This study was conducted to establish a principle on the fields of National Technical Qualification(NTQ), and aimed at developing criteria on requirements of the qualification that will be managed as the national technical qualification. In order to achieve the objective of the study, we examined the directions of setting the Jurisdiction of national technical qualification through role assignment between the state and private sectors. Also, we reviewed related documents, conducted Delphi survey, consulted the expert group and had an interview session for this study. There are five criteria of the jurisdiction of NTQ presented as follows. First is the field which disturbs social orders or has possibility of harming the good public morals; second, the field that requires high standards of ethics or is directly linked to life, health and safety of the public; third, the field which requires national attention for training of manpower as it is an area that is difficult for private sector to approach or it requires national management; fourth, the field which requires repair or maintenance of resources of traditional culture but is difficult for the private sector to have an access to and fifth, the field where it needs to protect the interest of the nation in the inter-nation relationships. The concrete and detailed standard on the five criteria is also presented in the study.
Recently IMO and IALA have developed the strategy of e-Navigation and the concepts of VTM to enhance the safety, efficiency and security of vessel traffic and protection of the marine environment. And current technical and functional trends require vessel traffic management systems to be improved so as to control vessel traffic not only in waters of harbour area, but also within EEZ waters. Under the consideration of these circumstances, a three-layered vessel traffic management system was proposed in this paper. The proposed system consists of three sub-systems, called Local VTS, Regional VTS and National VTS, and those sub-systems are designed respectively to be suitable for managing vessel traffic within their own jurisdiction waters.
There are two kinds of police authorities in Korea. One is the Special Judicial Police, under the authority of the Ministry of Construction and Transportation, charged with maintenance of public order on trains, in stations and other places of business operated by the Korea Railway Corporation. The other is the Local Subway Police, belonging to the Local Police Agencies, whose jurisdiction covers trains, station and other areas managed and operated by local governments. The existence of two separate entities for common objective of railway security has given rise to problems including inefficiency in performance and lack of technical knowledge and synergic effects. This study looks at the need for resolving those problems by restructuring and expanding the Special Judicial Police to bring railway security under a single authority and an integrated railway security systems operation.
The Korea-US dispute on telecom standards has shown the inability of existing trade rules that can be applicable to standardization policy in telecom services sector. It has entailed plenty of dissenting but unsolved trade issues, including legal jurisdiction over technical standards on telecom services and their compatibility with WTO agreements. Question remains how US will cope with this tricky trade puzzle. This paper points out that Korea-US negotiations on telecom standards have provided US with a momentum to think seriously over the necessity of further rule-setting on telecom standards, and FTAs are the rescue train for US to ride on for that purpose. That is to say, US is taking advantage of FTA as a means to promote its national commercial goals by creating trade rules, which seek to deprive its trading partners of regulatory autonomy in telecom standardization. Based upon the research output, it is very important for Korean government in the upcoming Korea-US FTA negotiations to ensure facilitating public policy objectives in telecom standardization as possible as it can, and not to adopt the provision of international standards in the existing US' FTAs.
The demarcation of Maritime Boundary is directly related to the expansion of jurisdiction and the securing of resources. Resource diplomacies of the three countries Korea, China and Japan represent a major task for the national administrations : to secure resources as well as to stablize and sustain resources for future national economies. At the sea area around Korea as well, countries are fiercely competing to secure resources and to expand jurisdiction. This is evidenced by the fact that various principles and logics which are beneficial to each own country are presented through international precedents, agreement between countries and the theories of the international law scholars. They say that the conclusion of demarcation of maritime boundary for the Yellow Sea would be easy from the point that there is no dispute related to island dominion in the waters of the Korean Peninsula especially the Yellow Sea, but still we need to have a strategic approach to this issue from the point that the factors used for claiming maritime boundaries may expand the waters of a country over much. For example, the continental shelf boundary in consideration of the distribution of sedimentary deposits in the Yellow Sea which is being raised by China began from the hypothesis that the inflow of sedimentary deposits to the Yellow Sea through the rivers of China represents absolute majority, but the results of the latest studies raised questions on the hypothesis. Especially, the studies done by Martin and Yang revealed that the inflow of sedimentary deposits to the Yellow Sea from the Yellow River is approximately less than 1% of total sedimentary deposits in the Yellow Sea, and also the result of analysis on the causes and counter policy measures on the environment of Bohai, China supports the reliability of the results of such studies. From a legal aspect, the sedimentary deposits of rivers which are claimed by China represent extremely weak ground for the claim for the title of the continental shelf. The siltline claimed by China seems to be based on the Article 76-4-(a)(i) of UNCLOS. This is, however, not the definition on the title of the continental shelf but it is only a technical formula to utilize in a case where a country desires to expand the continental shelf to over 200 nautical miles. Scientific and Technical Guidelines of the Commission on the Limits of the Continental Shelf also confirm this point through the Article 2.1.2 of the Guideline. The only case in which sedimentary deposits of rivers were referred to as concrete demarcation of maritime boundary was in the which was concluded in 1986 between India and Myanmar at the Andaman Sea. In the said case, India acknowledged the boundary up to the isobath of 200m which Myanmar claimed based on the sedimentary deposits of the Irrawaddy River. It has limits as a case for acknowledging the sedimentary deposits, however, because in fact India's acknowledgment was made in exchange for the condition that Myanmar gave up the dominion of two islands which they had been claiming from India up until that time.

The Philippine government enacted the National Water Crisis Act in 1995, as a response to the burgeoning situation of water supply systems in the country. This act led to the privatization of Metropolitan Waterworks and Sewerage System (MWSS), sector having jurisdiction and control over all waterworks and sewerage systems in a service area including Metro Manila. Nowadays, the region's supply of water is still facing a lot of difficulties, both in quality and quantity. The unabated migration of people to the metro which increases its population, tapping from the aged pipelines, lack of water facilities and infrastructure, excessive groundwater withdrawal, environmental degradation, and surface and groundwater pollution are some of the issues that Metro Manila have to deal with. These situations lead to two primary water supply issues suffered by Metro Manila: water shortage and flooding. The purpose of this paper was to present water supply in Metro Manila with respect to the problems in its distribution, environmental implications and quality. In this paper, several technical reports, published literature, and news articles were consulted and became the major basis for identifying gaps and suggesting remedial measures.

In the Internet of Things (IoT) era, the types of devices used by one user are becoming more diverse and the number of devices is also increasing. However, a forensic investigator is restricted to exploit or collect all the user's devices; there are legal issues (e.g., privacy, jurisdiction) and technical issues (e.g., computing resources, the increase in storage capacity). Therefore, in the digital forensics field, it has been a challenge to acquire information that remains on the devices that could not be collected, by analyzing the seized devices. In this study, we focus on the fact that multiple devices share data through account synchronization of the online platform. We propose a novel way of identifying the user's interest through analyzing the remnants of targeted advertising which is provided based on the visited websites or search terms of logged-in users. We introduce a detailed methodology to pick out the targeted advertising from cache data and infer the user's interest using deep learning. In this process, an improved learning model considering the unique characteristics of advertisement is implemented. The experimental result demonstrates that the proposed method can effectively identify the user interest even though only one device is examined.
Currently, we are living in the era of the 4th industrial revolution. In the field of shipping industry, the MASS is a revolutionary game changer in the making arising out of such an industrial and technical innovation in the pursuit of radically challenging the pre-existing system of a human-operated vessel. Given this trend, the entire maritime regulatory regime, which has been designed by, and intertwined with, human seaworthiness, abruptly faces the most unprecedented normative confrontations now and increasingly in the coming days. As the constitution of ocean, UNCLOS, provides, every flag state is obliged to effectively exercise its jurisdiction to secure technical and human seaworthiness. Moreover, the coastal state may institute protective proceedings against vessels in respect of any violations of its laws to protect its marine environment in maritime zones of the coastal state. Further, UNCLOS acknowledges that the port state's authority extends to take administrative measures to prevent sub-standard ships from sailing within the ports or offshore-terminals of the state. These three jurisdictional functions will be required to more closely interface with each other than ever over the legal and political implications created by MASS. Although states' jurisdictional nuances are significant in this present world tilting back to protectionism, there are few articles to present jurisdictional issues of states and conceivable normative discourse with regard to MASS. This articles visits potential jurisdictional conflicts underlying MASS and tries to strike balance between contradictory interpretive approaches under UNCLOS while it is undeniable that this doctrinal research tends to strive to find justifications within the current framework of international law.
During maintenance or construction works in or at the tracks of railways, high risks for passengers and railway staff, especially for the workers on the construction site exist. The high risks result out of the movement of rail vehicles, like trains or construction vehicles, which must be faced by using any available technical and operational technologies for securing them against the environment. Therefore, it is necessary to evaluate the level of protection continuously and to identify new and innovative methods and technologies for the protection of the gang (construction worker, machines and material). Especially on construction sites at line sections with two or more parallel tracks but also with single tracks, there are still a lot of incidents and accidents mostly with seriously injured persons or fatalities. These were mainly gang members that breach the railway-loading gage. By using proper warning or protection systems, the avoidance of such accidents must be achieved. The latest developments. in gang protection systems concern on the one hand fixed barriers in the middle between the construction site and the operated track and on the other hand construction vehicles equipped with automatic warning systems. The disadvantage of such protection methods is that the gang can be warned against an approaching train but a monitoring of the gang members cannot be performed. Only one part of a potential dangerous situation will be detected. If the gang members will overhear the acoustic warning signal of the security staff and the workers will not leave the danger zone in the track, the driver of the approaching train had no chance to react to the dangerous situation. An accident is often inevitable. While the detection of acoustic warning signals by the gang members working on a construction site is very difficult, the acoustical planning of an automatic warning system has to be designed for an acoustic short range level of one meter besides the construction vehicle. The decision about the use of today's technical warning system (fixed systems, automatic warning systems, etc.) must be geared to the technical feasibility and the level of safety which is needed. Criteria for decision guidance to block a track should be developed by danger estimation and economical variables. To realize the actual jurisdiction and to minimize the hazards of railway operations by the use of construction vehicles near the tracks further developments are needed. This means, that the warning systems have to be enhanced to systems for protection, which monitor the realization of the warning signal as a precondition for giving a movement authority to a train. This method can protect against accidents caused by predictable wrongdoing. The actual state of the art technique of using a collective warning combined with additional security staff is no longer acceptable. Therefore, the Institute of Transportation System of the German Aerospace Center in Braunschweig (Germany) will develop a gang warning and protection system based upon imaging methods, with optical sensors such as video in visible and invisible ranges, radar, laser, and other. The advantage of such a system based on the possibility to monitor both the gang itself and the railway-loading gauge either of the parallel track or of the same track still in use. By monitoring both situations, the system will be able to generate a warning message for the approaching train, that there are obstacles in the track, so that the train can be stopped to prevent an accident. And also the gang workers will be warned, while they breach their area.
