For the commercial development of deep-sea mineral resources, the International Seabed Authority is engaged in wide ranging discussions to establish the Regulations on Exploitation. The core issue of the Regulations on Exploitation is how to protect the marine environment along with the royalty system that distributes the profits from such development. The United Nations Convention on the Law of the Sea stipulates the protection of the marine environment in Part 12 (Articles 192-237) for the preservation of the marine environment, and in the 1994 Implementation Agreement, the protection of the marine environment at the stage of application for approval of the plan of work together with the Regulations on Exploration for the protection of the marine environment. For this purpose, certain obligations are imposed on the applicants. In the Regulations on Exploitation, financial systems such as environmental performance guarantee, insurance, and environmental compensation funds, which were not found in the Regulations on Exploration, are added to further specify the measures for marine environment protection generally stipulated in the 1982 Law of the Convention or 1994 Implementation Agreement. Regarding the financial system for marine environment protection, the Marine Environmental Protection and Conservation Informal Working Group meeting is revising the purpose of the environmental compensation fund. Among these financial system elements, it is judged that there is a possibility that the environmental performance guarantee and insurance may overlap considerably, and it is also thought that the establishment of the environmental compensation fund can also provide a substantial sum of money that will meet the purpose of the compensation fund in terms of securing its financial resources. In this paper, the question is posed as to whether or not this can be accomplished. In this respect, this paper examines the environmental performance guarantee, insurance, and environmental compensation fund, which are necessary for the protection of the marine environment of the deep seabed, but which can impose appropriate obligations on contractors for the commercial development of deep seabed mineral resources. At the same time as figuring out how it is operated in relation to relevant domestic laws, I would like to propose a plan to reflect the implications derived from the domestic law operation process in the Regulations on Exploitation.
울릉도에 자생하는 거머리말속 잘피 분포 현황을 밝히기 위해 2019년 9월말 울릉도 연안과 항내에서 선박을 이용하여 잠수조사를 하였다. 잘피 생육 환경을 조사하기 위해 잘피가 서식하는 장소의 해수와 퇴적물 공극수의 영양염 농도, 염분 및 퇴적물의 유기물 함량을 분석하였다. 울릉도 천부리, 저동리, 사동리와 남양리 연안에는 비교적 깊은 수심(14~24 m)에서 수거머리말 군락지가 관찰되었고, 총 생육면적은 약 4.9 ha이었다. 현포리 현포항내에는 3~5 m의 수심에서 생육면적 약 0.9 ha의 거머리말이 서식하고 있는 것으로 나타났다. 수거머리말의 평균 생육밀도와 생체량은 각각 121.9±9.7 shoot m-2와 99.0±13.2 gDW m-2로 서식지별로 유의한 차이가 나타나지 않았고, 거머리말의 생육밀도와 생체량은 각각 193.8±18.8 shoot m-2와 102.6±6.8 gDW m-2로 나타났다. 울릉도의 수거머리말과 거머리말 군락지 퇴적물의 영양염 농도와 퇴적물 유기물 함량은 남해안과 동해안의 잘피군락지보다 낮은 값을 보였다. 본 연구결과는 울릉도 연안의 거머리말속 잘피 현황을 최초로 보고하며, 해양보호구역으로 지정된 울릉도 해역의 보존과 해양보호생물인 수거머리말과 거머리말 보호에 유용한 기초자료를 제공할 것이다.
Korea's natural parks are managed by dividing them into four use districts: nature preservation district, natural environment district, cultural heritage district, and park village district within the park under the goal of 'conservation and sustainable use of natural parks'. However, the use districts divided in this way are designated by reflecting the results derived from the simple drawing overlapping method, and there is a limit in that objective and scientific evidence for this is insufficient. In addition, in Taeanhaean National Park, the case of this study, only a very small area of less than 1% of the nature preservation district is designated, and the natural environment district that serves as a buffer space is designated on an excessively wide scale, making it difficult to efficiently manage the national park. Therefore, the use district is not fulfilling its role. In this study, the purpose of this study was to present a method for analyzing the spatial characteristics of natural parks using environmental indicators and unsupervised learning analysis methods to set the use districts of natural parks. In this study, evaluation indicators that can evaluate the natural and human environments were derived, and the distribution patterns for each indicator were analyzed. Afterwards, by applying Self-Organizing Map (SOM) analysis, one of the unsupervised learning analysis methods, districts with similar characteristics were derived in Taeanhaean National Park, and the characteristics of each district were analyzed. As a result of the study, 7 districts with different characteristics were derived in Taeanhaean National Park, and by examining the contribution of each indicator together, it was possible to reveal that each district had different representative characteristics even though it was an adjacent area. This study evaluated natural parks by comprehensively considering the indicators of the natural and human environments. In addition, the SOM method used in the study is meaningful in that it can provide scientific and objective grounds for the existing zoning and apply it to the management plan.
서울 도심에 있는 어린이 모래 놀이터의 안전한 사용을 확인하기 위해 토양 중금속(Cd, Cu, As, Pb, Zn, Ni, Hg, Cr6+) 오염현황을 조사하였다. 시료 채취 장소는 서울시 7개 자치구에서 281개소를 선정하였다. 본 연구에서 중금속의 전체 평균 농도는 Cd 0.21 mg/kg, Cu 5.97 mg/kg, As 2.40 mg/kg, Pb 7.55 mg/kg, Zn 34.08 mg/kg, Ni 4.22 mg/kg, Hg 0.02 mg/kg였다. Cr6+은 불검출되어, 이를 포함하는 중금속 7종 모두 토양오염우려기준 1 지역 기준보다 낮은 것으로 나타났다. 아울러 토양오염등급(SPC)을 평균값으로 평가했을 경우에 7개 자치구 모든 지점에서 1등급인 100 미만인 것으로 나타나 건전한 토양 상태임을 보였다. 하지만 최대값으로 평가했을 경우 5개 자치구에서 일부 100 이상의 값을 나타내었다. 따라서 안전한 토양환경을 위하여 어린이 놀이터의 관리주체인 지자체의 지속적인 관리와 관심이 필요한 것으로 보인다.
Offshore wind power generation has significant advantages, including enhanced energy security and job creation. However, despite these benefits, South Korea has not fully utilized its potential in this sector. In contrast, offshore wind power industry development in Europe has been driven by government leadership. Drawing from this experience, South Korea also needs to relax regulations, strengthen necessary infrastructure, and enhance financial support systems to activate the offshore wind power industry. For this, sustained government leadership is absolutely essential. Without addressing the capacity issues in the power grid, we cannot expect offshore wind power generation to succeed. To address grid issues, we propose the enactment of a special law called the "Special Act on Grid Expansion." Considering KEPCO's financial situation, private investment should be encouraged for grid construction. The role of developers is crucial for the successful development and operation of offshore wind power. They manage risks throughout various stages, from site acquisition to construction and operation, which have a significant impact on the success or failure of projects. Since domestic developers currently lack experience in offshore wind power, a cooperative strategy that leverages the experience and technology of advanced countries is necessary. Energy issues should be recognized as important tasks beyond mere political ideologies, as they are crucial for the survival of the nation and its development. It is essential to form a public consensus and implement ways for residents to coexist with offshore wind power, along with the conservation of marine ecosystems and effective communication with stakeholders. Expansion of the offshore wind power industry requires support in various areas, including financial and tax incentives, technology research investment, and workforce development. In particular, achieving carbon neutrality by 2050 necessitates the activation of offshore wind power alongside efforts by major corporations to transition to renewable energy. South Korea, surrounded by the sea, holds significant offshore wind power potential, and it is our responsibility to harness it as a sustainable energy source for future generations. To activate the offshore wind power market, we need to provide financial and tax support, develop infrastructure and research, and foster a skilled workforce. As major corporations transition to renewable energy to achieve carbon neutrality by 2050, offshore wind power must play a significant role. It is our responsibility to fully utilize South Korea's potential and make offshore wind power a new driver of growth.
Sedirea japonica is one of the critically endangered species in South Korea mostly due to artificial harms such as illegal collection and habitat destruction. Therefore, artificial propagation through improving germination rate, increasing growth, and controlling flowering is meaningful for the conservation and reintroduction of S. japonica. It is suggested that cytokinins are one of the multi-factors that contribute to plant growth and floral responses. Especially, exogenous cytokinins have been known to induce or promote shoot growth or earlier flowering in orchids. Therefore, it was investigated how the application of 6-benzylaminopurine (BA) influenced the growth and inflorescence of S. japonica. A foliar spray containing BA at 100, 200, 300, and 400 ppm was applied from 1st July to 30th December 2021. Leaf length, leaf length growth rate, leaf width, and width and length ratio were measured as growth-related factors. Visible inflorescence rate, inflorescence length, the number of flowers per inflorescence, and the distance between the stalks were measured as flowering-related factors. Growth-related factors except for leaf growth rate were not affected by BA treatments, while leaf growth rate was significantly increased by 200 ppm of BA treatment. The visible inflorescence rate increased by 200 ppm of BA treatment, and there seems an optimal concentration and threshold of BA treatment. An iterative experiment with more seedlings and measurement factors would be helpful to figure out the effects of exogenous BA treatment on S. japonica, and it can be applied for mass propagation.

Background: Khyber Pakhtunkhwa government initiated the Billion Tree Tsunami Afforestation Project including regeneration and afforestation approaches. An effort was made to assess the distribution characteristics of afforested species under present and future climatic scenarios using ecological niche modelling. For sustainable forest management, landscape ecology can play a significant role. A significant change in the potential distribution of tree species is expected globally with changing climate. Ecological niche modeling provides the valuable information about the current and future distribution of species that can play crucial role in deciding the potential sites for afforestation which can be used by government institutes for afforestation programs. In this context, the potential distribution of 8 tree species, Cedrus deodara, Dalbergia sissoo, Juglans regia, Pinus wallichiana, Eucalyptus camaldulensis, Senegalia modesta, Populus ciliata, and Vachellia nilotica was modeled. Results: Maxent species distribution model was used to predict current and future distribution of tree species using bioclimatic variables along with soil type and elevation. Future climate scenarios, shared socio-economic pathways (SSP)2-4.5 and SSP5-8.5 were considered for the years 2041-2060 and 2081-2100. The model predicted high risk of decreasing potential distribution under SSP2-4.5 and SSP5-8.5 climate change scenarios for years 2041-2060 and 2081-2100, respectively. Recent afforestation conservation sites of these 8 tree species do not fall within their predicted potential habitat for SSP2-4.5 and SSP5-8.5 climate scenarios. Conclusions: Each tree species responded independently in terms of its potential habitat to future climatic conditions. Cedrus deodara and P. ciliata are predicted to migrate to higher altitude towards north in present and future climate scenarios. Habitat of D. sissoo, P. wallichiana, J. regia, and V. nilotica is practiced to be declined in future climate scenarios. Eucalyptus camaldulensis is expected to be expanded its suitability area in future with eastward shift. Senegalia modesta habitat increased in the middle of the century but decreased afterwards in later half of the century. The changing and shifting forests create challenges for sustainable landscapes. Therefore, the study is an attempt to provide management tools for monitoring the climate change-driven shifting of forest landscapes.
본 연구는 멸종위기종인 한국산 산양(n=3)의 생태 및 행동학적 특징을 밝히기 위하여 2010년 5월부터 2011년 9월까지 설악산국립공원에서 이루어졌다. 구조된 산양은 GPS Collar 발신기를 부착하여 구조된 원서식지에 재 방사하였으며, 연구기간 동안 수집된 4,752개의 위치 좌표를 이용하여 연간 행동권, 계절별 행동권, 월별 이용 고도를 분석하였다. 연구결과, 설악산 산양의 연간 행동권은 MCP 95% $0.88km^2$, MCP 50% $0.27km^2$, FK 95% $0.43km^2$, FK 50% $0.09km^2$로 계절별 행동권은 MCP 95%에서 봄 $0.47km^2$, 여름 $0.45km^2$, 가을 $0.63km^2$, 겨울 $0.50km^2$로, 가을 행동권이 넓은 것으로 나타났다. 또한 FK 95% 분석을 통해서도 봄 $0.23km^2$, 여름 $0.19km^2$, 가을 $0.33km^2$, 겨울 $0.22km^2$로 가을철 행동권이 가장 큰 것으로 나타났다. 암 수 연간행동권은 MCP 95% 수준에서 암컷 $1.03km^2$, 수컷은 $0.58km^2$로 분석되었다. 월별 이용 고도는 6, 7, 8월이 가장 높았으며 12, 1, 2월에 가장 낮은 고도를 이용했다. 본 연구는 산양의 서식지 관리 정책 및 복원과 보전을 위한 객관적 자료 확보 및 국내에서 수행 중이거나 계획 단계에 있는 야생동물의 성공적인 복원에 기여하고자 수행되었다.
독도 연안 해저지형 변동 경향을 파악하고자 인간의 활동이 많고 파도 및 해류 등의 영향을 많이 받는 동도 선착장을 포함하는 동도와 서도 사이 남부 연안 약 500 m × 500 m 범위에 대하여 2018년에서 2021년까지 멀티빔을 이용한 정밀해저지형 자료 및 해저면 후방산란 영상자료를 획득하였으며 이를 기반으로 해저면 변동 모니터링 분석을 수행하였다. 연구지역의 수심 약 5 m 부터 남서쪽 외해 방향의 최대 수심 약 70 m 범위까지 수심대가 나타난다. 동도 및 서도와 인접한 수심 약 20 m이내 연안 해역의 불규칙이고 복잡한 수중 암반 지대와 수심 약 30 m ~ 40 m 범위에 형성된 일부 돌출 지형을 제외하면, 전체적으로 동-서 방향으로 비슷한 수심대가 나타나고 비교적 평탄하게 깊어지며 외해역으로 이어지는 특징을 보인다. 2020년 해저지형자료의 등수심선은 2018년과 2019년에 비해 전체적으로 남쪽으로 이동된 경향을 보이고 있다. 이것은 수심이 이전보다 얕아졌다는 것을 의미한다. 등수심 변동이 발생한 구간은 주로 퇴적층 해역이므로 퇴적물의 유입으로 인한 것으로 생각되는데, 2020년에 발생한 대형 태풍(마이삭, 하이선)들이 독도 연안에 영향을 준 것으로 판단된다. 이러한 태풍들로 인한 바람 및 파도의 영향으로 남쪽에서 북쪽으로 퇴적물이 유입되어 이동한 것으로 여겨진다. 동도와 서도 사이 수심이 얕은 연안에 발달한 테일러스(Talus)구역에서 2020년에는 2019년과 2018년의 지형과 비교하여 구간에 따라 상이하게 침식 또는 퇴적에 의해 해저지형이 달라졌는데 이는 독도 주변 연안 해역이 태풍의 직접적인 영향을 받으면서 해저면 환경의 변동이 구역에 따라 다르게 나타나는 것으로 유추된다. 전체적으로는 남풍이 강했던 태풍들의 영향으로 퇴적물 유입이 많아서 퇴적된 경향을 보인다. 2021년은 2020년에 비해 등수심선이 주로 북쪽으로 이동된 것으로 나타나는데, 이는 해당지역이 2020년보다 침식되었음을 의미한다. 2020년에는 연이은 태풍에 의해 퇴적물들이 주로 북쪽으로 이동하여 독도 연안에 퇴적되었고, 2021년에는 이 퇴적물들이 다시 남쪽으로 이동하면서 독도 연안이 침식된 것으로 추정된다. 독도는 겨울철 북풍의 영향이 강하기 때문에 주로 퇴적물이 남쪽으로 이동하지만 강한 태풍의 영향을 받는 경우 퇴적물을 북쪽으로 이동시키는 것으로 파악된다.
기후변화에 따른 심각한 생물다양성 감소가 예측됨에 따라 우리나라의 대표적인 기후변화 멸종위기종인 구상나무(Abies koreana Wilson)의 서식지 감소와 생육쇠퇴 및 고사 원인에 관한 연구가 지난 40년간 수행되었다. 본 연구는 지난 40년간(1980~2020년) 이루어진 구상나무에 대한 연구를 10년 단위로 나누고, 생태학적 연구의 분야들에 초점을 맞추어 시대별·지역별·분야별 연구 동향 및 연구결과를 분석하였다. 또한, 이를 토대로 구상나무의 효과적 관리 및 보전을 위해 필요한 연구의 방향을 제시하였다. 생태학적 연구 분야는 진화생태, 생리생태, 개체군생태, 경관생태로 구분하였다. 지난 40년간 총 73편의 논문이 발표되었으며, 최근 10년 동안 65.8%인 48편의 논문이 발표되었다. 지역별로는 한라산에서 41편의 논문이 발표되어 가장 많은 연구가 이루어졌다. 분야별로는 생리생태연구에서 가장 많은 38편의 연구논문이 발표되었으며, 진화생태연구는 가장 적은 10편의 연구가 출판되었다. 분야별로 수행된 연구결과를 검토한 결과 많은 연구에서 구상나무의 쇠퇴 및 서식지 감소의 주된 요인은 기후변화에 따른 온도상승과 봄철 강수량 감소로 발생한 수분수지 불균형에 의한 건조 스트레스인 것으로 추정되었다. 그러나 구상나무의 쇠퇴와 고사에 대한 원인은 아직 분명하게 규명되지 못하고 있는데. 이는 대부분의 연구가 기초적인 내용을 다루고 있으며, 간헐적 수행과 일부 지역에 편중되어 있었기 때문이다. 구상나무 쇠퇴 원인을 규명하고 이를 토대로 지속가능한 관리와 보전 방안을 제시하기 위해서는 각 연구 분야에서 지속적이고 발전된 연구가 수행되어야 할 것이다. 또한, 각 분야의 연구를 통합하여 종합적으로 분석하는 생태계생태와 시스템생태 등 연구 분야의 확장이 필요하다.

제 14 조 (유료서비스)

제 5 장 계약 해지 및 이용 제한

- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
