Analysis of related to unmet healthcare needs for the disabled in Korea using focus groups: Focused on the 2nd Pilot project for primary care for people with disabilities (포커스그룹을 이용한 한국 장애인 미충족 의료 관련 요인 분석: 장애인 건강주치의 2차 시범사업을 중심으로)

  • This study is a qualitative research using focus group interviews with disabled people and their families to understand the unmet healthcare needs perceived themselves and to analyze the experiences of 'The 2nd pilot project for primary care for people with disabilities', from 9 to 17 February 2021. The subjects of the study was the disabled who can express their opinions (group 1) or the guardians of the subjects who can not express their opinions (group 2). The participants were interviewed for about 100 minutes for each group once or twice. As a result of this study, the factors regarding unmet healthcare needs were extracted in subject, provider, institutional, and socio-cultural aspects. Further, the factors resolved and unresolved by the pilot project were extracted. Based on the results, we can recommend that the expanded application to the visiting service, inclusion of doctors from various departments, multidisciplinary approach including physical or occupational therapists, minimizing disconnection among the hospitals and healthcare centers, improvement of service quality by collecting opinions from people with disabilities, and more publicity activities should be applied.

Comparative study on differences in perception of human rights of People with disabilities and Staffs in the disabled residential facilities (장애인 거주시설 장애인과 종사자의 인권 인식 비교)

  • The purpose of this study is to compare the differences in human rights perception between people with disabilities and staffs in the disabled residential facilities. Using data from the '2014 Human Rights Survey on Disability in the Disabled Residential Facilities' for 602 facilities, the study compared their perception of human rights(16 items), including human rights guarantee(12 items) and human rights violation(4 items). Result showed that the rate of perception for human rights guarantee and violation(except staff violation) of staffs was higher than people with disabilities(p<.05). This study demonstrated that there were significant differences in human right perception between people with disabilities and staffs. The cause of this difference would be the conflict between roles of staff and needs of person with disabilities, absence of human rights indicators by mutual consent between the two. Our findings suggested a need for study on strategies to solve gap of perception between the two, such as integrated human rights education, developing consensual human rights indicators.

  • In recent years it seems to be accepted as absolutely right by almost all the people in the world that person without disabilities and person with disabilities are equal and should be treated so regardless of their race, national origin, sex, religion, disability, etc. This article deals with (1) "Anti-Discrimination against and Remedies for Persons With Disabilities Act" and (2) Human Rights of Persons With Disabilities. The purpose of "Anti-Discrimination against and Remedies for Persons With Disabilities Act" is to realize the human dignity and worth of persons with disabilities by prohibiting disability-based discrimination in all areas of society, and effectively safeguarding the rights of individuals discriminated based on disability, thus enabling them to fully participate in society and to secure equal rights.

Differences between Sociodemographic Characteristics, Instrumental Activities of Daily Living, and Healthcare Needs in Disabled Persons with and without Language (장애인의 언어장애 유무에 따른 사회인구학적 특성, 수단적 일상생활, 필요한 보건의료서비스의 차이)

  • Purpose : The aim of this study was to investigate the differences in sociodemographic characteristics, instrumental activities of daily living (IADL), and healthcare needs among disabled persons with and without language disorder. Methods : Using raw data from the National Survey of the Disabled Person (2017), this study compared 6,320 disabled persons without language disorder and 229 disabled person with language disorder among 6,549 persons with disabilities. The dependent variables included sociodemographic characteristics, IADL, and healthcare needs. Results : People with language disorder were younger (p<.001), illiterate (p<.001), and had higher family income (p=.003) than people without language disorder. In addition, people with language disorder had a higher disability grade than people without language disorder (p<.001), and the percentages of brain injury, hearing impairment, and intellectual disability were higher among type of disability (p<.001). People with language disorder showed significantly higher dependence on all items of IADL than people without language disorder (p<.001). As the first-ranked healthcare need, people without language disorder had the highest percentage of "chronic illness management," and people with language disorder had the highest percentage of "disability management" (p<.001). Conclusion : The findings of the current investigation suggest that health care services are needed to improve IADL in people with language disorder and that the development of a disability management program for people with language disorder is required.

Development of Mobile Application based on ICF(International Classification of Functioning, Disability and Health) for Provision of Assistive Devices for People with Disabilities (ICF를 활용한 효과적인 장애인 재활보조기기 신청 모바일 어플리케이션 개발)

  • This study is aimed to introduce the newly developed mobile application for effective provision of assistive devices for people with disabilities in South Korea. By combining of ICF code and ISO 9999 code, more effective way of searching user fit assistive device information and selecting appropriate assistive devices were possible. 10 people with visual impairment were recruited for an usability testing. For the data analysis, paired t-test were used and confidence interval was 95%. The result showed newly developed mobile application was more effective in comparison with on-line based assistive device information. The outcome of this study will enhance the provision of assistive devices for people with disabilities more effectively within better user understanding of their needs and compensate for their body function as well as environmental barriers.

A Qualitative Case Study on Rights-Based Social Work Practice in a Residential Facility for People with Intellectual Disabilities (인권관점에 기초한 사회복지실천 경험에 관한 질적 사례연구 - 장애인거주시설의 종사자 경험을 중심으로 -)

  • This study aims to understand the experiences of rights-based social work practice in a residential facility for people with intellectual disabilities. A representative residential facility practicing a human rights perspective was selected by recommendation of professional groups. Using a qualitative case study method, data was collected and analysed. In detail, it explores the experiences of rights-based social work practice at both organizational and individual levels respectively, and then discusses ethical dilemmas that arise from workers in the process of rights-based social work practice. According to results at the organizational level, rights-based social work practice of the residential facility began from workers' interests in needs of users with intellectual disabilities. Some trials to apply human rights in social work practice resulted in regulations for people with intellectual disabilities and stepped up organizational culture on human rights perspectives. And, at the individual level, self determination and choice of users with intellectual disabilities were stressed among various forms of human rights. As the results of rights-based social work practice, it appeared to be improved for the participation of the users, workers' human rights sensitivity, and qualities of rights-based activities. However, ethical dilemmas still existed. Hence, rights-based social work practice should understand a process of dynamic interaction between users and workers, which require workers to endeavor continuously. This study is significant in that it explored rights-based social work practice, focusing on field experiences for the first time in Korea, and suggested practical tasks to settle it down in the future.

Dual Barriers: A Theoretical Approach on Convergent Perspective of Correctional Welfare and Vocational Rehabilitation for People with Disabilities (Dual Barriers: 교정복지와 장애인 직업재활의 융합적 관점에 관한 이론적 고찰)

  • In order to prevent recidivism of ex-offenders, this paper needs to provide various ways of helping out-of-pocket-survivors adapt to the local community. One of solutions is the employment link through appropriate vocational training. A recent study from the US Department of Justice found that about 60% of ex-offenders unemployed for one year after their release. In such a situation, the employment possibility of ex-offenders with disabilities may even lower, so called "Dual Barriers". The purpose of this study is to present strategies to reduce the recidivism rate and increase the employment possibility of ex-offenders with disabilities presenting the cases in in the United States through literature reviews related.

Study of the Factors Influencing the Economic Retirement Preparation for People Living with Disabilities Based on Andersen's Behavioral Model (Andersen모형을 적용한 장애인의 경제적 노후준비에 영향을 미치는 요인)

  • The present study identified the factors of economic retirement preparation for people living with disabilities using the Andersen's behavioral model. The 2012 Disabled Employment Panel Survey data were collected from May 21, 2012 to July 31, 2012 and were analyzed by applying the SPSS 20 program. Logistic regression analysis was carried out on a sample of 2,869 people aged 30 to 60 years. The predisposing factors (education, marital status), possibility factors (employment, non-basic livelihood security recipient status, homeowner status, income), and desire factors (subjective socioeconomic status, life satisfaction, self-esteem) affected the retirement preparation. To help people living with disabilities, policies and programs based on the factors that reflect the individual needs must be established.

A Study on the Current Statue of Resources Development in Social Welfare Organizations (Focusing on the Residential Facilities for People with Disabilities) (사회복지조직의 자원개발 실태연구 -장애인 거주시설을 중심으로-)

  • This study identifies the statues of the resource development in residential facilities for people with disabilities to review the current level and propose necessary supporting measures to revitalize resource development in this current time when the importance of resource development is rising for social welfare organizations. Specifically, this study conducted a survey on the current statues and needs for resource development and focus group interviews to acquire in-depth opinions on the need for resource development and supporting measures in 255 nationwide residential facilities for the disabled. The results showed that 50% of the resource development for the residential facilities depended on private donations, while the presence of exclusive workforce made differences among development plans, performance and achievement. Also, their resource development methods were limited around direct requests, such as personal recommendations, as they are faced with challenges such as inadequate related expertise and technologies for resource development, lack of exclusive workforce, and lack of interest in available facilities in the local community. With reference to these findings, this study proposes the following development measures: placement of exclusive workforce, adoption of diverse resource development methods, transparent and reliable resource development, and preparation for systematic step-by-step professional training on resource development.

A Study on the Main Body and Content of State-led Library Service for Persons with Disabilities by Continent (대륙별 국가주도형 도서관 장애인서비스 주체와 내용 연구)

  • The World Health Organization estimated that more than a billion people (or 15% of the world's population) lives with disabilities. They have the same information needs as non-disabled people. Nevertheless, as the World Blind Union estimated, less than 10% of published books are ever made into accessible formats in developed countries. The role of the national library should be very important to improve the information accessibility for the disabled. Based on this perspective, this study analyzed and compared the history and development, legal basis and organization, main functions and tasks, and service features for the disabled for the Library of Congress of the United States, MTM(Myndigheten för Tillgängliga Medier) of Sweden, National Diet Library of Japan, and SALB (South African Library for the Blind) of Republic of South Africa representing the nationwide disability services by continent. And based on the results of the analysis, this study suggested ways to strengthen the capacity of the National Library for the Disabled of Korea.
