Farmland conservation function of 'The Farmland Act' has been being weakened according as farmland conservation system came to the dualizing condition. Overall land use issues including farmland are determined by 'The National Land Planning Act'. In this process, much farmland has been disappeared unilaterally. Above all, 'The National Land Planning Act' recognized farmland as land for development rather than looking in conservation perspective. Formulating with a 'urban(rural) plan', 'The National Land Planning Act' brings means and development methods in a variety of setting. So 'The Farmland Act', the center of farmland conservation system, lose an effect of its conservation functions. Farmland is a kind of facility made with heavy investment for agricultural purpose definitely. Therefore conversion of recognition that farmland must not be undermined indiscriminately in dimension such as urban planning facilities.
The initiative to determine farmland use has been transferred to local side under the decentralized government system in Korea. New Land Act and Rural Development Act support it. Changes in external and internal environments of Korean agriculture require to diversify farmland use. Lpcal development plan may be implemented when specific farmland use plan is prepared. However, (armland use planning has not been prepared by the local governments yet. This study aims to identify problems encountered in current farmland use and suggest directions of effective and reasonable farmland use planning relevant to local conditions. Questionnaire method was used to prove topographical differences of community land demand, Statistical analyses show that farmers desire to utilize marginal farmland for income increase. Growing grass(42.0%) and cash crops(41.7%) was greatly demanded by them. They were generally eager for developing touristic farm (52.1 % ). By topographical characteristics, the eager was greatest in coastal areas, on the contrary, it was relatively low in mountainous areas. There were more farmers who want to expand their farmland in rice farming(48.4%) or rice-horticulture farming(46.9%) areas. Potential retirer among farmers were most in suburban areas, However, it was expected that there would be the highest retirement rate in rice farming areas because of the high rate of aged farmers. Farmland use planning should be incorporated into food production policies and community people's needs for income increase and life improvement. Agriculture promotion areas must be maintained for scale optimized farming and cash crop farming as much as possible. However, minimum portion for other uses in each village or farming community unit should be adopted. Less favored areas will have to be utilized for both agriculture and non-agriculture uses. Priority can be put into touristic resorts as a non-agriculture use. Furthermore, such areas can be used for sustainable agriculture as well as for residence, industry, animal breeding.
Korea's agricultural land is constantly being reduced. The reasons for this are due to the change of agricultural profitability and the policy conditions. The reduction of agricultural land in 2010 showed a decline trend by 14.4 % of paddy fields and 1.2% of uplands compared to areas from 2000. These reductions were mainly due to switch rice paddy fields into upland or greenhouse facility cultivation because of low profitability of rice products compared to farm products. In addition, the permit system of agricultural areas was relaxed in switching paddy fields and this accelerated the reduction of agricultural land. For this reason, more than 1% of agricultural land area has been reduced every year for last five years. Moreover, indiscreet fill and cover materials such as construction wastes were used in agricultural lands and caused land contamination which threatened foundation as sustainable agricultural lands. For these reasons, it is a desperate situation to conserve good agricultural lands. However, the standards of transported soils, filling soils and cutting soils in the Agricultural Land Act are qualitative and have a problem of causing complaints. Therefore, the following criteria (proposals) are proposed in the Agricultural Land Act; (1) Use the proper soils for crops (criterion), (2) Soil components and amounts should be proper as transported soils (range), and (3) Prohibiting usage of improper earth rocks or recycled aggregates in case of filling soils (kinds). The presented criteria (proposals) suggest following; (1) Use physio-chemically proper soils for crops (criterion), (2) In case of transported soils, i, exclude potential acid sulphate soils, ii, gravel content sould be less than 15%, and iii, Heavy metals and other contaminants should be less than the soil contamination warning limit from the Ministry of Environments, (3) In case of filling soils, 13 kinds of recycled wastes specified in the Wastes Control Act should not be used as filling soils, (4) Practice soil conservation technology in case of sloping areas, and (5) Follow proper fertilizer application standards for maturing paddy fields and uplands when cutting soils.
This study analyzes the economic feasibility of agrivoltaics in South Korea. The key findings are as follows. It was ascertained that an amendment to the Farmland Act, which currently has an 8-year permit period, is necessary to ensure the economic feasibility of agrivoltaic projects. Furthermore, economic feasibility improves when agrivoltaic projects are financed, as against cases without financing. Furthermore, the availability of low-interest loans through financial support programs significantly enhances economic feasibility. Scaling up projects leads to cost savings due to economies of scale, while community-based agrivoltaic initiatives generate higher revenue through the acquisition of additional Renewable Energy Certificates. These factors can help improve the economic feasibility of agrivoltaic projects. These incentives are emphasized as they can serve as a source of funding to foster community acceptance of agrivoltaic projects.

The objectives of this study were to establish the slope criteria and analyze the forest land restoration plan in North Korea. Reviewing the literature of the countries, the relationships among the climate, erosion controls, and slope criteria with forest restoration programmes, implemented were analyzed. Comparison of forest land management policies was conducted between South and North Korea. The soil erosion controls using biological barriers were at $15{\sim}20^{\circ}$slopes in arid climate regions and $25{\sim}30^{\circ}$ in humid climate regions. In the case of South Korea, an afforestation policy from the "Act on Clearance Project of Slash-and Burn Agriculture" of 1966 was enforced on mountains with slope greater than $20^{\circ}$, however, at present, the "Marginal Cropping Land Policy" recommends cropping lands with slope bigger than $8.5^{\circ}$ to forest land. In 1961, in "Land Reclamation of One Million Hectare", North Korea reclaimed additional cropping lands with slope bigger than $8.5^{\circ}$, and currently, the "Act on Forestry" states to enforce reforestation with slope bigger than $20^{\circ}$. This study recommends that South Korea aids for forest land restoration in North Korea based on the different stages of their development on reconciliation and cooperation between South and North Korea.

In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.

This study was carried out to investigate the feasibility of reducing clean cover soil using a flooded column test in arsenic-contaminated farmland reclamation of abandoned coal mine area that shows generally low or about worrisome level (25 mg/kg) of Korea soil environment conservation act unlike abandoned metal mine. During the monitoring period of soil solution for 4 months, chemical properties (pH, EC, ORP, Fe, Mn, Ca, and As) in each layer (clean soil cover and contaminated/stabilized soil) showed different variation. This result revealed that soil solution in stabilized or contaminated soil rarely affected that in cover soil. Whether stabilized or not, arsenic concentrations in the rice roots grown in the soil covers with the thickness of 40 cm decreased by 98% in compared with the that grown in the control soil. In case of the soil covers with 20 cm thickness on stabilized soil, it decreased by 80% and this was 22 percentage point higher than when the soil of lower layer was not stabilized. Thus, reducing clean cover soil could be possible in contaminated farmland soil reclamation if appropriate stabilization of contaminated soil is carried.
Currently, the demand for farmland is steadily decreasing due to changes in the agricultural environment and dietary life. In line with this, the government adopted an integrated water management with the enactment of the Framework Act on Water Management on June 2019. Therefore, it is required to take a closer look at agricultural water demand that accounts for 61% of water use for efficient water resources management. In this study, the overal process was evaluated for estimating agricultural water demand. More specifically, agricultural water demand for paddy field, which comprises 67% to 87% of agricultural water demand, was reviewed in detail. The biggest issue in estimating the paddy field water demand is the selection of the method for potential evapotranspiration. FAO recommends Penman-Monteith, but, currently, our criteria suggest a modified Penman equation that shows over estimation. Also, the crop coefficient, which is the main factor in evaluating evapotranspiration, has an issue that does not consider the current climate and crop varieties because it was developed 23 years ago. Comparing the Modified Penman and Penman-Monteith equations using the data from Jeonju National Weather Service, the modified Penman equation showed a big difference compared to the Penman-Monteith equation. When the crop coefficient was applied, the difference between late May and late August increased, where the amount of evapotranspiration was high. The estimation process was applied to four study reservoirs in Gimje. Comparing the estimated water demand with the supplied water record from reservoirs, the results showed that the estimation accuracy depends on not just the potential evapotranspiration, but also the standard water storing level in paddy fields.

The groundwater quality through livestock excreta survey based on "Act of the management and use of livestock excreta" was investigated by selecting sampling sites within 1 km of the farmland without considering hydrogeological units. However, these sites can be affected by various pollution sources such as chemical fertilizers and livestock excretions. Additionally, the effects of pollution sources on groundwater quality in the sites cannot be clearly distinguished from naturally occurring backgrounds. In this study, a method was developed to select the sampling sites for groundwater quality through livestock excreta survey in order to understand the effects of pollution sources especially livestock excreta. First, the concentrations of nitrate within the radius of 200 m, 300 m, 500 m and 750 m, respectively, from the farms regarded as pollution sources in hydrogeological units were compared in 2016-2017. All the nitrate concentrations at 200 - 500 m from the farms exceeded a background concentration, 13.3 mg/L. Those at 750 m and the background concentrations measured by the Ministry of Environment were comparable. Therefore, the appropriate radius was suggested as 500 m for livestock excretions survey. In this study, the areas within 500 m from the farms could be considered under the influence of livestock excretions, while those beyond 500 from the pollution sources as background in hydrogeological units. The developed method was validated by applying it to the sites selected based on both administrative divisions and watersheds for livestock excretion survey. The average densities for the developed method were 0.82 and 0.39 points/km2, respectively, which were considered as appropriate levels according to those of the European Environmental Agency.
Reclamation is the act of creating new lands by constructing dikes in offshore tidal flats to utilize them for various purposes, including the establishment of farmland to secure food for an increasing population. Based on the fact that reclamation has resulted in drastic changes in the environmental, economic, social, and cultural aspects of land expansion and development, population movement, and the formation of cities since ancient times, I reviewed the value of reclamation sites and addressed the issue of how to preserve and utilize them. "Reclamation culture" refers collectively to the recognition and concept system, behavior styles, and cultural products created by changes in the environment, and the tangible, intangible, and natural heritage generated directly and indirectly by reclamation is defined as "reclamation cultural heritage". It shows that the historical background of reclamation accords with prevailing trends, and that the reclamation sites possess cultural heritage value due to their historical, academic, and scarce characteristics. Numerous reclamation cultural heritage sites at the Gwangwhal and Gyehwa dikes are on the verge of being destroyed, with their original function having ended after the construction of Saemangeum Sea Wall. I propose measures to preserve these under the principle that utilization is based on the basic premise of conservation. First of all, modern and contemporary reclamation sites must necessarily be designated and managed as registered cultural properties, local cultural heritage, future heritage, and agricultural heritage. In particular, as it has been confirmed that reclamation sites created after the Goryeo and Joseon dynasties and the 1950s have not been designated as cultural heritage sites. It is necessary to review the characteristics and values of such reclamation sites through a full survey of national reclamation data. Effective and sustainable utilization of reclamation cultural heritage, which has not been acknowledged in the past due to its close relationship with our lives, is necessary to search for hidden stories found within that heritage, to organize governance for the efficient use of reclamation resources, and to build a museum to collect and display the history and culture of the reclaimed areas. Finally, through links with countries with experience in reclamation, we will be able to cope jointly with international issues such as those pertaining to society, culture, and environment, and would be able to implement various projects to further the advancement of human beings.
