On this study, we extracted pending problem and controversial point from management of disaster such as terror for domestic massive performance and then, investigated countermeasure plan against disaster for massive performance through comparison and analysis between anti-disaster strategy of Korea and U.S. U.S are conducting security system actively for passenger of major facilities such as public institution. Nonetheless, In U.S that has the world's best security system, serious affair such as 911 terror and Boston marathon terror are continued to happen. When considering domestic situation that North Korea and South Korea are antagonistic to each other, it is judged when it is high time to prepare for threat of terrorism. Accordingly, On this study, through analyzing of latest terror attacks in U.S and disaster risk in the nation, we analyzed in detail countermeasure plan classified as legislation, operation of security system, instilling a sense. As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.

본 연구는 테러대응을 위한 일본 정부기관의 대응 방향을 살펴봄으로서 테러대응에 만전을 기하고 있는 우리에게 주는 그 함의는 무엇인지를 탐색하였다. 그 결과 첫째, 급조폭발물(IED)에 대한 대비책을 강구하여야 할 것이다. 둘째, 국내 자생 테러리스트의 상존 가능성을 검토하여야 할 것이다. 셋째, 중요시설의 안전도를 극대화하여야 할 것이다. 넷째, 범정부 차원에서 테러대응을 위한 대국민 홍보 교육이 이루어져야 할 것이다.

이 연구에서는 특수경비업무에 종사하는 경비원들의 테러에 대한 인식과 사회인구학적 특성에 따른 차이를 살펴보았다. 이를 위하여 특수경비원들을 대상으로 모집단을 설정 편의추출법을 이용하여 특수경비업체의 경비원 400명에게 설문지를 배부하고, 자기평가기입법을 통해 작성된 자료를 수집하였다. 특수경비원들은 항공기, 고속철도, 지하철, 버스에서 테러가 발생할 것이라는 인식이 가장 많은 것으로 나타났으나, 사회 인구학적 특성에서는 p<.05 수준에 유의한 차이가 없는 것으로 밝혀졌다. 테러의 유형별로는 폭탄테러가 일어날 것으로 가장 많이 인식하고 있었으며 사회 인구학적 특성에 따라 생화학테러와 요인 인질 테러가 일어날 수 있을 것이라 인식하고 있었다. 테러의 목적으로는 정치적 목적이 가장 클 것으로 인식하고 있었으며 이념적 목적과 사회적 목적이 그 뒤를 이었다. 사회 인구학적 특성에 따른 테러 우려와 대응은 두 하위변인 모두 여자가 남자보다 테러의 인식이 높은 것으로 나타났다. 연령별로는 40대 이상이 20대 보다 테러에 대한 우려가 높은 것으로 나타났다. 학력별로는 두 하위변인 모두 대졸이상이 고졸이하 보다 높은 것으로 나타났다. 근무지역별로는 대도시가 중소도시보다 높은 것으로 나타났다.

본 연구에서는 항공테러에 대한 위험성을 인식하고 항공안전과 보안에 대하여 중심적으로 다루는데 그 목적을 두어 그에 따른 대응책과 안전방안을 모색함으로써 다가오는 미래사회의 항공 범죄에 대한 예방책을 검토하였다. 항공테러의 예방과 방지를 위하여 특히 제도사의 미비점이 없도록 하기 위해 검토한 결과, 잠재적인 테러리스트의 탑승을 봉쇄하기 위해서는 탑승자에 대한 사전 보안 검색 절차의 경비, 공항 업무 종사자의 교육훈련과 대응능력을 배양하고 경계상황을 홍보하여 공항 터미널에 대한 경비, 기내의 안전을 확보하기 위해서 항공 보안관 또는 무장 경비원들의 직무, 항공수화물에 대한 경비를 강화하기 위해 지속적으로 공항 주변과 각종 항공시설물에 대한 새로운 차원의 경비대책이 강구되고 보완되어야 한다.

As a countermeasure under accidental occurrence situation, First, as application form of martial arts, A security guard foster ability that can protect a target person of guard and own body under accidental occurrence situation through incessant martial arts practice. To achieve this purpose, incessant training mental power and physical strength reinforcement should be kept on to prevent, therefore make a safety control function for such as weapon, small arms, explosive, vehicles terror etc. happened under accidental occurrence situation. Second, according to the contents of training based on the classification category of martial arts for security guard under accidental situation, a security guard must keep safety distance necessarily lest a target person of gurad should be attacked by attacker, therefore, intercept an attack opportunity if a safety distance between a target person of guard and attacker is not kept. Third, It is to practice confrontation techniques based on the type of attack. A security guard must develp situation disposal ability that can cope properly with the attack using empty hands, murderous weapon, small arms, explosive by case or individual or mass of threat that impose danger and injury in a target person's body of guard.

본 연구는 각국의 테러대응 시스템을 비교 분석함으로써 얻은 시사점을 바탕으로 현행 우리나라 테러대응 시스템의 효율화 방안을 모색하려는데 그 목적이 있다. 특히, 각국 테러대응 시스템의 체계적인 비교 분석을 위한 준거로 조직 기능적, 법률적, 대응 활동적 측면을 선정하여 연구함으로써 테러대응을 위한 각국의 제도적 정비를 모색하고 이를 통해 우리나라 테러대응 시스템의 문제점 및 운용을 파악하는데 주력하고자 하였다. 각국의 테러대응 시스템을 비교 분석한 결과, 우리나라의 테러대응 시스템은 조직 기능적 측면에 있어서 테러 대응을 위한 전담기구의 부재와 관계 기관들의 기능이 분산되어 있는 것으로 밝혀졌고, 법률적 측면에 있어서 '국가대테러활동지침'의 훈령으로 인하여 법적 근거로서 아무런 효력을 발휘하지 못하고 있으며, 대응 활동적 측면에 있어서 이러한 법적 근거의 부재로 인하여 테러의 예방과 대응을 위한 모든 활동 조치가 이루어지지 못하고 있는 것으로 나타났다. 따라서 본 연구에서는 이러한 미흡한 부분을 보완하였을 뿐만 아니라 향후 발생 가능한 테러에 효율적으로 대처할 수 있는 방안을 제시하였다. 첫째, 창발현상을 나타낼 수 있는 기능적 통합과 테러 관련 정보가 한 곳으로 집중되어 종합 분석될 수 있도록 정보 공유의 확대를 위한 통합형 테러대응 시스템을 구축해야 할 것이다. 둘째, 테러의 정의와 범위의 명확한 규정, 테러혐의자에 대한 감시 및 수사권 강화, 출입국 통제 강화, 테러자금의 차단 강화, 테러리스트의 처벌 규정 마련, 환경테러에 관한 규정, 피해 보전장치 등의 법률적 보완을 통한 상위법 체제가 확립되어야 할 것이다. 셋째, 중요시설 보호 강화와 테러안전의식 고취의 대민 홍보 교육을 위한 민 관 협력 시스템이 확대되어야 할 것이다. 넷째, 테러대응 관리의 효과를 극대화하기 위한 테러대응 단계별 상호연계성과 분권화된 비상대비 체제를 효율적으로 일원화하는 등 위기관리 시스템과의 연계성을 강화해야 할 것이다.

Recently, the terror frequently has taken place for unspecified individuals as modern society is complicated. Especially, in case of a subway carriage fire as Daegu subway fire, because smoke spread path usually coincide with passenger's evacuation path, it will reduce visibility and can cause fatalities by asphyxiation. This study performs not only fire simulation with CFAST V6 but also evacuation simulation with EXODUS V4 for the purpose of taking measures for passengers's life safety in subway fire. As a result of evacuation simulation without fire, evacuation times are 36 s for EXODUS V4 and simple hand calculation, and when fire is occurred fire, 101 persons evacuated in 32 s. Therefore, a countermeasure of evacuation in subway carriage fire is required to repression of fire and emergency exit.

최근 세계 각 지역에서 지진과 태풍 및 쓰나미와 같은 각종 재난과 재해에 관한 뉴스가 보도되는 가운데 우리나라에서도 역시 지진이나 테러 등의 영역에서 자유롭지 못한 것으로 여겨진다. 도서관 역시 많은 이용자가 출입하는 장소로 각종 재난의 대책을 미리 준비하여야할 기관이다. 이에 연구자는 서울. 대전, 전북지역의 공공도서관 75곳을 대상으로 비상시 재난대책에 관한 현 실정을 분석하였다. 각 도서관마다 재난의 유형별 발생 원인과 복구방안 등을 검토하였고, 도서관 운영 중 재난관리상의 요소와 시설 및 장비요구 인적담당요원의 고용과 배정실태 및 이용자를 위한 안전강좌의 시행과 교육방법등 4가지요소를 기초로 면밀히 조사 분석하였다. 검토 후 각 요소별에 따른 문제점 분석과 함께 그 해결방안 및 미래 재난대책을 위한 개선점과 제안점 등을 정리하였다.

이 연구는 생물테러리즘을 위기로 인식하고 생물테러리즘을 위기관리별로 어떻게 관리할 것인가에 대한 관리방안을 연구하는데 그 목적이 있다. 9.11 테러 이후 발생한 탄저균 테러는 전 세계에 생물병원체에 의한 공포감을 인식시켜 주었으며, 그 위험성이 강조된 사례이다. 본 연구결과 생물테러리즘 위기는 4단계로 구분하여 관리할 때 완화 및 예방단계에서는 테러리즘의 기준을 정하고, 대비를 하기 위하여 테러관련 법을 제정하고, 조기발견을 위한 감시체계를 확보해야 한다. 대비단계에서는 초동조치팀을 편성하고 교육훈련을 통해 대응하는 요령을 숙달시켜야 하며, 각종 자원을 확보해야 한다. 대응단계에서는 숙달된 초동조치팀이 즉각 투입되어 현장 정리 및 확산을 방지해야 하며, 복구단계에서는 평가체제를 구축하여 조기에 정상적인 생활로 복귀할 수 있도록 조치해야 한다.
