Telecommunications Infrastructures and Services Development and Challenges in Nepal

  • The world's unique geographical, multilingual, multiethnic, multiracial and multi religious Himalayan country Nepal has more than 100 years history on telephony service and it has been formulating appropriate policy and regulation for the adoption of new technology, introducing the competitive market environment for the overall development of Information and Communication Technology (ICT) infrastructures and application of ICT service and tools for socio-economic transformation. The Nepalese market seems to be continuously growing and having huge demand of mobile telephony and internet subscriptions trend. The ICT infrastructure development in difficult geographical area is quite challenging and thus operators are focusing mobile telephony and mobile internet services. Nepal has been doing its best effort on formulating policy and regulation, adoption key strategies for ICT sector development and at the same time joining hands with international and regional bodies such as ITU, SAARC etc for ICT sector development. Due to geographical diversity, policy and regulatory barriers in some extent, power supply constraints and low affordability from customers on ICT tools and services, Nepal has been facing challenges on ICT infrastructure development. However, the national statistics on ICT, Networked Readiness Index and ICT Development Index show that Nepal has done quite good progress and is keeping its pace on ICT development despite the these challenges. Moreover, there seems to be quite uncovered market segments on internet service and big opportunity on ICT sector development in Nepal in the days to come.

Myanmar Libraries after the 'Opening Up'

  • This article assesses the recent development of libraries in Myanmar and efforts to build the sector's capacity leading up to and after the first democratic elections held in the country in nearly 50 years, at the end of 2015. Cyclone Nargis in 2008 is viewed as a 'framing event' (Birkland, 1998) that led to national legal and policy reforms, an increase in national and international projects to support development of Myanmar libraries, and the strengthening of local actors including the Myanmar Library Association to coordinate and lead development activities. Although in need of modernisation, networking, and professional skills, the existence of a widespread number of all library types across the country provides an important foundation for further development. The current status and readiness of libraries is explored in the broader context of the rapid leap from limited to more widely available access to information and technology. The article finds that there is great potential for libraries in Myanmar to support the continued transition to democracy as evidenced by the role of libraries and access to information in other countries that have transitioned. Remaining challenges include the potential of backsliding on national reforms, and the need for significant investments in infrastructure and skills. Libraries must be transformed to meet the changing needs of information users in a young democracy.

  • Operational Mode Summary/Mission Profile(OMS/MP) is a document to quantify the operational and maintenance requirements based on the future operational environments and its mission and How to Fight concept in the development of the weapon system. It is important as a key document for the RAM goal setting in the early phase of weapon system development. The paper presents a systematic and practical submarine OMS/MP model processes with a deep analysis of relevant case studies and current status domestic and abroad. Especially, it proposes the unique Scenario Planning and Switch on List techniques with real case studies which have recently performed. The paper will contribute not only the basis of improved requirements for the development of weapon system but also the sustainment of readiness with the enhancement of RAM and reduction of total life cycle cost.

대공포 피격에 의한 항공기 날개 손상에 관한 연구 (A Study on the Damage of Aircraft Wing Attacked by Anti-Aircraft Artillery)

  • Aircraft battle damage repair(ABDR) is emergency repair method for the damaged aircraft in battle field. The main purpose of the ABDR is to increase the readiness of fighter aircraft during wartime. While many studies have been conducted to develop ABDR method, few efforts have focused on evaluation of damage and determination of the size of hole caused by enemy's anti-aircraft artillery attack. The aim of this study is essentially to quantify damage of aircraft wing attacked by anti-aircraft artillery. The computer simulations was performed to accomplish this goal. A number of simulations have been carried out to compare size of damages under various attack conditions. In conclusion, it was revealed that the size of damage varied depending on the type and direction of cannonball. Furthermore, in this paper, the proper path sizes are suggested for different damage conditions.

Application of Economic Risk Measures for a Comparative Evaluation of Less and More Mature Nuclear Reactor Technologies

  • Less mature nuclear reactor technologies are characterized by a greater uncertainty due to insufficient detailed design information, operational data, cost information, etc., but the expected performance characteristics of less mature options are usually more attractive in comparison with more mature ones. The greater uncertainty is, the higher economic risks associated with the project realization will be. Within a comparative evaluation of less and more mature nuclear reactor technologies, it is necessary to apply economic risk measures to balance judgments regarding the economic performance of less and more mature options. Assessments of any risk metrics involve calculating different characteristics of probability distributions of associated economic performance indicators and applying the Monte-Carlo method. This paper considers the applicability of statistical risk measures for different economic performance indicators within a trial case study on a comparative evaluation of less and more mature unspecified LWRs. The presented case study demonstrates the main trends associated with the incorporation of economic risk metrics into a comparative evaluation of less and more mature nuclear reactor technologies.

  • Bangladesh, as a newcomer country, is expecting to start her nuclear power journey by 2022. Due to evident reasons, newcomer nuclear countries face several key challenges concerning the development of national nuclear safety infrastructure. The paper investigates the status of the 7 key safety infrastructure issues out of the 19 and readiness of the supportive organizations, laboratories, and workforces following the International Atomic energy Agency's status evaluation guide at milestone 3 and foreign countries' practice. Much progress has been achieved at phase 3 regarding the establishments of a few Acts, a regulator, and an operator. However, comprehensive regulatory frameworks, skilled workforces, establishments of a few supportive organizations, and laboratories for managing environmental radioactivity, radiological accidents, and radioactive wastes are yet to ready. Several suggestions are made for establishing and expediting radiation monitoring laboratories, a radiological emergency management center, a radioactive waste management company, and technical support organizations for the safety infrastructure. To avoid perceived risks, policymakers and competent authorities need to emphasize creating an optimized safety infrastructure before commissioning and operating the 1st nuclear power plant safely, securely, and cost-sustainably.

  • Purpose: This study proposes methods and procedures for evaluating imaging security systems quality of cabinet x-ray screening system to enhance performance certification technology. Also, conducted a comparative analysis of the literature of test-kit for imaging security quality evaluation. Methods: Comparative analysis of the test-kits and related documents for image quality assessment of cabinet x-ray screening equipment. This allows assessment items were selected and the methods for each assessment item were proposed. In addition, the configuration method of the assessment team was established by applying the technology readiness assessment(TRA). Results: Four of the assessment items were selected when estimate image quality by a comparative analysis of literature. For each assessment item, the evaluation method and minimum level of availability were determined. Finally, this paper proposes an imaging quality assessment of cabinet X-ray imaging security systems. Conclusion: Development of imaging security systems evaluation procedures for cabinet X-ray screening systems can be help improve performance certification of aviation security equipment.

Design Implications for Teachers' Tools in Differentiated Instruction through Case Studies

  • The diversity of students is getting increased in the contemporary classroom. To deal with the diversity, differentiated instruction (DI) should be considered as a way of providing alternative approaches to content, process and product according to the students' readiness, interest, and learning needs. Teachers have problems and difficulties in supporting different student's needs. In fact, teachers need proven tools including framework, guidelines or computing systems to help to practice DI in real context. According to the activity theory, tools influence on how people act and think and even their social practice, playing a crucial role in mediating the activities with people. In DI practice, there are also some studies about physical and abstract tools, but they have been not widely utilized by teachers in real schools. It means that more innovative tool to promote DI might be required. Therefore, to design a better tool to mediate the DI activities with teacher, case studies were conducted. In order to elicit the design implications, two physical and two abstract tools for DI practice were analyzed as case studies. Through the analysis of the case studies, eight design implications better to facilitate DI practice were suggested. This study has implications in suggesting design guidelines for teachers' tools to facilitate their DI practice by analyzing case studies in DI practices for an innovative tool in the educational practice.

  • 본 연구는 대학의 진로교육 정책과 현황을 살펴보고, 대학생의 진로인식 및 진로교육프로그램 분석을 통해 진로교육 개선을 위한 기초자료를 마련하기 위해 수행되었다. G대학 재학생 1,322명을 대상으로 실시한 진로취업인식조사에서 진로교육관련 결과를 활용하여 데이터를 수집하였으며, 학년 및 계열에 따라 학생의 진로인식은 교차분석을, 진로교육프로그램 선호도는 기술통계분석을 실시하였다. 연구 결과를 바탕으로 자기이해를 통한 진로탐색프로그램을 강화하고, 진로결정 시기를 앞당겨야 하며, 개인의 진로준비 정도에 맞는 진로교육프로그램 개발의 필요성을 제안하였다.

Who Speaks for Innovations?: An Analysis of the Media Exposure of R&D Outputs

  • The literature in research policy extensively addresses the interaction between public R&D and the society. Scholars have paid particular attention to the way science and technology are diffused into the society and industry with the aim of substantiating their potential value. In practice, having recognized the importance of the said interaction, R&D entities and governmental organizations promote scientific and technological innovations that result from their R&D activities. Yet, the nature of news media exposure as their primary channel to promote R&D outcomes has been remarkably understudied. Using the results of R&D projects supported by the National Research Foundation of Korea (NRF), this study examines R&D entities' strategic use of the news media to publicize their outcomes. The empirical results suggest that the scale of an R&D project positively affects the counts of media exposure of its R&D outcomes, whereas the level of technology readiness and the technology life-cycle do not have significant influence. In addition, the results suggest that, compared to senior researchers, young researchers are more likely to publicize their R&D outcomes and that R&D outcomes from highly ranked universities are more likely to be publicized than those from lower-ranking universities despite our control for R&D outcomes. The aforementioned results suggest that in promoting the diffusion of science and technology, especially to the public, policymakers should be concerned about incentives for those who provide techno-scientific information, such as researchers. The social need for the diffusion of techno-scientific information into the public (e.g., technology transfer and diffusion) is an insignificant factor in determining the media exposure of such information, whereas personal benefits and sensitive issues related to a researcher's own R&D activities (e.g., justification for R&D activities) drive researchers to publicize their R&D outcomes. This paper suggests that policymakers, especially those concerned with better diffusion of scientific and technological innovations need to design a proper incentive system to maximize the societal benefits of media exposure.
