Exploring Technology Cooperation Performance Using co-patent Information and Formal Concept Analysis (공동 출원 특허정보와 정형적 개념분석을 활용한 기술협력 성과 분석 연구)

  • Recently, the market competition has been fiercer due to the acceleration of technological change and the launch of intelligent products. In this situation, technology cooperation activities through networks rather than independent technological innovation activities of a single company or institution are recognized as a crucial strategy to gain competitiveness. Technology cooperation can take various forms depending on the target technology, and researchers have conducted performance analyses of technology cooperation types. However, there have not been data-based quantitative studies on the types and trends of technology cooperation for the target technology. In this paper, we explored the difference between the technology cooperation types by technology and time using the formal concept analysis method and co-patent information. In particular, the proposed methodology has been verified through the case study of electric vehicles, and it is intended to suggest the direction of technological cooperation according to specific technologies and cooperation targets in the future

  • Purpose - Because of the emphasis on the necessity of academic-industrial cooperation between companies and universities, there are various ongoing academic-industrial cooperation programs led by the government. As government actively supports such cooperation as policy,and universities vitalize new technology development, academic-industrial cooperation between companies and universities is being recognized as an important growth engine for companies the competitiveness of academic-industrial cooperation is also attracting more interest. The government has vitalized human resource fostering, practical R&D, and technology transfer to companies since 2012 by executing a "leading university fostering project for academic-industrial cooperation." Based on an organic interlink among universities, industry, and research institutes, the government also created and is promoting several models of such cooperation between companies and universities to support shared growth of industry and local universities. The purpose of academic-industrial cooperation is growth and benefit fromtechnology development, technical cooperation, and technology transfer between companies and universities. Research design, data, and methodology - As more academic-industrial cooperation efforts are ledby companies due to the limitation in technology-focused commercialization cooperation, the academic-industrial cooperation system became fragmented and it is losing the potential for future advancement. Specifically, as differences between universities grow, academic-industrial cooperation between companies and universities based on new technology from universities is finding difficulty advancing,while systematic support from companies to enhance the performance of businesses created by academic-industrial cooperation is also insufficient. Accordingly, this study established a growth model for the advancement of academic-industrial cooperation between companies and universities and suggested a plan to strengthen the competitiveness and promote the future advancementof academic-industrial cooperation between companies and universities by analyzing the current situation of such cooperation and diagnosing its issues. Results - This study explored the concept and current status of academic-industrial cooperation relationships and analyzed related issues. For such cooperative organizations to be competitive, the employment environment of professional human resources for academic-industrial cooperation should be improved and measures to secure professional resources should be taken as early as possible. Though the academic-industrial cooperation now is being led by government, there is a limitation based on business models, which require creation of profit; however, an academic-industrial cooperation model still cannot stand alone without the support of government. This study also pointed out that a having only a plan to build competitiveness of companies and universities for academic-industrial cooperation is not sufficient. Conclusions - In order to increase the competitiveness of academic-industrial cooperation, a detailed growth-sharing model for academic-industrial cooperation should be developed, and there should be more joint development processes for the advancement of such cooperation in which the need for technology development can be verified in advance. In addition, beyond focusing on technology-focused academic-industrial cooperation, a network between companies and universities searching for ideas for academic-industrial cooperation in the fields of human and social aspects should be created. A new academic-industrial model linking current cooperation between companies and universities to the local area should be built based on such academic-industrial cooperation in human and social fields.

A Study on Improving The Outputs of International Cooperation in Science and Technology: the Case of International S&T Cooperation Programs of the Ministry of Education, Science and Technology (MEST) (과학기술 국제협력 성과제고에 관한 연구 -교육과학기술부의 과학기술국제화사업을 중심으로-)

  • In an era of global competition, international cooperation in science and technology plays a key role in determining a nation's competitiveness. In fact, without international cooperation, it is almost impossible to keep in touch with the fast-changing technology. In regard to this, the Korean government put much efforts into building a strong base for global R&D networking. As a result, the environment for international cooperation has improved a lot. However, the outputs of international cooperation are still poor and fall short of expectations. With the importance of international cooperation in science and technology rising more and more, it is meaningful to examine the current situation of international cooperation in S&T and analyse the outputs of the cooperation activities to review our past and present international cooperation activities. Therefore, this paper focuses on analyzing the outputs of the MEST's international S&T cooperation programs in various ways and recommends ways to improve the outputs of the international cooperation in science and technology.

  • It has become difficult with R&D capabilities of single nation to secure the weapons systems we need, particularly when faced with an increasingly limited budget and transforming into state-of-the-art weapon systems. Therefore, our country is also pursuing international joint technology cooperation for the efficient use of limited defense budgets. In this study, we analyzed the strategy focused on international joint technology cooperation with India. We identified three groups based on the level of defense science and technology cooperation, then we also present a possible cooperation areas and implementation strategies for each group. In addition, we suggest the need for maintenance of the legal system, and professional organizations in order to efficiently access the Indian market.

  • The engineering knowledge and technology is core driving forces of continuous growth in knowledge based society. Companies, the government, and universities are the subjects of an innovation and the cooperation between them is very important. Nowadays, the main purpose of industry-university cooperation moves to train experts and develop a new product. A shift of the paradigm came from the change of recognition that the final consumers of the program are companies and the universities are supporters of the program. In this paper, we investigate the purpose, participation and satisfaction of companies to industry-academy technology cooperation through empirical studies. The need to expert training, product development and process development makes companies participate industry-academy technology cooperation and companies have different purpose of participation by the business type. Companies often feel that expert training, subsidiary purpose of industry-academy technology cooperation, is more important than product development or process development. This result is caused by the real world environment of small and mid-size companies, lacking of technology experts. The participation of companies to each technology cooperation program (technology transfer, joint technology development, consigned technology development, technology consulting, co-op. lab.) is also different by business type. The companies' satisfaction with the purpose of process development is relatively higher than that with the purpose of product development and companies show also different satisfaction value by business type and participating program. The results of this study can give a contribution to the design of demand oriented industry-academy technology cooperation model.

A Study of Inter-Korean Cooperation in Science and Technology (남북한 과학기술협력에 대한 연구: 통합적 시각에서)

  • Inter-Korean Cooperation in Science and Technology will contribute to building the trust between S.K and N.K as a leading factor and cut down the cost of unification by diminishing the technology lag and the gap of economic level. This study has shown that we can increase the productivity of unified Korea Innovation system if we systematically analyse the present condition of the Inter-Korean Cooperation and promote Inter-Korean Cooperation. In this study, the author analyses the present condition of the Inter-Korean Cooperation with integrated framework of three aspects to clear up the policy of Inter-Korean Cooperation. First, in the national aspect, we make use of the notion of international cooperation and multilateral mechanism of an international organization. Thereafter, we make out the alternatives in the aspects of international relationship and legal and institutional view Second, in the unification aspect, we consider the Inter-Korean Cooperation by the notion of national innovation system. Thereafter, we make out the alternative in the aspect of a phase-dependent approach. Finally, in technology aspect, we consider the Inter-Korean Cooperation by the notion of technology gap, the framework of technology transfer, and technology dependency theory. As a conclusion, through this study, the author have tried to integrate the various theoretical backgrounds. As a result, the author could analyse the present condition of ter-Korean Cooperation in Science and Technology and team a good lesson from it; Therefore, we can use it as a means of evaluation on a cooperation program and prediction for the future status of cooperation.

Science and Technology of North Korea: Its Strengths and Potential Areas for North-South Cooperation

  • This study examines the technical level of North Korea's S&T and identifies areas for potential North-South cooperation. First, North Korean media is analyzed for situations and trends from 2010 to 2015. Despite some commendable achievements, North Korean S&T remains lacking in basic science and commercialization potential. Despite an awareness of the importance of international cooperation, North Korea is hampered by international sanctions and their own caution, consequently concentrating their efforts on China. Details of their cooperation reflect their interests and needs to a certain extent, although their collaborations were mainly in the form of meetings and conferences rather than active joint research. To assess the potential areas of cooperation with South Korea, this study also draws on interviews with NGOs and professionals working with North Korea. The country's present situation is analyzed and some practical examples of possible cooperation is suggested. North Korea has the potential to expand its cooperation not only with South Korea but with many other countries. North Korea also promisingly expresses interest in cooperation.

Institutional Evolution of Korea's International Cooperation of Science and Technology from the Viewpoint of the Historical Institutionalism (과학기술 국제협력의 제도적 진화: 역사적 제도주의의 관점)

  • This study analysed the institutional evolution of Korea's international cooperation of science and technology (S&T) from the viewpoint of the historical institutionalism. For this, it examined Korea's institutions for international S&T cooperation by dividing the whole period from the Korean war to the present into five sub-periods; period of technology aids, technology transfer, mutual cooperation, expanded cooperation, and highly sophisticated cooperation, respectively. It, then, reviewed the evolving process and characteristics of each period. In this study, the structure (environment), the actor (government), the institution of higher rank (science & technology policy) were considered as variables influencing upon the institutions of the international S&T cooperation. Upon this assumption, this study analysed how and through what evolutionary process the international S&T cooperation institutions have evolved so far. This study obtained the following conclusions; First, the study confirmed the existence of the "institutional layering" in the institutions of the international S&T cooperation in Korea. The momentums for the change of the institutions of the international S&T cooperation stem from international environment and domestic economic environment. They influence upon economic policy, industrial policy, and S&T policy, which, together with the actor (the government), again brings about the institutional evolution of the international S&T cooperation. Second, the institutional evolution of the international S&T cooperation is taking place gradually. As mentioned above, the momentums for the change of the institutions of the international S&T cooperation originate from international and domestic macro environment. These momentums do not directly influence upon the institutions of the international S&T cooperation, rather they give indirect influence, through other related institutions, upon the institutions of the international S&T cooperation and make its gradual change or evolution. This is because the institutions of the international S&T cooperation have the "institutional layering".

Technology Management Strategy for Activating the Industry-Academia Cooperation (산학협력 활성화를 위한 기술경영전략에 관한 연구)

  • This paper studies the technology management strategy for activating the industry-academia cooperation in open innovation environment. For this, the importance and concept of technology management balancing the internal innovation and utilization of external innovation resources, and industry-academia cooperation were theoretically reviewed. For the successful technology management in open innovation environment firms should adopt the industry-academia cooperation strategy. The technology management strategy for activating the industry-academia cooperation of the firm can be summarized as follows; Firstly, technology strategy for academia-industry cooperation utilizing the strategic technology roadmap should be prepared and executed. Secondly, the firm should adopt the open innovation system and transform their NIH(Not-Invented-Here) culture for open culture. Finally, for activating the networking with various innovation actors, industry-academia cooperation supporting system should be prepared.

An Analysis of the Trends in the Arena of Cooperation by the International Research Cooperation Related Experts

  • The International Research Cooperation Information Center has carried out a project to collect the DBs related to the international research cooperation information, and build an online service system. This study seeks to examine and understand the trends of international research cooperation by analyzing the data corresponding to the other international cooperation DBs such as symposium and seminar, which may be said to be the arena of cooperation by the international research cooperation related experts, among the international research cooperation information DBs collected by the International Research Cooperation Information Center. The other international cooperation DBs are divided into the international cooperation consortium, international cooperation symposium, international research cooperation seminar, international training program, international research cooperation workshop, and the international research cooperation equipment / facility. It seems that, based on the research results, it is necessary to hold international cooperation programs, seminars, and workshops, among others, with a focus on the themes to recover the trends of international cooperation as in the past, and recover from the pandemic situation. The results of this study may be utilized as the basic data for the researchers related to the international research cooperation, and furthermore, by analyzing various international research cooperation information DBs in a multi-faceted manner, the studies analyzing the research trends of international research cooperation by field, subject, and type may be conducted, and the facilitation of the international research cooperation in Korea is expected moving forward.
