피공공도서관의 장애인화장실 편의시설 설치실태에 관한 연구 -대구광역시 공공도서관을 중심으로- (The Study about Installation Condition of Convenient Facilities on Toilets for the Disabled in Public Libraries -Focused On the Public Libraries in Daegu-)

  • In view of the fact that modern society has a range of origins causing disability, the population of acquired crippled is escalating. Hence, it is obligatory to facilitate every visitors can utilize facility equitably because public libraries are being changed to compounded service area. Particularly, it is urgent to manage space planning and accommodation by considerate the requirement traits of disabled who are a susceptible social group about knowledge information. This study analysis installation of toilet, the inevitable factor of hygiene facility, for disabled equipped in four different public libraries in Daegu with related on the standards of establishment for prolonged stay through advanced research and legislation connected on handicapped. This study provides foundation data to establish construction plan for disabled to alleviate inconvenience of taking service of public library, and to compose satisfying hygiene facility.

장애아동들을 위한 수원 시내 초등학교의 편의시설 실태조사 (The Current Status of Accomodations for the Disabled Children in Elementary Schools of Suwon City)

  • The purposes of this study were to investigate the accomodations for the disabled children of the elementary schools in Suwon and to give helpful information to the parents and teachers for the improvement of the independence of disabled children at school. We measured the ramps, toilets, doorways and other accomodations in 64 elementary schools according to the checklists. The checklists of these facilities were based on the legal requirements of "The Act for the Benefit of the Disabled, Elderly and Pregnant Women". The data was analyzed by descriptive statistics and the ${\chi}^2$ test. None of the investigated schools satisfied all the legal requirements of the facilities. Fifteen elementary schools had adequate accomodations for the disabled children which allowed them to move independently from the entrance of the school to their classrooms located on the first floor. Only eight of fifteen schools had elevators to access their classrooms upstairs. The schools were divided into two groups according to their construction dates; before and after April 11th 1998, when "The Act for the Benefit of the Disabled, Elderly and Pregnant Women" took effect. There were statistically significant differences in the number of toilets, the width of the toilet entrance, and the slope of the ramps between the two groups (p<.05). We suggest that the accomodations for the disabled children need to be established on a systematic and on-going basis in the future. The teachers and administrators should be more aware of the legal requirements for appropriate accomodations for the disabled children.

휠체어사용자용 화장실의 규격기준에 대한 연구 (A Study on Standards of Wheelchair User Accessible Toilet Rooms)

  • Purpose: The diverse users and the increase of power wheelchair users have made it difficult to apply the standards of Wheelchair user accessible toilet rooms for the existing law and BF-certification. To address these issues, the standards of the relevant laws have been improved (Ministry of Health and Welfare, 2018), but there are still many problems. In this study, problems with the standards for Wheelchair user accessible toilet rooms in Korea are analyzed by comparing national and international standards. In addition, improvements to standards for Wheelchair user accessible toilet rooms will be suggested. Method: It presents improvement for standards of Wheelchair user accessible toilet rooms by comparing national, international standard and standards of many countries. Korean standard, International Standard(ISO 21542), American Standard(ADA Standards), German Standard(DIN 18040-1), Austrian Standard($\ddot{O}NORM$ B 1600) and Swiss Standard(Norm SIA 500) were investigated and analyzed. Results: Korea's standards differ from the ISO and the Standards of other countries in many ways, so there is a need for realignment. Specifications for disabled toilets and clear criteria for the size, shape, and location of sanitary appliances in toilets that are practically available to wheelchair users should be provided. Considering the increasing number of disabled toilet users, the installation of various disabled toilet rooms should be considered considering the user characteristics of those who can walk and wheelchair users. Implication: Recent partial improvements to relevant laws cannot meet the requirements of various users. Therefore, comprehensive and clear standard should be presented that take into account changing society and the environment.

  • The sanitary arrangements and Toilets are very important for a barrier-free environment of university education. this paper try to provide basic evaluation of the sanitary arrangements for disabled person in university. To accomplish this purpose this study has analyzed with questionnaire quantitatively and qualitatively the 188 universities. As the result, from the barrier-free environmental evaluation of the sanitary arrangements, the large-scale university and the university with special admission rules for the disabled person are highly evaluated, while the small-scale university and the university without special admission rules are done low.

장애인 이용을 고려한 사회복지관 편의시설 평가 및 분석에 관한 연구 (A Study on the Evaluation and Analysis of Convenient Facilities in Social Welfare Hall through Consideration of the Disabled Person Use)

  • The number of the disabled is increasing every year. Growing interest in social welfare, but still the disabled person in places is restricted on the activities are due to obstacles. This study proposes an improvement direction through an research and analysis of installation status of convenient facilities in social welfare halls was planned after that the law of increase of convenience for the disabled person is enforced in 1998. This study analyzed nine social welfare halls of seoul including Yongsan-gu(GW), Guro-gu(GD, HW), Yeongdeungpo-gu(SG), Seodaemun-gu(SD), Dobong-gu(DB), Nowon-gu(NS), Seongbuk-gu(WG) and Dongdaemun-gu(JG). The evaluation criteria for the installation of convenient facilities for the disabled person in each social welfare hall based on the law of increase of convenience for the disabled person, and referred to other data. Also, review the criteria for the installation of convenient facilities, and grasp the present situation through the survey of convenient facilities in social welfare halls, and provides the installation standards of convenient facilities. The result are as followings. There were many problems to be improved in approach of the intermediate space, parking lot, entrance of the inside space and corridor that must be installed for the convenience of the disabled. In the intermediate space, the slope of the ramp, curb, induction handle etc. for a safety must be installed. Parking spaces for the disabled must be located closest to the main entrance, an induction marker or the handle, and the attachment of a directional sign etc. must be improved. In the inside space, it is convenient for the disabled person use to install an automatic door and swing door simultaneously at the main entrance. And, the height of the door handle, an induction block, a braille display panels of the appropriate height in the entrance, a braille display in start and end of the stairs handle, the handle of the side wall, the stairs to prevent slippage etc. must be improved in the corridors. The case of the sanitation which is a recommendation item is equipped formally with disabled toilets are difficult to use. Information and other convenience facilities for the disabled person in all the social welfare halls were not considered.

휠체어 사용자의 대변기 이용을 위한 화장실 유효바닥면적에 대한 연구 (A Study on Effective Floor Area for Wheelchair Users to Use Toilet)

  • Purpose: The purpose of this paper is to provide logical basis on enlargement of toilet floor space for the disabled by "ACT ON GUARANTEE OF PROMOTION OF CONVENIENCE OF PERSONS WITH DISABILITIES, THE AGED, PREGNANT WOMEN. ETC" Revised Enforcement regulation [Asterisk 1] (2018.2.10.) and to help with making plans, designs and establishing policies by conducting experimental study with the enhanced floor area regulations. Methods: We conduct Experimental study, field work and interview for this paper. In experimental study, verification of the effective floor area was proceeded by measuring activity space for people in manual wheelchair, electric wheel chair and electric scooter and also reviewed useable area with the space expanded 0.2m both width and depth. In filed work, conducted an observation what other things (ex. sanitary equipment, hand rail and so on) can also affect the active space as well as effective floor space. In the interview, other problems and requirements that were not revealed were experimental study and observation of field work. Results : it's expected to provide better access to toilets for the disabled with the law revision of effective floor area. But, with the usage increasement of enlarged wheel chair and electric wheel chair, expanding side areas of toilet is also highly likely to be required going forward. Implications : Additional research is required on locations of exists and internal arrangement that effect the usage of toilet. It should be led to Universal design by making additional investigation and verification of the users patterns.

장애아 보육시설의 물리적 환경에 대한 설문조사연구 (Questionnaire Survey on the Physical Environment of Child Care Centers for Children with Disability)

  • Eater Seal, the child care experts, observes that children with disability significantly benefit from receiving appropriated care along side their peers. Typically developing children serve as role models from which children with disabilities learn age-appropriated communications and social behavior. Therefore the children with disability can actively participate in well-designed child care settings. But unfortunately in Seoul, Korea, only 2% of children with disability are taken care of in child care centers. And even the disabled children at the child care centers are mostly mentally or emotionally disabled because the building, programs and services of the centers are restrictive to the children with severe physical disabilities. This study reviewed Korean domestic physical environment of child care centers for children with disabilities. Questionnaire survey was conducted to 103 centers located in Seoul by mail. Our survey revealed that they need more areas for nursing room and special rooms and the accessibility to buildings has to be improved. Also, there are no elevators in all buildings surveyed. Accessibility to toilet is noted as significant problem, especially wet floors in toilets. In a nursing room, a space for psychological rest and special education is needed for children with mental disability. Technical specifications on how to make buildings and facilities accessible for the children with disability should be developed. The goal of this study is to provide basic information to develop domestic design guidelines to ensure that the child care centers are safe, convenient, and usable for everyone possible.

장애 체험 활동을 통한 학교 편의시설 접근성 평가 (Evaluation for School Facility by Disabled Experimental Activity of Middle School Students)

  • 이 연구는 학생들이 유니버설디자인과 편의시설에 대한 이해를 증진시키고자 유니버설디자인을 적응한 편의시설 가운데 학교편의시설의 접근성을 실험하는 장애체험활동 교수 학습과정안을 개발하고 이 과정안에 따라 장애체험활동을 함으로써 학교편의시설의 실태를 파악하는데 연구의 목적이 있다. 개발한 자료는 학교편의시설 실험활동에 활용할 2차시분의 장애체험활동 교수 학습과정안과 장애체험활동 기록지, 활동 평가에 사용할 활동 평가지가 있다. 연구 대상학교는 통합교육을 실시하는 중학교 2개 학교와 일반 중학교 5개 학교로 설립기준, 지역, 건축년도, 학급 수, 건물 층수, 학교형태, 통합교육 실시여부 등을 고려하여 편의시설이 다양한 7개 학교를 임의 선정하였다. 대상학생 수는 학교별로 30명씩 희망자를 선정하고 실제 장애우(4명)를 포함하여 총 214명이 참여하였다. 각 실험조는 손이나 팔 장애우 팀, 목발 장애우팀, 휠체어 장애우팀과 더불어 비장애우 1개팀 총 15명으로 구성하였다. 학교편의시설 장애체험활동으로 학교편의시설의 접근성을 2005년 11월 26일부터 12월 24일까지 실험하였으며, 학교편의시설 평가는 장애체험활동 기록지 185부와 활동 평가지 200부를 평가하였다. 수집된 자료는 Spss/Win(version 10.0)을 이용하여 빈도 평균 백분율, 교차분석, t 검증, 일원분산분석, 요인분석, 신뢰도 분석을 하였다. 연구 결과, 학교편의시설이 편의증진법의 학교편의시설 기준에 미달되거나 설치율이 낮으며, 설치되어 있어도 접근하기 어렵거나 이용이 불편한 시설이 맡았기 때문에 대부분의 학생들이 학교에서 안전사고나 부상을 많이 경험하고 있었고, 학교편의시설에 대한 위험하고 불편하여 개선할 시설로 화장실, 복도, 계단을 지적하여 접근성 평가의 학교편의시설 실태와 일치하였다. 장애체험활동 교수 학습과정 안에 대한 평가는 장애체험활동에 대한 의견은 내용이 유익하고 만족스러우며 수업 시간에 배워야 할 내용으로 평가하였으며, 이 의견보다 학교편의시설을 바르게 설치해야하는 중요성을 알게 되거나 관심을 갖게 되었다는 인식 변화가 더 높았다. 학교편의시설의 불편한 점을 알게 되거나 학교편의시설이 장애우에게 불편할 것이라는 것을 알게 되었다는 비판 의식은 세요인 중 가장 높아 장애체험활동을 통해 학교편의시설의 접근성을 실험하는 교수 학습은 학교편의시설의 개념을 이해와 실태를 파악하여 학교편의시설이나 생활환경에 관심을 갖게 되고, 장애우 통합교육을 위한 학교의 물리적 환경 개선을 위해 효과적인 교육 프로그램으로 활용할 수 있으며 모든 사람들과 더불어 생활하는 공동체의식을 높이는데 기여할 것이다.

공원 및 공원시설 BF인증 평가지표 분석을 통한 개선방향 도출 연구 (Study on Deriving Improvements through Analysis of BF Certification Evaluation Indicators for Parks and Park Facilities)

  • 장애인등편의법 개정에 따라 2021년 12월 4일 이후 최초 공원조성계획이 수립되는 공원 및 공원시설은 의무 대상이며, 공원은 장애인 등을 위한 편의시설을 의무적으로 설치해야 한다. 따라서 본 연구는 공원 인증 평가지표와 공원시설의 건축물 인증 평가지표 및 인증 현황 사례의 평가서를 비교 분석하여 공원 인증 평가지표의 개선 방향을 도출하는 데 있다. 연구 방법으로 첫째, 공원과 공원시설의 인증 대상에 대해 공원녹지법과 비교 고찰하였으며, 인증 과정상 차이점, 인증 실적 등을 비교 분석하였다. 둘째, 공원과 건축물 BF인증 평가지표를 분석하여 차이점 및 공통항목을 도출하였다. 셋째, BF인증 공원 4개소와 인증 공원 내 공원시설의 건축물 인증 사례 4개소를 대상으로 자체평가서, 심사 결과를 중심으로 차이점, 문제점 등을 분석한 후 개선방안을 도출하였다. 공원과 건축물 평가지표를 분석한 결과 평가목적, 평가 방법, 평가항목이 공통으로 적용되는 항목은 매개시설의 접근로 7개, 장애인 전용 주차구역 5개, 안내시설의 안내설비 2개, 위생시설의 5개 범주의 14개, 기타 설비 1개로 분석되었다. 위생시설 항목은 공원으로 평가된 사례가 없고 부설 화장실이 아닌 경우 건축물로 인증되는 것을 확인하였다. 공원과 공원시설의 건축물 배점 점수가 자체평가보다 심사 결과 시 하락하였으며, 건축물은 3개소에서 인증 등급이 하락하였다. 표준편차가 가장 큰 항목은 공원은 BF보행 연속성, 건축물은 접근로 중 주 출입구까지의 경로 항목이었다. 위생시설을 제외하고 공통적인 평가항목 19개를 공원과 건축물의 심사 결과를 분석한 결과 1개의 항목을 제외하고는 사례 대상지별 평가항목의 배점 등급 차이가 발생하였다. 따라서 공원과 건축물 공통으로 평가되는 항목에 대한 동일한 세부 산출기준을 적용이 필요하며, 위생시설은 공원 인증된 사례가 없고 건축물로 인증되고 있으므로 부속 화장실에 대한 개념 정립과 공원 위생시설 평가지표 적용에 대한 논의가 필요하다. 공원 내 평가되지 않는 항목에 대한 조정과 공원 특성을 고려한 평가지표를 신설하는 등 공원 특성에 적합한 평가지표가 개발이 필요하다. 본 연구가 공원 인증지표 개선을 위한 기초자료로 활용될 것으로 기대해 본다.
