Issuance of certification and licensing for toxicologists authorized by the Japanese Society of Thxicology (JST) became effective on July 24, 1997. The certification system consists of examination, eligibility requirements for the applicants, authorization/license by the board of trustees of JST, and the re-certification of previously authorized qualification. In the last 2-3 years, about 30-40% of candidates for the examination have succeeded. The Committee has estimated that the level of the examination would be sufficient to determine qualified toxicologists. This updated status and a detailed explanation are to be presented at the workshop. In global terms, the JST special committee agrees that "harmonization of certification/registration procedure for qualified toxicologists means to ensure/set the minimum requirement for the global authorization of qualified toxicologists". The following items in global authorization are ad-dressed for further discussion: (1) What's the benefit\ulcorner (2) Toxicological safety assessment standards, and (3) the JST position for authorization.orization.
In the past, IUTOX engaged in dialogue with various international toxicology organizations to address this important issue. IUTOX Executive Committee engaged in activities that support accreditation and/or registration of toxicologists around the world. As a result of discussions held during the IUTOX-sponsored workshop at the 2000 Annual Meeting of the SOT in Philadelphia, it was decided to create an international forum, the "International Assembly for the Recognition of Toxicologists"(IART). The mission of IART was defined as threefold: 1) to establish a forum for development of criteria for recognizing qualified experts in toxicology; 2) to assist "recognizing organizations" in establishing these criteria; and 3) to promote identification and training needs to enhance expertise in toxicology. The membership of IART is open to all organizations (e.g., registries, boards, academies, etc.) whose purpose is the recognition of expertise in toxicology.rtise in toxicology.

The registration of a pesticide for use in the gardens or a farmer's field requires assessment of the potential negative effects of that pesticide on human health. To anticipate how a pesticide might impact human health, laboratory animals such as mice and rats are exposed to varying dosages in their foods -from very minimal to extremely high levels. Toxicologists then evaluate the observable effect(s) of consuming known quantities of that specific pesticide on acute, subchronic, chronic, mutational, reproduction and neurological effects. Purpose: Activated charcoal (AC) has been widely used as a universal antidote. Currently, emergency medical centers in Korea cannot administer AC due to discontinuation of the supply of commercial ready-mixed AC suspension. This study was conducted to investigate the proportion of emergency medical centers that administer AC to poisoning patients and provide basic information for emergency physicians and toxicologists. Methods: A prospective telephone survey of all of the included emergency medical institutions was conducted. The type of emergency medical institution, average annual number of patients admitted to the emergency department, annual average number of patients who were poisoned and whether the hospital currently utilizes gastric lavage and administration of AC were determined. Results: AC was administered to poisoning patients in 40% of regional emergency medical centers, 59.3% of local emergency medical centers, and 45.9% of local emergency medical rooms. Overall, 37% of total emergency medical institutions did not administer AC due to discontinuation of the commercial ready-mixed AC suspension. Additionally, 77% of emergency physicians in institutions without AC knew AC is necessary for poisoning patients. The rate of vomiting experienced by the medical staff according to types of charcoal showed that the average rate of vomiting was 33% for commercial ready-mixed activated charcoal suspension and 51% for self-prepared charcoal powder (p=0.02). Conclusion: AC should be secured promptly in emergency medical institutions. Before the supply of commercial ready-mixed AC suspension becomes again it is essential to develop a standardized regimen for self-preparation of charcoal powder and to educate emergency physicians and toxicologists to its use.
Toxicology is under challenge from several new trends in science and technology, namely computer, the Internet, genome projects, genomic technologies, and combinatorial chemistry. These new trends will drastically change research style of toxicology. In addition to conventional uni cellular tests and animal tests using rodents, computer simulation, DNA chips (microarrays), in vivo tests using simple model organisms such as nematodesor flies become important routine screening tests. How to arrange these tests in tiers will become a new problem. Endocrine disruptors hypothesis is a good example for this kind of futuristic approach. Computer, particularly the Internet, is also enabling toxicologists and regulatory experts to collaborate more closely. The IPCS (International Program for Chemical Safety) which is ajoint project of WHO, ILO and UNEP, is a well-known international collaborative research for chemical risk assessments. The GINC project of IPCS is an effort to utilize the Internet for such collaborations. Some efforts were also made to establish regional collaboration network in East Asia under this project.

Genetically modified (CM) crops with agricultural traits including herbicide resistance and insect tolerance have been commercialized. The safety testing strategies conducted for food and feed ingredients from GM crops differ from those applied to food ingredients in that they are conducted to demonstrate similarity between the CM food and the appropriate non-CM comparator rather than for quantitative risk assessment. However, there are similarities in the design and conduct of the safety assessment studies between these types of studies that should be readily recognized by toxicologists. The current presentation reviews some of the basic principles of safety assessment of typical dietary ingredients and compares and contrasts them with the testing strategies applied to CM foods and products obtained from them.
Since histopathological examination was known to be the most sensitive evaluation for testicular toxicity, regulatory authorities have been published the guidelines on practical testicular assay approach. Those guidelines specified details of evaluation including fixation, embedding, stain-ing, histological examination and also seminiferous tubular staging methods. However, there have been confusing understanding among toxicologists and even pathologists on staging theory and its application on industrial testicular toxicity. Guidelines did not intend to conduct quantitative assay with staging but recommended the use of knowledge of staging. To count each tubular stage with statistical analysis is known to be time consuming and labor burdening work but the significance of toxicity has little value. It also has been pointed out that the application of staging theory for longer-term toxicity considered to be lacking of rationale. It could be recommended that qualitative assay with aware-ness of germ cell loss is more efficient method rather than quantitative counting of each tubular stage. Therefore it would be required that comprehensive understanding of testicular toxicity evaluation and the use of testicular staging method.
Methyl isocyanate may have a role in cancer etiology, although the link is unclear. There is evidence in the literature that it can induce cancer in animals but the carcinogenic potency is weak. Pheochromocytoma of adrenal medulla and acinar cell tumors of pancreas have been observed in methyl isocyanate exposed animals. Conversely, emerging data from population-based epidemiological studies are contradictory since there is no evidence of such cancers in methyl isocyanate exposed humans. Recently, we reported a high prevalence of breast and lung cancers in such a population in Bhopal. In vitro findings appearing in the latest scientific literature suggest that genomic instability is caused by methyl isocyanate analogs in lung, colon, kidney, ovary epithelial cells, and that hepatocytes may undergo oncogenic transformation, have obvious implications. The conflicting information prompted us to present this update over the last three decades on methyl isocyanate-induced cancers after an extensive literature search using PubMed. While the pertinent literature remains limited, with a scarcity of strong laboratory analyses and field-epidemiological investigations, our succinct review of animal and human epidemiological data including in vitro evidences, should hopefully provide more insight to researchers, toxicologists, and public health professionals concerned with validation of the carcinogenicity of methyl isocyanate in humans.
This presentation reports the trends of the drug abuses(DA) and the mortalities related to drug-toxicants(MDT) in the Central area of Korea in 2001. We surveyed the DA cases and MDT. which were requested to analyze the drug-toxicants in the Central district office of National Institute of Scientific Investigation. he detected drugs on DA cases were methamphetamine. marihuana. opiates. inhalants(toluene. butane. ropane). dextromethorphane. carisoprodol. benzodiazepines, nalbuphine. fenfluamine. and iscellaneous in order of cases. Men are more liable to drug abuses than women. and the most common age group was 30s. Surveys of MDT shows that the defected toxicants are paraquat(sedative). methomy(insecticide). dicholrvos (insecticide). benxodiaxeqines(anxiolytic), and miscellaneous in order do cases. Men's intoxications by the drug-toxicants are more occured than woman's And most common intoxicated age group was 40s. These trends of the DA cases and the MDT in Central Area fo Korea. can help the forensic toxicologists and government to plan the prevention policy of the DA cases and MDT as well as its future estimation.
