In accordance with the aged society, oral health care for the elderly is considered important to maintain general health. Although the role of dental hygienists is essential for proper health management of the oral cavity, research on the care system for the elderly people's oral health and on the role of dental hygienists in the field of elderly welfare is still insufficient. Hence, the aim of this study is to investigate the status of Korean elderly welfare system and dental hygienists by comparing them with those in Japan, a precedent of aged society. First, we compared and investigated the Japanese long-term insurance system, which provides an institutional basis for a long-term care system for the elderly in Korea. Second, the elderly welfare law and care system, focusing on oral care, were examined. Lastly, in elderly care, we analyzed the distinctions between Korea and Japan regarding dental hygienists' role and scope of work. Taken together, as a precedent of aged society, Japan has shown well-specialized and systematic welfare for the elderly compared with Korea. With the development of the welfare system for the elderly in Japan, the role and the work scope of dental hygienists have been expanded to improve quality of life of elderly people, as a key professional for elderly oral care. Therefore, we should perceive the need for improvement of long-term care insurance and the expansion of dental hygienists' work in Korea. In conclusion, these results could be used as basic data for improving the elderly welfare system and developing dental hygienists in Korea.

Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.
There is no compulsory administration on the facility status for silver medical welfare facilities under the current legal regulations based on the welfare law of the aged nor is there standardized space allotment conditions that considered the physical psychological and pathological characteristics of the aged. Hence, welfare facilities are presently being constructed under general architectural laws. Purpose: The purpose of this study is to develop a day care center model focused on public health institutions for the elderly residing in their homes. Method: Research design for this study was a mult-level research, which consisted of a related literature review, an Internet search for knowledge of the current situation at home and abroad, on-site interviews, questionnaires collected from a sample of residents in a rural area, and a key-informants approach. Results: 1) The subjects of service - Generalized service should be provided to the elderly, 65 years and older, regardless of their assets. 2) The contents of service - Providing pre-health oriented and post-social welfare service that can integrate and satisfy a wide variety of public health and welfare needs of the elderly would strengthen the health care service of a day care center for the elderly. 3) Delivery system - Basic-level local self-governments should become a central operating body, and establishing a properly adjusted delivery system to a rural area after considering the efficiency and the access of vulnerable rural areas is needed based on modification of 'a Special Law for Agricultural and Fishery Areas' (rural public health center>rural health sub-center ${\rightarrow}$ unified health sub-center ${\rightarrow}$ public health hospital (public health center) ${\rightarrow}$ public welfare office). 4) Facility - Public health facilities such as public health centers and sub-centers should be located in areas that can easily access the facilities. 5) Funding - For day care center for the elderly in local self-government, the central government should modify a relevant implementation of subsidy in and provide some facilities and service regardless of the degree of self reliance of local self-government. 6) Human resources - It is needed to guarantee the period of workers of a day care center for the elderly, at least 3 to 5 years, with considering their specialty on aged care and avoiding circulation based positions. Furthermore, appropriate specially trained personnel such as medical workers and social workers should be placed to take care of both health service and welfare through strengthening of 'rules of law of elderly welfare,' Conclusion: future research is needed to test the model through a demonstration study using a model which may be developed in the future and to standardize the appraisal criteria of people hoping to enter a day care center for the elderly.

The senior adults which are a central manpower of economic activity of the nation decreased and the elderly sustenance allowance already went over 10%. And the economic activity participation of the woman which are the supporter of the unpaid the elderly within the family is increasing. This big change is expected to support awareness. To respond to these changes, the improvement of social welfare system for elderly with the job of retirement lifestyles of the elderly, a figure that is needed for the ceremony. The elderly medical treatment facility that began in 2008 the elderly long-term medical treatment law enforcement because of the demand is expected to grow. It is forecast with the fact that the data which is fundamental is most important will become that old person medical treatment facility of the middle-aged layer which is a central role of the protector who decides the facility use of the preliminary consumer of the elderly care facility and currently the very the elderly and manhood ceremony and the preference to plan of the elderly welfare facility. The purpose of this study is to present the fundamental data about the elderly care facility for comparative analysis the awareness & perfernces of the elderly care facilities of the senior adults & the elderly.
In our society the value system has changed to individualized one, so that the awareness of supporting the elderly is changing now. This study aims to provide basic materials for the welfare policy for the elderly and to foresee the probability of maintenance and development that the most ideal system of supporting the elderly by analyzing the male and female students' attitude toward the elderly and the degree of their awareness of supporting the elderly according to several factors. A questionnaire was developed with this purpose, the study subjects of this study were 365 college students who were recruited from 6 colleges(179 male students and 186 female students) living in Pusan, and the study period was from November 9. to November 23. 1992. The results were as follows: 1. In the factors related to attitude toward the elderly, male students had more positive attitude than female students toward the desire of living with their parents in the future(P=0.000). 2. In the expectant awareness of being supported by their offsprings and the desire of living together with their offsprings male students were more highly than female students(P=0.000). 3. The subjects who want to live together with their parents in the future desired more to live with their offsprings in the period of old age(P=0.000). 4. As results of hypotheses verification about the awareness of supporting the elderly, there were significant differences according to the relationship between mother-in-law and daughter-in law(P=0.001), the receptive attitude toward the elderly(P=0.000) and the desire of living with their parents in the future(P=0.000) 5. In the correlations between all variables and the awareness of supporting the elderly, the economical and emotional awareness of supporting the elderly had positive correlations with the relationship between mother in-law and daughter-in-law and their parents' filial piety to grandparents(P<0.01), and service awareness of supporting the elderly had positive correlations with age, sex, the relationship between mother-in-law and daughter-in-law and their parents' filial piety to grandparents(P<0.01). In the correlations between each of the awareness of supporting the elderly, the correlations between each one had high positive correlations(P<0.001).
This study is the second phase of the author's larger attempt to investigate the factors affecting housewives' caregiving behavior to their elderly parents-in-law. Specifically, it revises and expands the previous model (1998) and develops a new one by rectifying the three major problems inherent in the previous study: (1) misspecification error; (2) non-equivalent comparison of results between the father-in-law model and mother-in-law model that stems from the inclusion of heterogeneous group of caregivers; (3) measurement problems for the two endogenous variables of eldercare attitude and behavior. To do this, the current study proposes a more comprehensive model by additionally incorporating other salient exogenous variables, renders the comparison of results between the father-in-law and mother-in-law models equivalent by including only homogeneous group of caregivers (i. e., only those housewives whose parents-in-law are both alive), and introduces standardized measurement scales for the endogenous variables. Estimation of the model in terms of maximum likelihood procedures in LISREL8 attests to a better overall performance over the previous model when judged from several criteria such as coefficient of determination, model fit statistics, proportion of significant causal paths, and measurement properties of reliability and validity for the variables. Interpretation of the findings suggests several salient theoretical implications that concern such crucial issues as the inconsistency between eldercare attitude and behavior, patterns of association among the subdimensions of eldercare, and the difference in the antecedents explaining attitude as opposed to behavior of eldercare. In particular, the finding that indicates almost no differences in the determinants between the father-in-law and mother-in-law models suggests a strong case to argue that caregiving behavior to fathers-in-law and mothers-in-law, respectively, is likely to be a uniform phenomenon sharing virtual1y the same antecedents, and that a unified single model is sufficient to account for caregiving behavior to both parties.
The social welfare law concerning the children, the elderly and the disabled has been sufficiently in the center of the discussion in the academic as well as practical arena. One can find however rarely academic proposals about the way of understanding, spheres affiliated with this legal system, and systematic characteristics. So these problems stay now vague. This article aims to approach to these points of issue. First, it tries to reveal the physical, psychological and psychic characteristics of these group of people. These situation are not to be effectively protected by norms and measures provided by other instruments of social security, i.e. social insurances and social assistances. Second, based upon these functional limits inherent to these instruments of social security the own system of the social welfare law is explored in this article. The discussing points are as follows; 1. the concept of social welfare law, 2. as core principles; realization of the personality and freedom based upon self-determination right, universalism and equality. 3. rearrangements of the legal provisions to bring harmony with the legal purpose and function of social welfare law. Finally, it is pointed that the evaluation of the relevant legislation is essential, since in this area the difference between the norm purpose and the reality could be immense.
The purpose of this study was to evaluate and to analyze the spatial composition by block plan of the free elderly facility and to provide basic information for building up the detail architectural guidelines. The results of the study were as follows: Elderly welfare law needed to control the poor physical environments of the free elderly facility such as the residential space for more than 4 individuals. The facility of single building type should strengthen the informal support networks through the dispersion of public spaces or should encourage moving of the residents through the outdoor space, especially in rural area. On the other hand, the linking type needed to focus on the administrative spaces on the first floor for the managerial convenience, and to group and disperse the public/recreational spaces to decrease the unnecessary moving of the residents and staffs. The passageway linking building to building should directly connect each administrative space or public space so that elderly used them without any inconvenience. In the dispersion type, which is suited to rural area, the lounge, dining hall, and the place for the staff on duty should be located in the same as the residence building for the convenience and the safety of the elderly residents.
