External Technology Acquisition of SMEs in the Machinery Industry of Bangalore

  • This paper is an attempt to understand the external technology acquisition (ETA) process of the machinery SME sector in Bangalore city, India. With the onset of economic liberalization, Bangalore based machinery SMEs have significantly shifted their ETAs from India to abroad, particularly Germany and Japan, among others. The primary objective of ETAs is to enhance their competitiveness by means of improving product quality and productivity as well as meeting customer demand. Replacing outdated machinery or overcoming technological obsolescence is a primary objective of only a few. As a result, majority of the SMEs has gone for multiple ETAs since their inception and we found a statistically significant positive correlation between firm age and number of ETAs. The present study has made two empirical contributions: (i) We have thrown light on the core technology up-gradation issue - How do SMEs approach the problem of external technology acquisition in the current globalization era? (ii) We are able to identify and develop a map of ETA process based on the "learning and experiences" of these SMEs.

  • As the globalization process progresses more rapidly and widely, there has been a ever-growing demand for multilingual learning. Compared with the study of Second Language Acquisition, studies on the Third Language and even Multilingual Acquisition have attracted a relatively poor attention. At the same time, considering current educational environments for ethnic colleges and universities, the effects of college English teaching for minority students can be said to have been 'generally poor.' In this situation, when we try to find ways to improve college English studies for minority students most of whom already can speak two languages or even more, it would not be the best idea to keep following the experiences of traditional Second Language Acquisition. It is necessary first to find out whether there are positive or negative effects in acquiring multiple languages, and then to conduct a profound research on L3 (third language and even multilingual) Acquisition in order to employ more efficient teaching methods for multilingual learners. After conducting a Japanese-teaching experiment on two groups of learners with mono-lingual and bilingual backgrounds, it has been found that there is a positive transfer between different languages. In this paper, following the recent research findings on Language teaching for multilingual learners, I try to show with further supports that when it comes to language education for learners with multilingual backgrounds, we should focus on the advantages they may earn in order to conduct more effective language acquisition.

  • As construction projects become getting bigger and complicated, the importance of resource management in construction sites is to be emphasized all the more than ever, but the reality is now gone far away leaving data filing and management dependent on the hands of in-field managers, which gives rise to a variety of problems such as decreased productivity. The manually-dependent data management makes it hard to acquire data and information needed for projects both quickly and correctly with abundant cost and endeavor by accumulating the related data, and efficient project management, being exemplified by such practical applications as Bar-code, RFID(Radio Frequency Identification), GPS(Global Positioning System), PDA(Personal Digital Assistants), USN(Ubiquitous Sensor Network) and DAT(Data Acquisition Technology).   • The defense industry export of Korea has been steadily risen since 2006. It is attained $340million, the highest export amounts ever, in 2013. As the defense industry export increase, Defense Acquisition Program Administration (DAPA) built defense industry export and import management system to assist export and to protect defense technologies. In this paper, we study factors to activate the defense industry export and import management system using Technology Acceptance Model(TAM) in compulsive usage environment. The significance of this study is as follows: First, we prove the reliability and feasibility of measurement variables in defense industry of compulsive usage environment. Second, we suggest factors to activate the defense industry export and import management system. Third, we present methodology to find factors in computation systems of public institute using TAM.

Single Pixel Compressive Camera for Fast Video Acquisition using Spatial Cluster Regularization

  • Single pixel imaging technology has developed for years, however the video acquisition on the single pixel camera is not a well-studied problem in computer vision. This work proposes a new scheme for single pixel camera to acquire video data and a new regularization for robust signal recovery algorithm. The method establishes a single pixel video compressive sensing scheme to reconstruct the video clips in spatial domain by recovering the difference of the consecutive frames. Different from traditional data acquisition method works in transform domain, the proposed scheme reconstructs the video frames directly in spatial domain. At the same time, a new regularization called spatial cluster is introduced to improve the performance of signal reconstruction. The regularization derives from the observation that the nonzero coefficients often tend to be clustered in the difference of the consecutive video frames. We implement an experiment platform to illustrate the effectiveness of the proposed algorithm. Numerous experiments show the well performance of video acquisition and frame reconstruction on single pixel camera.

Development of a distributed high-speed data acquisition and monitoring system based on a special data packet format for HUST RF negative ion source

  • A distributed high-speed data acquisition and monitoring system for the RF negative ion source at Huazhong University of Science and Technology (HUST) is developed, which consists of data acquisition, data forwarding and data processing. Firstly, the data acquisition modules sample physical signals at high speed and upload the sampling data with corresponding absolute-time labels over UDP, which builds the time correlation among different signals. And a special data packet format is proposed for the data upload, which is convenient for packing or parsing a fixed-length packet, especially when the span of the time labels in a packet crosses an absolute second. The data forwarding modules then receive the UDP messages and distribute their data packets to the real-time display module and the data storage modules by PUB/SUB-pattern message queue of ZeroMQ. As for the data storage, a scheme combining the file server and MySQL database is adopted to increase the storage rate and facilitate the data query. The test results show that the loss rate of the data packets is within the range of 0-5% and the storage rate is higher than 20 Mbps, both acceptable for the HUST RF negative ion source.

  • The performance of weapon system, based on the acceleration of advanced scientific technology, has been reinforced to the state of precision, complexion and multi-function. People have given great interest for a long time on its development, acquisition cost and enormous expense of operation/support. Under this environmental situation, this research paper proposes two kinds of implementation that can improve the RAM(Reliability, Availability, Maintainability) on weapon system. The first section is to understand all of the actual states on its reliability, in the acquisition process and to make the improvement for RAM at the milestones on the acquisition steps. The next section is to establish a defense RAM center, which will be closely cooperated with acquisition organization such as Ministry of Defense, DAPA(Defense Acquisition Program Administration), DTaQ(Defense agency for Technology and Quality) and ADD(Agency for Defense Development), etc. and to conclusively improve the RAM of weapon system in South Korea.

  • The Israeli military's track record boasts victories in four Middle East wars and numerous counter-terrorism battles. This can be attributed to the implementation of a flexible defense acquisition system, allowing for the rapid acquisition of cutting-edge weaponry in response to ever-changing enemy vulnerabilities. If Korea were to adopt the defense acquisition system employed by the Israeli Defense Forces (IDF) it has the potential to transform into a small but strong country, mirroring the accomplishments of the IDF.

  • Since the weapon system project has a large ripple effect on the country by investing a huge budget, analysis of acquisition methods that secured economic feasibility is required in the planning stage to promote the weapon acquisition project. In response to this demand, economic analysis for acquisition method is preformed in the research stage of previous studies, but the analysis on economic analysis for acquisition alternative is imperfect at the present. In this research, we identify the limitations of the effect analysis and propose an additional cost-benefit analysis method to analyze the economic feasibility of the acquisition alternative. It is possible to present the universal results of economic feasibility analysis for not only multiple alternatives but also single alternatives by presenting benefit/cost ratio. It is applied to research on acquisition project of OO guided rocket, and the result of economic analysis for each alternative is presented.

  • Technology transition from defense technology to weapon system is an important process for defense acquisition program. Many countries such as USA, UK, Australia and Republic of Korea use technology readiness level (TRL) as a tool for technology transition by identifying critical technology elements (CTEs) and assessing the technology maturity. In this paper we review a transition process for the defense acquisition. Then we suggest a method to evaluate system's TRL using each component TRL and integration readiness level (IRL) between each technologies. We apply the method to an ACTD project. A result show that technology maturity is influenced by integration between technologies.
