This paper seeks to build on previous work conducted by Porter, Devol, Florida, Bahrami and Evans, Wennberg and Lindqvist, and others contained in the literature, to construct a new way of looking at innovation cluster development. It seeks to describe the key elements contained in the research that serve as building blocks for innovation clustering, adding analysis dimensions that aim to further illuminate understanding of this process. It compares those building block characteristics to the innovation topography of U.S. urban centers, to shed light on a new framework through which urban innovation cluster formation can be considered. It identifies three building block analysis categories: 1) Technological Capability and Capacity (TCC); 2) Intellectual Propulsion Capacity (IPC); and 3) Structural Creative Inspiration (SCI). These three pillars form the architecture for creation of a Strategic Innovation Network (SIN), upon which clustering can be systematically analysed and built. The purpose of the SIN is to optimally organize and connect all available resources that include physical, financial, and human, such that innovation clustering is inspired, encouraged, nurtured, and ultimately constructed as fully functioning socio-economic organisms that provide both local and regional benefits. It is designed to aid both private enterprise and public policy leaders in their strategic planning considerations, and to enhance urban economic development opportunities.

The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400?million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.
본 논문에서는 우선 기술혁신에 있어서 과학기술 지식의 연계관계에 관한 연구동향을 몇 가지 과정에서 정리하고, 기술혁신 과정에 있어서 과학과 기술 간의 상호작용 또는 지식흐름이 어떠한 역할을 하는지를 검토한다. 이어서 과학과 기술의 지식흐름 측정을 위한 통계적 방법과 양적 지표를 검토하고 지식흐름에 있어서 인적요인의 역할을 고찰하고자 한다. 다음으로, 한국의 기술혁신이 기반하고 있는 과학기술 지식의 특성을 분야별로 분석한다. 이를 위해 미국특허청에 등록된 한국인 특허를 대상으로 이들 특허 표제면에 수록되어 있는 비특허문헌 중 과학논문에 대한 정보를 추출한 후 기술혁신 분야와 주체별로 과학지식 연계정도와 인용된 과학지식의 최신성을 규명한다. 끝으로, 예측가능한 미래에 이루어질 새로운 발전을 향한 관점에서 결론과 시사점을 도출하고자 한다. 이는 지역혁신 시스템 혹은 국가혁신 시스템이라는 맥락에서 과학연구와 기술개발 사이의 관계에 대한 복잡하고 역동적인 네트워크를 설명하고 평가하기 위해 특허에 기반을 둔, 그리고 발명자에 기반한 통계의 디자인과 활용을 위한 새로운 방향을 제안한다.
벤처기업이 성공하기 위해 가장 중요한 요소인 기업가정신이 기술상업화 과정에서 연구개발 자원, 기술혁신, 그리고 기술이 어떻게 작용하는지를 살펴보기 위하여 제조업분야 벤처기업을 대상으로 설문조사를 실시하였다. 구조방정식모형을 분석함으로서 기업가정신이 기술상업화를 이루는 메카니즘이 규명되었다. 기업가정신 중에서 혁신성이 가장 중요한 요인이었고, 기술상업화는 연구개발 자원보다는 기술혁신에 의해서 크게 영향을 받았다. 기술혁신이 상업화에 매개역할을 하고 있지만 연구개발 자원과 기술역량은 상업화에 매개 역할이 되지 못하였다. 제품개선에 의한 매출 신장과 신제품 개발에 의한 매출 신장의 기술상업화 과정은 서로 다른 양상을 보였다. 정부는 벤처기업의 기업가정신 함양에 의한 혁신 촉진과 연구개발 인력뿐만 아니라 벤처기업의 상업화 제고를 위해서는 연구개발 전략과 상업화 인프라 조성에 대한 적극적인 지원과 연구가 필요하다.
본 연구에서는 온라인게임산업의 선도기업인 "엔씨소프트"의 혁신역량을 혁신경로 창출능력의 관점에서 핵심기술 관리역량 6개 지표, 연계/통합 역량 4개 지표, 기술혁신 전략수립/정책대응 역량 3개 지표를 토대로 분석하였다. 각 부분별 이 기업의 대표적 강점으로는 핵심기술관리의 측면에서 글로벌 선도게임개발에 대한 지속적인 R&D투자, 연계/통합전략의 측면에서 해외 R&D인력과 스튜디오에 대한 적극적 투자와 M&A전략, 그리고 기술전략/정책 부문에서 글로벌 기술리더십의 확보를 들 수 있었다. 반면 보완이 필요한 부분으로 핵심기술관리 측면에서 개방형/가치창출형 지식재산관리전략으로 전환과 중장기적인 원천기술개발에 대한 투자 증대, 연계/통합전략 측면에서 공공부문 R&D기관과의 상생적 보완/협력방안 마련 및 국내와 해외 스튜디오 간 신기술 지식 교류 활성화 전략 수립의 필요 그리고 기술전략/정책 부문에서 새로운 사회적 가치를 제공하는 기능성 게임에 대한 투자 증대를 꼽을 수 있었다. 이와 같은 선도기업의 분석결과는 업계 전반의 발전전략 수립에도 시사점을 지닌다고 할 수 있다.

This paper has examined the leapfrogging thesis with the case of catch-up in digital TV by the Korean firms. Despite the disadvantages implied by the technological regime of digital TV and the risks facing early entrants in trajectory choice and initial market formation, the Korean firms had achieved a 'path-creating catch-up' in the sense they chose a different path from the Japanese forerunning firms. As they have been closely watching the technological trends and the standard setting process, there was less risk of choosing the right or wrong technological trajectory. Also, despite the lack of sufficient capability and core knowledge base, the Korean firms had some complementary asset, such as the experience of producing analogue TV, and were able to develop the prototype digital TV and the ASIC chips, given the accesses to the foreign knowledge via overseas R&D posts and acquisition of a foreign company. To secure the initial market size, the Korean targeted the US market from the beginning, and their sources for competitive advantages were the speedy setting up the production system for mass production of products at the initial stage. The initial failure of the Japanese firms and the success of the Korean firms do suggest that the period of paradigm shift, like this toward digital technology, can serve as a window of opportunity for late-comers while penalizing the forerunner.
이 연구는 정부의 연구개발(R&D) 지원이 중견기업의 연구개발 투자에 미치는 영향을 살펴보았다. 이를 위해 중견기업 표본과 이에 대응되는 중소기업 표본을 대상으로 하여 패널 데이터를 수집하여 DID(difference-in-differences) 회귀분석 방법을 이용하여 정부 지원의 효과를 분석하였다. 본 연구의 결과에 따르면, 정부의 연구개발 지원은 중견 중소기업의 연구개발 순투자를 전반적으로 증가시켰다. 중견기업과 중소기업을 비교해 보면, 정부의 연구개발 지원이 기업 연구개발 투자를 촉진하는 효과는 중소기업에 비해 중견기업에서 더 크게 나타났으며, 중소기업에서는 유의한 영향을 미치지 못하였다. 또한 규모에 따라서 중견기업을 구분해 보면, 상대적으로 규모가 작은 초기 중견기업 표본에서 정부지원이 기업 연구개발 투자를 촉진하는 효과가 더 크고 유의하였다. 기술역량에 따라서 중견기업을 구분해 보면, 상대적으로 기술역량이 우수한 기업 표본에서 정부연구개발사업 참여에 따른 보조금이 기업 연구개발 투자를 촉진하는 효과가 더 강하게 나타난 반면 기술역량이 낮은 기업 표본에서 조세 지원이 기업 연구개발 투자를 촉진하는 효과가 더 강하게 나타났다. 연구의 결과는 중견기업의 혁신을 지속적으로 촉진하기 위한 정부의 연구개발 정책 및 관련 지원 사업이 필요하며, 중견기업의 기업규모, 기술역량, 성장잠재력을 감안하여 정책을 신중하게 수립하고 실행해야 함을 시사한다.
본 연구는 기술혁신형 중소기업의 기술경영성과와 기업경영성과 창출에 기여하는 핵심 영향요인을 규명하기 위해 자원기반관점에서 혁신역량과 기술적 기업가정신의 결정요인들을 활용하여 영향관계를 검증하였다. 다차원적 요인들에 의해 영향을 받는 기술혁신의 복합적 특성을 고려하여, 혁신프로세스 관점에서 기업특수자원인 혁신역량을 투입물로, 기술경영성과를 산출물로, 그리고 기업경영성과를 결과물로 인식하여 연구모형을 설정하였다. 서울과 경기지역의 제조업 중심의 360개 이노비즈 인증기업을 대상으로 실시된 설문응답을 실증분석한 결과, 기술가치평가의 정성적 지표를 개량하여 기술경영성과의 결정요인으로 적용한 기술우수성, 시장성장성, 사업수익성은 기업경영성과에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 혁신역량의 결정요인인 연구개발능력, 전략계획능력, 학습능력과 기술적 기업가정신의 결정요인인 혁신성, 진취성은 기술경영성과와 기업경영성과에 유의한 정(+)의 관계를 보였다. 즉, 높은 수준의 혁신역량과 기업가정신은 기술경영성과를 증대시키며, 궁극적으로 기업경영성과를 실현하는데 영향을 미치는 개념적 영향관계와 기술혁신의 촉진요인으로서 기술적 기업가정신의 역할과 중요성을 규명하였다. 본 연구의 결과는 최근 중요성이 부각되는 기술집약적 기업의 기술경영에 대한 성과평가 기준을 수립할 시, 기술혁신의 복합적 특성을 반영하지 못하는 재무적 성과보다는 자원과 역량의 조합을 통해 구현된 기술경영성과에 대한 주기적 평가를 실시해야 함을 설명한다. 이는 기술경영성과는 자원의 한계성과 좁은 혁신의 범위로 특징되어지는 기술혁신형 중소기업이 향후 추진할 새로운 기술혁신에 재투입될 수 있도록 기술혁신에 대한 지속적이고 일관된 투자를 실시함을 시사한다. 또한 본 연구는 정책연구에서 개념적으로 적용되어온 기술적 기업가정신에 대한 실증분석을 통해 그 역할을 규명한 의의를 갖고 있다.
