  • After 9/11 attacks in the U.S, Terrorism has increased the number of unspecified casualties through multi-use facility terror attacks compared to the past. The subsequent London bombings and the self-destruction of Pakistan increased people's fear and social anxiety. As international events have been held in Korea recently, awareness and concern over radioactive terrorism and security management of radioactive materials are increasing. In this paper, we compared the results of different meteorological conditions using HotSpot Code. After creating a possible terror scenario in Korea, sources likely to be use in RDD and Dirty bomb were investigated. The meteorological condition was selected by comparing the Pasquill-Gifford stability class with the most stable condition F and the most unstable condition A. The result value of the A and F condition through simulation were shown not to cause citizens to die from acute effects due to radiological effects. The range of radioactivity is different according to the wind speed and the meteorological stability, and the degree of radioactivity dilution is different according to meteorological conditions. Analysis results are expected to be used for initial response in the event of a radioactive terrorist attack.

The roles and functions of fire service have started with restriction to operate structurally and institutionally, which operational structure of fire service is becoming weak. It concludes as confrontation between the terrorism of Islam fundamentalism and western christianity that America is leading after the terrorist attack on the World Trade Center on September 11, 2001. There is little prospect for an improvement of their relationship. The Terrorism supported by government might be eradicated by America's drastic anti-terrorism policy. • This study is to protect peoples' life, minimize the property damage by coping with threats quickly and take more preventive measures in advance against nuclear bomb, CBR, and potential explosive. For this, CBRNE(Chemical, Biological, Radiological, Nuclear, Explosive) program research was used. Thanks to advance in technology, terrorist groups and even individuals make or keep nuclear and CBR weapons. And also it's likely that disaster and threats from a toxic gas, acute pathogens, accidents in the nuclear power plants and a high explosive could be happened a lot. Recently more organized terrorist groups maintain random attacks for unspecified individuals and also it's highly likely that a large-scale terrorist attack by WMD and CBRNEwill be done. To take strict measures against CBRNE attacks by terrorists is on the rise as an urgent national task. Moreover biological weapons are relatively easy and inexpensive to obtain or produce and cause mass casualties with a small amount. For this reason, more than 25 countries have already possessed them. In the 21 st century, the international safety environment marks the age of complicated threats : transnational threats such as comprehensive security and terror, organized crime, drug smuggling, illegal trade of weapons of mass destruction, and environmental disruption along with traditional security threats. These cause military threats, terror threats, and CBRNE threats in our daily life to grow. Therefore it needs to come up with measures in such areas as research development, policy, training program. Major industrial nations on CBRNE like USA, Canada, Switzerland, and Israel have implemented various educational programs. These researches could be utilized as basic materials for drawing up plans for civil defense, emergency services and worldwide countermeasures against CBRNE.

  • After successful nuclear tests Pakistan launched a more severe surprise attack toward India than before. It is highly possible that North Korea will adopt this Pakistan military strategy if it is armed with nuclear weapons. The North Korean forces armed, with nuclear bombs could make double its war capability through strengthening aggressive force structure and come into effect on blocking reinforcement of the US forces at the initial phase of war time. Therefore we may regard that Pyongyang's nuclear arming is a major one of various factors which increase possibility of waging a conventional warfare or a nuclear war. North Korea's high self-confidence after nuclear arming will heighten tension on the Korean Peninsula via aggressive military threat or terror toward South Korea, and endeavor to accomplish its political purpose via low-intensity conflicts. For instance, nuclear arming of the Pyongyang regime enforces the North Korean forces to invade the Northern Limit Line(NLL), provoke naval battles at the West Sea, and occupy one or two among the Five Islands at the West Sea. In that case, the South Korean forces will be faced with a serious dilemma. In order to recapture the islands, Seoul should be ready for escalating a war. However it is hard to imagine that South Korea fights with North Korea armed with nuclear weapons. This paper concludes that the Pyongyang regime after nuclear arming strongly tends to occupy superiority of military strategy and wage military provocations on the Korean Peninsula.
