When evaluating the extent of the impact of water pollutants on the surrounding area, we would like to present the target level (proposal) of the quality of the environment, which is the standard for evaluation. We propose the environmental quality target level for substances that need to be applied domestically by investigating overseas cases operating the integrated environmental management system and the implications of domestic environmental pollutant management. The appropriateness of the environmental quality target level reviewed in this study was determined using data from the water quality measuring network, and future improvement measures were proposed. We review the available methodologies for setting quality objectives for the environment. It proposed the environmental quality target level for 21 substances that have domestic water pollutant emission standards and do not have environmental standards, and proposed future improvement measures. If it is necessary to add quality target-level items of the environment in the future, it is believed that expansion will be possible based on the methodology presented in this study.

In this study, a load duration curve was applied to the Jangseongcheon, one of the tributaries of the Yeongsan River, to assess whether the target water quality was achieved. In addition, pollution of the water body was investigated to develop and suggest the optimal management time with respect to polluted flow sections and monthly conditions. The average flow rates of sections JS1 and JS2 were $0.25m^3/s$ and $1.08m^3/s$, respectively. The BOD and T-P for water-quality standards at JS1 were rated at II, whereas the COD and TOC were rated at III, thus indicating a fair level of water quality. By contrast, the BOD at JS2 was rated at III, the T-P at IV, and the TOC at V, indicating poor water quality in this section. The load duration curve was plotted using the actual flow data measured in eight-day intervals for eight years from 2011 to 2018 at locations JS1 and JS2 in the Jangsungcheon Basin. In an assessment using the load duration curve on whether the target water quality was met at location JS1, all of the water quality parameters (BOD, COD, TOC, T-N, T-P, and SS) satisfied the target water quality. By contrast, at location JS2, parameters COD, TOC, T-N, and T-P exceeded target values by more than 50%, indicating the target water quality was not met. The discharge loads of locations JS1 and JS2 were analyzed to identify the reasons the target water quality was exceeded. Results revealed that the land system contributed considerably. Furthermore, the discharge load of JS2 accounted for more than 80% of the load on the entire basin, excluding that of JS1. Therefore, the best method for restraining the inflow of pollutants into the stream near location JS2 must be applied to manage the water quality of the Jangsungcheon.

It is one of the most critical steps identifying impaired waterbodies exactly in the selection of target water quality indicators for the management of Total Maximum Daily Loads (TMDLs). Excess ratio and excess level were applied and analyzed by the stream zone basis in order to evaluate water impairment for Nakdong, Geum, Youngsan and Seomjin rivers. Each river basin was divided into stream zones in the light of its watershed and waterbody characteristics. Selected water quality parameters discussed in this study were pH, DO, BOD, COD, SS, T-P, T-Coli and F-Coli. The excess ratios of the water quality parameters were used to discriminate water bodies that did not meet water quality standards. The excess levels were used to classify the degradation of water quality. The excess ratios and the excess levels to the water quality criteria of the medium influence areas were used for each stream zone. The results indicate that the excess ratios and the excess levels are varied on the stream zone in each river basin. Three parameters, pH, DO and SS, met water quality standards in all stream zones. The other five parameters indicated very high excess ratios in most waterbodies, and especially T-P and T-Coli revealed to be very high excess levels in some waterbodies. These parameters could be considered as major target indicators for the management of TMDLs.
This study provides a basis for research to establishing air quality standards in Gyeongnam. The trends and deviations in air quality concentrations and short-term environmental standards were analyzed. Furthermore, the regional standards and World Health Organization's (WHO) air quality guidelines (AQGs) were taken into account. The annual average PM10 standard for cities anc counties ate 40 ㎍/㎥ and 30 ㎍/㎥, respectively. SO2 and NO2 are achieving national standards and need to be strengthened to the minimum regional standard and WHO AQGs. The PM2.5 standard, which has not reached national standards, needs to be set at the level of national standards, and is also the target level for 2024 of the Gyeongsangnam and national PM2.5 management plans.
The purpose of this study was evaluated on achievement of the Target water quality (TWQ) with Load Duration Curve (LDC) as well as materials collected through the implementation of Total Maximum Daily Load (TMDL), targeting 41 unit watersheds in the Nakdong River Basin in korea, and examines the adequacy of the LDC method to evaluate the TWQ by comparing methods through current regulations. It aims to provide basic materials for TMDL development in Korea. This determination resulted from the fact that the measured data placed on the LDC mean that they are beyond TWQ in a certain condition of water flow when actually measured load values were displayed in a form of LDC. In addition to water quality surveys, it is considered that information on the level of damage in a water body by water flow grade can be utilized as a basic material to identify compliance with the total admitted quantity, and establish rational plans to improve water quality. This information helps in the identification of the degree of damage in water quality according to water flow.

This study evaluated the technical feasibility of the application of $TiO_2$ photocatalysis for the removal of volatile hydrocarbons(VHC) at low ppb concentrations commonly associated with non-occupational indoor air quality issues. A series of experiments was conducted to evaluate five parameters (relative humidity (RH), hydraulic diameter (HD), feeding type (FT) of VHC, photocatalytic oxidation (PCO) reactor material (RM), and inlet port size (IPS) of PCO reactor) for the PCO destruction efficiencies of the selected target VHC. None of the target VHC presented significant dependence on the RH, which are inconsistent with a certain previous study that reported that under conditions of low humidity and a ppm toluene inlet level, there was a drop in the PCO efficiency with decreasing humidity. However, it is noted that the four parameters (HD, RM, FT and IPS) should be considered for better VHC removal efficiencies for the application of $TiO_2$ photocatalytic technology for cleansing non-occupational indoor air. The PCO destruction of VHC at concentrations associated with non-occupational indoor air quality issues can be up to nearly 100%. The amount of CO generated during PCO were a negligible addition to the indoor CO levels. These abilities can make the PCO reactor an important tool in the effort to improve non-occupational indoor air quality.
The Ministry of Environment (MOE) has made more effort in managing point source pollution rather than in nonpoint source pollution in order to improve water quality of the four major rivers. However, it would be difficult to meet water quality targets solely by managing the point source pollution. As a result of the comprehensive measures established in 2004 under the leadership of the Prime Minister's Office, a variety of policies such as the designation of control areas to manage nonpoint source pollution are now in place. Various action plans to manage nonpoint source pollution have been implemented in the Soyang-dam watershed as one of the control areas designed in 2007. However, there are no tools to comprehensively assess the effectiveness of the action plans. Therefore, this study would assess the action plans (especially, BMPs) designed to manage Soyang-dam watershed with the WinHSPF and the CE-QUAL-W2. To this end, we simulated the rainfall-runoff and the water quality (SS) of the watershed and the reservoir after conducting model calibration and the model validation. As the results of the calibration for the WinHSPF, the determination coefficient ($R^2$) for the flow (Q, $m^3/s$) was 0.87 and the $R^2$ for the SS was 0.78. As the results of the validation, the former was 0.78 and the latter was 0.67. The results seem to be acceptable. Similarly, the calibration results of the CE-QUAL-W2 showed that the RMSE for the water level was 1.08 and the RMSE for the SS was 1.11. The validation results(RMSE) of the water level was 1.86 and the SS was 1.86. Based on the daily simulation results, the water quality target (turbidity 50 NTU) was not exceeded for 2009~2011, as results of maximum turbidity in '09, '10, and '11 were 3.1, 2.5, 5.6 NTU, respectively. The maximum turbidity in the years with the maximum, the minimum, and the average of yearly precipitation (1982~2011) were 15.5, 7.8, and 9.0, respectively, and therefore the water quality target was satisfied. It was discharged high turbidity at Inbuk, Gaa, Naerin, Gwidun, Woogak, Jeongja watershed resulting of the maximum turbidity by sub-basins in 3years(2009~2011). The results indicated that the water quality target for the nonpoint source pollution management should be changed and management area should be adjusted and reduced.
Since 1985, the Gangwon Institute of Health and Environment(GIHE) and Ministry of Environment have collected rivers and streams water quality data in an ambient surface water monitering program. This study was prepared to propose an achievement of water quality of rivers subject to management by area according to an created level while establishing a water quality level applicable to the Gangwon area. As a result of evaluating correlativity on the BOD-based water quality data, BOD versus TP, and TP versus SS demonstrated significance at a confidence level of 95%. Evaluating correlativity on $10{\sim}90$ percentile values of analyzed data, a coefficient of determination, $r^{2}$ of BOD versus TP, and TP versus SS were 0.625, 0.286 respectively. Grading the results by evaluation method, the representative values of TP were 0.030 mg/l for I level, 0.100 mg/l for II level, 0.200 mg/l for Ill level, 0.300 mg/l for IV level, and 0.350 mg/l for V level, and those of SS were indicated 4.0 mg/l for I level, 15.0 mg/l for II level, 30.0 mg/l for III level, 45.0 mg/l for IV level, and 60.0 mg/l for V level. As for the limiting factor allowing the water quality standard exceeded, BOD posted 61% as the factor was found in 11 places, TP 28%, and SS 33%.

The policy of total maximum daily load (TMDL) was adopted to manage water pollutants so as to keep the total amount of pollutants in the watersheds within established target water quality. While the TMDL was implemented in all four major river basins, various problems occurred. Even though the corrections for problems were conducted, the role between central and local government was not established exactly. This study was presented to suggest a role between central and local governments for effective implementation of TMDL. When the central government establishes the environmental criteria with water quality standards and pollutants in the main rivers, the local government should establish the level of target pollutants in the watershed. Also, the local government should be continuously implementing the water quality and flowrate monitoring of the tributaries to find out the degree of water quality improvement in the tributaries. Especially, the basic plan of TMDL for the whole watershed should be established by the river basin environmental office at the central government. The local government should be established the implementation plan of TMDL for the watershed where exceeds the established target water quality. The performance assessment of TMDL should be implemented every year to the water quality and flowrate monitoring of the tributaries for satisfaction assessment of target water quality in the watershed by the lower-lever government. The performance assessment report of TMDL included with an analysis of causes for the excess water quality in the watershed should be submitted to the river basin environmental office at the end of the TMDL planning period.
South Korea has been divided into quantities and water quality, and due to a revision of the Government Organization law in June 2018, the controversial water management system was integrated into the Ministry of Environment. The total Maximum Daily Loads System has been called the flower of water quality control, and since 2004, all three major river systems which have been introduced into the Han River system, despite its various difficult environments, and subsequently leading to all of the four major rivers undergoing obligatory implementation since 2013. Currently, the target TMDL (Han River Phase 1 and Other Water Systems Phase 3) for the 2020 stage has been implemented. The domestic TMDL established a basic plan for calculating the load which complies with the unit watershed's target water quality, as well as an implementation plan for annual load management, both which have been institutionalized in order to evaluate load compliance on a repeated annual basis. Local governments ask external organizations to conduct investigations every year in order to assess the transition, which thereby requires tens of millions of won every year. Therefore, an assessment and management model that can be easily operated at the TMDL personnel level is required. In this study, when the Han river Water System TMDL was implemented in earnest, we confirmed the the water quality improvement effect when TMDL was introduced to major inflow tributaries (TancheonA, JungnangA, AnyangA) under the Seoul City's jurisdiction through the use of the total amount control unit basin evaluation technique. By presenting customized management measures, we propose the guidelines that are necessary for determining more effective water environmental policies.
