A motive and aim of enactment of UN Convention on the Use of Electronic Communication in Int'l Contracts is based on need to eliminate legal obstacles that might arise under existing int'l trade law instruments and promote int'l electronic commercial transaction. But when it is used with related articles, 14, 15, 16, 17 for offer under CISG, one of the most successful conventions which produces substantive law for the unification of int'l trade, questions of practical importance, for example possibilities of withdrawal, revocation, rejection of offer, the extent of its criteria arise from therewith. In conclusion, a effective electronic offer has to assure easily access and confirmation of trade terms besides criteria of offer under CISG. An offer can be withdrawal, if electronic message of withdrawal has entered the offeree's server before or at the same time when the offer has reached the offeree but agreement expressly or impliedly, between the parties about type, format, email address is a prerequisited. Implied consent could be presumed through prior conduct or trade usages between the parties under CISG articles 8, 9. The term "have reached" correspond to the time which is able to retrieve the electronic message of withdrawal. But without express or implied agreement between them about electronic communication of type, format, email address, an offer can be withdrawal before or at the same time when it has entered offeree's other e-mail address and confirmed by his retrieval. In case of the revocation, electronic message of the revocation is effective before the offeree's dispatching an acceptance. A prerequisite for the revocation by electronic communication is came as the above mentioned withdrawal except for concept of a time difference for reach. In case of a rejection of offer, when a rejection by electronic communication has entered the offeror's server, an offer is ended. But a prerequisite for the rejection by electronic message is same as the above mentioned withdrawal and revocation.

The single sourcing policy, in which an automobile manufacturer purchases identical or similar parts from one supplier, has an advantage of scale economy. Meanwhile, multiple sourcing policy, which allows procuring similar parts from multiple suppliers, has benefits of dispersing risks and promoting competition among suppliers. This paper analyzes the procurement policies by presenting a model of the Japanese automobile parts trade. It concludes that maturity of technology involved should be taken into account besides above-mentioned factors which have traditionally been recognized. For parts produced using evolving technologies, the single sourcing enhances purchaser’s benefits because of the scale economy in learning process. In the meantime, multiple sourcing is more beneficial to the purchaser if the parts are based on mature technologies. In either policy, if the technology involved is evolving, motivating suppliers by returning a great part of cost reduction as a reward to them may eventually increase profit for the purchaser. The conclusion supports the situation where the number of suppliers is being cut down as the trend of modularization and system deliveries of parts progresses in the auto parts industry, and suggests that returning part of benefits to parts suppliers may be encouraged from the viewpoint of auto manufacturers’ own interest.

Electronic Data Interchange(EDI) has the potential to improve business operations by expediting the exchange of business documents. It will also provide substantive operational and strategic benefits to the trading firms. However, the successful implementation of EDI systems requires the mutual trust and cooperation between the trading firms. The extent of EDI diffusion and performance depends on inter-organizational, intra-organizational, as well as innovation factors. Researches based on the sociopolitical process framework in the use of IT, organizational theory, resource dependence theory, and innovation diffusion theory have identified 3 inter-organizational variables(transaction climate, dependence, external IS expert support) and 4 intra-organizational variables(strategic IS planning, infrastructure, top management support, education/training,), and 3 innovation variables(compatibility, relative advantage, cost) that affect EDI diffusion. In this study, a multi-dimensional measure on EDI diffusion has been developed to capture the external and internal integration. Then, the influence of these 10 variables on the extent to which the EDI adopting firms pursue diffusion has been examined. Whether more diffusion leads to superior performance has also been studied. International trade managers from 107 firms in the trade industry participated in a field survey. The results based on a structural equation model(SEM), developed using AMOS, provide quite a strong support for the hypothesized relations. Both education/training and IT infrastructure influenced external and internal diffusion of EDI systems. Internal diffusion of EDI enables the adopting firms to improve operational and strategic performance, whereas external diffusion contributes only to operational performance.

현대에 거래되는 재화의 종류는 소비형태의 변화에 의해 급속도로 많아지고 있다. 그러나, 거래되는 재화의 종류가 많아진 만큼 이에 대한 정확한 가치판단이 흐려지는 경우가 발생한다. 미술품, 창작물 등의 재화는 소비자가 올바른 가치를 판단하기 어렵다는 단점이 크게 부각되고, 거래 형태 또한 다양하여 이에 대한 신뢰성을 보장받기 힘들다는 문제가 발생한다. 다양한 재화에 대한 접근성이 확대된 현재, 이러한 단점들은 공유경제 시장의 안정성을 저해하는 요인으로 꼽힌다. 본 논문에서는 이러한 문제점을 해결하기 위하여 신뢰성 있는 중개인을 통한 블록체인 기반의 재화 계약 서비스를 제안한다. 제안한 서비스는 이더리움 블록체인에서 동작하는 스마트 컨트랙트를 사용하여 신뢰성 있는 중개인을 등록하고 재화의 가치검증 및 계약 과정에 사용한다. 또한 재화의 등록 내용, 제안 및 계약 과정을 블록체인에 등록하여 계약 과정의 신뢰성을 보장한다. 모든 동작 과정은 스마트 컨트랙트에 등록되고, 이더리움 블록체인의 트랜잭션 히스토리에 저장되므로, 등록된 데이터의 신뢰성을 보장할 수 있다. 또한 등록, 제안 및 계약의 전 과정이 스테이트 머신 기반의 스마트 컨트랙트에 의해 동작하기 때문에 사용자는 계약 과정을 보다 안전하게 제어할 수 있다.

Measurement standards, as being widely recognized, is necessary for national economic development and advanced industrialization. Also measurement standards give reliability and fair trade to the producers and consumers. Macro-effect of measurement standards using estimation of cost function has four effects: 1) value-added causing effect, 2) effect of employment, 3) reduction effect transaction cost, 4) reduction effect defect rates. In this study, to investigate the impacts between specific and the other industries, we used I-O Table of Korea Bank. The relation between the value-added produced by original production factors and final use is determined through production level, and the relation can be investigated with production causing coefficient matrix. In this study, it was showed that the measurement standards investments including measurement only man power of industries were increased from 1995 rapidly. The establishment and maintenance of measurement standards contributes to reduce the defect rate of products in production process and improve the confidence of the product quality. The results from this study show that measurement technology contributes to improve quality, decrease defect rate, improve production process, develope new products, reduce prime cost and increase the consumer's confidence on the firms. Since these results indicate that measurement standards are very important in the point of their vast contribution, we hope our findings can contribute to encourage measurement activities in industries.

최근의 기업들은 B2B전자상거래 개념하에 상품과서비스를 전자적으로 거래하기 위하여 자신의 기업 영역을 넘어서는 프로세스를 수행하고 있다. 이러한 환경에서, 조직간의 비즈니스 프로세스는 필요하며 파트너간의 공개 프로세스 뿐만 아니라 기업 내의 자체 프로세스도 잘 정의되어야 한다. 이러한 목적을 위해 이 논문은 조직간 비즈니스 프로세스를 나타내는 방법을 제시한다. 우선, B2B 전자상거래를 위한 조직간 워크플로우를 위한 모델링 방법을 제시한다. 이 방법은 1:1 및 1:N 협업시 공통 프로세스를 공유할 수 있도록 ebXML의 BPSS를 기반으로 제시되었다. 여기서 조직간 워크플로우의 설계 절차를 편리하게 하기 위해 메시지 플로우와 통제 플로우를 분리하였다. 둘째, 구조화된(well-structured) 조직간 워크플로우 프로세스를 설계하기 위하여 구조화된 프로세스 모델링 알고리즘이 제시된다. 이 알고리즘에서는 프로세스가 페트리넷 기반의 프로세스로 변환된다. 이 알고리즘은 하향식 방식으로 구조화된 프로세스 모델을 설계할 수 있도록 기능화된 (well-behaved) 모델링 블록, 기능화된 제어 구조, 비즈니스 트랜젝션을 이용한다.

본 연구는 국제 인수합병 거래에 참여하는 중국기업의 경험적 요인과 거래 참여 파트너 기업의 특성이 해당 인수합병 거래 실패에 미치는 영향을 분석하고 있다. 분석 대상 기간은 2000년부터 2015년 11월말까지며, 해당 기간 동안에 중국기업에 의해 이루어진 1,558건의 국제 인수합병에 참여한 1,610개 기업 표본을 분석 대상으로 했다. 종속변수는 인수합병 거래 실패로 중국기업의 국제 인수합병 공시 후 거래 중단이나 철회여부로 측정했다. 주요 독립변수로는 거래 참여 파트너 기업의 국적 다양성, 파트너 기업과 목표 대상기업이 속한 국가와 산업의 동일성, 파트너 기업이 선진국 기업에 속하는지 여부, 중국기업의 자국 내 인수합병 경험, 특정 목표대상 국가에서의 인수합병 경험 등이다. 프로빗 모형을 통한 분석 결과, 몇 가지 흥미로운 사실들을 파악할 수 있었다. 먼저 거래에 참여한 파트너기업들의 국적 다양성이 높을수록, 파트너 기업이 목표대상 기업과 동일한 산업에 속한 경우 거래실패 가능성이 높았다. 그러나 선진국 기업이 거래 파트너로 참여한 경우와 목표 대상국가의 기업이 거래 파트너로 참여한 경우에는 거래 실패 가능성이 낮은 것으로 나타났다. 경험요인의 경우에는 국제 인수합병 실행 이전의 선행 중국내 인수합병 경험은 거래 실패 가능성에 아무런 영향을 미치지 않지만 특정국에서의 중국기업 전체의 선행 인수합병 경험과 특정국에서의 특정기업의 선행 인수합병 경험은 거래 실패 가능성에 부의 영향을 미치는 것으로 나타났다. 본 연구는 기업이 특정 경영전략 추진과정에서 왜 실패하는가를 조직 간 파트너쉽을 통한 학습 관점에서 규명하고 있다는 점에서 학문적 시사점을 갖는다.

최근 인터넷을 기반으로 하는 정보통신의 발전에 따라 경제 전반의 거래 패턴도 급속한 변화를 겪고 있다. 항만물류분야에서는 만성적인 고비용, 저효율의 물류관리 체계를 개선하기 위해 1990년 이후 온라인 서비스인 EDI를 구축하여 수출입관련 정보의 사전제공과 일괄처리를 통해 물류기업의 경쟁력을 강화하고 있다. 그러나 기존의 EDI는 VAN 환경에서 운영되어 고가의 통신장비 구입비용과 유지비용이 소요되며 설치기술이 복잡하여 즉각적인 처리 능력이 부족하다. 이런 문제점을 개선하고 불특정 다수간의 거래관계론 효율적으로 처리하기 위해 개방형 네트워크 환경에서 운영되는 웹기반의 EDI가 필요하다. 따라서 본 연구에서는 기반의 EDI 모델을 설계하되 기존의 EDI의 송신자가 특정 수신자에게 일방적으로 정보를 전달하는 푸시(push)방식을 개선시켜 다수의 수신자가 필요한 시점에 필요한 자료를 능동적으로 추출할 수 있는 풀(pull)방식의 새로운 모델을 제시하고자 한다.

Under the circumstance of increasing international trade volumes and limitation of customs human resources, it is necessary to shift the customs' revenue collection activities and audit method from a transaction-based approach to an account-based approach. Thus, in 1997, U.S. Customs services established the Account Management Program. The Account Management Program is designed to increase importer compliance and improve customer service through one-on-one interaction with business entities and a designated Customs representative(Account Manager). The Account Management Program is a comprehensive process that includes the following stages and activities ; selection of a potential Account, establishment of the Account, management of the Account. In 2009, Korea Customs service introduced and executed the Account Management Program. But owing to its early stages, Korea Customs service does not suggest effective direction of development of the AM program. So I can propose the following improvements of the Account Management Program in Korea. Firstly, the Account Managers have to be assigned more traders than AEOs(Authorized Economic Operators). Secondly, it is necessary that Customs service appoints part-time port Account Managers to help more traders to improve customs compliance. Thirdly, thought should be given as to Account can be expanded to encompass both small and medium enterprises(SME) by providing customs brokers managing their customs business on the behalf of the SME with the Account Managers. Lastly, Customs service has to establish performance measures and action plan for the Account Management Program.

Our country compares with advanced nations by supply of super high speed network and information communication infra construction has gone well very. Many people by extension of on-line transaction and various internet services can exchange, or get information easily in this environment. But, virus or poisonous information used to Cyber terror such as hacking was included within such a lot of information and such poisonous information are threatening national security as well as individual's private life. There were always security and speed among a lot of items to consider networks equipment from these circumstance to now when develop and install in trade-off relation. In this paper, we present a high speed VPN Acceleration Board(VPN-AB) that balances both speed and security requirements of high speed network environment. Our VPN-AB supports two VPN protocols, IPsec and SSL. The protocols have a many cryptographic algorithms, DES, 3DES, AES, MD5, and SHA-1, etc.. The acceleration board process data packets into the system with In-line mode. So it is possible that VPN-AB processes inbound and outbound packets by 10Gbps. We use Nitrox-II CN2560 security processor VPN-AB is designed using that supports many hardware security modules and two SPI-4.2 interfaces to design VPN-AB.
