Technical Specifications for Manufacturer Approval in Railway Safety Law (철도안전법의 제작자 승인 기술기준에 대한 연구)

  • The amended law of railway safety in Korea has recently come into effect in order to strengthen the railway safety management system. The new law, which took effect March 1, 2014, will implement stricter oversight of railway companies. As a result, a company that manufactures railroad system or components for domestic use must obtain an approval in accordance with the technical specifications of manufacturer approval. Although Korea had established the legal system in enforcing railway safety, the government wants the companies continue to develop the more improved safety systems until they gain competitive edge on the world class railway manufacturers. This paper presents an in-depth analysis of the technical specifications for manufacturer approval in International Railway Industry Standard (IRIS), which is the global standard. This paper also proposes measures and guidelines that would help Korean manufacturers those who want further develop their safety management systems, as a prerequisite for them to obtain the manufacturer approval.

Dynamometer Test Procedure of Metal Brake Pad for Part 25 Aircraft (수송류 항공기용 금속계 제동패드의 다이나모시험 절차)

  • In this study, the aircraft technical standards of the Korea and the United States were analyzed to derive the dynamometer test procedure required to prove the compatibility for flight test certification of the metal brake pad for transport aircraft. Since the design modification of the brake systems is classified as a major change, the STC(Supplemental Type Certificate) and the PMA(Parts Manufacturer Approval) are required. In accordance with the TSO-C135a, the technical standard order for brake system in the United States, the design landing-stop test, accelerate-stop test, and most severe landing stop test were selected among the test items for flight test. The conditions for the dynamometer test are determined according to the specifications provided by aircraft manufacturer, and the brake pad condition, deceleration, and the number of test are defined according to the TSO-C135a.

  • In the case of weapon systems used by the military, defense standards are applied for economical and efficient procurement, management, and maintenance. Defense specifications are documents describing procedures and methods for determining whether technical requirements for products and services are consistent and apply to the production of weapon systems, quality assurance, and configuration management. Software is also subject to defense specifications, and is documented and managed in the same way as other defense specifications. Sometimes it happened to be standardized without some(or all) software. In this case, a competitive contract is impossible and it may affect the quality of weapon systems because the manufacturer arbitrarily changes the software without prior approval. So, software standardization is required, but it is very difficult to verify for firmware installed in hardware. This paper proposed a verification method for g software standardization, and we expect it will contribute to the efficient production and quality assurance of weapon systems.
