The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support ,performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

이 글에서는 새롭게 등장하고 있는 사회적 목표를 지향하는 혁신정책의 특성들을 살펴보고 그것이 우리의 혁신정책에 주는 함의를 살펴보았다. 우선 이 정책들은 지속가능성과 같은 목표를 제시하고 그것에 경제성장보다 앞서는 우선권을 부여하고 있다. 또 이 정책들은 개별적인 기술개발이나 국지적인 문제해결을 넘어 사회 기술시스템 전체의 전환(system transition)을 염두에 두고 있다. 그리고 시스템 전환을 위해, 새로운 내용을 갖는 기술과 사회제도를 실험하여 기술적 지식을 확충하고 정당성을 향상시키는 '전략적 니치 관리' 방식을 채택하고 있다. 장기적이고 근본적인 변화 방향과 구체적이고 국지적인 정책과 사업들을 학습 과정을 통해 연계시키고 있는 것이다. 이와 함께 정책들의 기획 및 집행과정에서 공공적 참여자의 역할을 확대하고 있다. 이런 정책이 우리에게 주는 함의는 2007년에 발표된 "기술기반 삶의 질 향상 종합대책"을 중심으로 논의하였다. 이 대책은 경제성장 중심 혁신정책의 틀을 넘어서는 새로운 정책이었지만 기존 정책들의 관성으로 인해 몇 가지 한계가 있음을 지적하였다. 특히 과거 산업화 과정에서 형성된 타겟팅적 경향 때문에 장기적 관점에서 시스템 전환을 고려하는 관점이 도입되는 데 어려움이 있다는 것을 논의하였다.

근래들어 정보기술이 한국의 경제성장에 지대한 공헌을 해왔다는 사실에 대해서는 아무도 이의를 제기하지 않을 것이다. 특히 소프트웨어는 대부분의 제품과 서비스의 핵심부품으로서 역할을 하기에 이르렀다. 그러나 소프트웨어산업의 경쟁력을 결정하는 핵심요소인 소프트웨어기술인력에 대한 경제적 대우와 사회적 지위는 매우 취약한 상황이다. 이와같은 상황에도 불구하고 소프트웨어 인력의 생산성에 관한 토론과 연구, 소프트웨어산업의 기술인력의 가치제고에 관한 접근은 부족한 실정이다. 따라서 이 연구는 소프트웨어산업의 기술인력의 가치제고를 위한 정책을 제안하는 것을 목적으로 하고 있다. 이러한 목적 달성을 위해 이 논문은 소프트웨어인력의 실태 조사 및, 소프트웨어기술인력의 생산성 분석을 토대로 소프트웨어 분야 기술인력의 가치제고를 위한 정책을 제안하고자 한다.

최근 환경문제에 대한 구조적인 해결책을 찾는 과정에서 사회-기술 시스템이 하나의 핵심적인 분석단위가 되고 있다. 또한 지속가능성이라는 복잡한 도전과제에 대응하기 위해 전환이론에 관한 연구도 활발히 이루어지고 있다. 본 논문은 이와 같은 지속가능한 사회-기술 전환을 거버닝하기 위해 어떻게 접근할 수 있는지의 문제를 정부의 관점에서 다루고 있다. 보다 구체적으로, 전환이론과 거버넌스 이론을 접목하여 사회-기술 전환을 위한 정책 거버넌스를 유형화함으로써, 전환목표 달성을 위한 정부의 역할모델과 전환정책 설계를 위한 실천적 프레임워크를 제시하는 것을 목적으로 한다. 이를 위해 사회적 조정수준과 전환압력이 발생하는 위치를 전환정책 거버넌스를 유형화화기 위한 핵심 맥락으로 설정하고, 주도적 정책 거버넌스, 촉진적 정책 거버넌스, 조정적 정책 거버넌스, 설득적 정책 거버넌스 등 4가지 거버넌스 유형을 도출하여 각각의 특징과 사례를 논의하였다. 이와 같은 접근은 분석적 측면에서 각 유형별로 전환을 촉진하는 정책기능의 차이를 비교할 수 있는 가이드라인을 제공하는 한편, 규범적 측면에서는 정책입안자가 어떻게 효과적인 전환정책을 설계할 수 있을 것인지에 대한 판단기준을 제공하는데 기여할 수 있다. 또한 이론적 측면에서는 혁신정책 관점의 전환이론을 기존의 거버넌스 이론과 접목함으로써, 양 연구의 간극을 줄이고 전환에 대한 거버넌스적 고찰을 구체적인 전환이론과 연계하는데 기여할 수 있다.

This paper overviews the concept of the strategic niche management, which emphasises the social aspects of new technologies and calls for relevant government policies for socio-technical transition. Hydrogen energy technologies remain in the niche level, thus the SNM perspective is appropriate to be applied. The reason why, and the way how to see hydrogen as a socio-technical niche are discussed, followed by an analytic argument on hydrogen policies and their SNM characteristics. Final part of the paper deals the design of the socio-technical experiment. It is expected that this paper would contribute to not only policy development but also improving understandings on the socio-technical nature of hydrogen energy of hydrogen community.

과학기술혁신을 통해 사회문제 해결을 지향하는 혁신정책이 부상하고 있다. 이 정책은 기술적 측면과 사회적 측면을 통합적으로 고려할 것을 요구하고 있다. 본 연구는 사회문제 해결형 혁신을 위한 '사회-기술기획'이라는 새로운 활동의 필요를 제시하고 그것의 특성과 발전방향을 제시하였다. 이를 위해 본 연구는 국내외에서 이루어지고 있는 사회-기술기획 활동 사례를 살펴보고 그 성격과 유형을 정리하였다. 그리고 이를 기반으로 사회-기술기획 활동의 발전 방향을 제시했다.

As energy harvesting communication systems emerge, there is a need for transmission schemes that dynamically adapt to the energy harvesting process. In this paper, after exhibiting a finite-horizon online throughput-maximizing scheduling problem formulation and the structure of its optimal solution within a dynamic programming formulation, a low complexity online scheduling policy is proposed. The policy exploits the existence of thresholds for choosing rate and power levels as a function of stored energy, harvest state and time until the end of the horizon. The policy, which is based on computing an expected threshold, performs close to optimal on a wide range of example energy harvest patterns. Moreover, it achieves higher throughput values for a given delay, than throughput-optimal online policies developed based on infinite-horizon formulations in recent literature. The solution is extended to include ergodic time-varying (fading) channels, and a corresponding low complexity policy is proposed and evaluated for this case as well.

Although the national technical qualification scheme has a historical background for thirty-five years, it hasn't any study of an obvious cause analysis, effective counterplan and analysis relation to its historical changes. This paper analyses the internal and external factors of technical qualification policy of the Human resources development service of Korea using PEST and SWOT and surveys the influence on its environment and the variation cause of the ratio of successful applicants to the qualification scheme. This paper also suggests systematically the direction for development of the technical qualification scheme using FMEA. Thus, this study assists to construct rapidly a correspondence system to the environment change simultaneously to determine decision making to the marketing policy.

Due to the development of information technology of digital revolution, It is recognized that technical development and standardization are getting important. In this study we executed questionnaires for experts in industry, academy and research institution to survey on the demand for the mobile internet technical development and standardization in the IMT2000 environment. This analysis of the technical development and standardization can be utilized to make strategies of related industry and alternatives of policy for our government. It is expected that this study will contribute to the preoccupy of global market.
