A study on the Ethics Characteristics according to Service and Practice of Construction Manager (건설사업관리자의 업무수행에 따른 윤리 특성 고찰)

  • Construction Management is the overall management of the project as construction manager and the owner are united together. Construction manager's role is to conduct the overall or partial construction administration in the 'design, bid, build' process, in the owner's interests with maintaining technical neutrality. Construction manager is becoming one of new professionals in the building process and the contract defines their roles and the range of services, so high level of ethnics are required. This study suggests the legal status of the construction manager and the ethnic standards and the ethnic's characteristics. In conclusion, firstly, the legal characteristics of the administration of construction management are the delegations contract, the responsibility of negligence and the duty of due diligence, abided by the contract that ties between the owner and the construction manger. Secondly, the administerial characteristics of the construction management are the role of mediator, the service of professional technology, accountability to the owner and publicness. Thirdly, due to these characteristics, as a professional, the standard of ethnic assessment for the construction project manager are intention, act and result, so with the relation to that, morality, deontology and consequentialism have been suggested in this study.

  • The essence of adapting education to the information age consists of two parts. One is the building of infrastructure for information education and the other is putting information and communication technology to educational use. Moreover, from a usage point of view, it is the most important thing that secures much educational software of good quality supporting adapting schools to the information age. It does mean the investigation about the plan of evaluation of educational software is important. Thus, in this study, we provide scientific information for efficient selection and use of educational software as end-users, and provide objective evaluation criteria of quality as a developer. In addition, through this research, we can lay the foundation for adapting education to the information age. For this purpose, we analyzed previous research relevant to the evaluation of educational software, divided the criteria of evaluation into three parts, educational, applicational, and technical, and develop the criteria of evaluation in detail.

  • This study examines the technologies and application processes related to the use of pseudonym data of companies after the passage of the Data 3 Act to activate the data economy in earnest, and what companies should prepare to use pseudonym data and what will happen in the process It was intended to contribute to the elimination of uncertainty. In the future, companies will need to extend the information security management system from the perspective of the existing IT system to manage and control data privacy protection and management from a third party provisioning perspective. In addition, proper pseudonym data use control should be implemented even in the data use environment utilized by internal users. The economic effect of market change and heterogeneous data combination due to the use of pseudonymized data will be very large, and standards for appropriate non-identification measures and risk assessment criteria for data utilization and transaction activation should be prepared in a short time.

The Post-occupancy Evaluation of Roofgarden at Hospital - A Case Study of Asan Medical Center - (병원 옥상정원의 이용후 평가 - 서울아산병원을 대상으로 -)

  • Rooftop greenery has been used as a way to solve urban environmental problems by creating green space in densely populated cities. This study was carried out to suggest more effective designs for roof-garden at hospitals through a post-occupancy evaluation. The roofgarden of Asan Medical Center was evaluated with regards to setting, proximate environmental context, users, and design activity by a multi-method including plan investigations, observations, in-depth interviews and questionnaires. The results are summarized as follows; the users' main activities included resting, walking, and talking. A number of users were observed at shaded spaces sitting on such things as benches, pergolas, and shelters. The satisfaction of the users showed high satisfaction level except in the amount of shade, facilities, and shelter. The variables affecting a overall satisfaction were ‘accessibility’, ‘safety’, ‘quality of surroundings’, and ‘suitability for speculation’. By comparing the design concept with using pattern, designer's intention was not reflected sufficiently in several aspects such as ‘event deck for therapy programs’, ‘grove and path’, and ‘low planters’. This study suggests some design implications; it is necessary to furnish shaded sitting places for passive behaviors and pathways for walking or a light exercise. A wind-break wall with glass windows could widen the users' views in a limited space. Natural shade like tree shade or pergola are more desirable than artificial shades. As for the vertical location of the roofgarden, the middle floor could be better than top area for accessibility. Characteristics of building and users should be considered in detail to provide distinct spaces. Proper technical standards for the greening of artificial ground should be established.

  • It will not be able to guarantee the secure operation for the information and communication systems with only technical security. So, ISMS(Information Security Management System) research and standardization are active going on. Korea published "The national cyber security management regulation" and "The national cyber security manual" in 2005. According to the regulation and manual, the government organ and public institution must accomplish the security management assessment to itself for systematic management of an information security. We studied related standards and security management systems of the Australia and the USA, and analyzed the security management evaluation system in "The national cyber security manual" in efficient security management focus. We presented the improvement direction of national security evaluation system through the research. We propose the additional control, selective control set and improvement of the evaluation process for efficient security management. Proposed system possible composition of suitable to each organ and flexible adaptation of rapidly changed information environment.

  • Cloud computing originated simply to request and execute the desired operation from the network of clouds. It means that an IT resource that provides a service using the Internet technology. It is getting the most attention in today's IT trends. In cloud computing networks, devices and data centers which are composed of the server, storage and application are connected over network. That is, data of computers in different physical locations are integrated using the virtualization technology to provide a service. Therefore cloud computing system is a key information resource, standardized methods and assessment system are required. In this paper, we aims to derive the parameters and information for research of technical standards stability evaluation method associated with various cloud computing equipment.

A Study on Applicability of ODR in the Disputes of Overseas Construction Projects (해외건설공사 분쟁에서 ODR의 적용가능성에 관한 연구)

  • Traditionally construction has been an industry that favoured ADR over formal litigation due to the complexity of technical issues. However, over the past decade construction arbitration has come under increasing attack for its rising costs and growing delays, and expansion of arbitration processes to the point that those processes are approaching the more complex and formal processes followed to resolve disputes litigation. As a result, parties are looking for new methods of resolving their disputes in a more efficient and economical manner, such as ODR. A review of the history of ODR and the practical applications of ODR in use today lead to the conclusion that the concept of ODR for construction dispute resolution appears to be possible and realistic. The advantages seem to outweigh the disadvantages, especially given the solutions suggested to overcome many of the disadvantages. While ODR may not be a realistic venue for large complex construction cases, it may be just the ideal venue for smaller and simple construction disputes. In conclusion, given the advantages that ODR arbitration does offer, the most realistic use of ODR in the short term would involve disputes consisting of a simple, one-dimensional dispute within which the parties can stipulate to the facts in the case. In such simple disputes ODR may be not only an appropriate vehicle within which the dispute can be resolved; it might be more easily accepted by the parties as the preferred platform for resolution. Hopefully, international institutions of arbitration will be successful in their development of a international standards and platform fir disputes that can be adapted for use in construction and will serve as the first step in developing ways to handle small construction claims, thereby allowing parties to resolve their disputes in a faster and more economical manner.

Properties of Water Substitute Solid Phantoms for Electron Dosimetry

  • To reduce the uncertainty in the calibration of radiation beams, absorbed dose to water for high energy electrons is recommended as the standards and reference absorbed dose by AAPM Report no.51 and IAEA Technical Reports no.398. In these recommendations, water is, defined as the reference medium, however, the water substitute solid phantoms are discouraged. Nevertheless, when accurate chamber positioning in water is not possible, or when no waterproof chamber is available, their use is permitted at beam qualities R$\_$50/ < 4 g/cm$^2$ (E$\_$0/ < 10 MeV). For the electron dosimetry using solid phantom, a depth-scaling factor is used for the conversion of depth in solid phantoms to depth in water, and a fluence-scaling factor is used for the conversion of ionization chamber reading in plastic phantom to reading in water. In this work, the properties, especially depth-scaling factors c$\_$p1/ and fluence-scaling factors h$\_$pl/ of several commercially available water substitute solid phantoms were determined, and the electron dosimetry using these scaling method was evaluated. As a result, it is obviously that dose-distribution in solid phantom can be converted to appropriate dose-distribution in water by means of IAEA depth-scaling.

Designing External Metadata of National Geography Institute for Distributing Digital Maps (수치지도 공급을 위한 국립지리원 외부메타데이터의 설계)

  • The major purpose of this study wa to desgin a external metadata of National Geography Institute(NGI) for the effective management and distribution of the digital maps. For designing a standard external metadata reflecting the current trends of the international organizations on standardization, a prelimenary study was made mainly concentrating on the analysis of the metadata of the developed countries along with domestic cases. For better assessing NGI needs, all the metadata related material of the NGI were collected and classified based on the NGI's workflow. The external metadata draft was made considering the results from the analysis of the existing NGI material and the draft was also cited some major cores from the ISO standards. Continuous efforts should be made in the future to update the metadata draft based on the opinions from the NGI engineers and the technical trends of the international organizations.

  • In the new millennium people are facing serious challenges in health care, especially with increasing non-communicable diseases (NCD). One of the most common NCDs is cancer which is the leading cause of death in developed countries and in developing countries is the second cause of death after heart diseases. Cancer registry can make possible the analysis, comparison and development of national and international cancer strategies and planning. Information technology has a vital role in quality improvement and facility of cancer registries. With the use of IT, in addition to gaining general benefits such as monitoring rates of cancer incidence and identifying planning priorities we can also gain specific advantages such as collecting information for a lifetime, creating tele medical records, possibility of access to information by patient, patient empowerment, and decreasing medical errors. In spite of the powerful role of IT, we confront various challenges such as general problems, like privacy of the patient, and specific problems, including possibility of violating patients rights through misrepresentation, omission of human relationships, and decrease in face to face communication between doctors and patients. By implementing appropriate strategies, such as identifying authentication levels, controlling approaches, coding data, and considering technical and content standards, we can optimize the use of IT. The aim of this paper is to emphasize the need for identifying positive and negative effects of modern IT on cancer registry in general and specific aspects as an approach to cancer care management.
