The smart tourism service provides services such as travel planning and tour guides to tourists using key technologies of the 4th industrial revolution, such as the Internet of Things, communication infrastructure, big data, artificial intelligence, AR/VR, and drones. We are developing smart tourism services such as recommended travel products, my travel itinerary, tourism information, and chatbots for tourists through the smart tourism app. In this paper, we develop a smart tourism service system that provides real-time location-based tourism information and weather information to tourists. The smart tourism service system consists of a smart tourism app, a smart tourism information system, and an IoT data collection device. The smart tourism information system receives weather information from the IoT data collection device installed in the tourist destination. The location-based smart tourism service is provided as a smart tourism app in the smart tourism information system according to the Beacon's UUID in the IoT data collection device. The smart tourism information system stores the Beacon's UUIDs received from tourists and provides a safe hiking service for tourists.

The coronavirus disease 2019 (COVID-19) pandemic has significantly changed the Lifeline Program, a telecommunications rate discount program for low-income Americans. As the reliance on online activities such as remote work, distance education, and online shopping grows because of the spread of COVID-19, there is a concern that the digital divide will widen among low-income households that struggle to access internet infrastructure due to the burden of access rates. Accordingly, the US Congress passed a bill to help lower the internet bill for low-income households using the government budget to close the digital divide. The Lifeline Program, which is a part of the universal service obligation, has been in charge of the telecommunications rate discount for low-income households. However, according to the new law, the internet rate discount program based on the government budget was implemented beginning in 2021. As the internet rate discount based on the government budget begins, the US telecommunication rate discount system is transitioning from a system in which telecommunication industry support was borne by operators to one in which public support from the government budget will play a significant role. In this paper, we will look at recent changes in the US telecommunications rate discount program and their implications.

In recent, the rapid convergence of telecommunication and broadcasting has been considered as one of the hot issues in the IT industry. This convergence will provide telecom operators with both opportunities and threatens. This is because that telecom operators can enter the broadcasting industry, whereas broadcasters will also have a chance to provide telecom services. This work aims to discuss the business strategy for telecom operators to provide a TV VOD service, one of the convergence services between telecommunication and broadcasting, through the high-speed internet which is so much served in Korea. It seems that this service will achieve two business goals, namely "to minimise an additional investment" and "to find out a new benefit source", by fully utilising a current high-speed internet infrastructure. Finally, this paper mainly contains the market overview of in telecom and broadcasting service, the definition of TV VOD service and the necessity for this service, a market forecasting and the provision strategy of major telecom operators, and key success factors and a benefit model.

Power telecommunication networks, being used to support the operation and management of power utility services, exhibits different characteristics from those of public domain networks. KEPCO is planning to evolve its own power network infrastructure to exploit ATM (Asynchronous Transfer Mode) technology. The ATM network to be developed needs to effectively utilize existing network of KEPCO and to fully support new and emerging power-utility-services. This paper summarizes the features of power communication services and the characteristics of Power telecommunication networks, and reports our evolution methodology for KEPCO network.

도시의 기능이 날로 커져가고 땅속 지하매설물은 포화상태에 이르렀다. 또한 시민들의 의식 수준이 높아가면서 도시에서의 굴착시공은 민원유발과 교통소통장애 문제로 날로 어려워지고 있는 것이 현실이다. KT에서는 무인 및 유인 통신구를 건설할 수 있는 장비를 이미 개발한바 있으며, 본 연구를 통해 도심지에서 보다 효율적으로 통신관로 ${\Phi}50mm,\;{\Phi}150mm,\;{\Phi}300mm$를 시공할 수 있는 장비를 개발하게 되었다. 도시는 복잡하기 때문에 비개착 시공에 있어서 시공 점용면적이 상대적으로 많을 경우 어려움을 겪게된다. 소구경 비개착 장비인 XS-300은 길이 1.45m 폭 0.8m 높이 0.97m 이며 중량은 700kg인 소형장비인 것이 특징이다. XS-300은 도심지에서 통신맨홀 터파기 부분을 압입구로 활용할 수 있으며 경제적인 비용으로 개착식 시공이 불가한 구간에 대한 인입관로 구성과 지하장애물 하월시공, 도로횡단 시공 시에 적합한 장비이다. 특히 타 시설물을 관통한 불량통신시설과 재해에 취약한 통신시설에 대해 안전하고 경제적인 비용으로 이설시공을 할 수 있으며 통신인프라 기초시설 안정화 및 품질고도화에 기여할 수 있을 것이다.

The word of U-City means next generation information city. U-City mixes both high technology information infrastructure and ubiquitous information in city to improve easy life in city, quality of life, personal security in city life, and well-fare service and to make business in new area. To provide information and joy of life to citizen in U-city, we will design U-Booth among IT infrastructure solutions. In this article, we will study designing city-type U-Booth and summarize designing point of U-Booth in terms of the specific place. At last, we want to say about the role of U-Booth in U-city. In this article, we want to study designing point of U-Booth and important parts in terms of the specific place of U-Booth.

초고속정보통신망은 정보 서비스의 다양화, 정보통신의 대량화 및 정보서비스의 고속화에 대한 요구에 따라 대두된 정보 고속도로(Information Superhighway)의 개념이다. 정보고속도로 구축사업은 세계적인 정보화 추세에 따른 국가정보화의 하부구조(NII: National Information infrastructure)를 구축하는 것으로 미국에서는 초고속정보통신망 구축사업(GII: Global Information Infastructure)을 추진하고 있으며, 일본에서는 신사회 자본건설, 유럽연합에서는 고속행정통신망, 싱가폴에서는 IT-2000이라는 계획 아래 추진되고 있다.

Session Initiation Protocol(이하 SIP)은 H.323 network에서 제기된 문제점을 해결하고 다양한 multimedia service를 제공하기위해 IETF에서 정의된 protocol로서, 3GPP의 IP Multimedia Subsystem(이하 IMS)의 기반 protocol로 채택되었다. IMS는 multimedia service를 제공하기 위한 infrastructure로서 CSCF, HSS, MRF, MGCF, IM-GW등 기능적으로 분리된 여러 entity로 구성되며, 향후 추가될 다양한 부가 service에 유연하게 대처할 수 있는 Application Server(이하 AS) mechanism을 포함하고 있다. 현재 AS mechanism을 이용하여 3GPP규격 상에 정의된 대표적 서비스는 presence service이며, presence service network은 presence server, presence agent, presence proxy, watcher등으로 구성된다. 마지막으로 상기에 언급한 규격을 바탕으로 실제 구축된 Instant messaging/presence service network을 제시한다. B-ISDN(Broadband Integrated Services Digital Network)which is defined as a service or system requiring transmission channels capable of supporting rates above 1.5 Mbps has emerged as a new future telecommunication infrastructure. B-ISDN can integrate a wide range of services and the success of B-ISDN is crucially dependent on the development of user-needing application services. The purpose of this study is the conceptual development of B-ISDN application services. We survey on the kinds of B-ISDN service, classify application areas by user groups, and develop B-ISDN application services. Finally we categorize B-ISDN application services by their application areas and necessary services.

전기통신 기술용역업은 Telecommunication Infrastructure 의 구성에 중요한 역할을 수행하고 있으나 여타 통신분야에 비하여 발전이 이루어지지 못한 모습을 보이고 있다. 따라서 본 연구는 전기통신 기술용역업의 현황을 분석하고 그 발전방향을 제시하여 전기통신 기술용역업에 대한 관심과 정책적 중요성을 제기하고자 한다. 본고에서는 전기통신 기술용역업 현황으로 시장에서의 수급구조현황 및 관련 법규 및 제도를 분석하여, 현황을 통하여 본 문제점을 도출.분석하였으며, 이를 토대로 하여 (1)시장확대, (2)첨단 Engineering기술확보를 위한 구매 제도개선, (3)업체의 전문화 등을 전기통신 기술용역업 발전방향으로 제시하였다.
