In this paper, we develop an approach toward Joint Source-Channel Coding for MPEG-4(Moving picture Experts Group) based video coding In fixed and mobile reception environment. We have considered channel environment of AWGN and mobile reception. The source coder used MPEG-4 video. the channel coder used RCPC(Rate Compatible Punctured Convolution) and the modulation method used QPSK(Quadrature Phase Shift Keying) modulation. This study determined optimum Trade-off point between source bit rate and channel coding rate In variable channel states. We compared Joint Source/channel Coding method and general constant bit rate transmission. In this results, Joint Source/channel Coding was appeared better performance than constant bit rate transmission.
As it is expected that change in trade environment has a significant impact on Korean economic growth as well as foreign trade of Korean economy we need an appropriate political response to it. Therefore, this study aims to analyse the Export Competitiveness of IT Industry to China and our trade policy. Korean balance of trade to China in 2007 records surplus of 18.9 billion dollars. However, many experts estimate unfavorable balance of trade will appear from 2010. In consideration of this condition, this study suggests a desirable trade policy for long-term maintenance of current Export Competitiveness between Korea and China. Using TSI and RCA, it analyses a Export Competitiveness of IT Industry to China from 2003 to 2007. To sum up the results, the TSI has been declining since 2005. RCA of semi-conductors has been declining since 2005 while that of communication equipment and computers has been increasing. During the analysis period, the mean RCA of semi-conductors is 55.01, which indicates that its export advantage is somewhat weak, and the mean RCA of communication equipment and computers are 227.22 and 175.83 respectively, which indicates that their export advantage is very strong. Production and export of Korea IT industry have greatly increased in quantity, but its technological quality and diversity have not been satisfactory. In particular, the base of IT industry is growing weaker due to serious dependence of core spare parts on advanced countries and transfer of simple assembly plants to China. To maintain export competitiveness of IT industry, we should pay more attention to technological improvement through more investment to the original technology for local production of core spare parts.
Companies do not be resolved by the FTA services of external aid should be operational by assigning dedicated personnel inside the company. FTA is a choice, not an essential trade agreement requirements. If the exporter contracts to provide a certificate of origin in trade agreements, it shall issue a certificate of origin of goods originating management is performed. When considering the future trend of spreading wide FTA, it should be extended to one year to take advantage of the FTA Certificate of Origin environments utilizing a comprehensive environment for regional countries that require proof of origin between certain countries, such as current. FTA utilization of the future is to utilize the GVC(Global Value Chain) efficiently. In other words, the expansion of the consumer market and take advantage of an efficient production base across borders. These environmental changes are needed development of the FTA utilization promotion and FTA experts. The experts studying how to procure raw materials or intermediate goods exports in a variety of regional foreign countries, to meet the rules of origin is required for a successful FTA utilization. One of the objectives of Origin managers are qualified experts in the country of origin can take advantage of the FTA plan. Therefore, managers of origin shall collect their ability to expand the understanding and information about the industry as an international business perspective beyond the Certificate of Origin. In addition, it should be in their best learning expertise for the introduction and development of country of origin control system in an effort to effectively perform its international FTA utilization. Once the FTA is more widespread in the future and build a common origin information it must not be disconnected until the export enterprises from terminal manufacturers systematically. Therefore origin management is preferred by expanding the knowledge base of teaching and learning in the common sense to the universal subject of specialization from professional schools to promote the relevant departments so that they can be opened in a college or university. An FTA hub linking East and West, also need the confidence that in order to become a center of Glabal Supply Chain Using an FTA Certificate of Origin and stable environment for importers to import products from the country offers. Certificate of Origin and all of them thoroughly exporters and companies related to the administration of origin and should create an atmosphere that can effectively respond to the origin verification. Korea shall endeavor to elicit a geopolitical value (FTA Hub), as well as securing a competitive advantage in the global industry leverage, trading at a reasonable price competitive products thereby enhancing production and economic growth through the FTA.
Industry-University cooperation for pioneering overseas market contributes to improve the quality of manpower and the export performance. However, performance is showing that without exporting experience, exploring overseas market is not promising. Without systematic training and preparation, pioneering overseas market can be a waste of time and budget. I have conducted interviews with 30 participants in Industry-University cooperation for pioneering overseas market. As a result, I have derived a model for each phase of Industry-University cooperation. 8 stages of this model are student selection, cooperation company networking, student education, overseas market research, selection of trade fair, preparation of trade fair, dispatch of trade fair and follow-up management. Opinions of experts have been reflected and compiled to each suggested stage. Specific details can be applied directly to those affiliated who want to start the first or foremost pioneering overseas markets.

In this paper we suggested a performance evaluation model for future weapon systems. Weapon Performance Index(WPI) model transform the characteristics of alternatives as indices. We can easily obtain WPIs of alternatives with the model. The highest WPI recommended as the best solution. The performance elements in hierachy for future weapon systems are determined by systems engineering procedure. Priorities in hierachy can be determined through survey of experts engineering procedure. Priorities in hierachy can be determined through survey of experts and statistical analysis. Utility function is formulated as a probability model and utility score is predicted on the basis of historical data about the same category of weapon systems in the world. WPI is calculate from sum of product of priorities and utility scores. The model can be applied to trade-off analysis, cost and effectiveness analysis, war game model.
Purpose - Through multinational corporate ethics and environmental, social, and governance (ESG), various policy and strategic countermeasures for transparent management in the management and economic fields are presented. Research design, data, and methodology - A literature review is conducted to find important areas for transparent management and to summarize and present transparent management countermeasures based on simple brainstorming opinions from experts. This article deals with the Improvement of Compulsory Arbitration System on Trade Union and Labor Relations Adjustment Act in Korea. If a labor dispute occcur, the settlement of labor dispute must be reached for the parties' own accord. The autonomy of the parties concerned is the fundamental principle in the settlement of labor dispute. If the Rights Which are guaranteed by art. 33 Constitutional Law belong to civil liberties, we should consider Trade Union Act as the restriction of basic rights. Arbitration is a procedure which permits the most positive intervention by the arbitrator. It is carried out by an arbitration committe which is composed of three arbitrators appointed by the chairman of the Labor Relations Commission. Compulsory arbitration system of the labor for parties should be improved. In case of necessary public enterprises, more strict requirements on assembly for labor disputes should be prepared and the government should support institutions to prevent labor-management disputes by educating experts on labor-management relations and improving the quality of arbitration.
Purpose: In the paper, I studied success factors and measures for win-win quality management for boosting corporate competitiveness through the achievement of high quality. Methods: As such, to that end, data of companies' win-win quality management activities and Cooperation performance were gathered. Also, I had a literature review and working staffs'opinions were gathered to develop items related to trade dependence, quality cooperation, and mutual trust and cooperation. To develop the questionnaire, sufficient literature survey was conducted, and advice was sought from experts of manufacturing companies which practice Win-Win Cooperation. Results: Based on these previous researches and analysis by structural equation modeling, among trade dependence factors, overall, other factors except financial dependence and some detailed factors were found to have a relatively significant influence relation. Conclusion: The findings of this study suggest that if individual organizations can construct an effective quality improvement system and positively pursue win-win activities, it will contribute greatly to achieving high quality and improving financial performance. However, given the time and regional limits of this study, more in-depth studies need to be conducted on measures for boosting quality competitiveness through Win-Win Cooperation.
Purpose - The purpose of this research is to develop two medical tourism system models which explain medical tourism phenomenon with a systemic approach. Design/methodology - This research was conducted by using a qualitative data analysis which mainly refers to previous references of medical tourism in the areas of tourism and medicine. Leiper's tourism system model was utilized as a conceptual framework. In-depth interviews with experts in the field were conducted in order to pretest the models. Findings - This research suggests a medical tourism system framework and a medical service provision framework. The first model presents medical tourism components and their relationships within a framework presented in a diagram. The second model shows the relationships among medical services required by medical tourists, the service providers, and service human resources along with movements of medical tourists. Originality/value - The first model presents a spatial composition of medical tourism components and their relationships, whereas the second model shows the linkage among medical services, the service providers, and relevant service human resources along with time sequential steps of medical tourists. These two models are complementary and may be used as useful tools to observe medical tourism phenomenon with a systemic and holistic approach. These two models may enable stake holders avoid unnecessary confusions and conflicts that result in duplication of government policies and a waste of budget and human resources.
