The Forecasting of Market Size and Additional Requirement of Technical Manpower in Korean Engineering Industry (우리나라 엔지니어링산업의 시장전망과 기술인력 필요공급량 추정에 관한 연구)

  • The engineering industry plays an important role for national competitive, since it has an high impact on other industries. With its importance, the engineering industry development largely depends on its technical manpower ather than capital factor. This study aims at estimating the additional requirement on technical manpower based on the forecasted market size which represents the structure change corresponding to economic growth in related industry. Research scope includes the twelve of fifteen field except three with insufficient historical data and technical manpower above bachelor degree. Specialty, we forecast market size with determinants resulted from historical data analysis on each field. The demand on technical manpower is derived from the forecasted market. We also estimate an additional requirement with the supply analysis. The research results show different patterns over time period. The relative ratio on chemical and construction to total market will steadily grow over short term, while applied, environment, electronic and information will rapidly grow This pattern will be stabilized over mid or long term. The additional requirement on technical manpower represents the similar pattern to market growth. The research result implies manpower policy for having high inflow of technical engineer from educational institute and the related industries through the image improvement.

  • For guaranteeing the international competitive power of SW industry that is the core industry for the future, the training of SW technical manpower as an architect is needed. They must confront the change of worldwide technology and also lead the design and analysis of SW industry for the future. However, SW technical manpower based on regular career tends to change his employment as a general manager in current status. For solve this situation and reconsider the quality level of SW technical manpower, we need to propose the systematic and effective growth direction for them. Therefore, we propose the systematic and effective growth direction for domestic SW technical manpower and a plan to be realized by suggesting the carrier path of high level SW analysis/design manpower in this paper.

  • The purpose of this study is to analyze technical manpower management problems that were made by specialized construction company, centering on the field of machinery and equipments, to offer an improvement of technical manpower management. For this study, the adapted research method select owners&foremans on 18 specialized construction company by machinery&equipment services and on-site supervisors on general contractor and then investigate the problem of contract and subcontract by survey. After analyzing the actual state of management, it present an improvement of technical manpower management. The results of this research are as follows. 1) It is analyzed foreman had a number of difficulty for dealing manpower management because of subordinate relationship between supervisor and foreman. 2) The improvement of technical manpower management is concluded that foreman is to be on- site proxy supervisor or to be hired by an annual salary.

  • No one can deny that information technology has enormously contributed to the recent economic growth of Korea. Software serves as an essential part of most products and services today. However, economic treatments and social status of software technicians, who are the key players and core elements of the software industry, are in a very unsatisfactory situation. Despite this circumstance, discussion or study on the productivity of software people and approaches to raise value of technical manpower in software industry is scarce. The purpose of this study is to suggest a policy program to uplift the value of technical manpower in the software industry. To achieve this purpose, this paper will examine the present status of software manpower, analyze the productivity of software technicians, and suggest policy programs to improve the value of technical manpower in the software field.

  • Since my arrival on March 15, 1986 I can only give an overview of several topics which I think might stimulate ideas and questions from the members of this technical organization. These topics will include some thoughts about the Korean automotive industry, future needs regarding manpower and cooperation among manufacturers, the oil industry and the government. Korea is experiencing a tremendous growth not only in the export market but also in domestic sales of motor vehicles. This expansion will require trained manpower in many areas of expertise. This growth in technology and manpower will require a great degree of coordination and cooperation between companies and government to reduce duplication, minimize costs and reduce reliance on foreign technology.

  • University graduates from construction-related departments are undergoing serious difficulties in getting a job as construction companies are reluctant to employ new personnel due to the depression in the construction industry which has been downscaled in both domestic and overseas markets. In the situation is like this, statistics show that the percentage of employment among the university graduates is less than $25\%$, the unemployment problem in the construction sector has started to demand urgent countermeasures. This report anticipated demand and supply for technical man power in the field of construction in between 2002-2008. For preparation of an effectiveness of supply and demand plan on over-supplied in construction technical man power, this suggested expansion of SOC investment, induced into IT field of unemployed construction manpower, enlargement of overseas construction manpower And this considered an elastic operation of curriculum related to construction, and arranged an excess supply and demand of construction technical manpower, which has been considered to education that will meet with demand of enterprise, etc. on both side of quantity and quality simultaneously.

  • The purpose of this study is to develop a manpower training program of technological development. The types of developed manpower training models are education about the technological development process, literacy education about technological development, and field experience. The education about the technological development process is accomplished through industry-university cooperation based on shared technical concerns. Literacy education about technological development includes information about essential methods for manpower education. Field experience involves the development of effective teaching plans.

  • Electrical construction business has public and professional characters. It may require appropriate interventions of the government because these business activities stand for not only profit-seeking competition, but also supplies of one of the key functions in our society. In other words, public benefit and private benefit are still in existence. The government therefore considers such an aspect of public importance of the business sector and needs to plan to adjust technical and engineering manpower of this market. This study focuses on the imbalance for labor supply and demand of technical engineer in electrical construction business. A system dynamics analysis is applied to understand and simulate the imbalance as a soft approach. It has the merit of causal loop diagram to alleviate the limitation of data lack problem. We find that excess demand is expected from 2010 to 2011, and excess supply is predicted from 2012 to 2021 about the manpower of technical engineer. It shows considerable disagreement between the supply and demand of human resource. So we suggest that it is strong necessity to construct statistics infrastructure for a manpower supply and demand plan.

  • Since the major requisite of software production is manpower, the core element of the competitive power of software is also manpower. However, economic treatments and social status of software manpower are in a very unsatisfactory situation. While Korean government has been continuing to drive the policy to foster the local software industry, the most cultivating policies of software industry are adjusted to the focus to create the local market in software field, reinforce the global competitive power, and intensify the competitive basis of small and medium size business organizations. So it is true that manpower which is key players and core elements of the software industry, have been shunned by the government policy. The purpose of this study is to initiate the necessity of the policy for technical manpower in the software industry and to suggest a policy program to uplift the treatment of them. To achieve this purpose, this paper will analyze the structural relation between variables about software policy and suggest policy programs to improve the treatment of manpower in the software field.
