There exists a general consensus in Korea that patients tend to concentrate in large hospitals and this tendency is partly responsible for inefficiency in health services. The process of choosing a medical care provider for health care services and evaluating the provider after utilization seems to involve many diverse factors to become very complex. Therefore a systemsatic study is needed to achieve sufficient understanding of the proeess. For this point of view, this study investigates patient's selection of medical care institution for delivery care services and their evaluation of the institution after delivery. In more specific, the objectives of the study are twofold: 1) to identify the factors associated with expectant mothers' choice of type of medical care institution for delivery among tertiary hospitals, general hospitals, small hospitals, and clinics: and 2) to understand the factors affecting patient evaluation of the medical care institution after delivery. The data used for the analysis were collected through face-to-face interviews with those women who had childbirth during the period from January 1, 1996 to the date of interview in February 1998. The survey was conducted using preqared structured questionnaire in Seoul. The sample was drawn from each of arbitrarily defined four regions of Seoul, Northeast, Northwest, Southeast and Southwest, in proportion to the number of births reported in 1996 in each of them. The distribution of the interviewed women by educational level was made similar to that of mothers of new babies reported in 1996. The sample size was planned to be about 300, but ended up with analytical sample of 319. Major conclusions emerged from the analysis can be summarized as follows: 1) Large hospitals were evaluated as much better for technical quality than other types of institutions, whereas they were compared similar to or worse for other attributes. And it was found that technical quality of care is considered as the most important condition of medical care institution for delivery, while the amount of direct cost is considered as the least important one. Taken together, the utilization of large hospitals is not likely to decrease even though they cannot give satisfaction to patients in other aspects than technical quality. 2) The activeness in the search for information affected the respondents' evaluation of medical care institutions, which would influence their later decision or recommendation to other persons as to the choice of source of health care services. Therefore, increased efforts should be directed to improving availability of useful and correct information for patients in relation to the utilization of health care services. 3) Since the findings of this study were obtained from the analysis of delivery care services, their applicability to other kinds of services may be limited. Thus it would be useful to conduct a comparative study of several kinds of services explicitly taking into account the characteristics of those services in the analysis.

In this paper, we propose the technical considerations for the rules on television white space(TVWS), that becomes a center of public notice, in terms of incumbent services protection, technical requirements of television band devices (TVBDs) and administration of TV band databases. The basic idea behind the proposed method is based on the perfect protection of incumbent services such as digital television and wireless microphone. It has been found that FCC's approach has the advantage that a list of available channels and transmission power are provided for TVBDs faster than Ofcom's approach that requires DB to perform the algorithm for determining frequencies and transmission power for TVBDs everytime DB is asked from TVBDs.
This study explores how an organization has successfully implemented ML-supported HR services to resolve high employee turnover problems in the IT sector. The empirical setting of the research is where contradicting institutional logics exist among technical, HR, and business groups regarding the ML model development and use of the model predictions in HR services. Institutional framework is used to identify the roles of organizational actors and the legitimacy structures in the organizational environments that can shape or constrain the ML led organizational changes. In institutional theories, technology adoption and organizational change are not only constrained by organizational context, but also fostered through organizational actors' roles and efforts to increase the legitimacy for the change. This research found that when multiple contradicting institutional logics exist, legitimizing the establishment of an enabling environment for multiple logics to reconcile and for the project to move forward is critical. Industry-wide conditions, previous experiences with the pilot ML project, forming a TFT with clearly defined roles and responsibilities, and relevant KPIs are found to legitimize the HR team and the business division to collaborate with the technical personnel to launch ML-supported HR services.
With the development of information and communication technologies, popularization of smart phones, and relaxation of the government regulation, mobile easy payment service is rapidly growing as a major financial service. Therefore, this study examines factors that influence the intention to use mobile easy payment service through empirical analysis. We collected 386 responses by survey and formed structural equation modeling with AMOS 22.0. The results show that technical factors(relative advantage, security), individual factor(self-efficacy), situational factors(trust in prior services and satisfaction of prior services) had a positive effect on the perceived value. In addition, perceived value had a positive effect on the intention to use mobile easy payment services. Lastly, subjective norms are closely related to the relationship between perceived value and intention to use mobile easy payment services. The results can be expected to provide useful references to the Fintech related industry fields.

Since 2000, the demand for multimedia content consumption has been continuously increasing. The research and standardization for the mobile broadcast service has been done to deliver multimedia contents to the huge number of users with the minimum cost. A few commercial services started after the related standards were released. We call this mobile broadcast service the 1st generation service. Now, many experts are researching and developing the technologies for 3Screens(TV, PC, and Mobile) Services that an user can enjoy multimedia contents at every place with the various networks and devices. To enable this service, two main technical areas exist. The first is a core network technology that can support the various access network and the second is a common application layer technology. To resolve these technical areas, we propose IMS(IP Multimedia Subsystem) based OMA BCAST(Open Mobile Alliance Mobile Broadcast Service Enabler Suite) as the technical solution for 3 Screen Services in the paper. In addition, we propose application layer multicast that is enable to implement IMS based OMA BCAST to the existing network with the minimum cost. Finally, we show how we can save the implementation cost of IMS based OMA BCAST with the simulation results.
