시스템 엔지니어링 공통 프로세스 개선 연구 : 기술 프로세스를 중심으로 (A Systems Engineering Process Refinement : Focused on Technical Process)

  • Systems engineering is being applied to various fields of industry such as national defense, aerospace, transportation, railway, and information technology industries. But in Korea, systems engineering has been selectively applied to government-driven projects such as space rocket development projects and unmanned flight development projects. And systems engineering processes introduced from international systems engineering standards has been directly applied to those projects. Unfortunately, this application method is not recommended as it requires highly experienced systems engineers. From our previous paper, we have proposed that domain specific engineering standards should be developed to be used as references for development of organizational engineering guide, so that more successful engineering performances can be achieved. And in this paper we have proposed a refinement of systems engineering processes from international systems engineering standards as they are bases of domain specific engineering standards.

  • This paper reviews the benefits of users participation in IMT-2000 standardization by the creation of users coalitions, focusing in particular on phased standards strategy necessary for the evolutionary approach from second generation to third generation systems. It first presents in detail the current status of IMT-2000 standardization progress occurring at each regional standard body including TIA of US, ETSI of Europe, TTA of Korea and ARIB of Japan. With this clear understanding of standardization situations worldwide, we may be able to come up with our standards strategies related to IPR issues and efficient standard-setting mechanism between manufacturers and service providers. In addition, this paper addresses the necessity for phased licensing of IMT-2000 service in order to avoid the high cost of new infrastructures and ensure an acceptable financial investment returns for existing cellular and PCS service providers. An author hopes that this paper can provide the adequate standardization directions of IMT-2000 to satisfy the varying regional and global market requirements.

  • Mutual Recognition Agreement(MRA) between national metrology institutes is started on October 1999 and International Key Comparison is essentially to be used as technical basis for the agreement. High resistance is one of the Key Comparison and high resistance measurement system is established in KRISS for the purpose of the Key Comparison. Total combined uncertainty of the system is about 4ppm in $10M{\Omega}$ and 8ppm in $1G{\Omega}$. With the system, the difference of comparison results for $10M{\Omega}$ and $1G{\Omega}$ among KRISS, VNIIM in Russia and NIM in China is agreed about 6ppm within total combined uncertainty of three institutes.

2008년도 국제표준화기구 인간공학 기술위원회 표준 개발 활동 현황 (Standardization Development Activities of ISO TC 159 in the Year 2008)

  • This study surveyed standardization activities of the International Standard Organization (ISO) Technical Committee 159 (TC 159) (ergonomics) in the year 2008. The subcommittee 1 (SC 1) dealing with general ergonomics principles produced one committee draft (CD). The subcommittee 3 (SC 3) dealing with anthropometry and biomechanics systematically reviewed two ISO standards issued in 2003 and 2004 respectively. The subcommittee 4 (SC 4) dealing with ergonomics of human system interaction issued 11 final draft international standards (FDIS), 3 draft international standards (DIS), 4 CDs, and 4 new work item proposals (NWIP). The SC 4 also systematically reviewed 10 international standards due on the year 2008. The subcommittee 5 (SC 5) dealing with ergonomics of the physical environment issued one FDIS, 3 CDs, and one NWIP. This paper summarized the major features of the FDIS approved by each subcommittee of TC 159 for publication in the year 2008.

Evaluating Online Courses in light of Quality Matters (QM) Standards at Umm Al-Qura University

  • This study aimed to ascertain whether electronic courses at the deanship of electronic learning and distance education at Umm Al-Qura University meet the quality standards developed by the Quality Matters (QM) organization. This endeavor adopted a mixed method of an explanatory sequential research design for an in-depth understanding of the topic under scrutiny. The sample of the study consisted of ten courses designed at the deanship and reviewed using an evaluation form. The results showed that the courses in focus did not meet the criteria of QM. Based on this finding, a semi-structured interview was designed to collect relevant data from the syllabus designers at the deanship. The interviews yielded information on the difficulties the course designers faced when designing QM-criteria-based courses. The results obtained from the interviews showed that the designers experienced administrative, technical, and faculty-member-related challenges that, when producing online courses, intercepted their way to achieving the QM standards. The study closed with some recommendations, the most important of which is a call for re-developing online courses in alignment with the well-recognized QM standards.

The device of improvement of professionalization standards is following: 1. Librarians have to receive formal and informal education and learn to advance in knowledge and skill concerning library affairs continually. 2. Self learning has to be transform into learning organization. 3. Education of Librarianship concentrate mainly in practical and technical study by this time but it is indispensable to develop the theory and philosophy of librarianship.

  • This paper describes how industry has responded to the environmental challenge. Benefits include compliance with environmental legislation; genuine reductions to environmental impact; sustainable improvements to profitability in the face of increased competitive pressure. National and international Standards for environmental management offer security and direction for a company wishing to improve environmental performance and coupled with a waste minimisation strategy many financial and environmental benefits can be achieved. Introduction of new technical skills, techniques and worker understanding to aid motivation is an essential component of such a strategy. Monitoring and targeting has a key role to play in the establishment of improved environmental performance.

전자책 DRM을 위한 자동화된 표준정합성 검사 시스템에 관한 연구 (A Study on the Automated Compatibility Standard Test System for eBook DRM)

  • 한국저작권위원회의 CT R&D 과제로 진행되고 있는 EPUB DRM 호환성 기술 연구(과제명 : 국제표준의 EPUB 기반 전자책 DRM 표준 레퍼런스 소프트웨어 기술 개발)는 2011년 전자책 시장의 사실상표준으로 자리매김을 하고 있는 EPUB 표준을 기반으로 암호화 및 전자서명 프로파일 표준안과 인증서 프로파일 표준안, 그리고 권리정보 용어에 대한 표준안을 개발하였다. 이들 4개의 표준안들은 각각 '전자책 DRM 암호화 명세서', '전자책 DRM 전자서명 명세서', '전자책 DRM 인증서 명세서', '전자책 DRM 권리용어 정의' 라는 제목으로 전자출판물표준화포럼(ODPF)과 한국정보통신기술협회(TTA)를 통해 2012년 국내 산업표준으로 제정이 완료되었다. 또한 동일 연구과제에서는 이들 4개의 표준이 전자책 DRM의 실질적인 호환성을 위해 적용될 수 있도록 전자책 DRM 라이선스 프로토콜에 대한 표준안도 2012년에 수립하였다. 기술 표준들은 해당 표준 명세서를 기반으로 개발된 구현물들이 표준에 부합되게 구현되었는지를 검사하는 표준정합성 검증과정이 필수적으로 요구된다. 본 논문은 전자책 DRM 표준기술 명세서를 기반으로 한 자동화된 표준 정합성 검증 방법 및 모델을 제시하고자 한다.

해상교통혼잡도 평가현황 분석을 통한 진단기술기준 개선연구 (A Study on the Assessment of the Marine Traffic Congestion and the Improvement of a Technical Standards)

  • 잠재적인 해양사고의 위해요소 제거를 통한 중대 해양사고를 예방하기 위하여 해상교통안전진단제도가 2009년 도입 시행되었다. 법 도입 이후 초기 시행과정에서 현행 안전진단제도의 대상사업의 범위, 수행방법 등 법 제도적인 측면뿐 아니라, 진단항목별 세부적 기술기준의 개선 보완 필요성이 대두하였는데, 그 중 해상교통혼잡도 평가는 해상교통현황 측정항목으로 모든 안전진단의 필수진단항목으로 설정되어 수행되었으나, 평가과정에서 선박의 대형화 및 고속화 추세를 반영하지 못하는 것으로 분석되었다. 이에 본 연구에서는 그동안 해상교통안전진단을 통해 수행된 해상교통혼잡도 평가현황 분석 및 관련 전문가 의견수렴을 통한 현행 진단기술기준의 문제점을 도출하여 혼잡도 평가명칭의 변경, 실용교통용량 표준화 및 선택적 진단항목으로의 평가 변경 등 제도개선을 위한 해상교통혼잡도 평가 기술기준(안)을 제시하였다.
