The Role of Flagship Universities in Developing Countries: The Case of the University of the Philippines

  • In the face of globalization and other recent developments, flagship universities in developing countries must deal with significant challenges to come up with new strategies to serve their respective countries better. They have to confront the issue of international university ranking and its implication on social relevance. They have to remain at the forefront of research as research universities and must lead in promoting internationalization of higher education. More importantly, flagship universities must engage actively in industry-academe-government collaboration as a necessary approach towards strengthening their nations’ innovation systems. This paper is at best conceptual and takes a cursory look at the role of flagship universities in developing countries, citing the case of the University of the Philippines and its strategy towards fulfilling its role as the country’s only national university.

New Species of the Genus Pseudanthessius from Tropical Waters (Copepoda, Cyclopoida, Pseudanthessiidae)

  • Nine new species of Pseudanthessius are described from tropical waters, five of which from the Philippines (P. boholensis n. sp., P. angustus n. sp., P. firmus n. sp., P. ardius n. sp., and P. lativentris n. sp.), two from Vietnam (P. remicaudatus n. sp. and P. nodosus n. sp.), and one each from Micronesia (P. kosraensis n. sp.) and the Thai coast of the Andaman Sea (P. fossulicolus n. sp.). Pseudanthessius dentatus Kim, 2000 which was known originally from the Korean coast of the Yellow Sea, and P. planus Kim, 2007 originally from the Moluccas, are rediscovered on the Thai coast of the Andaman Sea and the Philippines, respectively.

Scalarane-type Sesterterpenes from the Philippines Sponge Hyrtios sp.

  • The marine sponge Hyrtios sp. collected in the Philippines was extracted and partitioned. The resulting organic layer was purified by C18 reversed-phase column chromatography and HPLC to achieve the separation of nine scalarane-type sesterterpenes, including one new compound with eight known scalarane analogs. The chemical structures of the isolated compounds 1-9 were elucidated by 1D and 2D NMR and MS data analysis. All nine compounds were evaluated for their antibacterial activities against three Gram-positive and three Gram-negative bacteria. The compound 3 exhibited potent antibacterial activities against Bacillus subtilis and Micrococcus luteus. The compounds 7 and 9 displayed considerable activities against Bacillus subtilis and the others had moderate results.

  • Limestone is an important commodity in Philippines. Limestone has numerous uses that range from agricultural applications to building materials to medicines. Many limestone products require rock with specific physical and chemical characteristics. Most limestone is biochemical in origin meaning the calcium carbonate in the stone originated from shelled oceanic creatures. In this paper, we reported the natural sources of limestone, geological formation of limestone and the oyster shell waste in Cebu, Bantayan, Philippines were reported. Due to the mining or quarrying in Cebu, Bantayan, in a limestone area poses the threat of groundwater pollution (since limestone is a porous geologic formation with a high transmissivity). The other environmental issue is oyster shell waste. The oyster shell waste is the major source of limestone. We developed and applied appropriate technologies for the extraction of limestone from oyster shell waste and utilizes as high value added material.

ELECTRON MICROSCOPIC INVESTIGATIONS ON THE SERTOLI CELLS OF PHILIPPINE CARABAOS AND THEIR CROSSBREDS

  • A study was conducted to compare and determine the incidence of ultrastructural alterations in the testes of Philippine carabaos and crossbred buffaloes. Thirteen Philippine carabao bulls and twenty five crossbred male buffaloes were used in this study. Testicular biopsy was used to get tissue samples which were prepared for histologic evaluation using the electron microscopy method. There was no significant difference in Sertoli cell alterations between Philippine carabaos and crossbred buffaloes. However, more crossbred buffaloes (40%) had both Sertoli cell and spermatogenic cell alterations which were significantly higher compared to the 7.7% occurrence in Philippine carabaos. Sertoli cells of crossbred buffaloes exhibited intracavitary structures and exaggerated infoldings of the nuclear envelope (36%), nuclear bleb (16%), and intracytoplasmic vacuolations (16%). Philippine carabaos exhibited few ultrastructural alterations which were mainly intracytoplasmic vacuolations in Sertoli cells (15%).

Fatty Acids Composition in Viscera and Muscle of the Philippines Pinkgray Goby, Amblvchaeturichthys hexanema

  • In this study, lipid classes and fatty acids composition in viscera and muscle of the philippines Pinkgray goby, Amblychaeturichtys hexanema were determined. The viscera contained high levels of total lipid $(TL,\;4.8\%)$, while the muscle contained less TL $(0.5\%)$. TL in the viscera consisted of triacylglycerol $(83.9\%)$, diacylglycerol $(7.9\%)$, polar lipid $(7.4\%)$, and cholesterol $(0.8\%)$. However, the muscle contained a small amount of TG $(3.0\%)$ and much more PL $(73.8\%)$. Principal fatty acids composition of PL and NL in the viscera and muscle were 16:0, 16:1n-7, 18:0, 18: 1n-9, 18:1n-7, l8:3n-3, 20:5n-3, 22:5n-3, and 22:6n-3.

필리핀의 수자원 평가 (Water Resources Evaluation in the Philippines)

  • This paper sought to provide information regarding the water resources in the Philippines, focusing on the issues of water quality, status of water use and water scarcity, and other threats to water availability. Although the country has sufficient amount of water resources, it was found out that water availability is still threatened by some major water resources problems: increasing water demand due to drastic growth in population, water resources pollution, droughts and flooding and weak institutional framework to address these problems. Water quality problems include increasing groundwater and surface water pollution. Moreover, drought and flooding have also increased damages in recent years due to deteriorating watersheds and high economic and population growth. In relation to these, the government enacted national laws to define and deal with water control and quality management. The objective of this research was to present and evaluate current conditions and issues on Philippine water resources.

Attitudes toward Physical Education of Adolescent Students in the Philippines and South Korea

  • This study examined adolescent male and female students' attitudes toward physical education (PE) from the Philippines and South Korea. Participants were 451 middle school students from the Philippines and South Korea. The Physical Education Attitude Scale (PEAS) was used to measure students' PE attitudes. Overall, students had moderately positive attitudes toward PE. PE attitudes of Korean boys were more positive compared with Filipino boys, while the reverse was found for Korean females and their Filipino counterparts. Based on the different aspects of PE, Filipino girls were more motivated to participate in PE activities and more satisfied with their PE class than Korean girls. Korean boys were highly satisfied, more comfortable, and less anxious during PE compared with Filipino boys. Finally, Filipino boys had less positive view towards their PE teacher than Korean boys. This study shows adolescent students' attitudes toward PE were generally positive, complex, and affected by sex and nationality. It also provides additional knowledge on comparative international research on cross-cultural PE attitudes.

  • 필리핀의 Visayan 군도에서 채집된 신종을 Littorophiloscia visayanensis로 명명하고 기재하였다. L. visayaensis는 미절의 형태가 L. riedli(Strouhal, 1966)나 L. nipponensis Nunomura 1986 및 L. formosana Kwon and Jeon. 1993와 유사하지만 수컷의 제1복지 내지의 독특한 형태를 보면 쉽게 구분된다.

필리핀 지방정치의 역동성: 북부 수리가오 주의 토착 기독교 종교단체 (PBMA) 사례 연구 (The Dynamics of Local Politics in the Philippines: A Case Study on the PBMA in Surigao del Norte Province)

  • It is generally acknowledged that Philippines politics has achieved a basic soil for democracy at the macro-level by the two incidents of 'People Power' (1986 & 2001). However, in spite of such an achievement, Philippine politics at the micro-level, does not enjoy the same reputation. Institutionalized 'Bossism' or 'patron/clientelism' political culture has been attributed to make such a gap. This paper aims to bridge the gap by a longitudinal observation on local politics of a particular province in the Philippines. Surigao del Norte is the province picked up for the study. The reason why this particular province attracts special concerns is that there appears to come a very dynamic local politics, led by an indigenous Christian organization, the PBMA (Philippines Benevolent Missionary Association), which was founded in the mid 1960s. With the coming of the organization in the province, the political power of the traditional families has been narrowed. On the other hand, new families, not only the leader family of the PBMA but also the family allied with the PBMA, has expanded political influence. Following steps are adopted to understand the meaning of such a change. First, institutional frame of Philippine politics and elections will be reviewed. Second, demographic changes will be investigated on Surigao del Norte province to find out how popular the PBMA organization is among the people. Third, local election outcomes will be examined to describe the changing nature of political landscape of the province. This will reveal how the relationship between the old and new families has been developed in the province. Lastly, based on the facts discovered by a longitudinal observation, an attempt to evaluate theories on Philippines politics will be made Conclusions are as follows. To understand the dynamics of Philippine politics, 'expectations from the below,' or, 'passions of the people,' suggested by Ileto, needs more attention. Furthermore, 'mutual accommodation' between domination and resistance, coined by Abinales, also demands more appreciation. The case of local politics in the Surigao del Norte, with the coming of the PBMA, is sure to show a concrete example of changing politics in the 'changeless land.'
