  • This paper seeks for the set-up plan in the reasonable target area of environmental assessment. Domestically, the target area of environmental assessment is set up by the adjustment of opinion collection about the assessment scope result of an environmental factor. In a foreign country, the boundary of the target area for a development project is established with the environmental, economical, and social viewpoint based on the standard for significantly environmental impact. Based on the analysis of the present condition at home and abroad, the first set-up plan for the reasonable target area of environmental assessment is the preparation of the detailed term definition related to the target area of environmental assessment. The second is the arrangement of the judgement standard for significantly environmental impact. The quantitative assesment item can apply the present standard or regulation, and the qualitative assessment item can establish the standard based on factual and objective data. The last is the preparation of the reference material or the guideline for deciding the initial target area by the judgement standard and determining the final target area by opinion collection in the stage of scoping.

  • Recently, correlation filter based trackers have shown excellent tracking performance and computational efficiency. In order to enhance tracking performance in the correlation filter based tracker, search area which is image patch for finding target must include target. In this paper, two methods to discriminatively represent target in the search area are proposed. Firstly, search area location is estimated using pyramidal Lucas-Kanade algorithm. By estimating search area location before filtering, fast motion target can be included in the search area. Secondly, we investigate multi-channel Local Edge Pattern(LEP) which is insensitive to illumination and noise variation. Qualitative and quantitative experiments are performed with eight dataset, which includes ground truth. In comparison with method without search area estimation, our approach retain tracking for the fast motion target. Additionally, the proposed multi-channel LEP improves discriminative performance compare to existing features.

  • In this study, we divide greenspace in Suwon city into three parts, that is, the conservation part, the maintenance part and the creation part by considering the quantitative aspect of greenspace and the present targets. To do it, two steps are taken. Firstly, assuming that the target year is 2007, the final target of greenspace area is established by combining targets presented in present state survey, the evaluation of resident perception and the future population estimates. The target of greenspace area in present state survey is 7,887,062$m^2$+$\alpha$ and that of greenspace area demanded in the evaluation of resident perception is 8,242,419$m^2$. Demand of greenspace area based on population estimates is 4,227,513$m^2$. When the greenspace needed in the city is added, the target may be more than 8,242,419$m^2$ which is demanded in the evaluation of resident perception. Outcome of the present state survey, 7,887,062$m^2$ + $\alpha$, is considered to be enough to accomodate the greenspace area demanded in the evaluation of resident perception and the population estimates. Therefore, targets of greenspace in Suwon City was established based on the area of greenspace analyzed in the present state survey. Secondly, the target of greenspace is divided into three parts, that is, the conservation part, the maintenance part and creation part. And the methods to attain the target are presented. In order to set desirable targets of urban greenspace, it is necessary to combine the outcome of present state survey, the resident perception, the population estimates and the various urban conditions. If the results of this study are applied to the urban planning or other related planning, the urban ecosystem will be protected and the biotope will be created.

  • This study determined the economic impact of environment-friendly cultivation and the optimal cultivation area of Omija (Korean for Schisandra chinensis Baillon) for full-time farmers by analyzing the management performance of existing Omija cultivators. The study divided the target income into urban household income and Omija farm income, and estimate the optimal cultivation area by substituting the target profit from the cost-volume-profit analysis model. The optimum cultivation area was 1.4 ha for general cultivation, 1.08 ha for organic cultivation, and 1.18 ha for pesticide-free farming cultivation considering the average urban household income as the target, and 0.81 ha for general cultivation, 0.63 ha for organic cultivation, and 0.69 ha for pesticide-free farming, considering the average 2012 farm household income as the target. Therefore, the study reached conclusion that it is necessary to secure the price of Omija farm and stable support for income increase. Therefore, the support plan for income stabilization of Omija farm should be considered. Especially, the central government should provide various policies and financial support to help the optimal cultivation area of Omija Farm.

  • A novel method based on Surf points is proposed to detect and lock-track single ground target in aerial videos. Videos captured by moving cameras contain complex motions, which bring difficulty in moving object detection. Our approach contains three parts: moving target template detection, search area estimation and target tracking. Global motion estimation and compensation are first made by grids-sampling Surf points selecting and matching. And then, the single ground target is detected by joint spatial-temporal information processing. The temporal process is made by calculating difference between compensated reference and current image and the spatial process is implementing morphological operations and adaptive binarization. The second part improves KALMAN filter with surf points scale information to predict target position and search area adaptively. Lastly, the local Surf points of target template are matched in this search region to realize target tracking. The long-term tracking is updated following target scaling, occlusion and large deformation. Experimental results show that the algorithm can correctly detect small moving target in dynamic scenes with complex motions. It is robust to vehicle dithering and target scale changing, rotation, especially partial occlusion or temporal complete occlusion. Comparing with traditional algorithms, our method enables real time operation, processing $520{\times}390$ frames at around 15fps.

  • Stereo matching technique is used in many practical fields like satellite image analysis and computer vision. In this paper, we suggest a method to extract a target object image from a complicated background. For example, human face image can be extracted from random background. This method can be applied to computer vision such as security system, dressing simulation by use of extracted human face, 3D modeling, and security system. Many researches about stereo matching have been performed. Conventional approaches can be categorized into area-based and feature-based method. In this paper, we start from area-based method and apply area tracking using scanning window. Coarse depth information is used for area merging process using area searching data. Finally, we produce a target object image.

  • Because of the importance of small target detection in infrared images, many studies have been carried out in this area. Using a Kalman filter and mean shift algorithm, this study proposes an algorithm to track multiple small moving targets even in cases of target disappearance and appearance in serial infrared images in an environment with many noises. Difference images, which highlight the background images estimated with a background estimation filter from the original images, have a relatively very bright value, which becomes a candidate target area. Multiple target tracking consists of a Kalman filter section (target position prediction) and candidate target classification section (target selection). The system removes error detection from the detection results of candidate targets in still images and associates targets in serial images. The final target detection locations were revised with the mean shift algorithm to have comparatively low tracking location errors and allow for continuous tracking with standard model updating. In the experiment with actual marine infrared serial images, the proposed system was compared with the Kalman filter method and mean shift algorithm. As a result, the proposed system recorded the lowest tracking location errors and ensured stable tracking with no tracking location diffusion.
