Sum rate and Energy Efficiency of Massive MIMO Downlink with Channel Aging in Time Varying Ricean Fading Channel

  • Achievable sum rate and energy efficiency (EE) are investigated for the massive multiple-input multiple-output (Massive MIMO) downlink with channel aging in the time varying Ricean fading channel. Specifically, the expression of the achievable sum rate of the system for the maximum ratio transmission (MRT) precoder with aged channel state information (CSI) in the time varying Ricean fading channel is first presented. Based on the expression, the effect of both channel aging and the Ricean factor on the power scaling law are studied. It is found that the transmit power of base station (BS) is scaled down by $1/{\sqrt{M}}$(where M is the number of the BS antennas) when the Ricean factor K is equal to zero (i.e., time varying Rayleigh fading channel), indicating that aged CSI does not affect the power scaling law. However, the transmit power of the BS is scaled down by 1/M for the time varying Ricean fading channel (where $K{\neq}0$) indicating that the Ricean factor affects the power scaling law and sum rate, and channel aging only leads to a reduction of the sum rate. Second, the EE of the system is analyzed based on the general power consumption model. Both the theoretical analysis and the simulations show that the channel aging could degrade the sum rate and the EE of the system, and it does not affect the power scaling law.

A Direction for Convergence Law in the Era of Digital Convergence (디지털 융합 환경에서 방송통신 통합법 체계의 방향)

  • This study analyzes the characteristics of broadcasting law and telecommunication law and suggested the key legitimate of regulation where convergence law would go for in the convergence circumstances by drawing the common and differential characteristics of two laws. Moreover, in the value of inherent pursuit of broadcasting law and telecommunication law, this paper examined whether these values continued to be reflected in the convergence law, and indicated the direction how these values should adopt in the convergence law. The result of this study shows that strong entry regulation has applied to both broadcasting and telecommunications industry. Also, both industries have been required to be universal service to realize the value. Meanwhile, the pursuit of original value of broadcasting law and telecommunication law can be summarized as secure of access and diversity, respectively. In the convergence law, it is necessary to compensate and modify the meaning of access and diversity based on traditional regulation.

The Protection of Privacy and the Restriction of Its Commercial Use in Telecommunications (통신산업에서 개인정보의 보호와 영업적 이용의 한계)

  • The rapid changes in telecommunications have exercised an important influence on the telecommunications law system, including the protection of the privacy. It was a decisive assignment that telecommunications law protected the confidentiality of privacy. But in new digitalized telecommunications circumstance, every steps of the conveyance of the individual informations should be protected, in particular by telecommunications carriers as a subject of the protection of information. EU Privacy Directive in 2003 and the amendment of Communications Act in U. S. A. in 1996 have reflected the necessity of the privacy from a new point of view. In Korea, "Protection of Privacy Act" has been established as general law as to the protection of privacy and "Electronic Communications Net-work Act" and "Location Data Act" have been functioned as special law in telecommunications, and these laws have developed the legal systems about the protection of privacy in telecommunications. Such a legal system could be affirmatively evaluated. But the regulations should be reformed in a way that corresponds to the detailed types of the privacy and it should be devised a method, that the consent of users could be fulfilled practically.

  • 효율적으로 일하는 방법을 제시하는 프로젝트 관리 프레임 중의 하나인 PMBOK는 9가지 프로젝트 관리 영역의 필요성을 제시하고 있다. PMBOK 프로세스 연관도를 살펴보면, 네트워크 토폴로지의 특징인 노드, 링크, 순위, 빈도수와 관련된 유사한 면이 있는 것을 발견할 수 있다. PMBOK의 표준 프로세스 연관도에 따라 연결되는 링크를 순차적으로 그린다고 가정했을 때, 실제 업무의 프로세스 링크는 네트워크이론의 Power-law를 따를 것이라고 예상되었다. 이러한 현상을 증명하기 위해 PMBOK 표준 프로세스 연관도를 모델로 하여, 인터넷 위상의 특징을 결정하는 속성 중 Power-law1, 2의 관련성을 분석하였다.

  • This paper describes $\mu$-law PCM/ADPCM Code Conversion System. The system algorithm is computer-simulated, and with the result of simulation the system is designed by using the Am 2900 family's Bit-Slice Microprocessors which have a high-speed processing power. The ADPCM algorithm is based on Jayant's model and the converting algorithm between $\mu$-law PCM and linear PCM is developed according to the CCITT Recommendation G. 711.

  • Many countries in the world have regulated cross-border supply in basic telecommunications services based on GATS exception rule for telecommunications because of anti-competition behavior control, domestic consumer protection, tax levy, national security, etc. Korea partially regulates cross-border supply in telecommunications service through the WTO and the domestic law and regulation. However, WTO and FTA negotiations, cross-border supply regulation are strongly demanded to deregulation. Therefore, it is required to review the effectiveness of cross-border supply regulation to prepare the counter plan for that regulation. Thus, the major countries of the telecommunication services regulation regarding the cross-border supply are reviewed. In addition, it is retrieved some implications for Korean regulation policy by reviewing the actual regulation of many countries cases.

Refarming Plans and Radio Waves Law Improvements for Efficient Use of Spectrum (전파의 효율적 이용을 위한 주파수 재배치 방안 및 전파 법령 개선 방안 - LTE 서비스 제공을 위한 1.8 GHz 대역을 중심으로)

  • In this paper, we present refarming plans and discuss about Radio Waves Law improvements to promote the efficient use of the 1.8 GHz(3GPP band 3) which is emerging as the best prime band for LTE-FDD service. We think it is important to make use of the entire band for mobile use in accordance with contiguity requirement, especially for LTE such as European countries, which is currently separated between different uses. We present two options with illustrative examples to enable that objective. And we identify several provisions in the Radio Waves Law expected to cause controversy when activates one between two options as the policy, and discuss improvements of those.

Lifeline Program Reform Trend in the US (미국의 통신요금 감면 제도 개편 동향)

  • The coronavirus disease 2019 (COVID-19) pandemic has significantly changed the Lifeline Program, a telecommunications rate discount program for low-income Americans. As the reliance on online activities such as remote work, distance education, and online shopping grows because of the spread of COVID-19, there is a concern that the digital divide will widen among low-income households that struggle to access internet infrastructure due to the burden of access rates. Accordingly, the US Congress passed a bill to help lower the internet bill for low-income households using the government budget to close the digital divide. The Lifeline Program, which is a part of the universal service obligation, has been in charge of the telecommunications rate discount for low-income households. However, according to the new law, the internet rate discount program based on the government budget was implemented beginning in 2021. As the internet rate discount based on the government budget begins, the US telecommunication rate discount system is transitioning from a system in which telecommunication industry support was borne by operators to one in which public support from the government budget will play a significant role. In this paper, we will look at recent changes in the US telecommunications rate discount program and their implications.
