Offset trade has been applied in Republic of Korea's defense acquisition programs since early 1980s and used for national economic development as well as enhancement of military capabilities. The accumulated offset trade value amounts to over 10 billion dollars by 2010. However, questions in regards to the effectiveness of offset trade have been constantly raised. As it is a quite difficult task to analyze and calculate the application performance of defense technologies acquired by offsets objectively, limited level of quantitative analysis of application performance have been conducted so far. Hence, in this paper, we came to understand the overall status of application of those technologies through in-depth performance analysis and suggested some specific policies for the further development of offset trade based on the analysis results. To begin with, we developed a questionnaire based on performance indicator deducted through literature review of relevant researches, and conducted survey of major offset recipients. Also, another survey of offset experts belonged to the army, government organization, research institute and companies was conducted to evaluate the performance and effectiveness of offsets qualitatively. And we analyzed the efficiency of application performance using DEA. The results of all surveys are showing that there is positive accomplishment in the technological aspect, but in economic aspect, it shows relatively inactive outcome. Based on these results, policy direction is considered to be changed from the emphasis on the acquisition of core technology to revitalization of domestic defense industry in line with new government's policy orientation.
The UAV(Unmanned Aerial Vehicle, Drone) technology has been undergoing rapid progress, accompanied with a growth in the market. However, domestic industry standards and technology lag behind such progress happening on the international scene, and in particular in developed countries. Related regulations are also deemed lacking to address the issues that arise with such developments. Meanwhile, as the rise of UAV technology is a fairly recent phenomenon, the gap between Korea and developed countries is not too big. As this technology has high relevance to information and communication technologies, it also offers ample leeway for Korea to catch up in the field of UAV. As such, this paper seeks to provide a survey of the overall technology, market and regulations concerning UAV to identify possible measures on how to address any issues that may arise through proper policies. Due to the progress made in the field of UAV technology and increased penetration rate, striking a right balance between putting in place a proper regulatory system and establishing policies that foster growth in the field has risen as a very important issue. While the importance of establishing a legal system that helps prevent possible risks is indeed important, it must also be acknowledged that excessive regulation can also hinder technological progress. This, in turn would stagnate the market and dampen the entrepreneurial spirit in the society. In the case of new, practical technologies such as UAV, a prompt establishment of regulatory systems and policy measures in terms of policies is a requisite. In brief, in order to promote progress in the UAV industry and at the same time, for public safety and the protection of privacy, there should be an appropriate level on the easing and tightening of the regulation.

At the same time the public sphere as such represent the media sphere, which is more and more subordinate, and have no choice but to do to the governmental authority having political power privatized. The private usage of reason in the public sphere is carried out at the structual level. How can we call such a space in which the private usage of reason is generalized and dominant as the public sphere? And so now, we sound out the possibility of the public sphere such as a new space of the universality where the public usage of reason can be realized without any limits and with free. So, when we imagine the proletarian public sphere, in which co-exist the divers private interests, as a new public sphere capable to be constructed, we can address a question as follow. What is the caracteristic of the proletarian public sphere in modern society?, Is the public community able to be formed and realized in such space? How would have the proletarian public sphere the carateristics of the publis sphere? What is the attribute of the community that the proletarian public sphere would make, and what is its force of emancipation? The power is no longer stable and static. Rather, it is reconstructed and reorganized in the divers phases of the everyday life. It is the reason why we put on the order of the day the proletarian public sphere as alternative public space, which would be a place of divers hegemonic representation. And now, we are aware of the beginning of thses changes.
Increasing uncertainties in the technological innovation environment and increasing technology competition also present new challenges in terms of industrial technology security. Therefore, the purpose of this study was to identify the direction of policy change necessary for the improvement of related policies in the future by examining the importance and implementation of the government's industrial technology security support policies for small and medium-sized enterprises engaged in industrial technology innovation activities. As a result of the analysis, first of all, small and medium-sized enterprises that responded to the government's industrial technology security support policy were perceived to be less performing than the importance of the program. These results can be said to mean that selective budget expansion for related policy programs may be necessary, along with efforts to improve the quality of each program. Second, an analysis of the differences in group recognition between new technology certification firms and industrial technology verification(certification) companies showed that significant differences exist between groups for the program. These results suggest that more effective operation of the relevant policies may require policy enforcement in consideration of the level of security and will of each company in industrial technology, as much as the quantitative characteristics of the entity. This study is meaningful in providing the necessary policy directional basic information for the design and execution of more specific and effective industrial technology security policies by presenting empirical research results that domestic small and medium-sized enterprises are aware of about the government's industrial technology security policies.

Game Rating Board(GRB) of Korea set up in 29 October, 2006 has been 7th years and it will disappear in 23 November, 2013. For the first time the 'GRB' of Korea has the goal which held the nonofficial transfer of rating classification for game. But it had the justification which become more distant from the nonofficial transfer due to the affairs of 'See Story' in August, 2006. As a result, because of rapid normalization of game rating rather than the systematic transfer from 'Video Rating Board' of Korea cause no preparation of scientific professional rating review. It showed the entry-level appearance though stressing profession from the beginning of setup. Specially more transaction expense were increased because of no consistency and predictability for game review. However, it could be overcome by preparation for definite global standard and scientific rating system. Consequently technological possibility of BMM Korea based on 'Gaming Laboratory Institute(GLI)' standard expected to be alternative in the technical review of the adult arcade game.

In the modern society with high science and technological level, many people have been tried to mitigate natural disaster. The disaster was so huge that we made special service organization which deal with 'The Natural Disaster Endangered Districts'. But the analysis of the organization's works was inadequate. In order to analyze their regeneration project, this study selected analysis area and did a spot survey. We did validity, reliability tests and statistical data analysis of this survey. We also did reliability analysis of this policy using Structural Equation Model. According to the result, there is a reasonable suitability in 'The Natural Disaster Repair work Policy'. And it also improved spiritual, substantial environment of the surrounding people. The people formed positive awareness about Government Repairing Policy. This 'Natural Disaster Repair work Policy' is essential to improve and develop local community. Therefore it will affect democratic development of society.

Although long-term runoff analysis is important as much as flood analysis in the design of water works, the technological level of the former is relatively lower than that of the latter. In this respect, the precise estimation model for the volume of successive runoff should he developed as soon as possible. Up to now, in Korea, Gajiyama's formula has been widely used in long-term runoff analysis, which has many problems in applying in real situation. On the other hand, in flood analysis, unit hydrograph method has been exclusively used. Therefore, this study aims at trying to apply unit hydrograph method in long-term runoff analysis for the betterment of its estimation. Four test catchment areas were selected ; Maesan area in Namlum river as a representative area of Han river system, Cheongju area in Musim river as one of Geum river system, Hwasun area in Hwasun river as one of Yongsan river system, and Supyung area in Geum river as one of Nakdong river system. In the analysis of unit hydrograph, seperation of effective rainfall was carried out firstly. Considering that effective rainfall and moisture condition of catchrnent area are inside and outside of a phenomenon respectively and the latter is not considered in the analysis, Initial base flow(qb)was selected as an index of moisture condition. At the same time, basic equation(Eq.7) was established, in which qb can take a role as a parameter in relating between cumulative rainfall(P) and cumulative loss of rainfall(Ld). Based on the above equation, computer program for estimation model of qbwas seperately developed according to the range of qb, Developed model was applied to measured hydrographs and hyetographs for total 10 years in 4 test areas and effective rainfall was estimated. Estimation precision of model was checked as shown in Tab- 6 and Fig.8. In the next stage, based on the estimated effective rainfall(R) and runoff(Qd), a runoff distribution ratio was calculated for each teat area using by computerised least square method and used in making unit hydrographs in each test area. Significance of induced hydrographs was tested by checking the relative errors between estimated and measured runoff volume(Tab-9, 10). According to the results, runoff estimation error by unit hydrograph itself was merely 2 or 3 %, but other 2 or 3 % of error proved to be transferred error in the seperation of effective rainfall. In this study, special attentioning point is that, in spite of different river systems and forest conditions of test areas, standardized unit hydrographs for them have very similar curve shape, which can be explained by having similar catchinent characteristics such as stream length, catchinent area, slope, and vegetation intensity. That fact should be treated as important factor ingeneralization of unit hydrograph method.
This study examines the relationship of the industry-specific factors that effect innovation of manufacturing technology and the market share within the defense industry. Since the establishment of the basic defense industry framework in 1973, there were numerous interactions of the industry-specific factors of the defense industry structure with the technological innovation and market organization of the defense industry. During last three decades, the domestic defense industry has achieved the considerable level but the framework of the basic system has not developed much in areas of the military science and the defense manufacturing technology. Industry-specific factors were formed in the process and appeared in a variety of behavioral characteristics as subsystems. Currently, there IS a growing trend where the management of defense industry is gradually deteriorating due to limitation of the domestic industry-specific factor (e.g. defense technologies, amount of demand, etc.). If there is a prominent imbalance of the industry-specific factors. it can trigger the potential problem of conflict, lack of cooperation and control, slowing the growth of the manufacturing technology thereby diminishing the market and deteriorating the defense supply/demand relationship. In a research conducted by Joe S. Bain, Bain analyzed the relationship of the traditional industrial organization where industry-specific factor(S) not only impacts the conductor(C). And, conductor(C) influences the shaping of the performance(P) of relationship of the traditional industrial organization. Consequently, the researcher has identified the demand monopoly, barriers to entry, and market competition with comparison of defense industry issues. These defense issues were three industry-specific factors identified, which are 1) The demand monopoly and The entry barriers to new market competition, 2) the industrial technical factor to a production technical competitiveness and a market sharing competitiveness, 3) the probability factor to revolution for military affairs(RMA) and a R&D production. According to baseline with these factors, the following research model is established from the special companies group(Group A), the systematization companies group(Group B), and the general companies group(Group 0. The hypothesis is that if there are more industry-specific factors, then there will be more relationships of defense industry relation statutes. This research is an empirical study on the relationship that the industry specific factors effects the innovation of manufacturing technology and the shaping of the market in the defense industry. Moreover, the existing models to evaluate the industry specific factors of the defense industry IS much to be desired with the controlled statistical analysis of the result. It is vital to study on current situation with suggesting alternative strategy to the efficient strategy. The descriptive analysis approach analysis is conducted with SPSSWIN to conduct reliability test, factor analysis, correlation analysis, cross-tabulation analysis, one-way ANOVA, and multiple regression analysis. However, there were some limitations of the survey such as the rigidity of concept about the technical factors and various market management factors. The wishes is that the decision-maker could be utilized these defence industrial factors to formulate efficient defence policy and strategy in the future.
This study compared and analyzed Korean, American, Singaporean, and Japanese middle school mathematics curriculum standards and the learning contents in statistics. Through a comparative analysis of the curriculums of these four countries, I found several overall features and differences between the curriculums. First, all four countries emphasized statistical education in a real-life context. Second, all four countries emphasized the use of technological tools. Third, there is a middle school grade in which only Korea does not deal with statistical domains. Fourth, the statistical areas of the United States, Singapore, and Japan focused on identifying trends or variability in data distribution. Fifth, I have found some contents that only Korea does not deal with. Based on this, the following recommendations were developed for the development of the next curriculum and new textbooks in Korea. First, the statistics curriculum should be changed from one that focuses on understanding statistical concepts to one that focuses on statistical activity that utilizes these concepts. Second, in terms of middle school statistical curriculum contents, the addition of interquartile range (IQR) and box plots as learning contents should be considered. IQR and box plots are simple and practical techniques for the comparison of multiple sets of data that can be easily learned and drawn by middle school level students and applied to real-life-related statistical data to expand statistical literacy. Through this study, it is suggested that IQR and box plots need to be included in the statistical curriculum of middle schools in Korea.
Advertising and PR industries recently face a new challenge due to the growth of new digital content market and the change of paradigm. In the market of ICT (Information and Communication Technology) and digital contents, a stereographic content related to the technology such as VR (Virtual Reality) is one of the fast-growing fields. However, it is hard to find the clear answer for AD/PR strategies in the rapidly changing VR contents market. Therefore, this study analyzed VR industry at the macro level using in-depth interviews with eleven VR experts leading Korean VR contents industry by looking at P(Political), E(Economic), S(social), and T(Technological) of VR advertisement and PR industries. Moreover, the feasibility of VR contents in Advertising and PR industries was examined through S(Strengths), W(Weakness), O(Opportunities), and T(Threats) analysis in VR industry. Research result showed that it is necessary for vitalizing VR in AD/PR industries to promote killer contents, to solve problems of inconvenience according to users' needs, to improve awareness of customers and industries. Moreover, constant VR vitalizing policies in AD/PR should be processed as well as constructing medium-and long-term VR road-map. Thus, this study provides the direction of VR content strategy in Advertising and PR industries and the research foundation for further researches regarding future VR activation.
