The purpose of this study is to find a better way for placement of teacher librarians. So, the literature research is applied for the study. It is unreasonable to arrange one school librarian staff per 1,500 students, based on the criteria of the total number of personnel including that of teacher librarians and practice teachers and librarian, in accordance with the existing enforcement decree of Article 7. In fact, this clause, linked to other related regulations, makes it difficult to place teacher librarians. And the quota of teacher librarians is noticeably low as compared with that of other teachers who are not-teaching the subject matter. This operates disadvantageously to teacher librarians when it comes to assigning quota in secondary teacher selection test and the accumulation of this phenomenon gradually worsens the current situation. The roles of teacher librarians and librarians should be defined separately when amending the Enforcement Decree of School Libraries Promotion. And we should also take into consideration that the number of students per school is around 500. Therefore, Enforcement Decree of School Libraries Promotion Act should be revised toward placing teacher librarians depending on the size and number of schools. Predictability should be secured in teacher librarians selection test. In addition, flexibility should be granted to the training institute so that many people can prepare the teacher librarians qualification. Finally, it is necessary to increase the teacher librarian capacity for private schools. This study will be the basis of the theoretical foundation for stable teacher librarian placement.

The purpose of this paper is to investigate current issues and prospects which emerged by the revision of School Library Promotion Act in 2018. Based on the analysis of government's teacher placement plan, the writer insist expansion of teacher librarian supply through undergraduate course and graduate school of education. And the necessity of teacher librarians' competency promotion for reading education and information literacy education and unification of divided manpower system come up for the taking root of school library manpower system.

The purpose of this study is to find a better way for placement of teacher librarians after the revision of the Enforcement Decree of School Libraries Promotion Act. To do this, the literature research is applied for reviewing the policy and current status regarding the placement of school librarians. The Ministry of Education announced its willingness to secure the number of job openings for librarian teachers through the midium and long-term plan in the 3rd School Library Promotion Basic Plan. It is analyzed that 323 new teacher librarians need to be recruited every year, after estimating the demand for recruitment of teacher librarians by 2030, considering the 3rd school library promotion basic plan. Schools in Gyeonggi Province and Daegu with no school library personnel exclusively in charge of libraries have been allocated with temporary teacher librarians, as an attempt to comply with the legal obligation to place exclusive staff for libraries, faced with practical challenges of recruiting new teacher librarians in a limited amount of time. But survey through questionnaire method shows only 69 out of 122 survey participants, which account for 56.6%, have proper teacher librarian licences. According to the analysis of teacher librarianship status, only 146 people were trained in 2019. As a result, the field demand for librarian teachers surged, but it was found that the conditions for training excellent librarian teachers have not been provided. Therefore, it is necessary to actively prepare a way to secure a certain level of qualification holders with the qualifications of excellent teacher librarians.

This study aims to examine the current status of managing elementary school libraries in Busan and suggest the ways to improve it with the viewpoint of 'the five laws of library science'. The scope of study was set as the elementary school libraries in Busan, and the operation status of 304 elementary school libraries was analyzed. And for in-depth investigation, D elementary school library was examined as a case. The operation status of elementary school libraries in Busan was analyzed with the analysis elements; existence of school library, placement of teacher librarian, library collection, annual use, budget, and library seats for 6 years from 2016 to 2021. As a result, especially the placement rate of full-time teacher librarians was only 10.5%, indicating that the problem of manpower shortage was serious. As case study, the current state of managing D elementary school library was deeply investigated with perspectives of the first law and the third law of library science among Ranganathan's five laws of library science. With the first law, the investigation was divided into the aspects of open-shelf system, library location, library hours, furniture, and staff. With the third law, the investigation was done as the aspects of shelf arrangement, catalog, extended service, book selection. Especially, books with more than 50 copies for the program of reading one book each semester accounted for 4.8% of the total collection, showing the problem of unbalanced collection. As the result of this study, 'expanding the placement of teacher librarians', 'making better reading environment through remodeling', and 'balanced collection development' were suggested as the ways of developing school libraries.

The purpose of this study is to analyze status of information service and to suggest its activation strategies after establishing its category in the school library. As a result of establishing scope and contents of information service, materials of information offering and guide are converged on reading education and information literacy curriculum integrated subjects. But the arrival rate of information service is very low like 48.2% under the 2012 Korean Libraries' Management Evaluation. It is especially poor to raise self resilience and school participation of students with information service involved in the affective domain such as readers' advisory service and bibliotherapy. In order to activate its information service, there is an urgent need for systems improvement in placement of the teacher librarian. It is also necessary to reinforce the status of information literacy instruction under the nation-level curriculum and continuous base expansion as a core information service of the school library. Service development for readers' advisory service and bibliotherapy is also needed to contribute to solving problem and stress situation of the student. The school library has to make an effort to connect its information service with local communities for the school community.
