The environment refers to what is surrounded by something during human life. This environment is related to the way humans live, and presents various problems on how to perceive the surrounding environment and how the behaviors that constitute the environment support the elements necessary for human life. Humans have an interest in the supportability of the environment as the interrelationship increases as humans perceive and understand the environment and accept the factors supported by the environment. In space, human movement starts from one space to the next and exchanges stimuli and reactions with the environment until reaching a target point. These human movements start with subjective judgment and during gait movement, the spatial environment surrounding humans becomes a collection of information necessary for humans and gives stimulation. will do. In this process, in particular, humans move along the movement path through movement in space and go through displacement perception and psychological changes, and recognize a series of spatial continuity. An image of thinking is formed[1]. In this process, spatial experience is perceived through the process of filtering by the senses in the real space, and the result of cognition is added through the process of subjective change accompanied by memory and knowledge, resulting in human movement. As such, the spatial search behavior begins with a series of perceptual and cognitive behaviors that arise in the process of human beings trying to read meaning from objects in the environment. Here, cognition includes the psychological process of sorting out and judging what the information is in the process of reading the meaning of the external environment, conditions, and material composition, and perception is the process of accepting information as the first step. It can be said to be the cognitive ability to read the meaning of the environment given to humans. Therefore, if we can grasp the perception of space while moving and human behavior as a response to perception, it will be possible to predict how to grasp it from a human point of view in a space that does not exist. This paper aims to link the development strategy of a local government(Guri-si, Kyunggi-do) to a spatial decision support system that is in the early stages of implementation and testing. Spatial Decision for a local governmental authority typically involves multiple stakeholders. To any specific regional problem, stakeholders often have various levels of knowledge and experiences about it, that yield conflicting views. In this point of view, the enhanced access to information can bring the decision process to solve the problem throughout more public participation. Recently, Urban development study was required to improve the decision making of public participation form. This study aim to investigate an analysis local government of Guri-si, can be supported as the suggestion of decision making system. Guri-si has been argued that it would improve citizen's life quality intent theme 'by historical tourism in general dimension' promote region identity, environment friendly and transportational strength, by reflecting various plan of urban development and it executed strategy. There are increasing interest in citizen participation and practical using of policy decision making to respond to uncertain environment and systematic exploration of local government. Focused on the contents of public participation decision making, it is important to investigate how to analysis urban development strategy and geographic information relationship for useful. The paper concludes with a discussion of current issues encountered during development and implementation of spatial decision making(or support) system for the local administrative authority.

The purpose of this study is to review educational value of cultural heritage sites first and then, to examine the importance of interpretation and interpretation methods and process briefly to utilize cultural heritage sites as important resources for public education and cultural tourism. The educational value of cultural heritage sites is not limited to provide visitors with various information on historical facts and events related to the cultural heritage site, but to provide the public with a new recognition of the importance of the preservation of cultural heritage sites by understanding the site well. In order to utilize the educational value of the cultural heritage site, interpretation must be emphasized as an important element of cultural heritage sites management and much attention should be given on the development and practice of interpretation programs in each cultural heritage site. In order to develop an interpretation program of the site, a specific target audience must be defined first to find most resonable scope and direction of an interpretation program and then, site specific interpretation themes (or a theme) should be developed from the interpretive topic. According to these defined elements, an interpretation program(s) is established by using various interpretation methods and techniques in order to provide visitors with useful information and knowledge on the site efficiently. Interpretation methods and techniques are various as defined by various ways and most effective methods or techniques are employed as a specific interpretation program is presented most effectively. The evaluation processes in planing stage, during developing stage, and after completion of interpretation program development are important processes to find out any problems of planed interpretation program and to revise or update the interpretation program. Conclusively, the direction of cultural heritage sites management in Korea has focused on the conservation and restoration of cultural heritage sites to preserve the original conditions of cultural heritage sites so far. This direction on current practice on cultural heritage sites management should he changed to more active utilization of the sites and interpretation of the sites is a way to accomplish the this goal.
