Consumers have been requiring more higher level of food and agricultural products safety. The system of Good Agricultural Practice(GAP) has been spreaded over the world. Korea also introduced the GAP system in agricultural industry. GAP is related to the production side in the whole traceability system. The establishment of GAP system is a prerequisite to secure food safety. This study reviewed the concept of GAP and necessities and backgrounds of introducing the GAP system. Also, this study analyzed the problems which have been appeared in the GAP program and proposed the policy strategies and directions for the Korean GAP system. So issues for the GAP system are as follows; computerizing of traceability system, forming the cooperative works among the related governmental departments, establishing a certification system to relate with crop features, efficient management, ensuring distribution channel and the research for estimating GAP consumer surplus is need to analyze GAP program more efficient. In addition, It is necessary to keep the records of the data to analyze the GAP program more accurately.

최근 전세계적으로 먹거리에 대한 빈번한 사고로 인해 소비자들은 안전한 농산물의 유통에 대한 관심이 높아지고 있다. 또한 한미 FTA 등의 자유무역체결로 인해 농산물의 국제적 이동이 증가함에 따라 안전한 농산물의 유통은 소비자의 신뢰 및 경쟁력 확보를 위한 기업의 중요한 경쟁요인으로 작용하고 있다. 따라서 농산물의 안전관리를 위해서는 국내외적으로 유입되는 농산물의 생장환경이력과 유통이력 등의 정보를 조회하는 시스템이 필요하다. 본 논문에서는 소비자의 스마트폰을 활용하여 매대에 진열되어 있는 농산물의 이력을 확인할 수 있는 소비자 중심의 농산물 이력관리시스템의 구축 방안을 제안한다.

The purpose of this study is to analyze the difference between the consumers' willingness to purchase environmentally friendly agricultural products and the distributers. The main results are as follows; First, it appeared with the fact that the reliability of the consumer against environmentally friendly agricultural products is 50% under. So it is important to fully guarantee the certification of environmentally friendly agricultural products. Second, if the traceability and brand-name system were introduced, the consumers and dealers would more likely to purchase environmentally friendly agricultural products more than they are now. Third, it shows a significant result in certification, developing packing-materials and sale and consuming magnification intention by the t-test between consumers and dealers.

농축수산물의 안전성에 대한 문제가 속출하면서 농축산물에 대한 이력추적시스템 도입과 실효성 있는 서비스 방안에 대한 개발 필요성이 대두되고 있다. 특히, 농축산물의 온라인 유통 확대에 따라 소비자에게 용이한 정보탐색 기회를 제공하는 동시에 상품에 대한 안전성 문제를 해결할 수 있는 새로운 개인화 방법개발 및 시스템 도입이 요구되고 있다. 본 연구에서는 RFID 태그 기반의 이력추적시스템으로부터 획득되는 객관적 데이터를 분석하여 상품의 품질 상태를 판단하고 해당 정보를 가장 성공적인 추천방법으로 알려진 협업필터링에 이용할 수 있는 방법인 PDCF-ASP를 개발하였다. 농축산물 이력정보를 이용한 협업필터링 시스템은 소비자에게 개인화된 추천 상품정보를 제공함으로써 보다 편리한 쇼핑경험을 가능하게 하는 동시에 농축산물 생산 유통 판매의 안전성에 기여할 것이다.

The purpose of this study is to analyze consumer preference for fish farm HACCP certification using conjoint analysis. This study used raw flatfish product to evaluate the fish farm HACCP. In this study, 500 consumers were surveyed using panel survey and stratified sampling. In the recognition analysis, the farm HACCP certification system was found to be highly recognized by consumers. It can be seen that the brand assets accumulated by existing food and agricultural HACCP certification were transfered to the fish farm HACCP and absorbed. Consumers perceived fish farm HACCP certification as similar one with existing food and agricultural HACCP. Conjoint analysis evaluated three levels factors. The attributes and levels evaluated were : price(25,800 won, 28,400 won, 31,000 won), certification(fish farm HACCP, seafood traceability, and non certified), and origin(domestic, JEJU, and WANDO). The important levels were in order of price(40.8%), certification(30.2%) and origin(29.0%). We found that consumers give higher utility to fish farm HACCP certification compared with non certified and seafood traceability certification. Market simulation results showed that the fish farm HACCP product has 12%p higher market share than non certified products. Seafood traceability certification showed 4.6%p higher market share than non certified products.

최근 농산물의 안전성에 대한 문제가 지속적으로 발생함에 따라 문제가 생긴 농산물을 빠르게 역추적하여 원인 분석과 유통 금지를 가능하게 하는 농산물이력추적관리 시스템의 필요성이 요구되고 있다. 따라서 이 시스템은 유통 데이터의 기록이 중요한데 이를 위하여 무선 주파수로 원격에서 태그를 인식하는 RFID(Radio Frequency Identification) 기술이 효과적으로 이용될 수 있다. 그러나 RFID 기술은 최근 주목받고 있는 기술이기 때문에 RFID 태그와 유통 데이터를 처리하는 시스템이 미미한 상황이다. 이에 본 논문에서는 농산물이력추적관리 기준에 기반하여 기록되어 있는 RFID 태그의 데이터와 이력정보를 분석 및 관리함으로서 이력추적을 가능하게 하는 RFID 처리 시스템을 설계 및 구현하였다.

안전농산물에 대한 관심이 많아진 요즘, 농산물의 안전성을 위한 시도가 활발히 이루어지고 있다. 그 중 하나가 농산물우수관리인증(GAP) 정보 서비스이다. 농산물우수관리인증 정보 서비스는 농산물의 생산단계에서 판매단계까지의 농산식품 안전관리체계를 구축하여 소비자에게 안전한 농산물을 공급하는 제도이다. 본 논문에서 제시하는 시스템은 사용자가 쉽게 사용 할 수 있도록 RFID(Radio Frequency Identification)를 이용하여 보다 쉽게 GAP 정보 서비스를 제공한다.

Recent trends of global food production, processing, distribution and preparation under free trade circumstance are creating an increase in common' concerns about food safety. It is important that farmers improve agricultural products/food safety for satisfying consumer needs and health. Cognizant to the situation, this study was conducted to analyze how the Producers gather information, and determine their awareness about agricultural Products safety using a safety Questionnaire. The Questionnaire was given to 500 farmers who cultivate rice, fruit trees, vegetables, and other crops from September through October 2005. More than half of the producers felt concerns about the agricultural products/foods safety. Uneasiness of the producers was higher amongst those who were younger and earned a higher income. Pesticides and zoonosis (BSE AI, etc.) emerged as the main risk factors causing concerns among the greatest number of producers. Producers had a positive opinion of the effects and perception of food safety, but no opinion of the activity of government. The producers showed a high level of understanding of the Country of Origin Labeling System (88.2%), the quality certification system of agricultural and livestock products (71.9%), and the raising system of environment-friendly agriculture (72.7%). However, their level of understanding of the GAP (59.3%) and the Traceability System (22.8%) was still low. To effectively implement these policies, awareness of producers who are the beneficiaries of the above policies has to be enhanced. Therefore, the safety information should be provided at a more appropriate time and should be easier to understand.

현재 운용되고 있는 우수농산물 관리제도는 식품안전시스템으로써 소비자의 신뢰를 확보하는 데 주요한 두 가지 문제점이 있다. 첫 번째는 제도의 근간이 되는 생산이력데이타의 입력이 농민과 유통업자등의 직접입력에 의존하기 때문에 자료의 정확성을 검증하기 불가하다는 것이며 두 번째는 오염된 농산물을 추적하여 회수할 수 없다는 것이다. 본 논문에서는 이러한 문제를 해결하기 위한 방안으로써 정보기술과 농업현장기술을 결합한 IT융합모델을 고안하였다. 이 모델에서는 영상분석시스템을 이용하여 현장 영농 활동을 분류하고 생산이력데이타를 자동생성하며, USN을 기반으로 한 실시간 이력추적 시스템을 통해 유통 중인 농산물의 현재위치와 안전성 관리 자료를 실시간 전송하도록 되어있다.
