Current Status and Improvement of the Fisheries Supply and Demand Statistics (수산물 수급통계 실태 및 개선과제)

  • The purpose of this study is to identify problems and suggest improvements of estimating procedures and item of fisheries supply-demand statistics served as a basis for the fisheries supply-demand policies. Korea Rural Economic Institute(KREI) and Ministry of Oceans and Fisheries(MOF) respectively publish the fisheries supply-demand statistics. But the reliability of data is low as the statistics of these two organizations are limited and show discrepancy in the numbers. It is therefore difficult to use them as the basic data for policies. Also, an accurate data aggregation is difficult due to following problems in the items of statistics. 1) Problems in estimating route sales and non-route sales of production, 2) adequacy of fishery product yield rate compared to raw material in the fisheries import/export sector, 3) selection of target companies for understand stocks and survey scope of fish species, 4) applying'0'to non-edible product demand etc. In order to develop the fisheries industry as a future growth industry, it is necessary to establish the accurate fisheries supply-demand policy as the instability of fisheries supply and demand is increasing. To do this, statistical reliability has to be improved. The improvements proposed in this study should be implemented considering urgency. First of all, an exhaustive analysis of stock statistics and conversion rates of raw material yield in the fisheries import/export sector should be conducted. In the medium term and the long term, transferring production statistics to MOF and surveys on the use demand of non-food product and the level of reduced and discarded seafood products should be carried out in consecutive order.

Analyzing Important Factors that Influence Anglers Support for Fishing License -Focused on the Extend Theory of Planned Behavior- (낚시면허제 지지 영향 요인 분석 -확장된 계획 행동이론을 중심으로-)

  • The study intends to examine the effects of the fishing license system on fisheries resources in order to reduce the adverse effects of recreational fishing, such as fishery resource reduction and environmental pollution. In doing so, the research question of the study is to determine what factors influence anglers' willingness to support fishing licenses. Based on the extended theory of planned behavior, we further included explanatory variables such as recreation specialization and motivations besides anglers' attitudes, norms and self-efficacy towards the environment and proposed six research hypotheses. The data were collected through on-site and online surveys in Gwangju and Cheonnam province and a total of 337 effective questionnaires were collected for data analysis. Three different binary logit models were employed with the dependent variable of anglers'willingness to support fishing licenses to assess the effects of explanatory variables. Study results show that social norms, the level of recreation specialization, motivation factors related to environmental experiences positively affected anglers'willingness to support fishing licenses. However, anglers'consumptive orientation attitudes such as catching big fish, motivation factors related to activity general experience preferences and previous fishing experience had negative effects on the dependent variables. Study results indicate that public outreach and education programs are essential to successfully introduce the fishing license system. Managerial and policy-related implications are further discussed to make recreational fishing a more environment-friendly recreational activity. This study investigated the effects of diverse variables derived from anglers' social-psychological characteristics on their support for fishing licenses and suggest diverse policy-related and managerial implications.

A Study on Marketing of Cultured Laver Products (양식해태의 유통에 관한 조사 연구)

  • Laver io one of the most necessary and seasonal items in Korean food from oldtimes. Laver is lagely eaten in dried form, and its supply depends entirely upon culture weeds. The history of laver culture in Korea about sixty or seventy years is older than in Japan. Significance of laver culture is divided into two aspects, one is food supply in the nation, and the other is export to other countries. Houses engaged in laver culture are about foully thousands, and laver production in 1972 is estimated as 1, 3 bitten sheets. (1 sheet is a dried laver of 20 cm sq, in the shape of paper) Especcially meaning of layer production is the concentration of labour input, and systematic management of labour. From around 1920, the method of laver culture was introduced by Japanese Imperialism for mono culture in shallow seas, and mass products of laver is provided to Japan market, DOMESTIC MARKET Fundamental consume function calculates at below, $D_{(68_71)}$=16354 $Y^{0.471}$ $P^{-1.0662}$ where D is total layer demand, Y income variable, P price variable. It means income elasticity is 476. in the whole country, and price elasticity is 1, 07. But generally income elasticity is higher in urban area than in rural area, as shown at 1, 3 in Seoul city. Expence of laver in house expenditure is mutually correlated with another expence, See Table 12 about the relative function. Laver production in 1970 tile highest record till then, is estimated as six billion sheets. But the recent improvement of laver culture techniques, the production of seeds and freezing storage of seeds has been stabilized. Futher new culture farms have been developed by means of break- water fences or by floating culture method. These improvements have been backed up with increased demand of laver products. Import quantity and price of Korean laver products are restrained by three organizations, that is producer, distributor and consumer. This relationship calculated by regression equation shows that import is influenced only producer organization, at the sacrifice of consumer profit. For increase to export of laver products, we urgently require to open foreign trade of laver products for Japanese consumer, .and Japan has political responsibility to solve Korean laver structure. But with long run timeseries, as regards Japanese production and import quantity, importing function shows increasing trend as below, 250 million sheets <3, 947.1674+0.005 $L_{g}$ >) 600 million sheets where $L_{q}$ is relative production quantity of laver in Japan.   • HACCP is a scientific and systematic program that identifies specific hazards and gives measurements in order to control them and ensure the safety of foods. Transportation of livestock and its products is one of the vulnerable sectors regarding food safety in Korea, as meats are transported by truck in the form of a carcass or packaged meat in a box. HACCP application and its acceleration of distribution, in particular transportation, are regarded as important to providing consumers with ultimately safe livestock products. To achieve this goal, practical tools for HACCP application should be developed. Supply chain management (SCM) is a holistic and strategic approach to demand, operations, procurement, and logistics process management. SCM has been beneficially applied to several industries, notably in vehicle manufacture and the retail trade. HACCP-based real-time visibility system using wireless application (WAP) of the livestock distribution is centralized management system that enables control of temperature and HACCP management in real-time for livestock transportation. Therefore, the application of HACCP to livestock distribution (transportation, storage, and sale) can be activated. Using this system, HACCP management can be made easier, and distribution of safe livestock products can be achieved.
