Purpose: The diverse users and the increase of power wheelchair users have made it difficult to apply the standards of Wheelchair user accessible toilet rooms for the existing law and BF-certification. To address these issues, the standards of the relevant laws have been improved (Ministry of Health and Welfare, 2018), but there are still many problems. In this study, problems with the standards for Wheelchair user accessible toilet rooms in Korea are analyzed by comparing national and international standards. In addition, improvements to standards for Wheelchair user accessible toilet rooms will be suggested. Method: It presents improvement for standards of Wheelchair user accessible toilet rooms by comparing national, international standard and standards of many countries. Korean standard, International Standard(ISO 21542), American Standard(ADA Standards), German Standard(DIN 18040-1), Austrian Standard($\ddot{O}NORM$ B 1600) and Swiss Standard(Norm SIA 500) were investigated and analyzed. Results: Korea's standards differ from the ISO and the Standards of other countries in many ways, so there is a need for realignment. Specifications for disabled toilets and clear criteria for the size, shape, and location of sanitary appliances in toilets that are practically available to wheelchair users should be provided. Considering the increasing number of disabled toilet users, the installation of various disabled toilet rooms should be considered considering the user characteristics of those who can walk and wheelchair users. Implication: Recent partial improvements to relevant laws cannot meet the requirements of various users. Therefore, comprehensive and clear standard should be presented that take into account changing society and the environment.
Recently, Korean people are more interested in leisure time as the Korean economy has enjoyed the economic growth on a continual basis. Along with it, the disabled people's demand for enjoying the beach is growing. To meet the disabled people's demand for enjoy the beaches, it is important to prepare the convenient facilities where the disabled people in the wheel chair can use comfortably, including the handicapped parking area, toilet for the disabled, shower stall room and am bathhouse. On the backdrop of this, the study has been made on the obstacles which keep the disabled people from using the convenient facilities installed on 12 beaches in the southern coat of Korea from the perspective of barrier free design. This study showed that half of the beaches in question did not have the handicapped parking places. The parking space was also so narrow that it was difficult for handicapped people to access the parking lot with their vehicles. There were also 3 beaches which did not have the toilet for the disabled. Even the beaches which have the toilet for the disabled, the size of entrance door and floor space was so narrow and there were a lot of physical obstacles such as no handles for the disabled people that it was really hard for the disabled people in wheelchair to use them.
Purpose: The purpose of this paper is to provide logical basis on enlargement of toilet floor space for the disabled by "ACT ON GUARANTEE OF PROMOTION OF CONVENIENCE OF PERSONS WITH DISABILITIES, THE AGED, PREGNANT WOMEN. ETC" Revised Enforcement regulation [Asterisk 1] (2018.2.10.) and to help with making plans, designs and establishing policies by conducting experimental study with the enhanced floor area regulations. Methods: We conduct Experimental study, field work and interview for this paper. In experimental study, verification of the effective floor area was proceeded by measuring activity space for people in manual wheelchair, electric wheel chair and electric scooter and also reviewed useable area with the space expanded 0.2m both width and depth. In filed work, conducted an observation what other things (ex. sanitary equipment, hand rail and so on) can also affect the active space as well as effective floor space. In the interview, other problems and requirements that were not revealed were experimental study and observation of field work. Results : it's expected to provide better access to toilets for the disabled with the law revision of effective floor area. But, with the usage increasement of enlarged wheel chair and electric wheel chair, expanding side areas of toilet is also highly likely to be required going forward. Implications : Additional research is required on locations of exists and internal arrangement that effect the usage of toilet. It should be led to Universal design by making additional investigation and verification of the users patterns.
The objective of this study is to survey and analyze convenience of the disabled people to use the facilities in accommodations. The data used in this research has been obtained in the southern sea of Korea. According to the survey, it was very difficult for the disabled people with a wheel chair to access to the room because of the staircase, doorsill and the narrowed passage. Also, there was no the grab bar, braille blocks and exclusive elevators for the disabled. Moreover, it was not easy for them to access to the bedroom since there was a doorsill and a serious height difference between the lobby and the bedroom. It was shown that the disabled People also have a difficulty in using the toilet and the bathroom, because the width of door and floor height was not suitable for the design criteria. In the toilet, there was no handle on a chamber pot for the disabled people to hold, and the space was not enough for them to access to the pot and turn with a wheel chair.
The sanitary arrangements and Toilets are very important for a barrier-free environment of university education. this paper try to provide basic evaluation of the sanitary arrangements for disabled person in university. To accomplish this purpose this study has analyzed with questionnaire quantitatively and qualitatively the 188 universities. As the result, from the barrier-free environmental evaluation of the sanitary arrangements, the large-scale university and the university with special admission rules for the disabled person are highly evaluated, while the small-scale university and the university without special admission rules are done low.

The objective of this study is to investigate the difference between the standard 'design guideline' in barrier free laws for the disabled and the disabled's real experience in public convenient facilities. It is mainly focused on accessibility by the disabled people who use an electric motion wheel chair, a wheel chair and crutches as well as a visual impaired person in the public resident centers. For this purpose, four resident centers in Busan have been selected as the objects of investigation. We observed and video recorded the disabled people with various handicaps to access and use facilities in four resident centers, and interviewed them afterwards. We found out problems from the perspective of the disabled and figured out the difference between barrier free laws and the disabled's real experience. The research result is as follows. First, it is important to make the arrangement of public convenient facilities according to the flow of the user's movements. Second, it is necessary to provide better conditions for the disabled to access the public toilet easily and conveniently. Third, it is essential for public convenient facilities to be more strictly controlled by regulations. Fourth, we need to make better standards that could reflect real experiences of various disabled users. Fifth, we need to keep providing the best follow-up service for the disabled in terms of using public convenient facilities safely. This study can contribute for designers to understand specific users through their experiences and suggest improvement ideas for better public convenient Facilities.
The purposes of this study were to investigate the accomodations for the disabled children of the elementary schools in Suwon and to give helpful information to the parents and teachers for the improvement of the independence of disabled children at school. We measured the ramps, toilets, doorways and other accomodations in 64 elementary schools according to the checklists. The checklists of these facilities were based on the legal requirements of "The Act for the Benefit of the Disabled, Elderly and Pregnant Women". The data was analyzed by descriptive statistics and the ${\chi}^2$ test. None of the investigated schools satisfied all the legal requirements of the facilities. Fifteen elementary schools had adequate accomodations for the disabled children which allowed them to move independently from the entrance of the school to their classrooms located on the first floor. Only eight of fifteen schools had elevators to access their classrooms upstairs. The schools were divided into two groups according to their construction dates; before and after April 11th 1998, when "The Act for the Benefit of the Disabled, Elderly and Pregnant Women" took effect. There were statistically significant differences in the number of toilets, the width of the toilet entrance, and the slope of the ramps between the two groups (p<.05). We suggest that the accomodations for the disabled children need to be established on a systematic and on-going basis in the future. The teachers and administrators should be more aware of the legal requirements for appropriate accomodations for the disabled children.
The bathroom is a space where humans fulfil certain daily needs, but for the disabled, it can be the most difficult space to use and may even be a cause of accidents and a source of danger. Previous studies on the bathroom have mostly proposed an ideal model of bathroom, but the majority of disabled people live in small homes of about $50m^2$ in size. As their bathrooms are usually very small, and existing houses have various structural limitations, more research should be conducted on the remodeling of residential bathrooms. This study analyzed a number of remodeling items in bathrooms, all of which were listed in previous studies. Based on 17 cases of residential bathroom remodeling in the homes of disabled people residing in Incheon in 2009, this study analyzed several remodeling items required according to the subject's characteristics, such as a lifestyle, gender, and family composition; and proposed the following remodeling requirements and improvement measures for ambulatory-disabled persons and sedentary-disabled people. First, as ambulatory-disabled people have lower-limb impairments, they required bathroom remodeling designed to improve their mobility in the bathroom. These subjects desired the installation of grab bars, as well as the elimination of floor level differences, the installation of non-slip flooring, a counter-top, a sink stand, and a shower holder whose height can be adjusted. Second, sedentary-disabled people move around in a sitting or crawling position, so many of them asked to eliminate floor level differences and vertically-installed bathroom furnishings. Basically, both people with ambulatory disabilities and people with non-ambulatory impairments requested the elimination of floor level differences and the installation of non-slip flooring and grab bars for the toilet and bathtub. They also asked for the heights of sinks, faucets, mirrors, shower holders, and cabinets to be adjusted to suit their needs.
As there is no case study with current status, measurements or description on the state of actual site of rural area only, the delivery of actual conditions about such an area is significantly limited. The purpose of this study is to pinpoint issues with housing conditions of low-income family with disabled members in the rural area. For such a purpose, 25 households of disabled people have been visited for interview, on-site research and survey, of which results are summed up in this paper as following: First, average monthly income of such family turned out to be KRW 480,000, most of which is from the government subsidy. High ratio of such families has resided in a house with average size of approximately 56m2 for about 24 years. Secondly the most needed maintenance work with top priority was for the toilet, and many of the interviewees expressed their discomfort about small size of their bathrooms and inconvenient facilities therein. Thirdly, most of such houses had too high thresholds that posed danger and inconvenience. Such thresholds had average height of 13cm, which can be considered as completely inconsiderate of disabled users. Fourth issue was that these people needed safety handle that will enable them to stand up or to be in the standing posture in the living room and bedroom where they spend most of their time. Fifthly, they wanted finishing materials with waterproof functionality as well as replacement of finishing materials and wallpaper which were too old and caused hygiene issues. As these issues represent, current housing for disabled people in the rural area turned out to be poor and risky space rather than the place where difficulty of individual situation can be resolved or their disability can be complemented. Thus it can be determined that now is the time to arrange the solutions for such housing difficulties and to establish customized housing plan to ensure safety and convenience.
