care of the Early Discharged Surgical Patients and its Cost Analysis)

  • Medical insurance and health care delivery system enabled Korean people to get the necessary medical service, but it caused increased needs for medical service, and resulted in the occurence of some problems such as a lack of manpower and medical facilities. In order to solve these problems, many countries, which already had medical insurance system had developed home care system and it has been regarded effective both in reducing costs and in increasing the rates of turnover of bed. Recently, Korea has included home nursing care in its health care delivery system, and some models of the hospital based home nursing care had been tried and its effects had been evaluated. So, author tried to run a home nursing care for the Cesarean section mothers and evaluate Its effects both in the mother's health and costs. This study was designed as a Quasi-experimental study. Subjects were thirty mothers who got Cesarean section operation in hospital in Seoul. Experimental group consisted of 15 volunteers, and control group were selected by means of matching technique. Data were gathered from February 1st to March 26th by two assistants who were trained by author. Experimental group were discharged on the 4th day after their operation, and got nursing care and assessment about their home three times on the 5th, 6th, and 7th day. Control group stayed in the hospital until 7th day as usual and were checked on the same day as above mentioned To evaluate the state of physiological recovery, vital signs, H.O.F, presence of edema in the legs, bathing, appetite, sleep, presence of pain or discomfort in the breasts, amount of lochia, color of lochia, defecation urination. To compare incidence of complication in experimental group with that in control group, specific assessment was done such variables as smell of lochia, presence of inflammation of operation wound, dizziness, and presence of immobilization in the extremities. The activities of daily living were checked Satisfaction of nursing were checked To calculate costs, author asked subjects to specify expenditure including hospital charge, traffic enpenses, and food expenses. The results were as fellows. 1. On effectiveness of home nursing careThere were n significant differences between experimental and control group in incidence of abnormal symptoms and any complication. The number of taking a bath [POD #5 P=0.001, #6 P=0.0003, #7 P=0.001] and the degree of appetite [POD #5 P=0.03, #6 P=0.02, #7 P=0.013] were significantly higher in experimental group than in control group. Contrary to author's expectation, the degree of the activities of daily living in experimental group was not higher than that of control group. All of the experimental group said they were satisfied with the home nursing care. 2. Cost analysis 1) Hospital charge of experimental group was lower than that of control group. [P=0.009] By taking home nursing care, average period of hospitalization was shortened to 3.1 days, and family members could save 22.8 hours. Total amount of money saved by early discharge was 3,443,093 Won. It is estimated that total amount of money saved by early discharge in a year will be 40,398,956 Won. 2) Home nursing care charge of 15 mothers was 1,781,633 Won. It is estimated that total amount of money Saved by it in a year Will be 20,904,493 Won. It was lower altogether than hospital charge of the three days which is 5th, 6th, 7th day of operation. The average cost of single home visit was calculated 10,940 Won. It took 87 minutes per round and it costed 1,017.3 Won. The average hour of home care was 39.0 minutes. 3) It is expected that early discharge can bring forth the increase of hospital income. On the condition that the rate of running bed is 100%, the expected increase of hospital income will be 202,374, 026 Won in a year. Suggestions for further study and nursing practice are as follows : 1. For the welfare of patients and the increased rates of running bed, home nursing care system should be included in the hospital nursing care system. 2. Studies to test effect of home nursing care on the patients with other diseases are needed. 3. Establishment of law on the practice of home nursing care is strongly recommended.

우리나라 연안화물선의 적정선복량 추정에 관한 연구 (A Study on Estimating Optimal Tonnage of Coastal Cargo Vessels in Korea)

  • In the past twenty years, there has been a rapid increase in the volume of traffic in Korea due to the Korean great growth of the Korean economy. Since transformation provides an infrastructure vital to economic growth, it becomes more and more an integral part of the Korea economy. The importance of coastal shipping stands out in particular, not only because of the expansion limit on the road network, but also because of saturation in the capacity of rail transportation. In spite of this increase and its importance, coastal shipping is falling behind partly because it is givenless emphasis than ocean-going shipping and other inland transportation systems and partly because of overcompetition due to excessive ship tonnage. Therefore, estimating and planning optimum ship tonnage is the first take to develop Korean coastal shipping. This paper aims to estimate the optimum coastal ship tonnage by computer simulation and finally to draw up plans for the ship tonnage balance according to supply and demand. The estimation of the optimum ship tonnage is peformed by the method of Origin -Destimation and time series analysis. The result are as follows : (1) The optimum ship tonnage in 1987 was 358, 680 DWT, which is 54% of the current ship tonnage (481 ships, 662, 664DWT) that is equal to the optimum ship tonnage in 1998. this overcapacity result is in excessive competition and financial difficulties in Korea coastal shipping. (2) The excessive ship tonnage can be broken down into ship types as follows : oil carrier 250, 926 DWT(350%), cement carrier 9, 977 DWT(119%), iron material/machinery carrier 25, 665 DWT(117%), general cargo carrier 17, 416DWT(112%). (3) the current total ship crew of 5, 079 is more than the verified optimally efficient figure of 3, 808 by 1271. (4) From the viewpoint of management strategy, it is necessary that excessive ship tonnage be reduced and uneconomic outdated vessels be broken up. And its found that the diversion into economically efficient fleets is urgently required in order to meet increasing annual rate in the amounts of cargo(23, 877DWT). (5) The plans for the ship tonnage balance according to supply and demand are as follows 1) The establishment of a legislative system for the arrangement of ship tonnage. This would involve; (a) The announcement of an optimum tonnage which guides the licensing of cargo vessels and ship tonnage supply. (b) The establishment of an organization that substantially arrangement tonnage in Korea coastal shipping. 2) The announcement of an optimum ship tonnage both per year and short-term that guides current tonnage supply plans. 3) The settlement of elastic tariffs resulting in the protect6ion of coastal shipping's share from other tonnage supply plans. 4) The settlement of elastic tariffs resulting in the protection of coastal shipping's share from other transportation systems. 4) Restriction of ocean-going vessels from participating in coastal shipping routes. 5) Business rationalization of coastal shipping company which reduces uneconomic outdated vessels and boosts the national economy. If we are to achieve these ends, the followings are prerequisites; I) Because many non-licensed vessels are actually operating and threatening the safe voyage of the others in Korea coastal routes, it is necessary that those ind of vessels be controlled and punished by the authorities. II) The supply of ship tonnage in Korean coastal routes should be predently monitored because most of the coastal vessels are to small to be diverted into ocean-going routes in case of excessive supply. III) Every ship type which is engaged in coastal shipping should be specialized according to the characteristics of its routes as soon possible.
