Analysis on the exit strategy of ODA for sustainability: a case study from the Greenbelt Plantation Project of Mongolia

  • Official development assistance (ODA) projects are conducted under the auspices of donor countries and on the principle of time-limited implementation for economic development and welfare improvement in a host country. Exit strategies on how to end official assistance are therefore crucial. Sudden economic recession in a donor country could lead to the suspension of ODA projects, which would affect diplomatic relations and project outcomes. Further, exit strategies can help continue the original project and create links with other ODA projects. This study shows how to employ exit strategies in the Korea-Mongolia Greenbelt Plantation Project and has implications for sustainability of development assistance. Exist strategies were not taken into consideration initially. In the course of implementation and management transfer upon the completion of plantation, various facets were considered later on in developing exit strategies. An ideal exit strategy is to reach the extent to which a host country no longer needs official assistance or has capacity of project implementation on its own. A year-by-year transfer of planted areas can be a phase-over strategy. The Korea Forest Service fulfilled transparent cooperation with Mongolian local governments, established appropriate arrangements with stakeholders, secured institutional and financial foundation for follow-up management by a host country, and realized predictability, responsibility, and sustainability. As a local institution, the plantation technology management center has been established for follow-up activities such as the introduction of agro-forestry. When the Korea Forest Service designed an urban forest project as an exit strategy, sustainability was ensured, which has implications in implementing other ODA projects.

  • When Korea develop a geostationary satellite (Communication. Broadcasting. Meteorology Satellite), it is more economical and effective to make as an international cooperation program from the first phase, because Korea doesn't have any experience of manufacturing a geostationary satellite. This paper discusses why Japan is appropriate for cooperating country, and suggests cooperation of space technology between Korea and Japan and setting up of the organization for Korea and Japan joint geostationary satellite development.

  • Due to the increasing demand for convenience and simplicity, Home Meal Replacement (HMR) has become a key trend in the food service industry. This study researched the current consumer trend and analyzed the national and international HMR product trend, aiming to find useful insights for the field. Results showed that in order to expand the HMR market demand, it is possible to consider diversifying the product category by making customized premium products, such as products for the elderly, infants, patients, and sports players, or products with enhanced nutritional fortification. From the industrial aspect, centralization through Central Kitchen (CK) and implementation of the scientific and advanced ISO and HACCP system are necessary. Lastly, to develop high value-added HMR products, it is deemed essential to utilize the so-called 'food tech', the technology which integrates core technologies of the fourth industrial revolution into the food industry.

An Analysis of the US 3rd Offset Strategy (미국의 제3차 국방과학기술 상쇄전략에 대한 분석)

  • This thesis analyzes the backgrounds of the third offset strategy of the US Department of Defense. The key technology areas to be developed and the implications of the 3rd strategy are also examined. The potential great powers, China and Russia have catched up with US in the certain areas of military technologies. The technological superiority of US military is found to have been eroded. The US DOD needs a new defense policy called the 3rd offset strategy to meet this new challenge. The 5 basic technology areas were identified; learning machines, human-machine collaboration, machine-assisted human operations, human-machine combat teaming, and autonomous weapons. The 3rd offset strategy should be managed not to move to the new arms race with rivalries. The defense acquisition system also needs to be improved for the smooth flow of the advanced commercial technologies to the defense sector. Korea needs to figure out the possible technologies of co-research and development with US.

  • The purpose of the study is to analyze environmental changes in market, customer and information technology of Internet fashion industry, to present fashion company's current situation and strategy for confronting business environmental changes, and to propose the direction of the future research in this fashion field. First, the importance of Internet has been increased due to the rapid growth in number of Internet user and the size of the e-commerce. Second, to satisfy the customers requiring reasonable price and differentiated product and service, e-Branding strategy implementation, customized service development and enhancement on Web-site credibility and loyalty are demanding in the market. Third, development on the mobile technology and the increase in the Internet user using mobile communication device requires preparing mobile consuming environment, new business platform. Fashion industry's current situation and competitive strategy developed by the environmental change analysis were used for developing future research direction, that is, the m-business, CRM, and e-Branding. Through the understanding of environmental changes in Internet fashion industry and proposed research direction, research on Internet fashion marketing is hoped to be vitalized. Results of this study were expected to be utilized the strategy development.

Improvement Strategy According to the Change of Hotel Environment

  • This study is to develop a strategy to prepare an improvement strategy according to the environmental change of the hotel. Currently, domestic hotels are implementing marketing through food and beverage as a countermeasure against the sales decrease, and in order to develop effective marketing plan, 5 Force Model environmental analysis and STP analysis are analyzed. 5 Force Model Environmental Analysis showed that domestic hotels are facing various difficulties such as the expansion of accommodation sharing system, the decrease of Chinese tourists due to the THAAD problem, the increase of hotels, the introduction of PMS, the increase of minimum wage, the introduction of 52 hours work week, and the increase in product preference As an STP response strategy to correspond these difficulties, it is necessary to develop products for the main customers of the hotel food and beverage, such as those in the 20s-30s, the workers, smartphones and SNS users. And also hotels should seek ways to lower price of the product to the level desired by the user to compete against substitutes. In conclusion we suggest that hotels are committed to fulfilling their role by meeting guest safety and COVID-19 compliance requirements, but a focus on immediate cleanliness and quarantine against infectious diseases, like Airbnb, will enable greater growth.

An indoor fusion positioning algorithm of Bluetooth and PDR based on particle filter with dynamic adjustment of weights calculation strategy

  • The low cost of Bluetooth technology has led to its wide usage in indoor positioning. However, some inherent shortcomings of Bluetooth technology have limited its further development in indoor positioning, such as the unstable positioning state caused by the fluctuation of Received Signal Strength Indicator (RSSI) and the low transmission frequency accompanied by a poor real-time performance in positioning and tracking moving targets. To address these problems, an indoor fusion positioning algorithm of Bluetooth technology and pedestrian dead reckoning (PDR) based on a particle filter with dynamic adjustment of weights calculation strategy (BPDW) will be proposed. First, an orderly statistical filter (OSF) sorts the RSSI values of a period and then eliminates outliers to obtain relatively stable RSSI values. Next, the Group-based Trilateration algorithm (GTP) enhances positioning accuracy. Finally, the particle filter algorithm with dynamic adjustment of weight calculation strategy fuses the results of Bluetooth positing and PDR to improve the performance of positioning moving targets. To evaluate the performance of BPDW, we compared BPDW with other representative indoor positioning algorithms, including fingerprint positioning, trilateral positioning (TP), multilateral positioning (MP), Kalman filter, and strong tracking filter. The results showed that BPDW has the best positioning performance on static and moving targets in simulation and actual scenes.

  • This article recapitulates the recent changes in trade laws, which may be accentuated due to the intriguing emergence of fortified protectionism and Mega FTAs. It points out the need to formulate not only the corporate strategy for enhancing the product differentiation and architectural capabilities but also the public policy, which comprises the industrial adjustment policy to cope with possible negative impulses caused by the digital trade and foreign direct investment. It is imperative for Korea to facilitate the alignment between corporate strategy and industrial adjustment policy as an effective means of enhancing industrial structure by nurturing those linkage effects between relevant forward and backward industries. Given the drastically volatile trade norms of multi-track trade policies, it may be a pivotal momentum for Korea to pursue a paradigm shift of its trade policy with a prime objective of achieving such an alignment between corporate strategy and industrial adjustment policy, which affords increased value-added and the further development of product or generic technology instead of resorting to the misuses and abuses of economies of scale and production technology for the maximization of export amount.

  • In this study, the current state of the plastics industry has been examined. The direction of development and innovation is reviewed and commented. The technical statuses of various sectors such as thermoplastic resin, composite material, mold engineering, and simulation have been scrutinized. In addition, the industrial status of each sector has been reviewed. Then, the challenges that the plastics manufacturing industry has to deal with have been discussed. Especially, the situation in Republic of Korea has been elaborated in detail. Based on the discussion, an open innovation strategy has been suggested. It has been argued in this work that the open innovation strategy will enables efficient funding and development by avoiding resource consuming rent seeking.

R&D Transitions in Response to Digital Transformation in Korea

  • With the rapid development of the Fourth Industrial Revolution and digital transformation, scientific and technological innovation measures are being devised to overcome Korea's low-growth, high-cost structure. Accordingly, by examining the R&D investment evaluation system of R&D PIE (R&D Platform for Investment and Evaluation), which has been promoted by the Korean government in response to the Fourth Industrial Revolution, from the perspective of R&D transformation, this study aims to explore a new path for a sustainable national science and technology innovation system following digital transformation. In particular, from the perspective of R&D PIE, a MLP (Multi-level Perspective), which had been conducted as an abstract theoretical study, was attempted with specific cases and analysis for each of the three layers: niche, landscape, and regime. In conclusion, R&D PIE was intended to elevate the abstract R&D investment evaluation system to a platform that leads innovation in the digital space of the Fourth Industrial Revolution. In addition, it was confirmed that the R&D PIE could be replaced or enhanced as a platform for innovation in response to the Fourth Industrial Revolution, thereby providing an alternative to job creation and an escape from economic crisis.
