There have been various flower exhibitions in many countries such as Netherlands, Japan and China so as to encourage the growth of flower industry since they recognize the value of flower as cultural goods. Chungnam Province government, also endeavoring to make the. regional flower industry into high valued agriculture and exporting industry, plans to open the international flower exhibition in Anmyon-Do from April 26th, 2002. This flower show, first held by local government and featuring mega-event tourism, is expected to contribute to initiating flower industry and related business in Chungnam region. However, the flower exhibition may not be said to succeed if it does not play enough to trigger the role in expanding its effect on post growth of regional flower industry. This paper aimed at suggesting strategies of maintaining festival boom of post Anmyon-Do flower fair and contributing to take off of flower agriculture and its related industry as follows; 1) inviting various flower business activities into exhibition places 2) establishing flower village town attracted by tourists 3) devising the flower R&D center 4) organizing helping center for infant flower business group.

본 연구는 오색리를 중심으로 오색삭도 설치 사전에 침체된 오색지구 활성화를 위한 레저·관광 콘텐츠를 개발하여 지역활성화를 모색할 수 있는 기초자료를 제공하는 하는 것이 목적이다. 이를 위한 연구의 주요내용은 레저·관광콘텐츠의 개발을 위한 오색지구 현황 및 여건분석, 오색지구 레저·관광콘텐츠 개발 방향, 정책제언 및 결론 등으로 구성하였다. 본 연구에서는 오색지구 레저·관광콘텐츠 개발 방향과 관련하여 다음과 같은 개발 방향을 제안하였다. 첫째, 지역주민참여 확대 및 역량강화이다. 이를 실천하는 방안으로 조직체계 구축 및 지원강화, 지역 주민 역량강화, 외부 인적자원 네트워크 구축을 제안하였다. 둘째, 콘텐츠 개발 가이드라인 설정을 제안하였다. 오색지역 내 사회·문화·관광자원을 최대한 활용하기 위해, "문화예술활용형 콘텐츠"와 레저를 즐기는 수요자 증가추세에 부응하여 오색지구 자연환경을 이용한 레저체험 콘텐츠를 발굴할 것을 제안하였다. 셋째, 콘텐츠의 유형화를 제안하였다. 이를 실천하는 방안으로 오색을 주제로 한 문화콘텐츠 개발을 추진할 것을 제안하였다. 또한 지역상가 및 공공건물을 활용한 문화·예술·공연·전시 등의 공간 확보, 그리고 "오색지구"를 상징하는 상징물 조성, 오색지구 역사·문화를 그림으로 엮을 수 있는 "그림책 마을 조성"등을 제안하였다. 이와 아울러 체험 콘텐츠 개발 방향으로 테라피로드 체험 코스 및 푸드테라피 프로그램 운영 등과 함께 친환경적인 "오색 숲 길"을 조성할 것을 제안하였다. 넷째, 마케팅 채널 확보를 제안하였다. 이를 실천하기 위해 양양군 홈페이지, 또는 가칭 '오색이 아름다운 오색리' 홈페이지 제작, 여행사를 통해 오색지구 내 레저·관광콘텐츠와 교통, 숙박, 먹거리 등이 복합된 상품을 구성할 것을 제안하였다. 특히 오색지구 내에서 특별한 이벤트 개최 시에는 기획상품을 판매하는 방안을 제안하였다. 이와 함께 콘텐츠 개발 및 운영의 단계별 추진을 제안하였으며, 특히 전문가 등의 현장방문과 함께 참가자들에 대한 만족도 조사 등을 통해 오색지구 브랜드 제고에 노력할 것을 제안하였다.

This study is to evaluate economic effect of the creation project of snow crab, Chionoecetes opilio, spawning and habitat ground in Uljin and Youngdeok county. The main results of this study are summarized as follows: first, 14,400 million won was invested in the creation project cost of Chionoecetes opilio spawning and habitat ground of Uljin and Youngdeok County from 2015 to 2020. Second, the creation project of Chionoecetes opilio spawning and habitat ground directly provides fishing benefits, festival benefits, research and development benefits and employment benefits. Third, on the basis of above benefits, the creation project of Chionoecetes opilio spawning and habitat ground has net present value of 29,900.53 million won, internal rate of return 16.9%, and benefit-cost of 2.91 under a 4.5% social discount rate. Also, the creation project creates 195 jobs. This indicates that the creation project of Chionoecetes opilio spawning and habitat ground not only contributes to the increase in the income of coastal fishery and fishing villages but also to the job making. The result of this study provides useful information to policy makers or project managers as it shows that the project to create spawning and habitat ground should be carried out in consideration of the resource and biological characteristics of individual fish and that economic assessment logic should also be developed based on this. Also, it proves that the project to create a snow crab spawning and habitat ground is a national and local infrastructure project that increases the actual fishing income in the region. At the same time, it maintains the reproducibility function of most fish species, along with enhancing the people's benefits such as fishing village tourism and marine product consumption. Moreover, it provides useful information on budgeting for the continuous development of snow crab spawning and habitat ground in the mid to long-term.
